Abstract

This study aimed to determine the implementation of protection policies for Indonesian Migrant Workers and to analyze the inhibiting factors faced by the Sukabumi City Manpower Office to protect Indonesian Migrant Workers. This study used descriptive qualitative method with 6 participants. The data collected through observation, interviews, documentation, and literature study. The results indicated that the implementation of protection policies in Sukabumi City has been successfully implemented but it is not optimal. Improved coordination with regional officials can increase the effectiveness of the implementation of policies to protect Indonesian migrant workers. In addition, socialization or roadshows with large quantity related to the protection for Indonesian migrant workers followed by relevant stakeholders can achieve the objectives of socialization. Socialization can be conducted by utilizing Information Technology such as distributing socialization video content through Social Media. In addition, the Manpower Office should propose a particular budget related to the protection of Indonesian Migrant Workers through the Indonesia State Budget (APBN) as well as the Indonesia Provincial Budget (APBD) or by engaging private sector/overseas job training institutions to cooperate.

Abstract

Literature as psychological symptoms in which there are psychological phenomena that appear through the behavior of the characters, thus literary works (literary texts) can be approached using literary theory. Therefore, research on characters and characterizations in novels with literary theory needs to be done. Based on the background above, in this research there were problems that was studied, namely: How are the analysis of the characters and characterizations in the novel Broken Vow by Yuris Afrizal? The formulation of the problem raised in this research was about the characters and characterizations in the novel Broken Vow. This research aimed to describe the characters and characterizations of the novel Broken Vow by Yuris Afrizal. The theory used was literary theory. The type of data used in this research was qualitative data and the data source used was the primary data source, namely the novel Broken Vow. The methods and techniques used for data collection are data library study methods and listening and note-taking techniques. Meanwhile, the methods and techniques of data analysis used in this research were formal and informal methods and deductive and inductive techniques. In presenting the results of data analysis in this research used an informal method, namely using a word description so that a comprehensive general conclusion can be obtained regarding the subject matter discussed. The results of the analysis contained in the Broken Vow Novel by Yuris Afrizal include the analysis of the main character Amara, the analysis of the main character Nadya, the analysis of the main character Irena, the analysis of the secondary character Kevia, the analysis of the secondary character Dion, the analysis of the secondary character Leo and the analysis of the secondary character Mr Juna.

Abstract

Juvenile delinquency at school age who should be studying at school turns out to be some of them doing things that are not commendable. Juvenile delinquency at school age is very troubling, generally parents, and the general public. Therefore, teenagers should get special attention from parents when they are at home and by teachers at school. The formulation of the problem was the factors that cause the symptoms of juvenile delinquency at SMP Dwijendra Denpasar in the academic year 2019/2020. What efforts are being made to prevent juvenile delinquency at SMP Dwijendra Denpasar in the academic year 2019/2020? The purpose of the research was to determine the factors causing the symptoms of juvenile delinquency at SMP Dwijendra Denpasar in the academic year 2019/2020. To find out what efforts are being made to prevent juvenile delinquency at SMP Dwijendra Denpasar for the academic year 2019/2020. The technique used to collect data in this research was the technique of observation, interviews, library studies, documentation. The data analysis used in this research was a qualitative descriptive analysis. The results of the research treat (1) The factors causing the symptoms of juvenile delinquency at SMP Dwijendra Denpasar in the academic year 2019/2020 were family factors, especially parents. In this case it is parents who do not understand the meaning of children's education, and who are so busy working. Inharmonious marital relationship. Environmental factors, school factors, including teachers, lessons, school assignments and others related to school. (2). The efforts to prevent juvenile delinquency in SMP Dwijendra were eliminating all causes of juvenile crime, whether personal, familial, socio-economic and cultural. Making changes to the environment by good communication with adoptive or foster parents and providing the necessary facilities for healthy physical and spiritual development for adolescent.

Abstract

Research in the field of machining in testing the level of roughness needs to be done to get good results in the machining process. The purpose of this study was to determine the effect of variations in feeding on the surface grinding process on the surface roughness and hardness of S45C carbon steel that has gone through processes including induction, quenching and tempering and to compare which feeding variation has the lowest level of roughness. The research method used is an experimental method in the form of giving a variety of feeding which is tested on 4 samples in the surface grinding process. The number of variations given is 0.2mm/min, 0.4mm/min, 0.8mm/min, 1.2mm/min. The test results obtained are in the form of roughness values and hardness values on specimens that have been previously tested. The results showed that there was a change in the roughness value that occurred during the grinding process by applying a 0.2mm/min feeding variation resulting in an average value of 1.33683333µ, a feeding variation of 0.4mm/min producing an average value of 1.27068333µ, a feeding variation of 0.8mm/min producing an average value of 1.27068333µ. the average value is 1.29633333µ, the variation of feeding 1.2mm/min produces an average value of 1.39458333µ and there is no significant change in the surface hardness value in the surface grinding process. The tools used in this study were the Mitutoyo SV2100 rougness tester to determine the roughness value, and the Sonohard SH22 hardness tester to determine the hardness value. The data that has been obtained are then analyzed using descriptive statistics where the data are presented in the form of tables and graphs. after grinding. This shows that there is an effect of giving different variations of feeding the surface grinding process to the surface roughness value.

Abstract

The research was motivated by the problem on the Implementation of Human Resource Competency Development Policy in Sukabumi Regency, where the policy of developing human resource competencies in Sukabumi Regency is in accordance with Regent Regulation Number 51 of 2019, that every civil servant has the same rights and opportunities to participate in Competency Development at least 20 hours of lessons/year, but in its implementation there are still obstacles so that implementation the policy is hampered. The research was aimed at analyzing the implementation of the policy and the factors that can support and inhibit the implementation of the policyfor developing human resource competencies at BKPSDM of Sukabumi Regency observed from the aspect of Communication, Resources, Disposition and Organizational Structure. The research was conducted at the Personnel and Human Resource Development Agency (BKPSDM) of Sukabumi Regency that focused on the Implementation of Human Resource Competency Policy using a qualitative approach. Techniques of collecting data applied were interviews, observations and document review. The resource persons/informants in the research were the Head of BKPSDM, Secretary, Head of PSDM Division, Head of KDP Division, Head of Planning and Evaluation Sub-Section, Head of General and Personnel Sub-Section, Civil Servant Trainer and Implementer. The Implementation of Human Resources Competency Development Policy at the BKPSDM of Sukabumi Regency has generally been carried out well viewed from the aspect of Communication, Resources, Disposition and Organizational Structure. Thus, the factors that can trigger the success of this policy are Communication and Organizational Structure aspects, while the inhibiting factors are Resources and Disposition aspects as these aspects cannot be optimized.

Abstract

The research was motivated by the suspicion that the development of Human Resources in applying service excellence at Libraray and Archives Department of Sukabumi regency had not run optimally. Meanwhile, the research was aimed at determining: (1) the strategy of Human Resources development in implementing service excellence at Libraray and Archives Department of Sukabumi regency, (2) Obstacles encountered in developing Human Resources in implementing service excellence at Libraray and Archives Department of Sukabumi regency, and (3) efforts to overcome the obstacles in the develoment of human resources in implementing service excellence at Libraray and Archives Department of Sukabumi regency. The reserach applied qualitative approach. The informants of the research were Head of Sub-section of Personnel and General Affairs, Head of Archives Processing Division, Head of Promotion and Development of Reading Culture Section, Head of Human Resources Development Section, Archivists, and Librarians. The results of the research are (1) Human Resource Development at the Archives and Library Department of Sukabumi Regency is carried out through the implementation of a proportional transfer, promotion, training and performance appraisal system, (2) There are internal and external obstacles in developing human resources at the Archives and Library Department of Sukabumi Regency, and (3) There have been efforts made to overcome both internal and external obstacles in developing human resources at the Archives and Library Department of Sukabumi Regency. Based on the results of the research, the management of the Archives and Library Department of Sukabumi Regency is advised to: (1) Improve the competency of archival and library human resources through formal, non-formal, and informal education related to their work field, (2) Structural officials are to be more technically understanding about procedures and techniques for processing archives and library as this can help carry out the smooth running of official activities, and (3) develop and maintain the consistency of existing facilities and infrastructure in compliance with standardization so that they can better support archival and library human resources in performing official activities.

Abstract

The Subdistrict Development Participation Program (P3K) of Sukabumi Regency is a regional program that is prepared to synergize many and diverse programs, both sector-based and regionally sourced from the Center, Province, or regions that are implemented in the region (Sub-district and or village). In Cibadak District, the first aid program is considered very appropriate because it is expected to be a solution to the problem of lack of community participation in development. However, the implementation of the first aid program in Cibadak District has not been fully effective. This is because the government and the community as program implementers still find obstacles in the lack of quality of the resources they have, thus causing the results of development to be less in line with what was planned. In addition, the first aid program has not been fully implemented properly in targeting its policy objectives. So that in its implementation, it is necessary to refocus the targets that are the priority in the development plan contained in the technical instructions for the first aid program. Then in terms of increasing the HDI, although there has been an increase in the HDI rate and a reduction in the poverty rate, the HDI growth is very small. In fact, as the allocated budget grows, it should leverage higher performance.

Abstract

This study focuses on the effect of community job training and competence on labor absorption in Sukabumi Regency on job training participants at UPTD Job Training Center (BLK) Sukabumi Regency. The research used is quantitative research with an associative approach. The sample of this research is the alumni of the Sukabumi Regency Job Training Center who are absorbed in the Sukabumi Regency area. Samples were carried out by saturated sampling method. Data was collected by using a questionnaire using a rating scal model. which were distributed to alumni of the Job Training Center as many as 60 questionnaires. While the data analysis technique used is the product moment correlation analysis technique using the SPSS v.25.0 application and the Linear Regression analysis technique, by testing the hypothesis test statistic test t test. The results of the study show that there is a significant correlation between community job training and employment, there is also a significant correlation between competence and employment, community job training and competence simultaneously affect employment, community job training has a significant positive effect on employment workforce, competence has a significant positive effect on job absorption, community job training and competence simultaneously have a significant effect on employment.

Abstract

This research is motivated by the problem that local tax revenue is still not optimal from the hotel tax sector in Sukabumi Regency. The hotel tax collection policy in Sukabumi Regency is based on Regional Regulation number 18 of 2011, but in its implementation there are still obstacles so that the implementation of the policy is hampered. This study aims to determine (1) the implementation of local tax collection policies based on Regional Regulation number 18 of 2011 concerning hotel taxes in Sukabumi Regency; (2) knowing the obstacles faced in the implementation of hotel tax collection policies in Sukabumi Regency; (3) knowing the efforts made in overcoming the obstacles faced in the implementation of the Hotel Tax collection policy by the Regional Government of Sukabumi Regency. In order to approach this problem, Edward III's theoretical reference is used. This research is a qualitative descriptive study. The data used are primary data obtained from direct interviews with policy implementers and taxpayers. Data collection techniques using interview techniques, observation and documentation. Then the analysis and interpretation of the selected data is carried out, to then draw a conclusion. Furthermore, the writing and construction of research results are carried out. The results of the study conclude that in general the implementation of hotel tax collection policies in Sukabumi Regency has been going well, it's just that there are several dimensions that need to be improved, such as the dimensions of resources that require additional budgets in order to optimize local tax collection in Sukabumi Regency and dimensions of the bureaucratic structure that require improvements. further, both in terms of the preparation of Standard Operating Procedures (SOP) as well as in its implementation in the field.

Abstract

The Technical Implementation Unit of Motor Vehicle Testing (UPT PKB) of the Sukabumi City Transportation Service, as a vehicle testing service, has experienced many interactions between the quality of services provided and the level of community satisfaction, namely the process of how the government can provide the best services that are proportional to the value and costs that have been incurred. public vehicle owners are required to test. Excellent service is an agency's concern for customers by trying to provide the best possible service in meeting customer expectations and needs, based on service standards and procedures to realize customer trust. This study uses a case study approach to examine the 'how' and 'why' of services at the UPT PKB of the Sukabumi City Transportation Service. Attitudes, attention, actions, abilities, appearance, and responsibilities have been shown and displayed by the test officer. Efforts to improve services and overcome obstacles in service have also been carried out, but are hampered by the refocusing of the spending budget to overcome COVID-19.
