Abstract

The government has a crucial role in the management of COVID-19 since it is a leader. However, to speed up breaking the chain of transmission of COVID-19, the government needs various solutions from various stakeholders, considering that the COVID-19 pandemic is a broad problem and all parties are required to work together to achieve this goal. This study aims to explain the influencing factors and implications of the Penta Helix synergy in handling COVID-19 at the Pekanbaru City Level. This study then used a qualitative analysis method with Nvivo 12 Plus as an analytical tool to help visualise data from online media. The findings of this study indicate that the factors that influence the synergy of the Penta Helix model in handling COVID-19 at the Pekanbaru City Level include the role of government, involvement, and equality between actors, joint decision-making processes, formal organization, consensus, and collaboration factors in problem-solving. Then, the synergy of the Penta Helix model in handling COVID-19 in Pekanbaru City has two impacts, namely, the implications for developing the spirit of cooperation and accelerating the handling of the COVID-19 pandemic in Pekanbaru City. The implications of this research provide a reference for the importance of strengthening actor synergy based on a systematic mapping of the balance of roles of each stakeholder to optimally contribute to handling COVID-19 at the Pekanbaru City Level.

Abstract

This study aims to explore the leadership of Indah Putri Indriani as a regent within the North Luwu Regency Government in the process of compassionate leadership in facing the challenges of the Corona Virus Disease 2019 (COVID-19) in North Luwu Regency. This research method is exploratory-qualitative with a phenomenological approach in exploring the process of compassionate leadership in facing the threat of the COVID-19 pandemic in North Luwu Regency. The results of this study indicate that the COVID-19 pandemic in the North Luwu Regency highlights the need for leaders to apply the principle of compassion in order to be able to make decisions and programmes that encourage integrated and appropriate cross-sectoral responses, taking into account contextual factors in their implementation. In handling the Corona Virus Disease 2019, the government of North Luwu Regency created a cooperation programme with UNICEF Indonesia and Geneva Madani in North Luwu Regency. Then, from these two programs, create a home medicine budget allocation programme for people affected by the Corona Virus Disease 2019 in North Luwu Regency, highlighting the reduction of suffering and difficulties for local people in North Luwu Regency. This research contributes to providing knowledge about lessons learned from local governments dealing with difficult situations such as the Corona Virus Disease of 2019 by prioritising the mindset and attitude of compassionate leadership. This approach emphasises a better understanding of the real needs and difficulties faced by the community.

Abstract

This study aims to determine how a country's abundant natural resource wealth can be utilised to bolster its economy and alleviate poverty. This study focuses on the use of natural resources to expedite development. This investigation makes use of a library-based qualitative research strategy. Data was gathered by conducting a Scopus search for natural resources-related journal articles using titles, keywords, and abstracts as metadata search references, and then analysing the results with the VOSviewer tool. We used VOSviewer to determine how many articles had been published on natural resources and discovered that a country's natural resources exceed its economic development. The purpose of utilising VOSviewer is to use it as a resource to conduct precise content analysis based on the researcher's name, publication year, researcher productivity, and natural resource research trends. This analysis was conducted for the purpose of examining the author's collaboration in the natural resources and poverty fields. The results indicate that natural resource-rich regions do not guarantee increased economic growth or reductions in poverty. Poverty in Indonesia is a complex issue, despite the fact that a number of developing nations have been successful in implementing improvements in national production and income and in reflecting the level of well-being among the country's population. The conclusion demonstrates that the resource curse in Indonesia is a result of poor resource management, which causes poverty. The influence of the resource curse on government social spending emphasises the significance of government accountability and transparency in relation to natural resource wealth.

Abstract

The technical viewpoint recognises the critical role of information and communication technology as a driving force in our time. The importance of public policy management in the environment of public service institutions and regional commands is investigated from the standpoint of public administration and the use of social media. Academics need to map out ideas about how social media and government interact. This research aims to see the important themes or issues raised by scholars in social media and their government articles. What are the comprehensive factors that influence the use of social media in government circles? The research method used was a literature review on social media and government by reviewing journal articles on social media and government published in Scopus as data-based and processed using the NVivo 12 Plus analysis tool. The results of this study reveal five significant problems between social media and the government. These problems include digital difficulties, policies, information, communication, and politics. This research also gave birth to social media and government, which must take the form of digital activism; secondly, access to information disseminated by the government through social media; and third, administrative communication, which looks at how ideas are offered via social media to the government. Fourth, to achieve social media and government goals, it is necessary to demonstrate ethical and political behaviour, formulate policies following those goals, and then evaluate those policies through the implementation of rules or laws.

Abstract

Since its 24 years as the capital city of North Maluku province, Sofifi has not had the status of an autonomous region. This study aims to analyse the causes of the emergence of Sofifi's expansion conflict. This study uses a qualitative method with a case study approach. The data sources in this study came from journal articles and online media, which were processed using NVivo 12 Plus. The findings in this study indicate that Sofifi's conflict is a conflict of interest over the struggle for political power and the potential for natural resources by political elites. Even so, the community's demand for the division of Sofifi was based on three things: the reality of backwardness in development, the lack of public services, and the fact that Sofifi is the provincial capital. The emergence of demands for division has given rise to a response of rejection; the refusal is because of the announcement of the Sultanate of Tidore. In addition, there are differences in development governance between the provincial government and the Sultan of Tidore. Later, the Tidore City government also used the argument of a moratorium from the central government to dampen demands for division. This study's conclusion explains the interest in the struggle for power and natural resources behind the emergence of the Sofifi expansion conflict. This study confirms that regional autonomy conflicts tend to be caused by conflicts over power and natural resources that take advantage of ethnicity.

Abstract

The aims of this study is to find out how the E-Government Development Index (EGDI) affects the World Governance Index (WGI) in Southeast Asia. The choice of a Southeast Asian country is important because, in general, Southeast Asia is a developing country that needs improvement, especially in the area of government. Southeast Asian countries still have governance that hasn't worked well as a whole, and non-government actors still have the most power. The method used in the research is quantitative machine learning (Google Collab Research) analysis. Data processing is carried out in the form of extras from EGDI and WGI in Southeast Asian countries to find the influence of the two data sets. The results showed that the impact of EGDI on WGI was the greatest in the indicators of government effectiveness and regulatory quality, with a score above 0.53. The reason behind this is the increase in digital bureaucracy in all sectors of government; it also has an impact on good governance. Then, in the sector of corruption control, some countries have also adopted ICT, and some of them have succeeded in reducing corruption. Sectors that have adopted digital bureaucracies, such as education, environment, crisis management, and sustainable development. In the regulatory quality sector, institutional improvements are carried out to suppress corruption and improve the quality of democracy by involving non-governmental actors. The lowest indicator is voice and accountability, with a score below 0.49 (moderate). This is because there is still a lot of development in terms of governance and government institutions, which have not run optimally.
