Abstract

Artikel ini bertujuan untuk menganalisis dan mendeskripsikan tentang posisi tawar pelanggan terhadap akurasi pelayanan publik untuk mewujudkan SDG’s diera pandemic Covid-19 pada Samsat Kota Gorontalo. Metode penelitian yang digunakan yakni metode kualitatif. Analisis data yang digunakan dalam penelitian kualitatif adalah analisis model interaktif yang terdiri dari tiga komponen analisis yakni: 1) Reduksi Data; 2) Penyajian Data; 3) Verifikasi Data dan Penarikan Kesimpulan.Hasil artikel menunjukkan bahwa akurasi pelayanan Samsat Kota Gorontalo belum menunjukan hasil yang memuaskan dengan tahapan pelayanan yang ada karena faktor kemampuan psikologis (persepsi, sikap, keperibadian, dan motivasi) aparat yang dianggap belum seirama dengan salah satu tujuan penting dari SDG’s yakni membangun sarana dan prasarana infrastuktur yang memiliki ketahanan dan mendorong industrialisasi yang bersifat inklusif serta bersifat terus menerus juga membina bentuk-bentuk inovasi pelayanan publik. Sistim dalam pengelolaan layanan di Samsat Kota Gorontalo masih bertumpu pada alur yang manual dan belum memaksimalkan pilihan layanan yang lain dan cenderung membutuhkan inovasi dan strategi jangka Panjang dalam rangka mendukung pengembangan dari SDG’s dibidang pembangunan infrastruktur dan sarana prasarana publik melalui pajak kendaraan bermotor. Apalagi ditengah pandemi Covid-19, layanan publik dituntut untuk menghadirkan pelayanan yang se-efektif dan se-efisien mungkin dan tanpa harus bertatap muka. Akan tetapi, penulis menilai bahwa tidak mudah mengubah mindset, karakter, manajeman, dan sistim yang ada dalam pengelolaan sumber daya aparatur. Persoalan yang paling pokok adalah terletak pada budaya kinerja dan pelayanan yang belum tertanam dengan baik. Kinerja yang dilakukan masih dianggap sebagai sebuah aktivitas atau rutinitas formal belaka. Penegasan peneliti ini bertumpu pada proses pelayanan yang harus cepat, tepat, dan akurat melalui elektronik Goverment sehingga proses dan tujuannya sesuai dengan apa yang diharapkan oleh masyarakat. Abstract

This article aims to determine the perceptions of state civil servants at the Regional Secretariat of the Sangihe Islands Regency on the implementation of work from home and how the effectiveness of the implementation of work from home. The hope is that this article can become a policy recommendation for the government in formulating policies related to the implementation of work from home in the future as an anticipatory step considering the changing environment. The method used in writing this article is a qualitative method with a descriptive approach. The data collection technique was carried out through interviews with six state civil servants at the Regional Secretariat of Sangihe Islands Regency who were determined purposively. The effectiveness of the implementation of work from home referred to in this article is viewed from the support of infrastructure and performance achievements. The results show that the implementation of work from home depends on an electronic communication system based on information technology. During work from home, public services continue to run effectively at the Regional Secretariat of Sangihe Islands Regency. There are even new lessons that are useful for improving state civil servants skills. Keywords: ; Effectiveness, Implementation, Work From Home

Abstract

Data kependudukan sangat penting dalam pengambilan kebijakan publik. Namun, data yang dimiliki pemerintah belum terintegrasi, berbeda-beda, tumpang tindih, dan belum realtime. Hal ini menimbulkan beberapa kekacauan dalam penyaluran bantuan di masa pandemi covid-19 saat ini. Paper ini berfokus pada menganalisis penguatan peran perempuan sebagai agen data sipil pemerintah era pasca pandemi covid-19 melalui e-data dasawisma. Penelitian ini menggunakan jenis penelitian kualitatif dengan pengumpulan data melalui wawancara dan data sekunder. Peneliti mengungkap bahwa e-data dasawisma mampu menyediakan data yang realtime dengan basis penguatan peran kader dasawisma. Kata Kunci: data, dasawisma, perempuan, pemberdayaan

Abstract

ABSTRACT The Covid-19 disaster caused the tourism sektor to decline, including the city of Surabaya, for that innovation was carried out to revive it through a virtual tour policy. The research method used is descriptive qualitative research. The data collected is the result obtained through observation, literature study, and existing archives/documents or written literature closely related to the research title. The Research Results Show that the Covid-19 disaster mitigation efforts carried out in the tourism sektor by providing virtual tour facilities have a good impact on the revival of tourism objects that have been closed. The form of mitigation fulfills several principles and strategies stated in the introductory chapter, namely the principles of cost and benefit, involving various parties and producing results. However, this form of virtual tour mitigation only has a good impact on tourism object managers, while in the tourism sektor, other elements also need attention, such as transportation services, UMKM, hotels, and restaurants. Suggestions from the authors should be that in implementing the virtual tour, the manager provides space for UMKM to promote goods and services. Keywords: Pandemic; covid-19; mitigasi; virtual tour

Abstract

Digital transformation creates new digital skills. McKinsey & company estimates that by 2030 at least 23 million jobs will be lost and replaced by automation. But at the same time, 27-46 million new jobs can be created with this technology. This causes a skill gap due to the demand for new digital skills on the labor market. This research focuses on analyzing the readiness of the Indonesian government in overcoming this digital skill gap. This research is a qualitative research with primary and secondary data collection. As a result, the Indonesian government is not ready to solve the digital skill gap. This can be seen from the incomplete development of IT infrastructure in the villages and the existing training has not been maximized and has not been accompanied by an internship.

Abstract

One of the duties of the village head is to protect the safety of residents and maintain village security, especially during the COVID-19 pandemic. This article answers how the leadership of the village head in the COVID-19 emergency response situation? More specifically, what abilities should the village head have in order for village government to run effectively in dealing with the threat of the spread of the corona virus in the village. This study uses Weber's leadership theory, because the village head is the authority of the highest formal leader in the village who acts as the protector of the village. This article uses a qualitative method with a descriptive approach, the research location is in Jelgung Village, Robatal District, Sampang Regency. Data collection techniques were carried out through interviews with key informants of the village head and village officials, and secondary data was taken from local media and documentation at the Jelgung village office. This article finds that the leadership model of the Jelgung village head during the COVID-19 emergency response was quite successful. The results of the study reveal three categories of expertise that village leaders must have in a COVID-19 pandemic situation. First, namely knowledge skills. Second, expertise in using communication technology devices. Third, expertise in providing solutions to villagers' problems.

Abstract

Pemberian rekomendasi pidana di luar penjara pada Anak Berkonflik dengan Hukum menjadi sebuah tugas yang harus dijalankan oleh Pembimbing Kemasyarakatan. Pernyataan tersebut sesuai Undang-Undang Nomor 12 Tahun 2012 tentang Sistem Peradilan Anak, dimana pemenjaraan menjadi alternatif paling akhir. Pembimbing kemasyarakatan bertugas melaksanakan penelitian kemasyarakatan memegang peranan kunci melalui rekomendasi hukuman yang terdapat dalam dokumen penelitian kemasyarakatan. Rekomendasi tersebut dalam UU SPPA menjadi bahan pertimbangan hakim dalam pemberian putusan. Bahkan apabila hakim tidak menjadikan rekomendasi hukuman yang dibuat pembimbing kemasyarakatan, maka putusan batal demi hukum. Pertanyaan dalam penelitian ini adalah sedalam apa peran pembimbing kemasyarakatan berkaitan dengan pemberian hukuman di luar penjara pada ABH. Penelitian ini menggunakan metode systematic reviews dengan memanfaatkan berbagai sumber dari peraturan perundangan, jurnal, buku serta sumber lain yang relevan. Berdasarkan data yang diunduh dari sistem database pemasyarakatan, keberhasilan proses diversi dan pemberian hukuman di luar penjara dalam proses peradilan anak cukup tinggi. Sebagai buktinya kita bisa melihat tidak adanya overcrowded pada Lembaga Pembinaan Khusus Anak. Oleh karena itu, kita perlu melihat bagaimana efektivitas rekomendasi yang diberikan oleh pembimbing kemasyarakatan untuk menghindarkan anak menjalani hukuman di luar penjara

Abstract

This journal set in at examining the correlation between Islamic values and public services. Theoretically, the finding were expected to yield the proof that there was some positive relation between organizational culture, especially in religious values and performance of organization that refers to quality of public services. And now the Covid-19 outbreak is not only a national problem but it is getting to be a global problems. The spread of Covid-19 is so fast and lethal, where the transmission can be through physical contact from the mouth, eyes, and nose. To avert the spread of this Covid-19 outbreak, it needed the contribution of government, religious leader to help another, communities, help each other and remind one another to deepen about Covid-19. This research using literature research method, which is from collecting interview data and observation of many sources. And for data analysis uses qualitative analysis by three steps : reduction, serving, and verification of all the data. In connextion to medical procedure and surgical technique also pharmacology (the dosage and type of medicine, its islamisation is run into by following medical and pharmaceutical science, and also the perfection of medical technology. Abstract

This research is based on the phenomenon of the rural-based Lamongan people's economic development movement program, by providing assistance in agriculture, namely Alsintan (handtractors. The existence of a movement program to build a rural-based Lamongan people's economy is expected to be able to provide economic improvements to the people of Lamongan, especially those in rural areas by developing potential the potential is available in every village, with the assistance of alsintan in the form of village community handtractors, they have the opportunity to improve their quality of life, especially to improve the economy, and to carry out a program to develop rural-based Lamongan people's economy, namely to reduce poverty in the Lamongan Regency with a target of 12% in in 2021. This type of research is descriptive qualitative. The location of this study is in the Village Lawanganagung Sugio District Lamongan Regency. The focus of this research is based on the theory of Budiani (2007) cited by Amrizal, Dalimunthe, and Yusriati (2018: 59) namely (1) accuracy of program objectives, (2) program socialization, (3) program objectives, and (4) program monitoring. Data collection techniques by observation, interview, and documentation. The results obtained from this study are (1) the accuracy of the program targets, to determine the targets in the rural-based Lamongan people's economic development movement program that is on target and is effective, namely the active farmer groups. (2) program socialization, in the rural-based Lamongan people's economic development program movement has been effective and good, in accordance with information received by farmer groups by submitting the conditions for requesting proposals, how to use hand tractors and how to care for them. (3) program objectives, with the implementation of the rural-based Lamongan people's economic development movement program aimed at improving the economy of rural communities with faster processing of land tractors and reducing costs, so that rice productivity increases. (4) program monitoring, for the rural-based Lamongan people's economic development movement program has been effective, all agencies carry out monitoring / supervision / monitoring for the hand tractor assistance. Abstract

This study aims to identify the dimensions that play a role in the Service Quality of bank e-banking. The research scope is based on the research object, namely internet banking and mobile banking. Data collection was carried out in two stages. The first stage was interviews with 21 informants who had experience using e-banking, the second stage was distributing questionnaires to 42 to ask for opinions on the importance of Service Quality. The data analysis used qualitative and quantitative approaches, namely calculating the average. The results showed that there were 16 dimensions of service quality in the e-banking bank including the dimensions of availability, durability, accessibility, speed, convenience, on time, completeness of features, aesthetics, personnel, security, quality of information, accuracy of process, educative, relevant needs, communicative. , Caring Bank. The results of the research obtained are the rankings of each dimension of e-banking Service Quality in which Security and Convenience are dimensions of Service Quality that are of utmost importance to customers.
