Abstract

This paper aims to explain Ridwan Kamil's idea of leadership. The choice of leadership ideas is based on the consideration that there has been no writing that specifically addresses this theme. This emptiness of the theme is the entrance to understanding Ridwan Kamil's idea of leadership in a fundamental way. Why leadership? Because leadership is one of the cores in government studies. In uncovering Ridwan Kamil's leadership ideas, there are two methods of data collection that are used in parallel, namely interviews and literature reviews. The results found that Ridwan Kamil's leadership ideas are very interesting, when defining the meaning of leadership. For example, leadership takes the risk of solving problems or providing real solutions for society. Furthermore, Ridwan Kamil also classified three levels of leadership starting from oneself, household, and community. In line with that, leaders must also mobilize their people. Furthermore, this article ends by critically assessing Ridwan Kamil's leadership ideas.

Abstract

This research aims to determine the Governance of the Leadership Protocol and Communication Section in Supporting Good Governance in the Yogyakarta City Government and the Challenges of the Leadership Protocol and Communication Section in Arranging Official Events for the Yogyakarta City Government by applying resource-based view and excellence and public theory. relations (two way asymmetrical). This type of research is qualitative descriptive research which aims to examine the governance and challenges of arranging events in the Protocol and Communication section of Yogyakarta City Leadership. Research data was collected through observation, interviews and government activities related to direct service to the leadership as well as being a communication medium between the government and the community. This study also highlights the importance of human resources and communication which highlights the need for effective communication and public relations to encourage good governance in the government sphere and since the beginning Prokopim has implemented a Resource strategy (Resource-based view) and Excellence and Public Relations Theory (two way Asymmetrical) to increase work efficiency and improve services to leaders and the community. These two things aim to ensure that the Prokopim department's services to regional leaders run well and ensure that the Prokopim remains responsive to community aspirations in order to realize good governance in the Yogyakarta City government. In this way, the application of resource theory and excellence and public relations theory can be considered capable of realizing the desired good governance.

Abstract

This study examines the role of the Quadruple Helix model in strengthening the governance of Ambon City Government amid the challenges of digital transformation, institutional coordination, and unequal public access to smart city services. The research aims to analyse the interaction patterns among government, academia, business, and civil society in supporting smart governance in Ambon City, as well as to identify the main constraints and strategic efforts required to optimize collaboration. This study uses a qualitative descriptive approach with a case study design. Data were collected through in-depth interviews, focus group discussions, observation, and document analysis, and were analysed using thematic analysis. The results show that governance strengthening in Ambon City is increasingly supported by collaboration among Quadruple Helix actors through policy formulation, digital public service integration, public communication, and community participation. However, the collaboration still faces several challenges, including uneven digital infrastructure, limited digital literacy, incomplete regulatory consolidation, and partial system integration. The study concludes that the Quadruple Helix model contributes significantly to strengthening local governance, but its effectiveness depends on stronger institutionalization, wider digital inclusion, and more integrated governance systems. It is recommended that Ambon City Government strengthen smart city regulations, expand digital infrastructure, improve digital literacy, and deepen inter-agency system interoperability.

Abstract

University campuses in developing nations face critical energy sustainability challenges, with implications for academic performance, operational efficiency, and environmental stewardship. This study examines the development of a comprehensive renewable energy policy framework for Obafemi Awolowo University (OAU), Nigeria, which currently consumes 6.0 MW of electricity with frequent disruptions from the national grid. Using a mixed-methods approach, we analyzed energy consumption patterns across 180 facilities, assessed renewable energy potential through solar irradiation data (average 16.68 MJ/m² per day for Ile-Ife region), and evaluated stakeholder perceptions through surveys (n=425) and interviews (n=35). Quantitative analysis revealed peak energy demand of 7.2 MW during academic sessions, with significant inefficiencies in aging infrastructure (68% of electrical systems over 30 years old). Cost-benefit analysis demonstrates that a hybrid solar-grid system could reduce energy costs by 42% (approximately ₦420 million annually) while achieving carbon emission reductions of 4,200 tonnes CO₂ equivalent per year. The proposed policy framework integrates technical specifications, financial mechanisms, and governance structures to achieve 60% renewable energy penetration by 2030. Statistical analysis using regression modeling (R²=0.87) identified key predictors of energy consumption, while geospatial assessment confirmed optimal solar panel placement sites covering 12,000 m². This research contributes to sustainable energy transition strategies for higher education institutions in sub-Saharan Africa, providing a replicable model for energy policy development and implementation.

Abstract

The mass media has a constitutional obligation to act as a watchdog over power, but the reality of information circulation in Indonesia's current digital landscape demonstrates discursive inequality. This study aims to uncover the imbalance in mainstream media sentiment towards the performance of the House of Representatives of the Republic of Indonesia (DPR RI) and explain how the practice of omitting critical facts represents the success of the operation of information hegemony. This study uses a qualitative approach with a constructivist-critical paradigm. Data were collected through a purposive sampling technique on 127 news texts from national mainstream media portals published on July 8, 2025. The data analysis process was carried out systematically through thematic coding, Robert N. Entman Framing Analysis, and critical analysis of the detection of missing facts in the field. The findings indicate a dominant positive sentiment of 90.5% regarding the performance of the DPR RI. Through framing analysis, mainstream media are proven to carry out exclusion mechanisms by omitting critical facts. National mainstream media institutions have experienced a decline in their oversight function and have shifted to being an amplification instrument that distributes the interests of elite hegemony. This inequality is driven by the structural relationship between media conglomerates and political elites, which limits the independence of newsrooms. This study recommends evaluating regulations on cross-media ownership and improving civil society's political literacy to create a deliberative public sphere.

Abstract

This study aims to analyze anti-political governance practices in the management of Ratenggaro Tourism Village in Maliti Bondo Ate Village, Southwest Sumba Regency. The research focuses on the process of program and policy formulation, community representation and participation in policy-making, community exclusion from decision-making, policy elitism, and the unequal distribution of tourism benefits. The study uses a qualitative descriptive approach with data collection techniques through interviews, observation, and documentation. The research informants consisted of village government, traditional leaders, cultural site guards, local business actors, and local communities who were selected using purposive sampling. Data analysis was carried out through the stages of data reduction, data presentation, and conclusion drawing. The results show that Ratenggaro tourism management still exhibits anti-political governance practices characterized by weak community participation, low transparency and accountability, the dominance of certain elites in decision-making, and limited involvement of indigenous communities and local business actors. The community is more often positioned as an object of policy implementation rather than as a subject who has the right to determine the direction of tourism development. In addition, the distribution of economic benefits from tourism has not been carried out fairly so that local communities have not received optimal benefits from tourism development. This research emphasizes the importance of collaborative tourism management that involves the community equally to create participatory, transparent, socially just, and sustainable tourism governance.

Abstract

This study analyzes the effectiveness of implementing the policy prohibiting diploma withholding in senior high schools in Yogyakarta City, based on Daerah Istimewa Yogyakarta Regional Regulation No. 10/2013. Using a qualitative descriptive approach with data from interviews, observation, and documentation, the research applies Edward III’s implementation model focusing on communication and disposition variables. Results show that while transmission of policy information is effective, clarity and consistency are not due to multi-interpretation among private school principals, unclear sanction actors, and differential treatment between public and private schools. Private school principals exhibit ambivalent dispositions, normatively supportive but substantively resistant, driven by financial dependence on tuition, different institutional status, and unclear sanction mechanisms. Consequently, diploma withholding persists through pseudo-compliance strategies, leaving hundreds of diplomas unpaid and unclaimed. The study concludes that policy implementation is ineffective and recommends issuing derivative regulations, consistent enforcement, and alternative financial mechanisms to protect students’ rights without undermining private school viability.
