Abstract

The article to analyzes the opportunities Hizbut Tahrir Indonesia for transform of pressure group into a political party. This study stems from the analysis of a pressure group or organization that has been in Indonesia and ever tried to transform itself into a political party. This study took more cases in Pekanbaru. The results of the analysis of the strengths and opportunities describe Hizbut Tahrir Indonesia and predicting his desire to become a political party contestants elections in Indonesia in the future. The results of this study found a new theory about the transformation of a pressure group into a political party. Hizbut Tahrir Indonesia has conducted political movements from the beginning until now. Ideals end of Hizbut Tahrir Indonesia is to establish the Khilafah Islamiyah. In the concept of a single -party system, then the Khilafah Islamiyah may be referred to as having a single-party system in the party system of a country.

Abstract

Riau Vision 2020, regional regulations on Lembaga Adat Melayu[LAM] Riau, the issue of sons and non-sons of the region in regional head elections are the main characteristic of the ongoing revival of the Political Identity of the era of regional autonomy in Riau. The Rise of Identity Politics in Riau is considered to be at odds with the nation-state whose essence is recognizing diversity. The politics of identity in this context is considered to jeopardize the development of the diversity-based nation-state [nationalism]. This research aims, firstly, to address the Political Identity relationship with the nation-state in Riau in an effort to prevent local disintegration. Second, explaining the main obstacles to the Political Identity relationship with the nation-state in Riau in an effort to prevent local disintegration. The Political Approach to Identity and Nation- State is used as a theoretical framework. This study uses a qualitative approach with descriptive analysis method. Data is collected based on documents supported by interviews. After collecting the data analyzed qualitatively. The results of the study concluded, first, that the existence of the Riau 2020 vision, and the Riau Malay Customary Institution as a forum for empowerment of ‘Malays’ in the context of the Politics of Identity and State-nation, kept the potential for ethnicideological conflict. The concept of ‘Melayu’ in the vision impresses the sultry between Malay [ethnic] and Islam [ideology]. The vision is the consequence of local-minority hegemony. ‘Melayu’, structurally and constitutionally suggests that Melayu Malays ’control, even though there are minorities if they are accumulated with other ethnic groups. Second, the various obstacles that occur in the relationship between the Politics of Identity and State-nation are, [1] Malays are interpreted as hegemony in terms of relative deprivation. [2] Structural and cultural constraints have an effect on the relationship between the nation-state and the Politics of Identity [the existence of Riau LAM suggests more superiority and cultural domination. [3] Shifting issues in Political Idenitas, does not work linearly due to institutional-based personal interests. Practically this research provides an important reference for the relationship between LAM Riau and local governments that can prevent local disintegration. Academically, the relationship between the nation-state and the Politics of Identity can be constructed into a model and approach that can anticipate potential identity conflicts, especially in Riau.

Abstract

The implementation of local government in the context of the Special Autonomy of Aceh has the freedom of the regional government to administer government in accordance with the principles of good governance. In Indonesia it is regulated by Law No. 28 of 1999 concerning the Organization of a clean and free country of corruption and nepotism, through various innovations and creativity to create good governance based on the public interest. This is to answer various problems surrounding the low performance of the bureaucracy because many are entangled in various corruption cases. One attempt to change the government bureaucracy is good, then introduced a new model through local wisdom in the Southwest Aceh District of Aceh Province, by carrying out the Prayer Test and Reading the Qur’an to prospective structural officials, as an effort to reform bureaucracy to create bureaucratic accountability, which It is expected that these activities will produce bureaucrats who are religiously accountable and customer oriented. However, this program must be carried out in a sustainable and comprehensive manner through complementary programs that support the program and do not underestimate the supervision efforts which as a classic action create a healthy bureaucracy.

Abstract

Development planning is a must for every level of government, both central and regional, as mandated in Law No. 25 of 2004 concerning the development planning system. Bengkalis Regency as one of the regions in Riau Province also conducts development planning. The aspects of development planning in the Regency include Malay culture as a derivative of the Riau Vision 2020. Planning aspects of Malay culture development is a manifestation of the elected Regional Vision and Mission and can be seen in its harmony with the Province. The formulation of the problem in this study is how is the form of development planning aspects of Malay culture in Bengkalis District in supporting the Riau 2020 Vision? This study aims to describe the form of development planning aspects of Malay culture in Bengkalis Regency in supporting the Riau Vision 2020. The results of the study indicate that the planning of the development of the Malay cultural center has referred to the Provincial government planning documents, both contained in the RPJMD to RKPD even though they are only quantity, not yet fully touched the quality of the substance of Malay culture. The planning contained in the Bengkalis Regency RPJMD document is limited to the Vision and Mission statement, while the objectives to the strategic plan are not formulated. Nevertheless specifically in the Office of Culture, Youth and Sports expressly formulated this in the OPD Work Plan.

Abstract

This research attempts to analyze the forms of power in the utilization of communal land in Kampar Regency. The interests of indigenous peoples in terms of ulayat land tenure feel threatened by the existence of plantation corporations by bringing large investments which ultimately provide economic added value for the Government and Regional Government. This study uses qualitative research methods with a phenomenological approach. Data was obtained through interviews conducted with elements of the Kampar District Government, Lembaga Adat Kampar (LAK), the Archipelago Indigenous Peoples Alliance (AMAN) Kampar, and traditional leaders. Technical data analysis in this study was conducted interactively. The argument from this study shows that there are 2 (two) forms of power that influence the implementation of ulayat land use in Kampar Regency. The first is visible power, where the practice of power occurs in the formal sphere in the policy-making process of recognizing and protecting customary law communities in Kampar District. In addition, the practice of visible power is also evident from the interaction between actors in resolving communal land conflicts that occurred in Kampar District. While the second form of power in the utilization of communal land is hidden power. This hidden power practice is carried out by corporate actors who are suspected of taking over customary land by playing their power in licenses issued by the Government.

Abstract

Corruption behavior in the Riau Provincial Government’s bureaucracy has been at an alarming stage, this is evidenced by the corruption of the construction of the anti-corruption monument in Riau province, which resulted in the detention of 13 state civil servants and 5 private parties. This study aims to identify factors that can be used as models to strengthen the culture of anticorruption in the Riau provincial government bureaucracy, by examining institutions and individuals within the Riau provincial bureaucracy that are considered to have anti-corruption behavior. This research was conducted with a qualitative method by interviewing officials in the Regional Personnel Agency, Forestry and Environment Agency, Women’s Empowerment Agency, Inspectorate and Riau Province Integrity Strengthening Team. The results of the study show that strengthening anti-corruption behavior in individuals within the institution is supported by three factors, namely the policy of the Riau provincial government, Supervision of law enforcement agencies and strengthening anti-corruption behavior in individual bureaucrats.

Abstract

The partnership between the Regional Government and the private sector is a step that the Government can take as an effort to cover up the limitations in waste management in the city of Pekanbaru. The dynamics of rapid population growth have had consequences for increasing the volume of garbage to approximately 1,100 tons per day. The Pekanbaru City Government then took steps to implement partnerships with the private sector as an effort to manage waste management. However, the involvement of the private sector in dealing with waste issues actually showed a failure in 2015. In 2018, the Pekanbaru City Government again planned to submit waste management to the private sector. Therefore, this study tries to focus on two formulations of the problem, which is why the Pekanbaru City Government again delegates the authority to manage waste in the city of Pekanbaru to the private sector? And what is the right scheme for government and private partnerships in carrying out waste management in Pekanbaru City? To answer the above questions, this research was escorted by the Reinventing Government theory of David Osborne and Ted Gaebler and also the theory of Public Private Partnership. Through the case study method, this research will explore the partnership between Pekanbaru City Government and the private sector in waste management in Pekanbaru City. The results showed that the objective of the partnership between the Regional Government of Pekanbaru and third parties in waste management in the city of Pekanbaru was to overcome the inability of the Pekanbaru City Government to provide facilities and infrastructure, garbage fleets, human resources and budget constraints. Thus, the logic of this partnership leads to one of the lines of thought offered by Osborn regarding the Catalytic Government (Steering Rather Than Rowing). The scheme of success of the partnership of Pekanbaru City Government and the private sector in waste management needs to pay attention to process factors, partner factors and structural factors. Thus, waste management in the city of Pekanbaru requires a paradigm shift, from being limited to disposal to become a focus on management and utilization.

Abstract

One area that implements direct Regional Head Election (Pilkada) in 2017, is Kampar Regency, Riau Province. The implementation of the Kampar Regency Direct Local Election has been running three times, namely in 2006, won by the pair Burhanudin Husein and Teguh Sahono; The 2011 regional election was won by Jefry Noer and Ibrahim Ali and the latest direct election was in 2017 which was won by elected regent Aziz Zainal and Catur Sugeng Santoso. This research study focused on analyzing political education in the implementation of Direct Regional Head Elections (KILKADA) in Kampar Regency in 2017 and knowing the Barriers found in realizing political education for the community at the time of Direct Election of Regional Heads (PILKADA) in Kampar District in 2017. This type of research is to use a type of qualitative research. According to Moleong (1999: 23) said that qualitative research methods basically use an inductive approach, ie data is collected, analyzed, abstracted and theories will emerge as qualitative discoveries. In this research, it is intended to explore in depth various data and information accurately and explain or explain in more depth the subject matter discussed in accordance with the research objectives. The results of the study indicate that the political education for the people in the Direct Local Election of Kampar Regency in 2017, which was carried out by the KPU of Kampar Regency, has been structured in accordance with the existing rules namely Election law and other rules, including the decision of the KPU of Kampar Regency. Political education that has been carried out so far is more structurally socialized, ranging from political education to the voters to community leaders and women. The obstacles faced in the implementation of the Kampar Regency Direct Local Election political education in 2017, namely geographical factors, limited budgets, community enthusiasm and limited personnel or human resources.

Abstract

The Pekanbaru City has a densely populated population of more than one million. Along with the development of Pekanbaru City into a Metropolitan City, it is inseparable from various problems that arise, namely the problem of flooding. The problem of flooding is a problem that does not resolve every year. This was caused by the development of Pekanbaru City which was not followed by adequate flood control infrastructure systems. In this case, of course, the public spotlight on the performance of the government in overcoming flood problems in the city of Pekanbaru. The formulation of the problem in this study is What is the public perception of the performance of the Pekanbaru City Government in 2015-2017 Flood Control? This study aims to determine how public perceptions of the performance of the Pekanbaru City Government in flood control in 2015-2017 are seen from aspects: (1) Productivity, (2) Service Quality, (3) Responsiveness, (4) Responsibility, and (5) Accountability. This research is a descriptive study using the Mixed Method approach. The data collection technique in this study is to use a survey technique by taking a sample of 100 people from one population using a questionnaire as a means of collecting basic data and using interview techniques with a total of 10 informants. Data analysis used for quantitative methods is quantitative analysis and analysis for qualitative methods using qualitative analysis, and finally is analyzing data combined with qualitative analysis and quantitative analysis. The results of the study concluded that public perception regarding the performance of the Pekanbaru City Government in 2015-2017 flood control was still not good. This is shown from the results of the average value of each indicator (productivity, service quality, responsiveness, responsibility, and accountability) which is equal to 1.95 which is in the range of 1.76 - 2.50 which shows unfavorable criteria. In this case the public considers that the Pekanbaru City Government has not been able to optimize the implementation of flood control in Pekanbaru City.

Abstract

Political participation is a citizen activity that acts as individuals intended to influence government decision making. Participation can be individual or collective, organized or spontaneous, peaceful or violent, legal or illegal, effective or ineffective. In general, Political Parties have a role as a means of political communication, the party plays a very important role in an effort to articulate interests or “political interests” that are hidden or sometimes hidden in society and combine with other political interests (political agrigation) . Second, the Party as a means of political socialization. Political parties also play a role as a means of political socialization (instrument of political socialization). Third, political parties are a means of political recruitment. fourth, is the regulator and manager of conflicts that occur in the community (conflict management). There are several variables that can be used to explain why political participation is important, some of which are; (1) Political trust; (2) socio-economic status; (3) Personality or psychological explanation.
