Abstract

The implementation of regional autonomy in Indonesia is manifested in the form of delegation or handover of central government authority to regional governments, approved in Law Number 22 of 1999 which has been amended by UU Number 32 of 2003, concerning regional government. In the request for fiscal decentralization, it has been enacted since January 1, 2001, applied pursuant to UU Number 25 of 1999, concerning financial balance between the central government and regional governments. However, the aforementioned Law (UU No. 25/1999 and UU No.22 / 1999) does not regulate the distribution of duties on the provision of public goods (public services), for example, in the education and health sector, so that it can be announced about the spending authority allocated to the regions by the central government is delegated authority. Because it applies the principle of "money follows delegation of duties" (the function of money follows) or simply called the use of the budget according to its function, it does not run launched using run in decentralization. The Central Government must pay for expenditure that is the responsibility of the local government. Kerana is the central government responsible for fiscal decentralization in the form of a financial balance between the central government and regional governments. Requesting regional governments that receive fiscal decentralization that has the obligation to produce public goods and public regulations according to the needs of the people in the region As a unitary state (unitary state), Indonesia consists of provinces (states) and regencies / cities (regencies / cities). Then the Riau Province is one of the provinces in Indonesia, which received the financial balance transfer funds. Budget decentralization consists of three categories, namely balance funds, special autonomy funds, and paid funds. All regions receive balance funds through a decentralized proportional policy according to the needs of each region including Riau Province.

Abstract

This SDGs Data Mapping exercise helps us to estimate readiness of Pekanbaru in applying proposed SDGs indicators to measure SDGs targets; for which indicator data improvement is required and where the data gaps exist. SDGs consist of 17 goals, 169 targets and 241 Indicators (224 Indicator for City). In order to be able to measure the achievements of the SDGs targets, set of indicators are required and data needs to be available to apply those indicators. The exercise was conducted through desk review method by mapping for each SDGs Target existing relevant indicators used or proposed in the local documents: Pekanbaru Medium- Term Development Plan 2017-2022 (RPJMD) and others relevant documents as required. The indicators mapping then followed by data mapping for each indicator based on the availabity and quality of data from Statistics Agency (BPS) and line Agencies. The indicators mapping showed 4,91% Similiar and 8,04% Proxy.

Abstract

Presidential Decree No. 59 Year 2017 on the implementation of the SDGs in Indonesia is mandatory and request the stakeholder’s commitment. Integrating SDGs into development planing requires reliable data and statistical. This researsch aims to determine the avaibility of data that in line with SDGs. Base on this research obtained information that available 65 data in line with SDGs Indicator, consists of 60 data items TIER I and 5 data items will be Developed indicator cause out of the district autority.

Abstract

Transportation is a part that is not separate from urban planning. Urban planning without considering the conditions and patterns of transportation that will occur as a result of the plan itself will bring about the consequences of a long chain with increasing transportation problems. The main function of a road based on MKJI 1997 is to provide transportation services so that road users can drive safely and comfortably. The parameters of traffic flow that are important factors in traffic planning are traffic volume, speed and density. The traffic volume on the H. Arief Tembilahan road exceeds the capacity value, where the value of vehicle traffic volume for 2019 is 3568 smp / hour, and the planned traffic volume calculated by the traffic flow prediction method for the next 10 years is 1354.74 smp / hour.

Abstract

Progress in industrial activities in some aspects requires management or management that is demanded to have performance, accuracy, economics, integration, speed, accuracy, high security accuracy in order to obtain the final results as expected. The technology of the construction industry is currently driven to balance both the technical and management aspects, from the technical point of view the parties involved try to make or formulate a careful calculation, while in terms of management try to make an efficient and effective method so that a good plan can be implementation of construction projects Project is a temporary activity that has clear goals and objectives, takes place in a limited period of time with the allocation of certain resources. Data processing is done using the AON (Activity On Node) method, the duration of the previous activity is 120 working days, after processing data with the AON method, the duration of the activity is shortened to 95 working days where the time saved is 25 days.

Abstract

Ministry of National Development Planning launched Voluntary National Report to support SDGs acceleration achievement. Therefore, SDGs Secretariat of Riau Province to do SDGs best practices survey to 12 district/city that facilitated by Development Plannig Agency at 12 district/city. This research was condusted by the survey and desk review method. The survey was conducted to collect data and information. Analysis result of alignment between national SDGs indicators and the Village Development Program conduct with desk review method. Base on analysis, Seresam village have successful to implementing SDGs at village level.

Abstract

Regional Regulation on Spatial Planning is an important element for each region because it contains binding regulations regarding spatial planning. This binding regulation will seek strict direction and strict limits on regional development. Regions that do not yet have local regulations on RTRW have the potential to experience conflicts, such as the seizure of spatial use areas by several sectors, furthermore each sector wants to be the main focus and become the most considered sector, then exploitation of space becomes uncontrolled because there are no strict rules governing boundaries. It is in the Regional Regulation on Regional Spatial Planning that local governments can get it all. The drafting or completion of the Regional Regulation on Spatial Planning is not an easy thing to achieve in many regions in Indonesia. The proof is that there are still many regions that do not yet have local regulations on RTRW, including Indragiri Hilir Regency. This becomes the grid that Inhil Regency is threatened to get a negative effect from the absence of RTRW regulations. This journal explains the important points why Inhil District needs a Regional Regulation on RTRW. This is also emphasized by the display of adverse effects if the RTRW regulation is not finished by the Inhil Government. This journal will also explain about any obstacles that the Inhil District Government might face in the effort to resolve the RTRW Perda.

Abstract

Perineum wound is the area which is diffcult to maintain to keep it dry and clean. Special observation and treatment is needed to ensure the area can heal by doing proper perineum care and it will cause infections complications due to errors in perineum wound care. From initial survey that was done by doing interview method in Public Healt Center of Gajah Mada and Tembilahan Hulu with 6 patients (100%) only knew how to treat perineum wound by changing sanitary pads at least twice a day whitout washing hands before and after doing treatment perineum wound. This research design is anlytic observational by using cross sectional approach. The popolation in this research is puerperium mother is 2019 in UPT of public Healt Center Gajah Mada and Tembilahan Hulu with total per month is 134 persons. Taking sampel by using accidental sampling by the amount 32 persons. Data collecting tool is using cheklist sheet of observation sheet. The test result chi square in knowledge and attiude of perineum mother toward perineum wound treatment and perineum wound healing was obtain 0,000 it means there is relationship between knowledge and attiude of perineum mother toward perineum wound treatmen and perineum wound healing. It is expected to increase perineum mother’s knowladge by doing promotive effort like counseling at first visiting on puerperium period by using media that can be brought to go home by patients like brochurenor leaflet so that patiens can read again after they are at home.

Abstract

The development and utilization of digital images has developed rapidly. At present, digital image processing capabilities and techniques make it possible to be used more effectively and efficiently in identifying quality classes of brown sugar. One of them is the concept of Smart Systems with the use of Matlap-based applications so that public recognition of the importance of selecting good quality brown sugar can be a little more efficient. Digital image processing capabilities are supported by the concept of pattern recognition and classification, it is expected that the quality classification of brown sugar based on RGB color variables (Red, Green, Blue) and texture variables (energy, contrast, correlation and homogeneity) with the help of computers can be realized. To get a solution of the problem of classification and determine the accuracy of the classification of the quality of brown sugar into a certain class, then we need a method that is able to classify the quality of brown sugar brown sugar into class A (very good), class B (good) and class C (not good ). The method is expected to also be able to handle the problem of the accuracy of the classification of brown sugar into certain quality classes according to the actual state of brown sugar.
