Abstract

In 2010, the Ministry of Marine Affairs and Fisheries released a policy of accelerated development of the area based on the potential of marine and fisheries, or Minapolitan. Minapolitan is implemented in several regions in Indonesia, one of which is in the Village of Kalanganyar, Sidoarjo Regency. Kalanganyar is known as a producer of premium milkfish and shrimp, processed milkfish, as well as being the location of the most prominent fishing tours in Sidoarjo. This potential causes Kalanganyar to be called as “the village of the fish”. Hence, this study aims to identify the endogenous development factors in the implementation of Minapolitan in Kalanganyar. This study uses a qualitative approach with following data collection techniques: interviews, observation, document collection and focus group discussion. Specifically, data analysis techniques using interactive model consists of the stages of reduction, display, and conclusion. As for the test of the data validity, the writer utilized tools for trust checking, transferability, dependence, and certainty basis. The results showed that in general, the factors of entrepreneurship are quite fulfilled. However, there are some aspects to be considered; such as the provision of seedlings banding, an increase in capital for small businesses, the modernization of production equipment for processed milkfish, assistance for market expansion, and the construction of a hub for souvenirs and gift shops. Nevertheless, the leadership factor has been fulfilled. Formal and informal leaders have given good support in the optimization of Minapolitan. As for the third factor, the institution has also been well construed. It can be seen from the formation of village-owned enterprises, which are expected to become an economic catalyst, as well as the presence of rules in the implementation of the business. Thus, it can be concluded that in general, the factors of endogenous development in the implementation of minapolitan di Kalanganyar village have been well accomplished.

Abstract

Due to the development of technology and organizational needs, the competence of the State Civil Apparatus has increased significantly, necessitating the adjustment of improvement techniques. Furthermore, the lack of a role for the sending agency in training continues to be an impediment to the intersperity between competence needs and the implementation system. This research focuses on how the competency-based training model is applied, as well as the function and impact of supervisory authorities' training results on enhancing performance. This study uses a combination of qualitative and quantitative methods to obtain results that are relevant to the needs, and it was conducted at the State Administration Agency's Center for Training and Development and Competency Mapping of State Civil Apparatus with alumni research training supervisory officials in 2018, 2019, and 2020. According to the findings of the study, the training has not taken advantage of technological advancements or maximized the role of the sending agency, so there are still difficulties and limits in its execution, particularly in terms of location and time. To meet these issues, a training model must be developed that focuses on ensuring the organizer's competency.

Abstract

The goal of this research is to create and validate the scale. A total of 126 workers from a palm oil plant in Riau province were included in this investigation. Win step program is used to analyze data using the Rasch model. This is supported by research. In the unsatisfactory category, the Cronbach alpha value, which measures the overall interaction between people and items, is included. Furthermore, the importance of person reliability as a measure of the consistency of respondents' responses is categorized as extremely bad. In the meantime, item reliability as a measure of the instrument's quality falls into a distinct category. The standard items' average difficulty level is below the ability level of the palm oil mill's managers. As a result, palm oil mill management readily approves this natural environment plan instrument item.

Abstract

A Continued Professional Development (CPD) in the educational context is a continual program aimed to develop teachers' quality, including English language teachers, in their teaching practices to improve students' academic achievement. A traditional or teacher-centred CPD is criticized for its failure to provide teachers' active participation. Although this program may allow teachers to learn from outside experts, it still fails to meet teachers' and classrooms' needs. The program may not be in line with the challenges and experiences teachers face in their classroom's real teaching practices. Past researchers started to identify effective professional development which invites teachers' active participation. CPD through action research offers English teachers to get involved actively from planning to the program's evaluation so that they can improve their knowledge, English language proficiency and teaching skills that fit the condition and teachers' context. This paper offers a design to develop an action research model of CPD.
