Abstract

The issuance of Law No. 6 of 2014 About Village, for the third time village governed by a separate law, after the first time regulated by Law No. 19 of 1965 On Rural Township and second regulated by Law No. 5 of 1979 About the Village Government. This condition shows the village of serious attention of society, so that people feel the need to make updates. Because during this time the village setting incorporated into the Regional Government Law is considered still many weaknesses in governing the country and have not been able to accelerate the development of the village. Explanation of Law No. 6 of 2014, stated; "Village or called by any other name existed before the Homeland existing or formed. As evidence of the existence of the village, seen from the explanation of Article 18 UUD 1945, there are approximately 250 "Zelfbesturende landschappen", such as the Village in Java and Bali, Nagari in Minangkabau, and so forth ". The diversity of characteristics and the type of village, not a barrier for our founding fathers to make informed choices in a unitary state. Although we recognize the need there is homogeneity of the unitary state, but Homeland still provide recognition, protection and guarantee of the existence of a unit of community and unity of indigenous communities and their traditional rights are to grow and develop. The existence of Law No. 6 of 2014 set and answer the problems of the village administration that are expected to accelerate the development of the village, the village government through institutional arrangement.

Abstract

Historically, the existence of villages in Indonesia have existed long before the Unitary Republic of Indonesia (NKRI) exist or are formed. As evidence of the existence of the village, can be seen from the explanation of Article 18 of the Constitution of the Republic of Indonesia Year 1945, where there are approximately 250 "Zelfbesturende landschappen", such as the Village in Java and Bali, Nagari in Minangkabau, Dusun and Marga in Palembang, and other etc. The village is a unified society based on customary law and customary law are settled within a certain region demarcated; has a spiritual and physical bond is very strong, both as an element of collateral as well as have the same political, economic, social and security and so forth; has selected board members together, have a certain amount of wealth and the right to conduct his own household. " The village administration is composed of the village authorities and Village Consultative Body (formerly Village Parliament) or abbreviated with BPD, called elements of village administration. As one element of BPD village administration certainly has a very important role in promoting and developing the village. Therefore, BPD certainly need institutional arrangement to BPD in accordance with legislation, in this case is Law No. 6 of 2014 concerning the village.

Abstract

This study aims to determine the execution of tasks in the Village Community Empowerment Organization Maredan District of Tualang and constraints in the execution of tasks of the Institute for Community Empowerment in Rural Maredan District of Tualang. One Destinations shape Institute for Community Empowerment (LPM) is helping the village government in improving public services and the equitable distribution of development results by growing the initiative and to mobilize self-help mutual aid society in development. While the formulation of the problem in this research is: How Duties Institute for Community Empowerment in Rural Maredan Tualang Subdistrict Siak and any obstacles to the execution of tasks of the Institute for Community Empowerment in Rural Maredan Tualang Subdistrict Siak. Type of research is quantitative with the population of the village chief, the village secretary, village head, Chairman of RT and RW, LPM and the community with the number of respondents as many as 40 people are determined by the census and purposive sampling techniques. The data used is primary data collected through questionnaires, interviews and observations while secondary data collected through regulations, documentation, reports and other data were analyzed descriptively. Based on the analysis concluded that the implementation of the tasks Institute for Community Empowerment in Rural districts Maredan Tualang Siak considered good. It is expected that the board Institute for Community Empowerment involving all elements and different social organizations and village governments, especially the poor and women in order tewujudnya sustainable development.

Abstract

This research is a descriptive study conducted survey using quantitative methods. The purpose of this study is to investigate the implementation and inhibiting factors in the Village Head Fostering rural community life. The population in this study is the village secretary, Head of Government Affairs, Head of Development, Head of Public Affairs, Chief of Hamlet, Village Consultative Body, Neighborhood, Rukun Warga, and the heads of families using census techniques. Meanwhile, Head of Family using purposive sampling (purposive sampling). The technique of collecting data through interviews, questionnaires and observations. This research uses descriptive quantitative technique, the research done by describing based on existing conditions in the field of research. Furthermore, to add to the collection of data, the authors also use Based on the research results can be concluded Analysis Duties Village Head in Foster Village Community Life is Less Done. The factors inhibiting the implementation of the execution of tasks of the village chief is still the lack of supervision of the Head of the village in terms of fostering community life, number of community activities that are positive, still less to the attention of the Village Head and kurangny active role of communities and community organizations in coordination with the head Village. So the task of the village head has not been fully implemented.

Abstract

The article describing the result of research on the role of head of hamlet in assisting the head of the village in the Rambah Hilir District, Rokan Hulu Regecy. Where the background of this research is the lack of clarity of duties and rules on the role of the head of hamlet and to find out about the status and role should ideally be carried out by the head of hamlet in assisting the head of village. Other than that look at the factors that lead to less involvement of the head of hamlet in assisting the head of village.This is aqualitative research method of by linking research purposes with problems and symptoms that occur. Method of data collection is by interview, observation and documentation.Data were then collected and presented to the decision taken. The conclusions of this research, that the head of hamlet isrequired in the course of the village administrartion. The goal is to simplify the running of the village administration. Structurally the head of hamlet is as a territorial element, functionally role to assist the head of village duties.Although it is not spelled out any tasks that must be done, but the head of hamlet is able to perform the role by taking the initiative in helping the head of village.

Abstract

This study aims to look at the role of the Institute for Community Empowerment In Assisting the Head of the Village Development Plan Rural, Theory used in this research is the Role According Soerjono Soekanto The role is covering the norm - norms associated with the position or one's place in society. The role in this sense is a set of rules - the rules that guide the person in social life and then Indicators used in this study is based on the regional Regulation of Rokan Hulu District No. 13 Year 2007 on Community Institutions in Article 8, namely Prepare development plans in a participatory manner, Implement, Control, utilize and develop participatory Development and Promote and develop participation, gotong-royong and governmental organizations. The type of research is quantitative descriptive as well as study population, namely the Village Head fullness of West Sei Rokan Jaya subdistrict Fullness of Rokan Hulu, the village secretary, BPD, LPM, affairs chief General, Head of government affairs, Chief in charge of Finance, Head of Hamlet, RW, RT and head of Family Fullness West Sei Rokan Jaya determined by census techniques and purposive sampling and simple random sampling of the type of data collection is primary data and secondary data, engineering data collection using questionnaires, interviews and observations, then the data were analyzed descriptively using quantitative methods descriptively, based on the results of the analysis of the role of the Institute for Community Empowerment In Helping the Village Head Making Plans Rural Development (Study village Fullness West Sei Rokan Jaya subdistrict Fullness of Rokan Hulu Year (2011) assessed Enough to Succeed, Expected to Village Government Fullness West Sei Rokan for more increase community empowerment village so that people of helplessness and welfare increases.

Abstract

Government Regulation No. 72 Year 2005 on the village of Article 15 Paragraph 1 of the obligations of the village chief said that one of the aforementioned article on the letter n said that the Village Head has a duty to empower people and institutions in the village. The aim of the study is to examine the results of implementation of Obligations Village Head In Empowering Village community and to determine the factors inhibiting the Implementation of Obligations Village Head In Empowering villagers in the village of Lubuk Bendahara Timur , District Rokan IV Koto, Rokan Hulu, the author uses the theory of evaluation according to Ndraha with indicator of community empowerment, empowerment of civil society as a partner, the welfare of society. The type of research is quantitative descriptive as well as the study population is the village chief Lubuk Bendahara Timur , the Village , Institutional village, and heads of family are determined by census technique and purposive sampling, kind of collection of data used are primary data and secondary data, techniques in data collection using questionnaires, interviews and observations, then the data were analyzed descriptively using quantitative descriptive method based on the analysis of meaning Evaluation of obligation village chief in empowering Village Community in the village of Lubuk Bendahara Timur District of Rokan IV Koto Rokan Hulu assessed Enough to Succeed, It is expected that the Government the village of Lubuk Bendahara Timur to further improve community development activities village so that people-power and welfare level increased.

Abstract

This study aims to look at the extent to which the village kesumbo ampai have prospects to convert into tradisional village district mandau Bengkalis, whitch can not be separated from the rules on the establisment of indegenous villages, namely law N0.6 of 2014 on village, to include indicators of variabels: population, area, location factors, socio cultural, insfratructur and rural potential. Kesumbo Ampai village is a village which has very strong tradition because there are indigenous people in it are part Sakai. Then with the opportunity of a law society to make tradisional village. As for the formulation of the problemas follows: how the prospect of the establisment of he village kesumbo ampai be indigenous villages in the district mandau bengkalis district, the method used is quantitative method with a sample that is: sub district heads, village heads, BPD, the hamlet head, RW, RT, as well community numbering 55 people. The types and sourses used, namely primary and secondary data, while the datacollection techniques are by questionnaire, interview and documentation. Based researsh the prospect of the formation of the village kesumbo ampai become customary village mandau bengkalis district is feasible to set up so thta lokal goverments bengkalis, so what is cool kesumbo ampai vilangers realized that the costums foud in rural distric kesumbo ampai mandau bengkalis district is not eroded by globalization.

Abstract

This study berujuan to see the implementation of the Authority of the Village Health Sector paired with District Regulation Indragiri Hulu No. 4 of 2008 on the Authority of the Village in particular Article 3 g, and the Regulation of the Minister of Home Affairs Number 54 Year 2007 on Guidelines for the Establishment of the Working Group Operational Development of Postal Services integrated. With ditertibkannya a policy that can be expected to ease in running the village authorities. Indicators in this study is, Effectiveness, Efficiency, and Precision. This research is a quantitative research which refers to the formulation of the problem that the data and information obtained and collected from various surveys which serve as the basis for describing and describing the research. The data collection is done with the survey in addition also be obtained by conducting interviews To the Village Head, Chairman of the Village Consultative Body, and Kader Integrated Service Post. With data collection by observation and direct interaction associated Implementation Authority is expected to vote on the Rural Health Sector contains data that is Real and contains a truth value to the regional Regulation provides benefits and use value. That based on the results of research that has been done, the conclusions of researchers on the Evaluation of the Village Authority in the Health Sector in the village of West Baturijal Peranap District of Indragiri Hulu is "Not Good".
