Abstract

The unemployment rate in Sukamaju Village remains very high, primarily due to the low level of education among its residents. This study aims to identify and analyze the efforts undertaken by the Sukamaju Village government to improve human resources and their implications for the local labor force. The study uses data collected through interviews, observations, and documentation. Gary S. Becker’s Human Capital Theory, which consists of three indicators (1) education, (2) skills and training, and (3) work experience is applied to support the data analysis.The findings show that: (1) the educational level of the Sukamaju Village community is still relatively low, with most residents having only primary and secondary school education; (2) the training programs implemented in Sukamaju Village have not yet been optimal; and (3) the majority of residents have work experience in the informal sector, such as laborers, construction workers, and small traders.Theoretically, this study contributes to the development of insights and literature on human resource and labor force management. Practically, it provides input for the government and Sukamaju Village to continue strengthening efforts to improve the quality of human resources.

Abstract

This study aims to analyze the implementation of policies on the provision of incentives and investment facilitation in the industrial sector of Karawang Regency. The main focus of this research is to assess the extent to which these policies have been effectively implemented based on Merilee S. Grindle’s theory of successful policy implementation (as cited in Subarsono, 2011), which encompasses two main dimensions: the content of policy and the context of implementation.This study employs a qualitative approach using a case study method. Data were collected through in-depth interviews with informants from government institutions and industrial stakeholders, field observations, and documentation. Data analysis was conducted using a pattern-matching technique that compares empirical findings with theoretical patterns.The findings indicate that policies on investment incentives and facilitation in Karawang have a clear regulatory framework; however, their implementation has not yet been fully optimal. Several constraints were identified, including limited technical understanding of the OSS system among business actors, insufficient dissemination of information regarding investment incentives, unequal access to investment facilitation facilities, and inadequate supporting infrastructure in industrial areas. Nevertheless, the high level of investment realization demonstrates that Karawang remains a strategic destination for industrial development. Therefore, improvements in implementer capacity, infrastructure development, and periodic policy evaluation are required to ensure more effective and equitable implementation in the future.

Abstract

Studies on good governance in public services have been widely conducted; however, most have focused on village financial management, and public information access and infrastructure development. Research specifically examining the implementation of good governance principles in population administration services, particularly at the Population and Civil Registration Office (Disdukcapil) of Bekasi City, remains limited. This study aims to analyze the application of good governance principles in population administration services at the Population and Civil Registration Office of Bekasi City. The method used is qualitative with a case study approach. Data were collected through in-depth interviews, observations, documentation and audio-visual materials, then analyzed using pattern matching techniques. The results show that accountability is implemented through standard operating procedures (SOPs) and routine evaluations; transparency is realized through the utilization of various information media both online and offline, although digital literacy among the community remains a challenge; openness is reflected in the provision of multiple complaint channels, but their utilization is not yet optimal; and legal regulations are enforced clearly, along with non-discriminatory services for vulnerable groups. These findings indicate that the implementation of good governance principles at Disdukcapil Bekasi City has been fairly consistent; however, it still requires strengthened service socialization, optimization of digital complaint mechanisms, and improved service accessibility to enhance accountable, transparent, and inclusive population administration services.

Abstract

This study explores the synergy between the Village Office and the Dalung Traditional Village in regulating non-permanent residents through communication and coordination. This qualitative research with a phenomenological approach aims to determine, analyze and describe the communication and coordination carried out by the Village Office and the DalungTraditional Village in regulating non-permanent residents through the experiences of the actors involved. The analysis of this study uses the synergy theory of Najiyati and Rahmat which includes communication, namely communicators, media, openness and trust as well as feedback and coordination which includes continuity, dynamics, clear objectives and formulation of authority and responsibility. The results of the study indicate that two-way communication has been established between the Village Office and the Dalung Traditional Village in implementing the non-permanent population inspection activities through compatible communicators with media that are easily accessible to the actors who realize openness to each other so as to foster trust and create positive feedback. The synergy between the Village Office and the Dalung Traditional Village is also evident in the coordination established by the actors, spanning the planning and evaluation stages. This is flexible and dynamic, with clear and aligned objectives and clear delegation of tasks for each actor. The synergy between the Village Service and the Dalung Traditional Village is reflected in the existence of communication and coordination that complement each other and the synergy between the two village institutions also provides benefits for the village government and the regional government in controlling the rate of non-permanent population in the area.

Abstract

This study aims to analyze disparities in tourism accessibility and infrastructure in West Aceh Regency and their impacts on destination attractiveness by employing Stephen J. Page’s Tourism Accessibility and Connectivity framework. The research is motivated by stagnant tourist growth and the uneven distribution of tourism-supporting infrastructure, which constrain the optimization of West Aceh’s tourism potential. An exploratory case study design using a qualitative approach was adopted. Data were collected through field observations, in-depth interviews, analysis of local development policy documents, and secondary data from the Central Bureau of Statistics (BPS), the Tourism Office, and the Public Works Agency. The findings indicate that more than 40% of the district road network is either damaged or unpaved, public transportation services do not reach major tourist destinations, and formal accommodation facilities are entirely concentrated in Johan Pahlawan Subdistrict. These conditions render access to key destinations such as Pungki Waterfall, Pocut Baren’s Tomb, and the National Hero Teuku Umar’s Grave difficult, costly, and non-inclusive. Such disparities have directly contributed to low tourist arrivals, short lengths of stay, and stagnant local economic growth. This study concludes that improving basic infrastructure, integrating transport modes, and strengthening digital connectivity are critical prerequisites for enhancing destination attractiveness and sustainably improving the competitiveness of West Aceh’s tourism sector, thereby underscoring the need for proactive local government involvement in formulating integrated tourism development policies that prioritize peripheral areas and promote equitable accessibility.

Abstract

Management Agency (BPBD) of Bekasi City in flood disaster mitigation. Bekasi City, which is frequently affected by floods due to high rainfall, poor drainage, and massive development, requires an effective mitigation strategy. This research uses a descriptive qualitative approach to examine the comprehensive implementation of disaster management, from the pre- disaster, during-disaster, and post-disaster phases. Data collection was conducted through interviews, observation, and documentation. The results show that in the pre-disaster phase, the Bekasi City BPBD carries out various preparedness efforts such as forming Disaster- Resilient Villages, providing rubber boats, and conducting socialization to the community. Early warnings are given through direct observation and the dissemination of information using loudspeakers or WhatsApp groups. In the emergency response phase, BPBD conducts evacuations with rubber boats and provides logistical assistance. However, challenges exist, such as a lack of emergency aid and some residents' refusal to evacuate. In the post-disaster phase, BPBD collaborates with other agencies to clean up mud, collect data on losses, and provide psychosocial support and trauma healing services to victims. The study concludes that despite the efforts, disaster management still faces challenges that need to be improved to create a more disaster-resilient Bekasi.

Abstract

This study aims to analyze the effectiveness of the Jakarta Kini (JAKI) application program in providing public information in the DKI Jakarta area. JAKI was developed by the Provincial Government of DKI Jakarta through the Jakarta Smart City Management Unit as part of the city’s transformation toward a smart city focused on transparency, efficiency, and accessibility of public services. This research employs a qualitative descriptive approach to gain an in- depth understanding of the program’s effectiveness using four indicators of effectiveness proposed by Budiani (2007): target accuracy, socialization, objectives, and monitoring. The results show that in terms of target accuracy, JAKI has successfully reached tech-savvy productive groups such as students and office workers, but remains less effective among the elderly and those with low digital literacy. In the aspect of socialization, the government has conducted promotions through social media and public events, yet these efforts have not been fully effective due to the lack of practical guides and direct education for the general public.Regarding program objectives, JAKI has facilitated easier digital access to public services, but still faces technical challenges such as system errors and delayed responses to user reports. For the monitoring aspect, although systems such as Citizen Relation Management (CRM) and JakRespons have been implemented, their execution remains inconsistent and lacks transparency in reporting follow-up actions. Overall, this study concludes that the effectiveness of the JAKI application in providing public information has shown positive progress but is not yet optimal, particularly in terms of equal access, service quality, and sustainable monitoring. It is recommended that the government strengthen socialization efforts, improve technological infrastructure, and conduct regular evaluations to ensure that JAKI becomes an inclusive and reliable public service platform for all citizens in DKI Jakarta.

Abstract

This study aims to analyze and describe the effectiveness of the Integrated Waste Processing Facility (TPST) program in Wedoroklurak Village, Sidoarjo Regency. The methodology used is qualitative with a descriptive approach that aims to collect and describe information, data, and various problems in depth through field observations using a purposive sampling method carried out by selecting subjects based on specific objectives. The results of this study use the concept of effectiveness theory according to Campbell reviewed from 5 indicators including: first, the indicator of program success can be concluded that the program implementation has been running systematically with a clear flow, but there are obstacles such as weak management and coordination in the implementation of this program. Second, the indicator of target success, in this program the targets include households, small business actors, and public facilities that are sources of daily waste by providing socio-economic. Third, the program satisfaction indicator demonstrates that the TPST is capable of providing waste management services that directly benefit the community, improving the quality of life for the community. Fourth, the input and output level indicator demonstrates a balance between input and output because the resources used successfully produce outputs in accordance with the program's objectives. Fifth, the overall goal achievement indicator indicates that the program can be said to be quite successful in realizing its overall objectives, although institutional strengthening and consistent community participation are still needed to maintain the program's sustainability.

Abstract

This research aims to determine the quality of public services for new electricity installation at PT PLN (Persero) ULP Haurgeulis. Public service issues became a significant concern after the 1998 Reform, which demanded clean, professional, and responsive governance. Electricity, as a basic need in the digital age, places PT PLN (Persero) in a vital role in fulfilling the rights of the community. However, at ULP Haurgeulis, delays in new installation services are still found due to the imbalance between the wide geographical coverage and limited human resources. This research uses the SERVQUAL public service quality theory with five dimensions: tangibility, reliability, responsiveness, assurance, and empathy. Data collection techniques were carried out thru interviews, policy document studies, field observations, and searches of mass media and social media articles. Data analysis was performed using pattern matching techniques by comparing empirical findings with expected patterns. The research results show that the four SERVQUAL dimensions, namely reliability, responsiveness, assurance, and empathy, are already in the optimal category. However, the tangibility dimension, particularly in terms of human resources, is still not optimal due to limitations in administrative staff, which leads to delays in service. The conclusion of this study is that the quality of new electricity installation services at ULP Haurgeulis is generally good, but increasing the number and capacity of human resources is still needed to maximize service. The implications of this research policy emphasize the need to strengthen and organize human resources within PT PLN (Persero)'s regional service units to improve the effectiveness of new electricity installation services.

Abstract

social and political studies; however, there is still limited evidence regarding the impact of motor vehicle restrictions in urban areas. This study aims to analyze the impact of the odd-even traffic policy in addressing traffic congestion in DKI Jakarta Province. A qualitative method with a case study approach was used, involving data collection through interviews, field observations, policy document analysis, and media articles. The data were analyzed using the pattern matching technique. The results show that the odd-even policy is fairly effective in reducing traffic congestion, supported by inter-agency coordination, officer training, and routine evaluations. Nonetheless, challenges remain, including uneven infrastructure, limited personnel, public violations, and suboptimal community participation. This research is expected to provide input for the government to improve the implementation quality of the odd-even policy in the future. This case study also offers new insights into urban traffic policy, particularly in the formulation and evaluation of transportation regulations in large cities.
