Abstract

Inclusive development encompasses social, environmental, and current generational development (Gupta et al., 2015). In this effort, all community groups must be actively involved, including youth within Indigenous communities. The Samin community is an Indigenous group whose principles support inclusive development. However, the role of youth in this context remains underexplored and requires further investigation. Therefore, this qualitative study aims to examine the role of youth in promoting inclusive development within the Samin Indigenous community. Data were collected through observation, in-depth interviews, and focus group discussions (FGDs). The findings revealed that youth participation in inclusive development remains limited. Consequently, strategic measures are needed to raise awareness among elders to involve youth, the presence of the Samin Cultural Gallery as a learning resource, and expanded networks to strengthen governance and tourism management, which positively affects the local economy

Abstract

This study examines and compares the competency standards of quality control inspectors in Indonesia and Thailand, with the aim of improving the effectiveness of public services. This study discusses the challenges faced by civil servants in meeting competency expectations and examines the regulatory framework that guides these standards. Using a qualitative comparative design, data were collected through document analysis and semi-structured interviews with 20 participants in both countries. These findings reveal significant differences: Indonesia emphasizes technical competence in accordance with PAN RB Ministerial Regulation No. 38 of 2017, while Thailand focuses on compliance with regulations outlined by the Ministry of Trade. Despite this framework, both countries face implementation gaps, especially in Indonesia, where inspectors often experience role ambiguity and training limitations. In contrast, Thailand has implemented a clearer competency framework as well as a comprehensive training program that has improved the consistency of service quality and public trust. The study concludes that establishing a clear and context-specific competency framework, along with a comprehensive training program, is crucial for enhancing inspector effectiveness. Recommendations include regular evaluation of standards and encourage collaboration between stakeholders to support sustainable competency development. The study provides valuable insights into public administration, highlighting the importance of well-equipped civil servants in delivering high-quality public services.

Abstract

This study aims to analyze the improvement of accessibility and public services for people with disabilities in Indonesia, focusing on policies and their implementation across various public sectors. People with disabilities often face barriers in accessing adequate public services, necessitating a more inclusive and responsive approach to meet their needs. The research employs a qualitative method with a descriptive approach, utilizing literature review techniques to examine relevant literature and policies. Secondary data is collected from journals, books, and official government documents that discuss accessibility and public services for people with disabilities. The findings indicate that, despite efforts to improve accessibility through the enactment of Government Regulation (PP) No. 70 of 2019 and Law No. 8 of 2016, the implementation of these policies in the field still faces several challenges, such as inadequate infrastructure and a lack of public awareness. The study concludes that stronger synergy between the government, private institutions, and society is needed to ensure the rights of people with disabilities to access public services are fully realized.

Abstract

In public sector, the establishment of bodies or institutions, policies, and programs promoting equal access for women and men in education, health, economics, and law amid the trend of breaking through the glass ceiling syndrome continues to be pursued. Recognizing this phenomenon, the Ministry of Environment and Forestry (KLHK) of the Republic of Indonesia is actively advancing the implementation of Gender Mainstreaming (GM) as part of gender equality efforts amidst the breaking through the glass ceiling syndrome within its environment. The Planning Bureau of KLHK plays a significant role in GM implementation. Therefore, assessing a leader's inclusive leadership model in addressing the breaking through the glass ceiling syndrome trend is imperative. This research measures the level of inclusive leadership of the Head of the Planning Bureau KLHK amid the breaking through the glass ceiling syndrome trend through a mixed-method data collection technique. This study also analyzes and elaborates on the best practices of the Head of the Planning Bureau at KLHK leadership in addressing the trend of breaking through the glass ceiling syndrome. Quantitative data collection in this study is conducted through surveys, while qualitative data collection utilizes in-depth interviews and literature reviews. The respondents in this study comprised 30 female employees of the Planning Bureau KLHK. The research findings indicate that the level of inclusive leadership of the Head of the Planning Bureau KLHK falls within the high category. This is supported by both dimensions of inclusive leadership proposed by Ashikali (2019), namely cognitive and affective, which also fall within the high category. Furthermore, there are seven essential best practices in the leadership of the Head of the Planning Bureau at KLHK, which can serve as valuable examples for other working groups and public institutions in Indonesia.

Abstract

E-government represents a governmental adaptation aimed at enhancing digital public service. The Regional Revenue Management Agency (Bapenda) of Central Java Province has developed an e-government application called New Sakpole, designed to facilitate online motor vehicle tax payments for the public. However, the application has been perceived as presenting challenges, such as difficulties in use and limited utility, leading to dissatisfaction. This study examined the relationship between perceived ease of use and perceived usefulness on user satisfaction with the New Sakpole application for motor vehicle tax payments in Central Java. Employing a quantitative approach, primary data were collected from 100 respondents and analysed using Spearman's rank correlation and multiple regression analysis. The findings indicate a significant positive relationship between perceived ease of use and user satisfaction, with a 59.7% contribution to the model. Perceived usefulness also showed a positive and significant correlation with satisfaction, contributing 41.2%. Simultaneous analysis of the two variables further demonstrated a significant positive relationship of 68.3%. The study concluded that all tested variables exhibited a positive and significant relationship, underscoring the importance of perceived ease of use and usefulness as key indicators for enhancing user satisfaction. The more accessible and beneficial an application is, the higher the level of user satisfaction.
