Abstract

This study aims to analyse the effect of population size and unemployment on poverty levels in West Java Province during the period 2018–2022. Using an associative quantitative approach with secondary data from the Central Statistics Agency, this study examines the relationship between variables using multiple linear regression analysis. The results indicate that population size has a negative and significant effect on poverty, while unemployment does not have a significant partial effect. However, when considered simultaneously, population size and unemployment have a significant effect on poverty levels. These findings have important implications for the formulation of more targeted regional development policies aimed at poverty alleviation.

Abstract

The high percentage of poor people in Banten Province, the decreasing number of small and medium businesses in Banten Province during Covid 19, the decreasing income for small and medium businesses in Banten Province. The digital literacy of SMEs is still low due to technology. This research aims to analyze the implementation of small and medium enterprises (SMEs) empowerment policies at the Banten Province Cooperatives and SMEs Service. The method used in this research is descriptive qualitative using a two- dimensional analysis tool proposed by Marilee S. Grindle, namely Content of Policy and Context of Policy, data collection through interviews, observation and documentation. This research focuses on how the policy is implemented and the factors that influence its success. The research results show that the implementation of SMEs empowerment policies in Banten Province experiences various challenges, including limited resources, lack of coordination between institutions, and low community participation. However, there have been significant efforts by local governments to increase access to capital and training for SMEs. This research also identifies the importance of support from various parties, including the community and the private sector, in achieving the goal of economic empowerment. The conclusions of this research emphasize the need for a more integrated and collaborative strategy in implementing SME empowerment policies, as well as the need for regular evaluation to ensure the effectiveness of the programs being implemented. It is hoped that this research can contribute to the development of better policies in empowering SMEs in Indonesia.

Abstract

This study discusses the important role of human resource management (HRM) in catfish farming at CV Tropika Farm. The research shows that effective management can improve efficiency and productivity in catfish farming. Innovative solutions in water, climate management and feed management also have significant positive impacts. The findings are expected to be the basis for further development in improving the sustainability of catfish farming in the future. HRM in catfish farming includes aspects of water management, fertilization, feeding and climate management. Adaptation strategies to deal with climate challenges in catfish breeding include selection of seeds that are resistant to climate change, regulation of pond temperature, water quality management, and utilization of alternative water sources. The research was conducted using a qualitative method, using primary data from interviews with CV Tropika Farm employees and secondary taken from literature, journals and data from CV Tropika Farm, Batununggal, Cibadak District, Sukabumi Regency. Good HR management can have a positive impact on overcoming problems faced and reducing risks that can affect catfish hatchery operations.

Abstract

Credit unions have products for disbursing funds, often referred to as financing. Members who apply for financing often do so with the intention of paying off their remaining debts in order to reduce their overall debt or simply to reduce their installment payments. Such applications are permissible and valid, i.e., they are not prohibited under sharia law. However, what concerns us is that the use of the contract is not as straightforward as the cooperative and its members might imagine. There are several aspects that need to be examined and analyzed to ensure the transaction is valid and does not violate Sharia principles. The first objective of this study is to provide a general description of the contracts or transactions that can be used to facilitate top-up transactions in a Sharia-compliant cooperative. Second, this research aims to share information with cooperatives facing similar cases. It is hoped that this presentation will provide an overview and knowledge of the steps that must be taken if one wishes to conduct a top-up financing transaction. The research method used in the preparation of this paper is based on a descriptive analytical research type. The data collection techniques used by the author include field observation, interviews, and documentation. This research is also supported by secondary data from both the company directly and literature (books). This research will discuss how Islamic cooperatives should use the appropriate contract for transactions involving the repayment of old debts without violating Islamic principles. The conclusion of this research is that we must be careful in handling top-up transactions to ensure they do not deviate from Islamic principles.

Abstract

The halal trading industry is showing rapid growth, in line with the increasing demand among Muslims for services that comply with Sharia principles. In Indonesia, many hotels comply with sharia, but do not have adequate certification and supervision facilities. This phenomenon occurs incongruence between branding demands and operational practices, which creates reputational risks. Therefore, an in-depth assessment of the regulations and implementation of sharia risk management in this sector is necessary. This study uses a qualitative, normative-empirical approach, using literature review, field observations, and in-depth interviews with Sharia hotel administrators in Bogor and Jakarta. Analysis is carried out by examining regulations and identifying gaps between norms and practice. The results show that the current legal framework does not yet provide clear sectoral standards for Sharia hotels, and business entrepreneurs still have not implemented a comprehensive Halal Product Guarantee System. Various operational dilemmas, unwilling human resources, and weak internal oversight, such as the absence of halal supervisors and internal audits, have been identified. A "Muslim-friendly" branding strategy without official certification contributes to increased reputational risk. This situation threatens user trust and the sustainability of the tourist and halal industry in Indonesia

Abstract

The implementation of the Minimum Service Standards (SPM) policy in the health sector serves as a strategic instrument of the government to ensure citizens’ rights to quality healthcare services. This study aims to analyze the implementation of the SPM policy in improving the quality of elderly health services at Sindangkasih Public Health Center, Ciamis Regency. A qualitative case study approach was employed to provide an in-depth understanding of the process, challenges, and effectiveness of policy implementation at the primary healthcare level. Data were collected through in-depth interviews, field observations, and document analysis from the local Health Office. The findings reveal that the implementation of SPM at Sindangkasih Health Center remains suboptimal due to limited human resources, weak intersectoral coordination, and insufficient promotive and preventive programs for the elderly. Using Charles O. Jones’s policy implementation framework, the study identifies that the organizational, interpretative, and application dimensions have not functioned synergistically. Theoretically, this research contributes to expanding the discourse on public policy implementation in healthcare, while practically offering recommendations for institutional capacity building, improved coordination, and digital transformation of elderly healthcare services at the community level to ensure equitable and sustainable health services.
