Abstract

Law No. 6 of 2014 About Village in Article 83 (1) describes the Rural Area Development is a mix between the village development within 1 (one) Regency/City. Rural Area Development held in an effort to speed up and improve the quality of service, development, and community empowerment Villages in Rural Areas through participatory development approach. The involvement of various stakeholders in the development of rural areas have the potential to advance collaboration village by clicking its resources. Collaboration begins from the development plan discussed by the Central Government, Provincial Government, District Government / City and Village Government contrary from the village to the national level through a consensus. Problems that occur in this context the views from the concept of Collaborative Governance is the lack of system contexs is apparent from the changes in the legislation, drivers are seen from the elements of leadership which strongly influence development planning in the village, and the dynamics of collaboration that occurred unfavorable conditions all parties resulting sectoral ego. The concept of Collaborative Governance as an alternative base considered able to realize the acceleration and implementation of rural areas as a solution for those who will develop and implement rural areas in the form of policy or research.

According To Regulation of Ministry of Home Affairs of No 29 Tahun 2006 about Countryside Regulation Compilation Mechanism and Forming Guidance in Section 2 explain that in Countryside Regulation forming have to pursuant to at good Law And Regulation forming ground. However in this minister regulation execution uncommitt better in countryside Hangtuah, still a lot of perdes which not yet pursuant to is determined. As for problem formula lifted by is How Execution Regulation of Ministry of Home Affairs of No 29 Tahun 2006 About Countryside Regulation Compilation Mechanism and Forming Guidance in Countryside Hangtuah Camphor Regency King Stop Subdistrict. As according to problems hence the research type is Descriptive Survey by using quantitaty Methods. becoming population in this research is Countryside Hangtuah Head, Kaur Countryside Hangtuah Governance, Chief BPD Countryside Hangtuah, Member BPD Countryside Hantuah Elite Figure and in Countryside Hangtuah. Pursuant to result kuisioner and result of interview which the writer do/conduct to responder. Pursuant to result summarize responder as much 17 people or 47 % expressing do not the implementation. Resistance in Implementation influenced by education background, lack of construction done/conducted by regency government others the lack of enthusiasm taparatur countryside to learn real correct countryside regulation making procedures.

Abstract

This study aims to determine the role of Head in Foster Village Consultative Body in District Ujung Batu Rokan Hulu. Indicator ratings Village Consultative Body builder used includes providing guidance, mentoring, provision of training, referrals, and surpervisi. This type of research beralokasi Ujung Batu sub-district office are descriptive survey, which prioritize the list of questionnaires as a means of data collection and data collected by the tool used as raw material for the empirical conditions in the objectivity of research goals at the location studied. There are two groups of the population and sample in this research that the district governments amounted to four (two) people, the village government amounted to 16 (sixteen), in this case the Village Consultative Body and the Village Head ushered second village in the district of Ujung Batu. The type and data measurement techniques consist of primary data was collected by using a list of questionnaires and interviews as well as a list of secondary data collected by using observation. While data analysis techniques used by the tool table. Based on this technique researchers assess and conclude that the role of Head in Foster Village Consultative Body in District Ujung Batu Rokan Hulu is in the interval Less Good.

Abstract

: Jaya Mukti is one of the sub-districts in Dumai Timur District East Dumai Urban Village Jaya Mukti is one of urban villages located in the middle of Dumai City with the highest population density among urban villages in Dumai City. To realize JayaMukti Village Mission, Kelurahan is assisted by the performance of the existing Chairman of the RT, and coincides with the respective term of each Chairman of the RT ended in March 2017 then the researcher made a research on how the Head of RT in JayaMukti Kota Dumai by Payaman J. Simanjuntak "(2005: 1) Is a level of achievement of the results of the implementation of certain tasks. "And Prawirosentono in Sinambela (2012: 5) performance is the work that can be achieved by a person or group of people within an organization, in accordance with the authority and responsibility of each, See that the outcomes of the results or the implementation of the task of Chairman of the RT has not been optimal. Research was chosen purposively in JayaMukti Subdistrict, Kecamtan Dumai Timur Kota Dumai with qualitative approach and data collection technique by interview, observation and documentation. Respondents only 16 Head of RT from 23 RT , Key Informant is Lurah Jayamukti.serta Kasi Pemerintahannya.hasil Research is Performance Chairman of RT in Kelurahan JayaMukti from Administration Reporting that maximal routine only reaches 50%, Increase participation of citizen or citizen in Village JayaMukti average 72,50% for , Community empowerment or average citizen of 26.56% and Maintenance of Public Security and Order of the Community Average of 43.75%. To improve the performance of Ketau RT in addition to increasing the capacity of the RT Chairman himself and realizing that the position of Chairman of the RT is a Social , So the consciousness of the consequences, while the community must be educated about the social function as Chairman of the RT while from the Village can make a kind of integrity fact that must be signed by the Head of RT in Kelurahan so there are things that need to be accounted for according to the fact of integrity.

Abstract

The Government was formed with the intention to build a civilization and maintaining social order system so that people can live their lives reasonably within the context of the life of the State. In the process, the concept of the Government is experiencing a transformation of the paradigm of the Department of State to the orientation of the market (market or public interest), of a strong Government, large and small otoritarian to the orientation and less government, egalitarian and democratic, as well as the transformation of the system of governance of the implementation to desentralistik. The Organization of good governance is the Foundation for the preparation and implementation of the policy of a democratic State in the era of globalization. The phenomenon of democracy is marked by the rise of community control against the conduct of the Government, as in the 56th Government, development and public service. This study examines in a comprehensive manner about the application of the principles of good governance in the service of licensing in the city of Pekanbaru and Dumai, in factors that inhibit and supports the application of good governance in the service of licensing in Dumai. Results of the study found that the public approved the application of the principles of good governance in the service of licensing conducted by the Agency of Integrated Services and capital investment (BPTPM) Dumai. The application of the licensing services in the Agency's Integrated Services and capital investment (BPTPM) have started to Dumai based with good governance, which in practice is still running quite well.

Abstract

Participatory development takes effect since in the regional autonomy policy, participatory development gives more opportunity to the community to take an active role in doing development, the aim is for the development done directly to meet the needs of the community. The participatory process begins with a meeting between the community and the government called the Development Planning Deliberation or abbreviated with Musrenbang, the result of this Musrenbang which is then used as a guide in preparing the development program, in addition to the planning process, the community is also involved in the implementation process up to the evaluation of development outcomes .This study aims to find out and analyze how the implementation of Musrenbang results, to know and analyze the factors that influence the implementation of Musrenbang results. This research was conducted in Pekanbaru City with research time for one year, key informant in research is Head of Finance Section of Bappeda Pekanbaru, Responsible Activity of Musrenbang Year 2015, Finance Section of BPKAD Pekanbaru City, Musrenbang District level.Leather data analysis is done by triangulation of data source with data reduction step, data presentation, data withdrawal and verification. From the results of this study want to know and analyze the implementation of Musrenbang results and find and analyze the factors that affect the implementation of Musrenbang results. The result of the research finds that the implementation of Musrenbang result starts with several stages, that is done at kelurahan level which the result is then brought to be gathered at Musrenbang Kecamatan level, the result of the meeting at the kelurahan level is adjusted with the activity plan which has become the work plan of SKPD Kecamatan and adjusted to the budget, the result of Musrenbang Kecamatan then forwarded to Musrenbang tingka Kota. The results of this Municipal level musrenbang which later became the Local Government Work Plan.Musrenbang Results 2015, there are 1273 development programs proposed by 12 Sub-districts in Pekanbaru City, but many of these proposals can not be implemented, this is because the government prioritizes priority programs in accordance with RKPD documents and national development programs.Factors affecting the Implementation of Musrenbang Outcomes are the lack of commitment from local governments in implementing Musrenbang decisions and funding or budgetary problems contained in the APBD.

Abstract

To be able to perform tasks of public services, administration tasks, and task specific development, Employees ASN must have a profession and management of ASNs is based on the System of Merit or a comparison between the qualifications, competence, and performance required by the office of the qualifications, competence, and performance owned by candidates in the recruitment, appointment, placement, and promotion to the position held in an open and competitive, in line with good governance. Formulation of the problem in this research is how the Selection Process High Primary Leadership Position in the Provincial Government of Riau in 2015 and what the Obstacles and Supporting Positions Selection Process Leader in High-Primary within the Government of Riau Province in 2015. The purpose of the study was to analyze the implementation of the Job Selection High Primary leaders in the Government of Riau Province in 2015 as well as to analyze the factors inhibiting and supporters. The study was conducted in Riau Province Government. Qualitative descriptive research with a number of respondents amounted to 8 people sampled in the study. The nature of the research is the explanation (explanatory). The process of structural positions openly charging for high office environment pratama Riau provincial government began to hold the announcement. Further to the implementation procedure, starting with the formation of the selection committee by the Trustees Personnel Officer. Carry out the selection by the selection committee is assisted by a team of independent assessors competencies. The selection is divided into the administration and the selection of competence.The limiting factor in the selection process pratama high leadership positions within the Government of Riau Province including the lack of planning guidelines in the implementation of selection where in the preparation of the schedule for the final interview held at night that many complained of by the participant selection. While the supporting factors in the selection process of leadership positions higher pratama environment of the Riau provincial government is the rule of law that can guarantee the implementation process of selection goes well and the support and the serious attention of the Governor of Riau to the implementation of this selection in accordance with the expectations of all parties.

Abstract

Land and building tax is the tax imposed on Earth and buildings. The subject of tax in the United Nations is a person or entity that actually has a thing on the earth and or benefits of the earth and or has the control and or benefit of the building But the reality in the field is still found many phenomena, namely the lack of socialization made by the Revenue Service Financial Management and Regional Assets, the delay in the delivery of Tax Collection Letter of Land and Building Tax to Taxpayers, Supervision conducted by coordinator has not been fully implemented and lack of resources in the submission of Tax Collection Letter of Land Tax and Building Tax and Land and Building Tax collector. In this study to facilitate researchers in conducting research using the type of qualitative research with methods of interviewing, observation and documentation. The results of Implementation of Regional Regulation of Siak Regency No. 1 of 2012 on Land and Rural Land and Urban Tax in Siak Regency (Appointment / Appointment of Coordinator, Supervisor, and Tax Collector), especially in Siak Sub-district has been quite implemented.

Abstract

The purpose of this paper is to describe the role of social capital oriented to economic development through four approaches namely; communitarian approaches, networking approaches, institutional approaches and synergy approaches proposed by Woolcock and Narayan in his article Social Capital: Implications for Development Theory, Research, and Policy. Content analysis analysis on one concept presents a formula that there is an influence between social relations in development. Woolcock and Narayan revealed the phenomenon of development failure due to neglect of social relationships. If synergized in rural development, policy recommendations are formulated on the question of how social capital can affect the welfare of society, in the context of relations with the state as a party with great authority over the social development of rural communities. Summarizing what Woolcock and Narayan have to say, good government performance accompanied by strong social capital will be believed to bring about good economic and social prosperity.
