Abstract

One of the manifestations of the implementation of good governance principles as one of the demands of society is the realization of an adequate, informative, transparent and accountable regional wealth management system. Regional assets are an important component of local financial management. Management of assets / property of the region requires special attention because there is a significant increase in the value of assets / property of the region from year to year. Regional goods are goods purchased or obtained at the expense of APBD and goods derived from other legal proceeds, such as goods obtained from grants / donations, goods obtained as execution of the agreement / contract, goods obtained derived from the provisions of the Act , And goods obtained under a court decision that has obtained permanent legal force. Since the enactment of the balance sheeting policy as part of the government's financial statements, the recognition / assessment, and presentation and disclosure of regional assets / property become the main focus. This is because the assets / goods of local governments have a very significant and very complex value. Thus, efforts to increase accountability and transparency of local financial management can not be done without improving the management of assets / property owned by the region. As one important element to organize government and community service, the assets / property of the region must be managed properly and correctly. To manage properly and properly, the regional government must apply the principles of the Functional Platform, the Legal Certainty Principle, the Transparency Principle, the Efficiency Platform, the Accountability Principle and the Legal Certainity Principle. Important aspects of the management of government assets, in the form of; Planning of Needs and Budgeting of Assets / Regional Assets, Procurement of Regional Assets / Property, Security and Maintenance of Assets / Regional Property and Development, Supervision and Control of Assets / Regional Property.

Abstract

The Importance of Implementation of the District Integrated Administrative Service (PATENT) is an effort to realize the District as a service center, both Administrative Services Licensing and Non Licensing as well as a service node for the Integrated Service Agency in the county. The licensing services provided by the District Bangko Pusako them is licensing the restaurant business. PATENT held in District Bangko Pusako with the purpose of licensing administration service closer to the community, especially for house clearance meal and increase investment and local revenue. Whether or not the purpose of the granting of licenses will be determined by the procedure in specified districts. This is a challenge and an opportunity for the State Civil Apparatus as providers of services to the community in the globalization era full of challenges, namely how to seek to provide the best service towards good governance. With the granting of permits expected by society to get services more quickly, easily and accountable. The easier, faster, and more transparent permit granting procedures, then the quality of service diberikan.Tujuan study is to determine the sub-district administrative services integrated in the management of the restaurant business license in the District Office Bangko Pusako Rokan Hilir. The method used is qualitative descriptive type. The process of data analysis is done by reviewing all available data from interviews, observations, and read the documents until the conclusion. The results showed that the public as users of services was not satisfied with the services provided. Especially in terms of the requirements that still burden the people, the service time is less precise and lack of transparency in the cost of services provided. Having analyzed knowable inhibiting the delivery of services the restaurant business license is not effective determination of the conditions of service and there is no commitment from all personnel in the district to organize PATENT into a better direction. Based on the research and analysis it can be concluded that the provision of services on the restaurant business license in the District Office Bangko Pusako Rokan Hilir has not run optimally and still needs to be improved quality of service.

Abstract

This paper analyzes the problems in public service within the framework of regional autonomy. As we know that regional autonomy has different designs in decades of government leadership, ranging from old order, new order and reform. Differences paradigm and understanding of the implementation model of regional autonomy, it can not be separated from the different public service system that occurs. This paper focuses on the development of regional autonomy and the public service in the entry period of reform, in which many changes in the legal instruments of local government administration, especially in relation to the laws and regulations related to regional government. Abstract

Along with the issuance of the Joint Regulation of Governor of Yogyakarta Special Region, Regional Police Chief of Yogyakarta Special Region, and Operational Director of PT. Jasa Raharja No.35 Year 2008 No:B/4820/XI/2008 and No: SKEB/12/2008 about the program to improve SAMSAT’s excellent service, SAMSAT Corner was established. Vehicle tax is one of tax incomes which affects regional income. Therefore, it is necessary to optimize the tax revenue of vehicle through various efforts. One of the ways is by improving the satisfaction of vehicle taxpayers by giving an optimal service quality. Based on the explanation above, the researcher was eager to find out the implementation of SAMSAT Corner service at Galleria Mall in order to improve vehicle tax in 2014.Based on the analysis, it can be concluded that the implementation of SAMSAT Corner service at Galleria Mall has run well and it gives positive effects to society (vehicle taxpayers).However, the regulation that rules the operation of SAMSAT Corner service at Galleria Mallis not optimal yet, so it is necessary to study it again in order to have a clear regulation about SAMSAT Corner service.

Abstract

The reform of the bureaucracy in both the Central Government and local authorities is a necessity in efforts to bring about good governance. Improvements in implementing the Government-oriented community service functions, should be placed on public organizations. As a public organization is an organization that most often get in touch directly with the community to provide services. Therefore, improvements in the conduct of public organizations to do, especially how to cultivate and improve the performance of the apparatus in the service as a State and a society which inevitably must strive to enhance the ability of the works to the maximum extent possible. Since the implementation of the tasks of the Ministry of the Republic by the organization is very dependent on the competence of its officials. Whereas the community can only assess the quality of service received in any affair that she did. The Ministry is providing help or relief to others both material and non material so that others can solve the problem on its own. Assessment of a quality service according to the terms of reability Parasuraman, responsiveness, assurance, emphaty and tangibles. This research was carried out in the service of Copyright works and Rokan Hilir Spatial Districts, where the informer is a research service provider, service desk and observers about the IMB. Data collection was carried out with the technical interview and observation, after the data collected was then analysed using descriptive analysis with qualitative techniques. From the results obtained that the IMB services is assessed reability, responsiveness, assurance, amphaty and the tangibles of The Copyrighted work and The Spaces have not been going well. While the factors that inhibit the Copyright Agency of the Ministry of Works in IMB and Rokan Hilir Regency Floorplan is the ability of employees, facilities and availability of personnel.

Abstract

This paper cites a bit of the old bureaucratic concept developed by a social scientist, Max Weber. Max Weber {1864-1920) describes bureaucracy as influential organizational design as an abstract system for solving rational state management problems without any friction caused by human error and emotion. According to Weber, "bureaucratic organizations are the most rational means to exercise imperative control over human beings". 'The bureaucratic theory is based on the nature of the relationship of authority within the organization. This is related to how organizations actually operate rather than how they should function. Weber visualized the bureaucratic model as an orderly arrangement of forces to achieve rational human behavior under a professional hierarchy. In this case, bureaucracy is now a milestone for running a competitive State and developing in terms of a leader's mindset towards his community towards good governance. Bureaucracy reform began in 1998 as an institutional initiative that increased to the national level in 2008. Bureaucratic reforms are needed to achieve good & clean governance, free from corruption, collusion and nepotism (KKN), improve the quality of public services, increase capacity and accountability Performance. The bureaucracy should result in professionalism of the apparatus supported by recruitment of personnel and the promotion of competence-based, transparent, and capable of encouraging the mobility of personnel between regions, between centers, and between centers and regions, as well as earning salaries and other forms of welfare. The emergence of bureaucratic reforms in each of the countries in Asia has resulted in a tight chance of individual countries to compete to run the governmental wheels based on rational legal authorities. Every leader of a State is demanding to be firm and able to balance their situation and perspective in overcoming their country's problems. The failure of the bureaucracy is seen from the leadership that lacks the reformist figures but instead makes a role model who hopes to make a difference. Instead, the bureaucracy can only be said to succeed if it can improve the quality of service on the one hand, while creating a clean and accountable government on the other.

Abstract

Since the last few years, the city of Pekanbaru be used as a storage area that is visited by many illegal immigrants who mostly come from the countries of the Middle East that is in conflict such as Iraq, Syria, Afghanistan, Iran and other countries. In its development, the increasing arrival and presence of illegal immigrants in the city of Pekanbaru has presented its own problems that feared will have an impact in the sector of ideology, political, economic, social, cultural, national security, immigration insecurity. While Immigration Office Class 1 Pekanbaru city itself is an institution that is given tasks and responsibilities within the Director General of Immigration regulation Number IMI-1489.UM.08.05 in 2010 on the handling illegal immigrants through its Head of Immigration Office to keeping an eye the illegal immigrants who were in the city of Pekanbaru and also for registration and periodic reporting of data for each month both qualitative and quantitative data are reported to the Director General of Immigration. Results from this study is the Director General of Immigration Regulation Number IMI-1489.UM.08.05 in 2010 on the Handling Illegal Immigrants can be categorized enough implemented. This can be seen from almost all sub-indicators such as communication, resources, dispotition and bureaucratic structure can be found in the implementation of the Director General of Immigration Regulation Number IMI-1489.UM.08.05 in 2010 on the handling Illegal Immigrants, although there are still some shortcomings and weaknesses in the implementation of these regulations.
