Execution of By Law of Kabupaten Indragiri Hilir No 21 Tahun2008 About Common/ public Orderliness in Subdistrict Tembilahan represent one of regulation which aim to to realize freshment, save orderliness and for all citizen socialize. To know clearer hence the researcher use 6 assessment indicator that is efectivity, Efficiency, Responsivitas, Sufficiency, Accuracy And Generalization. Research Type used by is descriptive research with quantitative research method approach where writer will depict real situation whereof that happened the research location namely in Subdistrict Tembilahan. this Sample Research is used by two withdrawal sample technique that is for Sub-kabupaten Tembilahan and Lead Hygiene Area by using census technique. While to socialize Subdistrict Tembilahan specified with technique Purposive Sampling. Technique of data collecting of through kuissioner, interview and observation. Pursuant to result analyse in this research is writer conclude that Execution of By Law of kabupaten indragiri hilir no 21 tahun 2008 About Common/ public Orderliness in Subdistrict Tembilahan be at Good Enough assessment category. As for suggestion which can be passed to On Duty the Hygiene: First, Giving addition of ash can to socialize in order to can accomodate to the number of garbage volume which thrown by society. Second, correct schedule And Timing in execution program hygiene in order to the society able to participate in an optimal fashion.

This Research is research qualitative is research having the character of descriptive and tend to menggunankan analyse. Population in this research is Countryside Head, Countryside Secretary, Kaur Governance, Kaur Development, Kaur Socialize, BPD, LPMD, Elite Figure and Socialize. To Lead Countryside by Aparat is Countryside use census technique, while for the society which is a lot of using formula slovin. Pursuant to analysis and solution descriptively qualitative, showing BPD not yet optimal in executing [his/its] function and role. This Realita [is] caused [by] [his/its] strength predominate Countryside Head, internal factor and also eksternal [in] BPD, and not yet owned vision and missi. According to trust Section 4 sentence ( 1) Permendagri of Number 13 Year 2006 about Guidance of Monetary Management [of] Area, sounding; finance of Area managed orderlyly, meekly the legislation, effective, efficient, economic, transparent, and bertanggungjawab paid attention toly [is] justice ground, making proper, and the benefit to socialize. management of governmental Policy about Guidance of Monetary Management [of] Area, owning dimenssi: Budget Planning, Budget Execution, Penatausahaan Budget, Reporting And Pertanggung of answer of Budget and also Observation and Budget Construction. Pursuant to analysis of management of management of finance [of] [at] Local Government of Riau still uncommitt maximally, from five dimension that is Planning, Execution, Penatausahaan, Reporting And Responsibility and Observation and Budget Construction, only Penatausahaan of Budget fulfilling standard of regulation rule. In assisting to run business of konkuren and business of the governance, hence Regional Leader of Kabupaten/Kota assisted by area peripheral. Peripheral of Area [of] pursuant to UU of Number 23 Year 2014 consisted of; Area secretariat, Secretariat DPRD, Inspectorate, On duty Area and Area Body, and also for kabupaten/Kota of peripheral of area added with subdistrict. In compiling organization of peripheral of area have to pay attention to kewenangan of area in system of governance of area as follow-up from business of governance divided clearly in UU of Number 23 Year 2014. nomenclature And basaran on duty have to relate [at] business of governance delivered to area and overflowed [by] kewenangannya to Governor and Bupati/Walikota. In realisasinya of name on duty which there (be) still unlike name of business which carrying out of. Abstract

Regional Government is a sub-system of the national government, the existence of local government has been established in Article 18 of the 1945 Constitution and Article 18 A and 18 B of the RI Constitution (Amendment). In Article 1 of the 1945 Constitution states that the State of Indonesia is a unitary state of the Republic. Logical consequence as a unitary state is the formation of the government of the State of Indonesia as a national government for the first time and then the national government for the first time and then the national government that then form the Region in accordance with the provisions of legislation. Then Article 18 Paragraph (2) and Paragraph (5) of the 1945 Constitution states that the regional government has the authority to regulate and manage its own Governmental Affairs according to the Autonomy and Co-Administration Principles and is given the widest autonomy. Along with the development and dynamics in the field Especially the regional government, the government issued Law No. 23 of 2014 on Regional Government in lieu of Law Number 32 Year 2004 on Regional Government. In helping to carry out the concurrent affairs and general government affairs, the Head of Regency / Municipality is assisted by the area. In the juridical existence of the regional apparatus there is a change between Law Number 23 Year 2014 with Law Number 32 Year 2004, so far sub-district and kelurahan institutions become part of the regional apparatus of regency / city, so that directly Camat and Lurah are responsible to the Regent / Mayor. However, in Law No. 23 of 2014 there is a change of position of Kelurahan which has been putting kelurahan as a regional tool but nowadays become a subdistrict apparatus, consequently the Head of Village is no longer responsible to the Regent / Mayor but is directly responsible to the Camat. Therefore, the structure, system, guidance and accountability of the village administration changed
