Abstract

This study aims to analyze the concept of best practice at the Population Administration and Civil Registration office of Kudus Regency. The study is implemented by applying the qualitative descriptive research methods. In terms of theoretical framework, the article refers to best practice theory. Best practice theory suggests criteria to examine policy innovation, namely impact, partnerships, sustainability, leadership, and innovations in local contexts that can be transferred (transferability). The results of this study indicate that the Population Administration and Civil Registry especially in the Civil Registry Population Service is categorized as good and feasible as a "Role Model of Public Service Provider" for other regions. The commitment of agency leadership in improving the quality of public services is commendable. In addition, the Kudus regency also provides facilitation and provides adequate infrastructure and facilities. The important finding of the research also relates to several other factors such as democratic leadership style; adequate human resource capacity; and the improved supply system of the E-KTP form from central government is among the factors that support the performance of population administration and civil registration services in Kudus Regency. On the other hand, there are factors interfering the performance of the admindukcapil. The factors are inadequate support of internet network in SIAK and unreliability of server. There is also a need to increase public awareness to complete population documents. In special cases, such as in time of national events such as election, demand for completion of population documents increased significantly.

Abstract

The purpose of this study is to describe the application of the Electronic-LAPOR (E-LAPOR) in Public Complaint Services at the Office of the Communication, Informatics and Statistics Office of Bengkulu Province. The method used in this study is a qualitative descriptive method with data sources namely primary data obtained through observation, interviews and secondary data obtained through data on the E-Report application. The results of this study can be concluded that the application of E-LAPOR in public complaint services at the Bengkulu Province Communication, Informatics and Statistics Office in principle has implemented E-LAPOR services in accordance with Standard Operational Procedures (SOP) as well as indicators of application and service of complaints run well so that the process Community services can be followed up by the Communication, Informatics and Statistics Office of Bengkulu Province in the form of aspirations, suggestions and criticisms or complaints. However, apart from that, there needs to be an increase in human resources in each OPD in Bengkulu Province as well as an increase in socialization to officials as E-LAPOR managers and the general public as service users both directly and through social media because this will affect the results and performance in implementing E-LAPOR.

Abstract

All this time the development centered in the city, leading to gaps between villagesand the city's economy. BUMDes become one of the ideas the government to boost thevillage economy. Gogik village which lies at the foot of mount Ungaran, SemarangRegency has the potential of natural recourses and clean water, its potential is not yetmaximally utilized, Encouraged by Desa Lab Site PMD activities, Rejo Mulyo VillageEnterprise was finally established in Gogik Village in 2011 with the hope of its ability toboost the village economic growth by the means of optimally utilizing its potential.Qualitative Descriptive method is used in this research by focusing on: (1) Evaluatingthe performance of BUMDes Rejo Mulyo, Gogik Village, District West Ungaran,Semarang Regency, (2) The supporting and obstacle factors BUMDes Rejo Mulyo, GogikVillage, District West Ungaran, Semarang Regency. The results of this research lead toa conclusion that the establishment of Rejo Mulyo Village Enterprise has alreadyfollowed the valid regulation at that time, But the performance of BUMDes Rejo Mulyois not maximized because it can not support the welfare of the villagers Gogik. One of thesupporting factors of the performance BUMDes Rejo Mulyo is the spirit and willingnessofficials and employees to subserve the Gogik village. One of the obstacles faced, whichis the biggest natural potential that exists in the Gogik village, are waterfalls Semirang itcan not be utilized because the area is occupied in Perhutani area.

Abstract

Micro, Small, Medium Enterprise (MSME) is a pioneering populist-based business that is developing quite rapidly. Micro, Small and Medium Enterprises are also one of the factors that can create economic growth. The development of MSMEs is a reaction from the industrial revolution in the 4th stage which increasingly emphasizes the mechanization system in the production process. Fostering MSMEs is one way to maintain the existence of developing MSMEs and can bring new MSMEs. The Sragen Regency Government has poured efforts on the Sragen Regency Regulation No. 3 of 2013 concerning MSMEs. Kedawung District, Sragen Regency is one of the targets of the policy. Kedawung District itself is also famous for its rich natural resources such as extensive rubber trees. This study aims to analyze the accuracy of the implement MSME coaching policies in Kedawung District, Sragen Regency. The research method used was a descriptive qualitative type with informants including the Sragen Regency Industry and Trade Office, the Sragen Regency Cooperative and MSME Office, the FEDEP, the Private sector, as well as several MSME actors who received guidance. The results of the study showed that the accuracy of the implement the general coaching policy for MSMEs was found to be in accordance with applicable regulations, mainly supported by cooperate between actors. The collaboration was carried out between the private sector, the agency, FEDEP and the direct participation of the local government, although there were still obstacles in it related to the regulations above, less than the ideal role of the local government such as the government in the sub-district and village or village environment. Awareness of SMEs who are less pro-actively influencing the performance of the training carried out.

Abstract

Indonesia is famous for its areas that are prone to landslides. For example, in Cihanjuang Village, Cimanggung District, Sumedang Regency, which in early 2021 had experienced a serious landslide disaster. This landslide phenomenon requires an in-depth study so that the arrangement and management is carried out appropriately, where the role of the government here is very large to be able to take the right policy on this problem. Thus, the purpose of this paper is to determine the cause of the landslide disaster and to identify and analyze the government's efforts in dealing with the landslide disaster. This paper uses descriptive qualitative research methods using data derived from secondary data. Based on the results, it was found that the landslide that occurred in Cihanjuang Village was caused by high rainfall, steep slopes, poor drainage system and lack of vegetation. However, the government already has several efforts to be undertaken, including long-term, short-term post-disaster and mitigation. Based on the analysis that has been made, the recommendations for this problem are increasing awareness and socialization for the community, increasing mitigation and monitoring the policy that have been made.

Abstract

Hospital services are basically a form of service provided to patients by paying attention to predetermined service quality standards, in order to create satisfaction for patients in accordance with patient expectations. Central General Hospital Dr. Kariadi Semarang, Regional General Hospital Dr. Soetomo Surabaya, and Central General Hospital Dr. Hasan Sadikin Bandung is a government-owned public hospital located in the Java region. The three hospitals are government-owned hospitals as national referral hospitals which are class A hospitals. The purpose of this research is to find out how the form of excellent service and the advantages and disadvantages of the Central General Hospital Dr. Kariadi Semarang, Regional General Hospital Dr. Soetomo Surabaya and Central General Hospital Dr. Hasan Sadikin Bandung. The research method used the desk-review method, namely the collection of secondary data or data that has been previously collected without conducting a field survey and library research methods. Besides that, this research also uses literature study, namely collecting scientific papers or collecting data related to the object of research or collecting library data. The form of excellent service carried out by the Central General Hospital Dr. Kariadi Semarang, Regional General Hospital Dr. Soetomo Surabaya and Central General Hospital Dr. Hasan Sadikin Bandung is about speed of service, accuracy of service, accurate service and quality of service. Each hospital has problems regarding the speed of service, so that the speed of service is a priority for improvement for hospitals to realize excellent service in accordance with patient expectations.

Abstract

COVID-19 has potential to change the culture. The COVID-19 crisis has forced virtual working to become the main method of doing business in the modern due to social restrictions such as PT Telkom Indonesia. Management in PT Telkom Indonesia is faced with the problem of how to keep the orientation program during the COVID-19 pandemic because the company really needs these new employees so that business processes can continue to run smoothly. This virtual orientation program does not reduce orientation values, participants can still survive, thus adding many new experiences because all assignments are made online. The point is that participants can still carry out their normal activities because technology is getting more sophisticated. This paper uses a qualitative research approach. Data collection techniques are made in two ways, field studies and literature studies. Field studies were made by interview. Orientation program are not easy because participants and companies only meet virtually. Companies should overprepare. Companies can make detailed guidelines for the implementation of the Orientation Program, make a priority scale, and always provide feedback as soon as possible on the final result. The advantages of this virtual induction program are (1) the company can save costs; (2) shorter event time; (3) safe from COVID-19 (4) the application of New Technology based on Virtual Meeting. The weakness of this virtual orientation program is (1) lack of control from mentors; (2) minimal experience for employees because material that should require meeting physically is not well conveyed, one of which is increasing collaboration between teams.

Abstract

Environmental degradations are generally caused by two factors: natural occurrences and human interference. One of the environmental damage is the occurrence of abrasion along the coast. This study aims to describe the factors that need to be considered to overcome coastal abrasion in the Merauke Regency area. The research was conducted in Merauke Regency using primary and secondary data which were then presented in a descriptive qualitative manner. The results of this study indicate that the level of coastal abrasion in Merauke Regency is of great concern. Abrasion not only causes damage to nature but also causes damage to other public facilities such as roads and public housing. To prevent the spread of abrasion, factors supporting prevention efforts are required, including economic, ecological, social, political, and cultural factors. Some of these factors are expected to be a source of concern for decision-makers to make environmental policies to overcome abrasion in Merauke Regency.

Abstract

The purpose of this article is to determine the impact of human resource skills and financial accounting systems on the quality of regional financial statements. Using quantitative methods for accounting or financial personnel management at government offices in Buleleng regional, this study shows that human resource literacy and the financial system have a positive and significant impact on the quality of regional financial systems reported. Thus, the results of this study indicate the need to increase human resources for financial management in the regions and the financial accounting system in accordance with established standards.

Abstract

Bandung Regency Government adapted the concept of developing an integrated planning area that utilizes a local base with the spirit of sabilulungan (Sundanese: gotong royong) which tries to integrate various development sectors in one activity called "Sabilulungan 1000 Kampung". After two years of implementing this concept where the villages have begun to be developed, it is necessary to see the level of success through an appropriate evaluation mechanism. This study tries to see how the evaluation of the implementation of this policy is through interviews with purposive sampling to the stakeholders of this program. The analytical method used is to utilize 5 evaluation criteria, namely effectiveness, adequacy, equity, responsiveness and accuracy which is used to see how the program has been running for these 2 years. Based on the analysis, it is seen that although programs and activities have shown a tourist attraction that is built and implemented according to the agreed time, the lack of monitoring and evaluation needs to be improved to get more equitable, precise, and sustainable results. More detailed action plans are needed. and operational and alternative funding schemes can help overcome existing barriers.
