Abstract

This article discusses the implementation of Article 14, Paragraph 1, Letter (C) of Law Number 12 of 1995 concerning corrections in efforts to prevent recidivism of theft cases in Buleleng Regency. This research is essential for understanding the effectiveness of correctional policies in reducing recidivism rates, particularly among theft offenders. Using a qualitative approach, this study identifies the factors influencing the success of rehabilitation programs carried out in correctional institutions. The findings indicate that comprehensive rehabilitation strategies, including education and vocational skills, significantly impact the social reintegration of inmates after completing their sentences. The study also outlines the challenges in implementing this law, which include a lack of community support and limited available resources. This study recommends strengthening cooperation between correctional institutions and the community, as well as the importance of tighter supervision of released inmates to prevent them from re-engaging in criminal activities. Abstract

This study aims to investigate the impact of the Personal Growth Initiative (PGI) on recidivism among repeat offenders at Rutan Class IIB Prabumulih. PGI represents an individual’s conscious effort for active and continuous self-development, which, in the context of corrections, can be a potential approach to reducing recidivism. Using a descriptive qualitative method, data were collected through interviews, observations, and documentation. The findings indicate that the PGI dimensions—readiness for change, planfulness, resource utilization, and intentional behavior—significantly contribute to helping inmates reduce their risk of reoffending. Inhibiting factors such as social stigma and lack of social support delay the rehabilitation process. This study highlights the importance of social support and correctional facilities in strengthening PGI among inmates to reduce recidivism rates. Abstract

The purpose of this article is to understand the importance of the independence development program as an effort to fulfill the rights of prisoners while serving their criminal term in a correctional institution. Fulfilling the rights of prisoners is an effort to uphold the human rights that humans have. This research examines previous research on the subject and available literature using qualitative research methods with a literature review strategy. The results show a number of difficulties in implementing self-sufficiency programs, including inadequate funding, poor inmate engagement, low-quality facilities, and a lack of trained personnel. As a result, the way independence programs are implemented in correctional institutions is not yet ideal. To overcome these challenges, one must use calculated and intelligent moves. Abstract

The increasing crime rate has led to overcrowding in correctional facilities. This condition poses a barrier to the implementation of rehabilitation programs, which are the rights of every inmate during their incarceration. Given the diversity of inmates' backgrounds, in-depth identification is needed to assess each individual's criminogenic needs. Risk and needs assessment instruments are used to evaluate the risk of recidivism among inmates and to identify criminogenic factors. The results of these assessments should serve as a reference in the formulation of rehabilitation programs. However, in practice, the assessment results are often not used as the primary basis for providing rehabilitation programs. This study aims to determine the relevance of risk and criminogenic needs assessments in the implementation of inmate rehabilitation. The research employs a qualitative method with data collection techniques including literature review, interviews, and documentation. The results indicate that risk and needs assessments remain relevant to the condition of the correctional system in Indonesia, particularly in supporting the adopted philosophy of social reintegration. However, there are several challenges in implementation, such as the unavailability of assessors in correctional facilities, leading assessments to be conducted by social workers and correctional staff. Additionally, the available rehabilitation programs are still limited, resulting in not all recommendations from the assessments being accommodated through existing rehabilitation programs. In conclusion, assessments are highly relevant to rehabilitation programs for inmates, and future developments in assessment and the digitalization of assessments are needed. Abstract

This study aims to identify the factors that influence fights among inmates and the preventive measures taken by officers to prevent such incidents. The research uses a qualitative approach, with data collected through interviews, observations, and document analysis. The findings show that fights are often triggered by factors such as revenge, economic problems, and conflicts of interest. Additionally, the preventive measures carried out by officers include increased supervision, mediation, and rehabilitation activities aimed at creating a safe and conducive environment. This research is expected to contribute to the development of strategies for preventing fights in correctional institutions and to enhance the effectiveness of officers in maintaining security and order. Abstract

This study aims to determine how work motivation affects employee performance at the Bengkulu Class IIA Correctional Institution. The research method used is a quantitative approach with data collection through questionnaires distributed to 89 employees. The data were analyzed using normality test, simple linear regression test, significance test, and determination test processed using IBM SPSS software version 25. The results showed that there is a significant positive influence between work motivation and employee performance. This finding indicates that increasing work motivation through various programs and policies that support it can improve employee performance in correctional institutions. This research is expected to provide insights for management in designing more effective strategies to improve employee motivation and performance in the institution. Abstract

This study aims to determine the effect of work motivation on the performance of Class IIA Abepura Correctional Institution employees. The research method used is the quantitative research method. To obtain research data, questionnaires were distributed to 100 respondents who were officers of the Abepura Class IIA Correctional Institution. The questionnaire used was 40 questions related to the research variables. To analyze the research data using descriptive analysis techniques through simple linear tests, significance tests, and determination tests using IBM SPSS 27. The results of this study indicate the percentage of influence given by the work motivation variable on employee performance in the determination test, which shows that the work motivation variable as an independent variable has an influence of 43.8% on the performance of the dependent employee. Meanwhile, the hypothesis test obtained that there is an effect of work motivation on employee performance at the Class IIA Abepura Correctional Institution. Abstract

This study aims to identify strategies for the illiteracy eradication program to improve the literacy skills of inmates at the Class IIB Prabumulih Detention Center. The background of this research is the high illiteracy rate in Indonesia, particularly among inmates, which poses challenges in their rehabilitation and social reintegration efforts. The research method used is qualitative with a descriptive approach, involving direct observation, interviews, and documentation. The results show that the strategies implemented in this program include mapping the literacy needs of inmates, designing a curriculum based on their needs, utilizing interactive learning methods, and receiving support from competent educators. The challenges faced include low motivation among inmates and limited resources and facilities. However, the program has proven effective in enhancing the reading, writing, and arithmetic skills of the inmates. In conclusion, the illiteracy eradication program at Class IIB Prabumulih Detention Center has a positive contribution to inmate rehabilitation efforts, but improvements in resources and external collaboration are needed to overcome existing challenges. Abstract

Resilience, as the ability to recover from stress and trauma, is considered essential in supporting the rehabilitation process of inmates. This study aims to explore how resilience can be built among inmates convicted of narcotic offenses in Lapas Kelas IIB Sekayu and to identify the challenges faced in this process. The study employs a qualitative method, utilizing in-depth interviews, observations, and document analysis for data collection. The first finding shows that the rehabilitation program in Lapas Kelas IIB Sekayu involves various aspects focused on the mental, emotional, and social development of inmates, with support from prison officers and families playing a key role in fostering resilience. The second finding identifies the main challenges in building inmate resilience, including social stigma, psychological pressure, and limited supporting facilities within the prison. By developing resilience, inmates can be better prepared for life after release and reduce the risk of reoffending. Keywords: Resilience; Inmates; Narcotics; Rehabilitation; Lapas Kelas IIB Sekayu

Abstract

General elections are a form of the people's sovereign rights in using a democratic system to provide voting rights in electing the president and vice president. This right is also held by Prisoners (WBP), so a forum is needed to implement this right. The General Election Commission (KPU) has the authority to organize it in accordance with Law Number 7 of 2017 concerning General Elections and Correctional Institutions (Lapas) in this case, namely the Tangerang Class IIA Youth Correctional Institution, which is involved in organizing general elections to provide facilities for WBP to exercise their voting rights. Polling stations (TPS) specially made in prisons are called special TPS. In their implementation, governance is needed so that they can run smoothly, structured and in accordance with applicable laws and regulations. This study examines the authority of the KPU and prisons in organizing the 2024 Presidential and Vice Presidential Elections and the application of governance principles in organizing the 2024 Presidential and Vice Presidential Elections at the Tangerang Class IIA Youth Correctional Institution. This research is qualitative research with a case study approach and literature study related to legal norms. The results of this study explain the implementation of the governance of the 2024 presidential and vice presidential elections at the Tangerang Class IIA Youth Penitentiary in accordance with the authority of the KPU and Lapas. Basically, the implementation went well, but there were several suggestions and innovations from the author to provide encouragement for future progress.
