Jurnal Ilmu Pemerintahan, Administrasi Publik, dan Ilmu Komunikasi (JIPIKOM), is a journal of Governmental, Political, Public Administration, Communication and Social Sciences, for information and communication resources for academics, and observers of Governance Sciences, Social Sciences, Political Sciences, Public Administration Sciences, Communication Sciences, Methodology of Social Sciences and Social Work. The published paper is the result of research, reflection, and actual critical study with respect to the themes of Governmental, Political, Public Administration, Communication and Social Sciences, All papers are peer-reviewed by at least two referees. The scope of Jurnal Ilmu Pemerintahan, Administrasi Publik, dan Ilmu Komunikasi (JIPIKOM), is the Governmental, Political, Public Administration, Communication and Social Sciences. Published twice a year (April and October) and first published for printed edition since Volume 1 No. 1 April 2019.

<![CDATA[This research aims to determine the Representation Altruism of Marie Colvin a War Journalists in the movie A Private War by using the semiotic perspective of Roland Barthes's which oriented towards Denotation, Connotation and Myth. The representation in A Private War presents a strong message of altruism, because this movie is not only showed with the aim of entertaining, but also to show the value of altruism / goodness that can be applied to the general public. The biographical film, A Private War was made as the symbols to show morality, tolerance, empathy and respect to others as the citizens of a country whose rights are also protected by law. Researchers used a qualitative methodology with a critical paradigm approach and descriptive research. Data collection techniques used were observation, documentation and interviews. Primary data obtained directly from observations on the object of research, a movie by Matthew Heineman entitled A Private War. Meanwhile, secondary data were obtained from library research and interviews with the informants to support this research. From this research, were found nine altruism of Marie Colvin, both in scenes and text in the form of conversation sentences in the movie A Private War.]]>

<![CDATA[Traditional leadership is not only passive and only implementers of customs but can also be a developer of community culture into a commodity. Parabelle leadership as a traditional leader can be a driver of tourism development. This study aims to analyze the transformational leadership style of parebela in tourism development in Buton Regency. This study seeks to explore and understand the parabellar leadership style so that descriptive qualitative research is suitable for use. Descriptive in the sense of writing, speech and behavior of the observed party. The strategy used is a case study, chosen because the research question is related to how parable leadership style is. Sources of data obtained through interviews, documents, and direct observation. The interactive model data analysis used consisted of data reduction to verification. The results show that the parabelle leadership style has two characteristics, namely having an ideal influence and being able to provide inspirational motivation for tourism development. Parabela can be categorized as meeting the transformational leadership style. The involvement of parabels needs to be increased because the role of parabels in the community is very effective.]]>

<![CDATA[Health is important to everyone. Health efforts are aimed at improving service quality, equity and reach of health services. The presence of the Social Security Administration Agency (BPJS) of Health proves the seriousness of the Government in providing health services for all Indonesians and provides an alternative to using health insurance. The purpose of this study is To analyze the Service On Outpatient Patients In BPJS Program at Medan Haji General Hospital. The research method used in this research is quantitative descriptive method Samples in this study amounted to 100 outpatients of BPJS participants, who were taken accidentally (within 10 days). Technique of collecting data there are two primary data and secondary data of primary data is done by Questionnaire, Interview, and Observation. Secondary Data Collection Techniques, namely Documentation, Library Studies, Descriptive statistical analysis techniques. The result of the outpatient service at Haji Hospital Medan was classified the answer where the good service was 15 people (15,0%), the good service was 79 people (79,0%), and the bad service was 6 people (6,0 %). Can be dismpulkan that service at Haji Hospital Medan is good enough.]]>

<![CDATA[This research is a qualitative research with a descriptive approach which aims to determine the Strategy of Village Tourism Business Development Through Village Community Empowerment. Data collection was carried out through observation, interviews, and documentation techniques. The data analysis technique used is qualitative data analysis, which describes and interprets the data obtained in the field from key informants. As for the research results from this title, namely the strategy of developing village tourism businesses (flower orchids) through empowering rural communities by utilizing natural resources. existing resources such as empowering seeds through tissue culture, namely the development of orchids by cultivating their seeds and obtaining goods in collaboration with the orchid supplying community, the second strategy is sustainable socialization of orchid plants to the community in the tondok Bakaru itself and the community providing orchid plants ( people who take orchids in the forest), the third strategy is cooperation with bumdes.]]>

<![CDATA[This research aims to find out the Government's strategy in the application of state civil servant discipline in DKI Jakarta, as well as to get any solutions that can be applied in improving the discipline of the State Civil Apparatus. Using research methods of literature studies drawn from several references to journals, books, laws and other relevant articles that support this research, the Jakarta Provincial Government uses various strategies in an effort to implement the working disciplines of the State Civil Apparatus in accordance with applicable laws and regulations and agreements that have been made. The efforts made by the government is a strategy that can be a solution to improve discipline, some of which are: giving appreciation to employees who have completed their tasks appropriately and quickly, giving punishment or sanctions to employees who make mistakes, explaining and providing understanding of the unknown to eliminate lack of confidence, increase skills and potential.]]>

<![CDATA[This article aims to find out the collaboration between the village government and tapioca companies in solving environmental pollution problems caused by cassava waste management. The problem is focused on the collaboration of the local government and tapioca companies in solving environmental problems resulting from drying the results of cassava management carried out by some people in Sangga Buana Village, Central Lampung Regency. In order to approach this problem, Ansel and Gash (2007) reference the theory of collaborative governance. The data were collected through interviews and analyzed qualitatively. The results in this study are drying the remaining cassava waste past the environmental quality stone limit. Pollutant elements in the environment pass the established environmental quality standards, so that the environment is polluted. There are two types of environmental quality stones that are affected by pollution, namely water quality standards and ambient air quality standards. The collaboration between the Village Government and the Tapioca Company has been going well, as evidenced by several indicators, namely face-to-face dialogue, building trust, commitment to the process, and sharing understanding. This study concludes that the collaboration process between the village government and the company is carried out quite well in accordance with the mutual understanding developed by both parties so that the tapioca company is committed to the agreement made.]]>

<![CDATA[The title of this research is the Representation of the Value of Minangkabau Characters in the Film Surau and Silek. This research is motivated by the unique principles of life of the Minangkabau people which make Islam the basis of Adat and Culture. The Minangkabau tribe has a traditional principle of "basandi syara ', syara' basandi Kitabullah" the meaning of this principle is a tradition based on Islamic law and Islamic law is the Al-Qur'an. The writer is interested in studying the principles of the Minangkabau people through a Minang film entitled Surau and Silek. This film combines two interrelated elements, namely Religion and Self-defense arts (silat). Religion as basis of life for the Minangkabau people, while self-defense arts (silat) is a culture of human creation. This study uses the semiotic theory by Rolanda Barthes. Data collection techniques consist of two types, namely primary and secondary data, primary data is the writer's findings in analyzing the film "Surau and Silek", while secondary data is data obtained by researchers through interviews with two sources. This research uses qualitative methodology with descriptive analysis. The results of this study prove that the principles of life of the Minangkabau Tradition "Basandi Syara 'Syara' Basandi Kitabullah" are still the life principles that the Minangkabau people continues to use until now. There are 76 scenes that represent the character values of the Minangkabau people and are dominated by scenes of the application of Islam as the guidance of life the Minangkabau people.]]>

<![CDATA[This study discusses the communication strategy of the Bantul General Election Commission in disseminating the implementation of Regional Head Elections during the Covid-19 Pandemic. The background of this research because the Regional Head Election (Pilkada) was held in the midst of the Covid-19 pandemic, which spreads very quickly from human to human, so the government urges to maintain distance to prevent the transmission and spread of Covid-19. Pilkada which is actually a people's democratic party which usually gathers a lot of masses to get support. This study used descriptive qualitative method. The results of the study show that all stages of the elections carried out by the KPU Bantul are in accordance with PKPU Number 5 of 2020, by implementing health protocols and conducting online and offline socialization involving all elements of election organizers as well as regional stakeholders make the voters lead to high voters turnout in Bantul.]]>

<![CDATA[Village Fund Allocation is a fund allocated by the Regency / City Government for the Village sourced from the central and regional financial balance funds received by the Regency / City. Village Fund Management is also not balanced by adequate resources so that the implementation of Human Resources from the apparatus is still not good in terms of skills, expertise and education so that the Village Government Apparatus find it difficult to manage the Village Fund, Low Village Fund Absorption by the Village Government, Village Government Officials who hold concurrent positions in the Village Government bureaucracy. The purpose of this research is to find out the process and factors that hamper the implementation of village fund allocation policies. The implementation of the village fund allocation policy in Pokan Baru Village, Hutabayu Raja District, Simalungun Regency is not good. The quality of human resources from the village head office staff who are still inferior in terms of education and mastering technology is still low so that the implementation of the village fund allocation is not optimal and the human resources of the new pokan village community which is still lacking causes the lack of manpower to carry out the development slow . Disposition of new pokan village head office employees to collaborate is still not good, causing implementation to be slow.]]>

<![CDATA[The research is titled as 8 Ball Pool Game Advertisement and Product Knowledge (Qualitative Descriptive Study on gamers in Medan) that focuses on the effectiveness of the advertisement in 8 Ball Pool game and the product knowledge. The goal is to know the effectiveness of advertisement in 8 Ball Pool and knowledge of informants of the product. This research uses qualitative methodology in descriptive form. Data collection techniques are done by doing in-depth interviews to 8 Ball Pool game players. Research subjects in this study contains five informants, with the names: Ampang Sagala, Willy, Ryan Aprilliandi, Hasbi Aulia, and Asril. Data analysis techniques, by reducing data, presenting data and drawing conclusions. The research was done in July 19, 2017 until August 20, 2017. The findings of this research indicates several types of adverts presented from 8 ball pool to its users such as online game advertising and products or services. The ads can be seen by the players of the 8 Ball Pool online game is ineffective in attracting users of 8 ball pool online games to buy and download the advertised products.]]>
