Abstract

Abstrak Kurangnya akses pendidikan keterampilan bagi penyandang disabilitas menyebabkan banyak diantaranya tidak mendapatkan pekerjaan dan upah yang layak. Saat ini sudah mulai banyak bermunculan institusi sosial yang bergerak dalam pemberdayaan penyandang disabilitas, salah satunya adalah Kelompok Kresna Patra yang merupakan kelompok binaan PT. Pertamina Patra Niaga Fuel Terminal Boyolali yang bergerak dalam bidang pelatihan menjahit dan mini konveksi. Melalui Pendekatan kualitatif deskriptif, tulisan ini menjabarkan bagaimana Kelompok Kresna Patra meningkatkan akses keterampilan dan pekerjaan yang layak dengan mengintegrasikan pelatihan menjahit, penempatan kerja pada sektor UMKM dan sektor industri dengan mendorong transformasi sistem perekrutan tenaga kerja inklusif bidang industri garmen berbasis satu pintu. Saat ini, telah terdapat 57 penyandang disabilitas yang diterima menjadi pegawai tetap di perusahaan garmen. Kresna Patra melaksanakan strategi kerja sama multistakeholder dan advokasi kebijakan inklusif sebagai upaya untuk menguatkan berjalannya kegiatan kelompok. Meskipun begitu, terdapat hambatan dalam memperluas penerima manfaat program dikarenakan keterbatasan regenerasi local hero yang masih terbatas jumlahnya serta keterbatasan penyandang disabilitas yang bervariasi menyebabkan hambatan dalam mobilitas dan modifikasi peralatan. Kata kunci: Pemberdayaan; Kelompok Penyandang Disabilitas; Tenaga Kerja Inklusif; Transformasi sosial Abstract Limited access to skills training for people with disabilities (PWDs) often leads to unemployment and inadequate wages. In response to this challenge, social institutions have emerged to empower people with disabilities , such as Kresna Patra in Boyolali Regency supported by PT. Pertamina Patra Niaga Fuel Terminal Boyolali focused in mini-convection and sewing training. Through a descriptive qualitative approach, this paper examines how the Kresna Patra Group enhances skills development and facilitates access to suitable employment by integrating sewing training, job placement within micro, small, and medium enterprises (MSMEs), and the industrial sector, while also promoting the transformation of a streamlined, inclusive recruitment system for the garment industry. Notably, 67 individuals with disabilities have been hired as permanent employees at a garment company. Kresna Patra implements strategies involving multi-stakeholder collaboration and advocacy for inclusive policies to strengthen the group's operational effectiveness. However, challenges persist in expanding program reach due to a limited regeneration of local hero, which remains limited in number and the diverse disabilities of individuals, causing mobility and equipment modification challenges. Abstract

Abstrak Pemberdayaan masyarakat bertujuan untuk meningkatkan kapasitas individu maupun kelompok agar dapat mandiri dalam aspek ekonomi dan sosial. Zakat, Infak, dan Sodakoh (ZIS) menjadi instrumen penting dalam upaya pemberdayaan tersebut. Penelitian ini bertujuan untuk mengukur dampak program bantuan sarana penangkapan ikan yang diberikan oleh Rumah Zakat kepada KUB Mina Sahabat dengan menggunakan pendekatan Social Return on Investment (SROI). Metode yang digunakan dalam penelitian ini adalah metode campuran (kualitatif dan kuantitatif) dengan teknik purposive sampling. Data dikumpulkan melalui observasi, wawancara, dan studi dokumentasi. Hasil penelitian ini menunjukkan bahwa berdasarkan perhitungan rasio SROI, program ini memperoleh hasil sebesar 1:6. Artinya, setiap Rp1 yang diinvestasikan menghasilkan manfaat sosial sebesar Rp6. Hasil penelitian ini kemudian dapat memperkaya kajian akademik mengenai efektivitas distribusi ZIS dalam pemberdayaan ekonomi berbasis komunitas, serta memberikan panduan bagi lembaga zakat dalam menyalurkan dana secara lebih efektif dan berkelanjutan. Kata kunci: Dampak ZIS, Nelayan, Pemberdayaan Masyarakat, Social Retun on Investment Abstract Community empowerment seeks to enhance the capacity of individuals and groups to achieve economic and social self-sufficiency. Zakat, infaq, and alms (ZIS) serve as key instruments in supporting these empowerment efforts. This study aims to evaluate the impact of the fishing facilities assistance program implemented by Rumah Zakat for the KUB Mina Sahabat group through the Social Return on Investment (SROI) approach. A mixed-methods approach was employed in this study, integrating both qualitative and quantitative methods. The sampling technique used was purposive sampling, and data were collected through a combination of observations, interviews, and documentation analysis. The findings of this study reveal that the SROI ratio is calculated at 1:6. This indicates that for every IDR 1 invested, a social benefit equivalent to IDR 6 is generated. These results contribute to the academic discourse on the effectiveness of ZIS allocation in community-based economic empowerment programs. Furthermore, the findings offer valuable insights for zakat institutions to enhance the effectiveness and sustainability of their fund distribution strategies. Abstract

Abstrak Disahkannya Undang-Undang Nomor 12 Tahun 2022 tentang Tindak Pidana Kekerasan Seksual (UU TPKS) menjadi babak baru kebijakan pemberantasan kekerasan seksual. Studi terkait UU TPKS didominasi oleh 4 topik utama yaitu mengenai substansi UU TPKS, telaah hukum atas UU TPKS, proses politik pengesahan UU TPKS dan implementasi UU TPKS. Sementara itu, studi yang menganalisis UU TPKS dari sudut pandang perubahan kebijakan masih minim dilakukan. Spesifiknya adalah studi mengenai tata kelola perubahan kebijakan dan respon aktor street level bureaucracy (unit terdepan dalam implementasi kebijakan) atas perubahan kebijakan. Padahal, studi dari sudut pandang perubahan kebijakan penting dilakukan untuk memahami dinamika proses menuju perubahan serta dinamika implementasi atas perubahan kebijakan. Hal ini dapat memperkaya diskursus akademik mengenai perubahan kebijakan sosial serta menyumbangkan kontribusi praktis berupa analisis kebijakan untuk implementasi perubahan yang lebih efektif. Studi ini berupaya mengisi research gap tersebut dengan meneliti tata kelola perubahan kebijakan pada UU TPKS di Daerah Istimewa Yogyakarta. Penelitian didesain sebagai studi kasus di Dinas Pemberdayaan Perempuan, Perlindungan Anak, Pengendalian Penduduk, dan Keluarga Berencana (DP3AP2KB) dan Kepolisian Daerah (Polda DIY). Metode pengumpulan data dilakukan melalui wawancara dan didukung dengan pengumpulan data sekunder yang relevan. Analisis data dilakukan dengan metode data analysis spiral. Studi ini menemukan bahwa secara umum tata kelola implementasi perubahan kebijakan dan respon aktor street level bureaucracy terkait UU TPKS di DIY mengalami keberhasilan dalam kategori resilient success. Kata kunci: Kebijakan Sosial; Studi Gender; Perubahan Kebijakan; Implementasi Kebijakan Abstract The enactment of Law Number 12 of 2022 concerning Criminal Acts of Sexual Violence (UU TPKS) is a new chapter in the governance of policies to eradicate sexual violence. Several studies have been conducted related to the UU TPKS and are dominated by 4 main topics: studies on the substance of the TPKS Law; legal reviews of the TPKS Law; the political process behind UU TPKS and the implementation of UU TPKS. Meanwhile, there is still few studies that try to analyze the TPKS Law from the perspective of policy change. Specifically, studies on the governance of policy change and the response of street-level bureaucracy (frontliner unit in policy implementation) actors to policy change. Studies from the perspective of policy change are important to understand the dynamics of the process towards change and the dynamics of the implementation of policy change. This can enrich academic discourse on social policy change and contribute practically in providing policy analysis for more effective implementation of change. This study attempts to fill this research gap by examining the governance of policy change in the UU TPKS in the Special Region of Yogyakarta (DIY). The research was designed as a case study at the Women's Empowerment, Child Protection, Population Control, and Family Planning Service (DP3AP2KB) and the Regional Police (Polda DIY). The data collection method is carried out through interviews and supported by relevant secondary data. Data analysis method used in this study is the spiral data analysis technique. This study found that in general the governance of the implementation of policy change and the response of street-level bureaucracy actors related to the UU TPKS in DIY experienced success in the resilient success category. Abstract

This study investigates the contribution of the Mirt Improved Cookstove (ICS) on women's empowerment in Gedeb Asassa woreda, focusing on the role of RBF in promoting sustainable cooking technologies. Data from household surveys, focus group discussions, and key informant interviews were analyzed using STATA version 18. The findings demonstrate significant improvements in women's human, financial, social, physical, and natural assets due to ICS adoption. The Mirt stove reduced women's workload, improved health by offering a safer cooking environment, and enhanced economic stability by lowering cooking time and fuel costs. The stove also contributed to environmental sustainability by reducing fuelwood consumption, helping mitigate deforestation. Additionally, the Mirt stove allowed women more time for income-generating activities, improving household income and resource allocation. Factors such as family size, farm land size, proximity to forests, and fuel expenditure were key in influencing ICS adoption. The study underscores the importance of coordinated efforts between government bodies, stakeholders, and local communities to optimize ICS technology dissemination, further empowering women. The Mirt stove serves as a model for future sustainable development initiatives aimed at improving both women's well-being and environmental conservation.

Abstract

This case study explores the role of community engagement in the design and implementation of Corporate Social Responsibility (CSR) policies in Sanzule, Ghana. Focusing on Eni Exploration and Production Limited, the study investigates community involvement, decision-making, and participation in CSR initiatives (Chambers, 1994; Cernea, 1997). Using a case study approach, data were collected through interviews, document analysis, and observations. The study involved 67 participants, including local leaders, company employees, and health professionals. Eni’s CSR initiatives prioritize free, prior, and informed community consultations, aligning with its sustainability values (Eni, 2011). Regular meetings and a community liaison officer overseeing local content help integrate community perspectives into policy development. Eni collaborates with government agencies for needs assessments and implementation, focusing on sectors like health and education (WHO, 2010). The Livelihood Restoration Plan allows beneficiaries flexibility in selecting economic activities. This study underscores the importance of ongoing dialogue and collaboration for effective CSR implementation.
