Abstract

The bureaucracy is still marked by the low performance of human resources and the institutional apparatus; inadequate government institutional (organization) and management (management) systems; low work efficiency and effectiveness; low quality of public services; low welfare of civil servants; and the large number of laws and regulations that are no longer in accordance with the development of conditions and the demands of development, inefficient work mechanisms, the number of employees who are fat, the service process is slow, not modern or out of date, often misuses authority and the large number of KKN practices, is not responsive to the diversity of needs and local conditions. The research objective is to describe and analyze the implementation and process of bureaucratic reform in the performance of the State Civil Apparatus and its supporting and inhibiting factors. This type of descriptive research with a qualitative approach. The results showed that the Surabaya II State Civil Service Agency had difficulty in changing the mindset of employees. There is no specific arrangement of legislation in the Surabaya II Civil Service Agency. The National Personnel Agency has structured and strengthened the Organizational Structure and Work Procedures (SOTK) oriented towards Modern Organizations and Employees of a Professional and Dignified State Personnel Agency. The Surabaya City II Civil Service Agency carries out the preparation and refinement of the Operational Procedure Standards (SOP) in each work unit. In addition, the II State Civil Service Agency in Surabaya has difficulty developing Human Resources (HR), but has carried out supervision, accountability and improved quality of public services.

Abstract

The implementation of education in Indonesia today, cannot be separated from the achievement of goals that become a benchmark for successful implementation. The implementation of education is currently being faced with the COVID-19 pandemic which has forced the government to close face-to-face teaching and learning activities and create a new policy, namely online learning. This study aims to determine and describe how the implementation of online learning at UPT SMP Negeri 20 Gresik. The research method used is a qualitative method. The location of the research was conducted at UPT SMP 20 Gresik. The focus of this research is based on the theory of implementation of George C. Edward III which includes 1.) Communication, 2). Resources, 3). Disposition, 4). Bureaucratic Structure. Data collection techniques were obtained through observation, interviews and documentation. The results obtained in this study are: 1). Communication in the implementation of online learning is not optimal on the transmission factor, because the socialization given seems sudden so that the preparation problem has not been maximized. 2). Resources in the implementation of online learning are also still constrained by the quota assistance provided by the government. 3). The disposition of the implementor regarding online learning has not been implemented optimally, because there are still constraints on the cognitive indicators experienced by students. 4). The organizational structure in the implementation of online learning refers to the technical guidelines for the implementation of online learning, with the RPP being made by the teacher as a guide in carrying out learning. The conclusion in this study is that the implementation of online learning at UPT SMP Negeri 20 Gresik has not been implemented properly, because there are still obstacles in several indicators of successful implementation.

Abstract

Penelitian ini dilakukan berdasarkan adanya fenomena atau kejadian dan data terkait jumlah pengunjung di Perpustakaan Umum Kota Surabaya dengan temuan capaian minat baca di Indonesia yang mencapai urutan ke 64 dari 65 negara. Dapat diketahui bahwa untuk mencapai nilai IPM yang tinggi, salah satu aspek yang harus diperhatikan ialah pendidikan. Selain pendidikan di bangku sekolah, masyarakat juga perlu mempunyai kesadaran membaca sehingga dengan mempunyai kesadaran membaca nantinya masyarakat juga akan mempunyai minat baca secara mandiri. Lokasi yang dilakukan berada di Perpustakaan Umum Kota Surabaya. Dasar hukum yang digunakan dalam penelitian ini ialah Undang Undang Sistem Pendidikan Nasional pasal 35, Rencana Kerja Badan Perencanaan Pembangunan Nasional tahun 2019 yang berfokus pada peningkatan minat baca masyarakat. Populasi yang digunakan dalam penelitian ini ialah pengunjung aktif Perpustakaan Umum Kota Surabaya. Dengan sampel yang digunakan menurut tabel Isaac dan Michael berjumlah 272 responden dengan tingkat kesalahan 10% maka peneliti menggunakan sampel dalam penelitian sebanyak 300 sampel atau responden. Hasil yang diperoleh dari penelitian ini yaitu, 1) terdapat pengaruh revitalisasi perpustakaan dengan minat baca dengan hasil sig <0.30 2) Pada kategori koleksi perpustakaan, meliputi kelengkapan koleksi berada pada kategori cukup baik dengan presentase 35.3%, untuk sub variable ketersediaan koleksi berada pada kategori cukup baik dengan presentase 35%, dan untuk perawatan koleksi, penataan kolesksi berada pada kategori sangat baik dengan presentase masing masing 70% dan 36.7% 3) Pada variabel sarana prasarana yang terdapat pada perpustakaan kota Surabaya meliputi meja yang layak pakai dengan presentase 69.3%, kursi yang layak pakai menempati 67% sedangkan rak penyimpanan dan toilet layak pakai masing masing 79% dan 58.7% 4) Pada kategori pelayanan pegawai perpustakaan meliputi jam buka yang tepat waktu, keramahan pegawai berada pada kategori sangat memuaskan. 5) Pada kategori masyrakat pemakai berada pada kategori baik, hal ini dibuktikan dengan ketertarikan masyarakat untuk berkunjung ke perpustakaan kota Surabaya sebesar 48%. Selain itu perpustakaan kota Surabaya juga sering melakukan kegiatan dengan melibatkan masyarakat atau pengunjung perpustakaan. 6) Pada kategori penyelenggaraan pelayanan dan pengelolaan fasilitas berada pada kategori sangat baik. Hal ini dibuktikan dengan masing masing perolehan presentase sebesar 69.3% dan 66.7% 7) Pada kategori sub variabel ketersediaan internet, intensitas membaca masyarakat, kebiasaan membaca masyarakat dan respon masyarakat setelah membaca masih berada pada kategori sangat kurang. Abstract

ABSTRACT This study aims to determine the role of public information disclosure in order to support the creation of good governance in the 4.0 era in Indonesia. The research method used in this research is descriptive qualitative method with the aim of systematically, factually, and accurately describing the facts being investigated. Triangulation technique is used to analyze data and is also a technique for checking data validation that utilizes something different outside the data for the purpose of checking comparisons of the same data from other sources. Research finding shows that there is a change in the governance system from a knowledge society to e-government. Through e-government, all information related to public policy will be open to the public. Information disclosure is a form of implementing good governance. Disclosure of information can prevent all forms of Collusion, Corruption or Nepotism that are rife in Indonesia. This prevention is due to the form of control from the community on the performance of the government (central and regional). Furthermore, with the disclosure of information, the public becomes sensitive, intelligent and active in controlling the process of administering a government. Abstract

The impact of the Covid-19 pandemic affects changes in human behavior that are wider over a longer period of time. This also has an impact on the system Deducation in Indonesia. Teachers, teachers, lecturers and students will get used to doing distance learning interactions. East Java National Development University implement a Distance Learning (PJJ) policy for all teachers and students, in order to stop the spread of the Covid-19 virus. The government has been providing quota assistance for the community to support distance learning activities (PJJ) which are divided into two types, namely quotas for the public that can be used to access all pages and applications and study quotas are only for accessing appropriate pages and applicationse rgistered with the Ministry of Education and Culture. This study aims to evaluate the implementation of secretary general regulation number 4 of 2021 regarding quota assistance subsidies, whether This program is running well as intended. The method used in this research is a qualitative exploration with student informants in the Department of Public Administration. Based on the results of the study, it can be seen that the free quota given from Ministry of Education and Culture specifically for applications: Vclass, Unsil meet, zoom, whatsapp, google classroom.In terms of implementation, it is still classified as uneven in distribution and there are some delay. Some of these reasons make students dissatisfied in receiving this quota assistance. We are hereby moved to carry out this research.

Abstract

ABSTRACT The Gulamo River is a natural tourist attraction located in Tanjung Alai Village, XIII Koto Kampar District, precisely in the Koto Panjang PLTA Lake Area. It is very important to develop a tourism object on the Gulamo river, District XIII Koto Kampar in order to promote tourism, increase tourist visits, improve the economy of the surrounding community, and be more focused and have a set goal. This study aims to determine the implementation of tourism development and to see the inhibiting factors for the development of the Gulamo river attraction, XIII Koto Kampar District, Kampar Regency. In carrying out research using the theory of Chopper et al. where tourism development policies are measured from five main components related to attractiveness, accessibility, amenities, supporting facilities, and institutions. This research method is a qualitative research with a case study approach in descriptive form. The results of this study indicate that development in terms of attractiveness has not been seen, this is because one of the activities that support the development of attractiveness, namely increasing infrastructure and infrastructure development through special allocation funds (DAK) has not been carried out properly. On the other hand, the implementation of the official Festival/Event has not been carried out because due to Covid-19 is increasing and dangerous, so the implementation that causes the crowd is temporarily suspended. The inhibiting factors are limited funds, land acquisition, and human resources. Keywords: Development, Tourism object, Gulamo river

Abstract

The scarcity of fuel in the community has prompted the Pekanbaru City Government to hasten the Natural Gas program for households by the Ministry of Energy and Mineral Resources (Energy and Mineral Resources). Pekanbaru City until 2020 already has 12,473 House Connections with PT. Civil Energy Development Facility as program operator. Limapuluh District is the first area to receive the Program with 3713 House Connections. The purpose of this study is to provide a description and analysis of the implementation of the program as well as to identify the factors that hinder the implementation of the program for household activities. The results of this study are shown based on the variables of policy implementation according to Charles O. Jones, namely Organization, Interpretation and Application. Based on these three variables, the implementation of the Natural Gas Distribution program has been going well, although there are still problems found including the limited number of Human Resources in the implementing organization to the number of natural gas connections in Pekanbaru City, the lack of communication between the program implementers and the community, so there are still people who do not want to receive the program or have not been able to enjoy the Natural Gas program, and there are still technical problems in the operation of the program. Abstract

ABSTRACT This research is based on the phenomenon of the number of outpatient data at Dr. Hospital. H Moh Anwar, Sumenep Regency, which occupies the largest hospital in Sumenep Regency. It is known that public services must have the best service to the community in order to provide good service quality. The research method used is descriptive quantitative with data collection techniques in the form of questionnaires. This research is measured based on public service standards according to Law No. 25 of 2009 concerning public services. Zeithaml (1990) suggests nine dimensions that must be considered in measuring the quality of public services, namely: tangible, reliability, responsiveness, compatnce, courtesy, credibility, security, communication and under standing the customer. The research population in this study was 278. The results obtained based on the quality of service in RSUD Dr. H Moh Anwar Sumenep District from 9 variables, namely: 1) The quality of patient care at Dr. RSUD. H Moh Anwar, the majority of Sumenep Regency is in the very quality category. 2) The quality of patient care in the Tangible sub-variable is mostly categorized as very high-quality. 3) The quality of patient care in the reliability sub-variable is in the category of very high quality. 4) The quality of patient care in the Responsiveness sub-variable is mostly in the quality category. 5) The quality of patient care in the competence sub-variable is in the category of very high quality. 6) The quality of patient care in the courtesy sub-variable is in the category of very high quality. 7) The quality of patient care in the credibility sub-variable is mostly in the quality category. 8) The quality of patient care in the security sub-variable is mostly categorized as less qualified. 9) The quality of patient care in the communication sub-variable is mostly in the quality category. 10) The quality of patient care in sub-understanding the customer is mostly categorized as less qualified Keywords: Service, Service Quality

Abstract

Public relations is a means of information and communication for the public in every institution, both internal and external communication. Public relations has the role of providing credible information services and providing a good image for institution including government public relations. During the COVID-19 pandemic, it was a challenge for the Public Relations of Jombang District Government, because they had to implement health protocols and public services were not optimal. In addition, communication with the public must continue to be built so that people have certainty, accuracy, and adequacy of information. The formulation of the problem in scientific writing is how the Public Relations of Jombang District Government strategy in building public communication during the COVID-19 pandemic. The method used is descriptive qualitative method with data collection techniques through interviews. The results of data findings through interviews in this paper are: (a) Public Relations of Jombang District Government is refocusing program, by compiling a public communication program that aims to educate, inform the public about COVID-19 related to prevention and treatment. (b) Communicate with the public more intensely, and provides updated information through their own social media accounts, namely instagram, facebook, website and even create a instagram account for the Regent which is managed by the part of public relations. (c) To reach people who are not digitally literate, the Jombang District Government keep using radio, newspapers, magazines, and posters.

Abstract

Indonesia is a large archipelagic country and has approximately 17,000 islands. As the largest archipelago country, Indonesia has a diversity of both geographical location, population, culture, and even in terms of politics. Existing diversity makes Indonesia a democratic country, where the Indonesian state adheres to the principles of the people, for the people, and by the people. This principle can be concluded that in Indonesia the government carried out comes from the people and is intended for the people. The same right to participate in managing the state is applied to the political system in the Indonesian state. However, in reality the political system that exists in Indonesia still has gender equality discrimination. Law Number 2 of 2008 concerning Political Parties, and Law Number 10 of 2008 mandates the need for political education by taking into account gender justice and equality. The purpose of this study is to analyze and describe the representation of women in legislative institutions as an effort of gender equality in East Java, using qualitative research methods with literature review data collection techniques, and data analysis by presenting data, and drawing conclusions. The location of this research is in the Regional Representative Council of East Java Province. The results obtained by the study are that the participation of women in politics today is more positive. However, the increase in the number of women councilors from period to period has not been able to rid people of gender inequality experienced.
