Abstract

One of the factors for the lack of success in the mathematics learning process is that the teacher does not innovate in applying the media in learning. In general, teachers at Budi Agung Private High School still apply conventional media so students become passive and less interested in mathematics. This has an impact on the low student learning outcomes. Therefore, innovation in Adobe Flash-based learning is needed. The purpose of this study was to test the effectiveness of the use of Adobe Flash learning media on students' mathematics learning outcomes at Budi Agung Private High School, Medan. This study uses a quasi-experimental design. Data collection techniques consist of unstructured interviews, observations, documentation and tests. The data analysis techniques used are the Liliefors test to test the normality of the data, the Levene test to test the homogeneity, the independent sample test, and the party test through one sample t-test to test the hypothesis. The population in this study were classes XA and XB SMA Private Budi Agung Medan, totaling 72 students, consisting of 35 students in the experimental class and 37 students in the control class. The results of this study were obtained through the results of the students' final test (post-test). The average post-test result of the experimental class students using Adobe Flash was higher than the control class using conventional methods, with namely the experimental class was 75.1 and the control class was 55.73. And based on the results of the t-test, it was obtained that tcount > ttable, namely tcount = 5.072 and ttable = 1.

Abstract

Digital transformation in population administration services represents a strategic step toward establishing effective, efficient, and responsive governance. However, implementation at the local level often faces obstacles regarding the readiness of technical regulations and the internal capacity of the implementing agencies. This study aims to analyze policy readiness and institutional capacity in supporting the digital transformation of population administration services at the Population and Civil Registration Agency of Subang Regency. A descriptive qualitative research method was employed, utilizing data collection techniques such as in-depth interviews, observation, and document analysis. The findings indicate that, regarding policy readiness, the Subang Regency Government possesses an overarching regulatory framework aligned with national policies; however, there remains a lack of technical regulations concerning cybersecurity risk mitigation and personal data protection. Meanwhile, based on Merilee S. Grindle’s organizational capacity theory, institutional capacity dimensions show imbalances: technological infrastructure development has not been matched by an equitable distribution of digital human resource quality at the sub-district and village levels; incentives for non-civil servant (non-ASN) operators remain low; and there are budgetary constraints regarding long-term system maintenance. The study concludes that while digital transformation in Subang Regency is underway, it has not yet reached optimal levels due to gaps in policy synchronization and limitations in institutional operational capacity. Recommendations include accelerating the structured enhancement of staff digital competencies, strengthening local data security regulations, and securing a sustainable budget allocation for system maintenance.
