Abstract

Early marriage remains a serious challenge in developing countries, including Indonesia. Although Law No. 1 of 1974 has been amended to Law No. 16 of 2019 which sets the minimum marriage age at 19 years for both men and women as part of the government’s efforts to safeguard children’s rights and ensure their psychological, physical, and economic readiness to start a family, Nevertheless, early marriage continues to occur, often accompanied by requests for marriage dispensations filed with the Religious Court. Therefore, the Sukabumi City Government, through the Office of Population Control, Family Planning, Women’s Empowerment, and Child Protection (DP2KBP3A), has designated the Planned Generation (GenRe) Program as the primary instrument in its efforts to prevent early marriage. This study aims to analyze the impact of governance capacity building on the reduction of early marriage. The study employs a quantitative approach using purposive sampling of 50 employees from DP2KBP3A and 50 adolescents residing in Sukabumi City who have received information and education regarding early marriage. Data were collected through questionnaires and analyzed using simple linear regression with IBM SPSS. The research results show that governance capacity building does not have a significant effect on reducing early marriage, as indicated by a significance value of 0.605 (>0.05), a t-value of 0.520, and a coefficient of determination (R-squared) of 0.006. These findings indicate that governance capacity building contributes only 0.6% to the reduction in early marriage, while 99.4% is influenced by other factors.

Abstract

HIV/AIDS cases in Sukabumi Regency have risen sharply, from 177 cases in 2022 to 335 cases in 2024, despite the existence of Regional Regulation Number 11 of 2014 mandating cross-sector collaboration through the AIDS Control Commission (KPA). This anomaly between regulatory availability and the surge in cases suggests underlying problems in the collaborative process. This study aims to analyze the practice of collaborative governance and identify the supporting and inhibiting factors of collaboration among local government, non-governmental organizations (NGOs), and affected communities (PLHIV) in HIV/AIDS control in Sukabumi Regency. This research employs a descriptive qualitative method with six purposively selected informants representing government, academia, business, media, and NGO actors, analyzed using Ansell and Gash's (2008) five indicators of the collaborative governance process: face-to-face dialogue, trust building, commitment to process, shared understanding, and intermediate outcomes. The findings show that collaboration has been institutionally established and has produced several tangible small wins, yet remains constrained by unequal business-sector participation, entrenched social stigma, and dependence on international donor funding. This study also identifies three theoretical contributions that extend the Ansell and Gash model: a triadic trust dimension, a financial resilience dimension, and the external legitimacy of intermediate outcomes. These findings recommend strengthening regional fiscal independence and intensifying anti-stigma education as strategic steps for the sustainability of collaboration.

Abstract

This study aims to measure user satisfaction with digital public services delivered through the M-Paspor application at the Class I Immigration Office TPI East Jakarta using the E-Government Service Quality (E-GovQual) model, supported by the Importance-Performance Analysis (IPA) and Customer Satisfaction Index (CSI) approaches. The research was motivated by negative public sentiment toward the M-Paspor application, as reflected in user reviews on Google Play Store and Apple App Store. A quantitative descriptive method was employed by distributing an online questionnaire to 100 M-Paspor users selected through accidental sampling based on Cochran’s formula. The findings indicate that overall user satisfaction falls within the satisfactory category, with a CSI score of 80.85%. The IPA results reveal that one service attribute is classified as a high-priority area for improvement (Quadrant I), ten attributes are performing well and should be maintained (Quadrant II), seven attributes are considered low priority (Quadrant III), and two attributes indicate excessive performance (Quadrant IV). Overall, the M-Paspor application has met users’ expectations. However, improvements are still needed in application navigation, information presentation, integrated support services, and personal data security to further enhance the quality of digital public services.

Abstract

Public policy development in Indonesia and Malaysia reflects a dynamic process shaped by changes in political systems, institutional arrangements, development orientations, leadership, and societal demands. This study aims to comparatively analyze public policy development in Indonesia and Malaysia by examining their political systems, policy formulation and implementation processes, development planning traditions, and contemporary policy challenges. The study employs a qualitative approach with a descriptive-comparative method, drawing on a historical examination of public policy development in both countries and an analysis of relevant literature and official planning documents. The findings indicate that Indonesia has undergone a transformation from a centralized policy model toward a more democratic, participatory, and decentralized system, although challenges remain in policy fragmentation, central–local coordination, and disparities in institutional capacity. Malaysia, meanwhile, demonstrates greater continuity in development planning and relatively strong federal coordination, while facing challenges related to governance reform, the effectiveness of redistributive policies, and political dynamics. Both countries also face common challenges, including digital transformation, climate change, social inequality, social protection, and the need to improve public service delivery. The study highlights the importance of evidence-based policymaking, institutional capacity building, public participation, intergovernmental coordination, integrity, and policy evaluation to promote effective, equitable, inclusive, and sustainable public policies.
