Abstract

Various national and regional level reports project that Indonesia's economic growth will be driven by the development of digital technology. Das et al. (2016) predicts that, by 2025, digitalization will have an impact of 150 billion US dollars (US) and additional jobs for 3.7 million people. This potential can be seen from, among other things, the number of start-up technology companies (or commonly referred to as startups) which is growing significantly.). Das et al. (2018) also projects that the potential for electronic commerce (e-commerce) in Indonesia in 2022 will reach 55 billion to 65 billion dollars. The impact will be felt on the absorption of labor, including female workers. This calculation gives great hope for Indonesia to accelerate its economic growth. However, to what extent can growth driven by the development of the digital economy guarantee an increase in the quality of life for all levels of society? Can the digital economy in the future reduce inequality which is currently quite high? Furthermore, the Life Skills program is intended to improve the Life Skills ability which is specifically organized to provide learning opportunities for young people of productive age in order to acquire knowledge, skills and develop an entrepreneurial spirit which is supported by a creative, innovative, professional, responsible mental attitude, and dares to take risks in managing their potential and their environment as a provision to improve their quality of life. The purpose of this study is to analyze the role of digital literacy in economic technology and the role of life skills programs in reducing poverty.

Abstract

This study explores the nature of public budgeting through a study of the interaction between formal political institutions and informal practices in the Indonesian budget arena after the 2014 General Election. The study draws on a collection of theories related to the role of political institutions in budget making and engages in theoretical debates in a field study of the key roles of politicians and parties in the Indonesian political system since the advent of democracy. Based on data collected through literature studies, this study examines legislative behavior in the budget-making process. Based on the case study, that the relationship between the legislature and political parties and the behavior of the executive government is influenced not only by the constitutional power of the President in the budget, but also by electoral rules that encourage legislators to prioritize access to patronage resources over party affiliation. In other words, the budget-making process is driven by a combination of the executive's need to advance its budget agenda in a multiparty presidential setting, in the absence of party direction and discipline, and the legislator's need to secure patronage resources. These findings offer new insights not only into the budget process but also into the workings of the Indonesian legislature. First, the case studies show that the presence or absence of a governing coalition is not the main determining factor in providing stability in the budget decision-making process. Second, they point out that, in the absence of an effective coalition, the use of constitutional budget-making powers to retain support from the legislature comes at a very high political cost. Third, this study reveals a form of cartel-like behavior among individuals, not parties, which challenges the application of cartel party theory in the Indonesian context.

Abstract

Globalization encourages mobility and human reach. New challenges emerge to test the community's readiness. Based on the Global Talent Competitiveness Index, Indonesia is ranked 65th out of 132 countries. Research International Labor Organization indicates that nearly 20% of the Indonesian workforce does not qualify for the work they are doing. This data shows the low quality of education in Indonesia, especially the level of higher education. This journal examines Australia-Indonesia's efforts to meet the need to improve the quality of human resources through the Australian Awards program. Based on data from the final report of the AAI program, although 26% of scholarship participants came from Indonesia, it did not adequately represent the entire population of undergraduate graduates. This has been constrained by budget cuts, a change in Australian policy direction and successful promotions. This scholarship is known to be prestigious, but unfortunately the impact is not so significant on the development of the quality of human resources in Indonesia.
