Abstract

This study aimed to develop an integrated principal performance appraisal model in the disruption era to evaluate the junior high school principal’s performance in Surabaya. The study used a research and development research design with a qualitative research approach. There were two stages undertaken namely the research stage aimed at exploring potentials and problems and analyzing the needs required in developing the appraisal model and the development stage aimed at developing a complete appraisal model along with a performance assessment tool and a performance e-report card. The performance appraisal model was developed following Sugiyono Model Level 1’s developmental research. The results of the development were in the form of a prototype model for evaluating the performance of school principals in the form of dimensions of performance targets and work behavior. The dimensions of the performance targets included the dimensions of Principal Leadership, Principal Technology Leadership, Implementation of Main Tasks, School Achievement, Personal Achievement, Civil Servant Discipline. The validation results of the performance target and work behavior instruments were valid, reliable, and very good. The developed prototype model was carried out in a limited trial on school principals, supervisors, and education experts. The result of the feasibility test for the entire principal performance appraisal prototype model was categorized very feasible and could be used to assess the performance of school principals.

Abstract

Public sector human resource management is a way to manage human in a hierarchical activity which acts as the main rotor of efficiency and effectiveness of public-scale growth and development. As our environment changed in 2020 caused by covid-19 pandemic, so does the human resource management. Substantial changes in society impacted the way we shape management activity. This study aims to map the research trend changes of public sector human resource management in pre and post covid-19 period. We conduct bibliometric study to explore the factors and criteria of a toxic leader from open access scopus indexed journals using biblioshiny application limited to pre (2016 to 2019) and post (2020 to 2023) covid-19 periods. The criteria for filtering journal articles are based on PRISMA and JBI standards. Data suggested that covid-19 event ignite the research production. The research domains for pre covid-19 were focused on human resource growth and development, while post covid-19 domains were focused on survival and resilient. Country rank of most published paper related to the locus field also related to worldwide survey of economic growth in pre to post covid-19 pandemic. However, rapid increase of publication in post covid-19 period did not followed by study continuity and relatedness.

Abstract

This study investigates current trends in Bekasi, Indonesia, slum management policy, and recommends solutions to improve living standards among slum dwellers. Slums are a major issue in metropolitan city as Bekasi that has several obstacles in meeting slum folk’s needs while supporting sustainable urban growth. This research evaluates existing policies and their consequences using interview data, detects developing patterns using GIS-based approach, and offers innovative measures to improve slum management in Bekasi. To address the multifaceted issues, we applied management strategy by Wheleen Hunger that consists of strategic analysis, formulation, and implementation and combined with sustainability framework incorporates social, economic, and environment point of view of slum management. The findings emphasize the significance of a holistic and inclusive approach that integrates social, economic, and environmental components.

Abstract

This study aims to review the adverse effects of the dark side of leadership on employees’ psychological states, including distress and anxiety, after the COVID-19 pandemic, through the lens of psychological theories. A literature review was used to examine the dark side of leadership, which included any form of abusive, toxic, or destructive behaviors and characteristics that negatively affect the psychological states of employees. The effect on employees’ psychological state is crucial as it can influence their attitudes and performance. The Conservation of Resources and the Psychological Contract theory were employed to explain the emergence of the dark leaders’ behaviors and their consequences on employees’ psychological states in anticipation of extreme organizational changes after the pandemic. The employees’ psychological resources could be depleted due to exposure to abusive leaders while adapting to organizational changes post the pandemic. Also, the mistreatments from the destructive leaders could breach the employees’ psychological contract. The emergence of dark leadership practices might cause psychological distress. Previous psychological studies suggest that the psychological resources of employees can be replenished by seeking social support, while the organization can contribute by implementing intervention programs.

Abstract

The ever-intensifying global competition necessitates strong leadership, particularly within public organizations. Leaders must not only possess a profound understanding of complex global issues but also demonstrate the agility to navigate them. This necessitates continuous improvement of leadership knowledge and its practical application across various domains. This study employs a bibliometric analysis using Vosviewer software to examine the role of leadership in public organizations. The analysis focuses on 413 relevant journal articles published within a ten-year timeframe, ranging from 2013 to 2022. The results reveal nine distinct clusters of research themes, offering a comprehensive landscape of contemporary leadership scholarship in the public sector. Notably, the analysis identifies a relative scarcity of research on "ionic leadership." To equip future public sector leaders with a multifaceted understanding of leadership styles and their effectiveness, further investigation into diverse leadership approaches and their impact within public organizations is crucial. By delving deeper into the nuances of leadership within this complex environment, this research aims to contribute valuable insights for both leadership development and effective public service delivery. Additionally, this study can serve as a springboard for future research that explores under-investigated leadership styles, such as "ionic leadership," and their potential to enhance public service effectiveness.
