Abstract

ODF (Open Defecation Free) or Stop Open Defecation is a condition when every individual in the community does not defecate openly. Open defecation (BABS) behavior is still common in Meri Village. Thus, this research will examine in more depth the government's efforts to achieve ODF in Meri Village. This study uses a qualitative approach to the implementation of the first pillar in evidence-based policy theory (Evidence Best Policy) in Meri Village. The research design used is a descriptive research design with a case study approach. The results of the study show that various efforts have been made by the government in realizing the achievement of Open Defecation Free (ODF) in Meri Village, Purbalingga Regency. So that in terms of compliance from the side of the village government as the program implementer it can be said to have complied, but on the community side as the program target has not fully complied. This is because in practice, the implementation of the ODF program in Meri Village still faces various obstacles, such as the large number of people who still defecate openly, and the conversion of the function of the river as an estuary for sewage disposal from residents' latrines because many residents do not yet have a septic tank.

Abstract

Batam City is the only city in the Riau Islands Province with a good SPBE index out of the 5 regencies and cities in the province. However, in implementing the SPBE policy, problems were encountered, one of which was related to the lack of coordination between SPBE organizers. This creates a discrepancy between the predicate achieved and what is implemented. Bearing in mind that the SPBE maturity level of the Batam City government is the highest in the Riau Islands Province. This research uses a qualitative research method with a descriptive approach. Data collection techniques were carried out by interviews, observation and documentation with the informant selection technique, namely purposive sampling. Meanwhile, the data validity technique uses source triangulation. This research uses the theory of policy implementation proposed by Ripley and Franklin which consists of 2 variables, namely Compliance and What's Happening and Why (What happened and why?) The results of this research indicate that the implementation of the SPBE policy in Batam City has not been implemented optimally. This is caused by (1) minimal understanding of the policy by implementors, unplanned coordination activities between implementers, and no socialization of policy guidelines. (2) factors beyond control that influence the implementation process, namely the agency's lack of awareness of the existence of policy guidelines. (3) inadequate infrastructure factors, and very rapid technological development factors. Thus, the Batam City Communication and Information Department as the main actor needs to fix these problems so that the implementation of the SPBE policy can run effectively

Abstract

Pembangunan kota akibat urbanisasi membutuhkan konsep dan praktik pengelolaan perkotaan yang mengarah pada pendekatan yang berbasis pembangunan berkelanjutan. Model tata kelola kota yang disebut good urban governance memastikan pembangunan berkelanjutan jangka panjang dilakukan dengan pendekatan multidimensi untuk meningkatkan kesejahteraan dan kualitas hidup seluruh masyarakat perkotaan, termasuk partisipasi dan keterlibatan berbagai pemangku kepentingan, manajemen dan administrasi kota, serta transparansi dan akuntabilitas publik. Meskipun pendekatan ini tidak sepenuhnya baru, namun tetap terbuka untuk tantangan baru yang terkait dengan pemenuhan kebutuhan manusia di lingkungan perkotaan. Artikel ini menyajikan landasan teoritis mengenai prinsi-prinsip good urban governance serta praktik terpilih pendekatan tata kelola perkotaan yang baik di Singapura berdasarkan studi literatur. Hasil analisis menunjukkan bahwa gagasan good urban governance dapat digunakan sebagai strategi untuk meningkatkan kualitas hidup di perkotaan di mana pertumbuhan berkelanjutan dan kebijakan perkotaan yang inklusif terancam oleh urbanisasi yang cepat. Terdapat sejumlah rekomendasi penelitian lanjutan terkait pendekatan good urban governance yang dapat dilakukan di masa mendatang.

Abstract

The Indonesian Government's commitment to entering the Industrial Revolution 4.0 era is demonstrated by the launch of the Making Indonesia 4.0 movement. Making Indonesia 4.0 has focused on five manufacturing sectors, including the food and beverage industry, textiles and clothing, chemicals, automotive and electronics. In the automotive and electronics sector, we strive to become the largest car manufacturer in ASEAN and develop the capabilities of the domestic electronics sector industry. As a form of effort to accelerate the formation of an electric vehicle ecosystem, the Government issued a policy regarding the expansion of recipients of the assistance program for purchasing two-wheeled electric motorbikes. This policy was marked by the issuance of Minister of Industry Regulation number 21 of 2023 concerning Amendments to Minister of Industry Regulation number 6 of 2023 concerning Guidelines for Providing Government Assistance for the Purchase of Two-Wheeled Battery-Based Electric Motorized Vehicles. This research uses a descriptive qualitative method, which will discuss providing subsidies for the purchase of two-wheeled electric motorbikes to increase people's purchasing power. This research is supported by literature data related to subsidies for electric motorbikes and sales of electric motorbikes, as well as various policy documents, regulations and legislation related to the provision of subsidies, as well as data related to the use of two-wheeled electric motorbikes in Indonesia. With the issuance of a policy from the Ministry of Industry, this research can answer the problem that we want to research, namely that providing subsidies can increase the selling value of electric motorbikes so that they can compete in the market.

Abstract

The increase in cases of violence against women and children in Nagan Raya Regency over the past few years has led to a mission to establish a women-friendly and child-caring environment through various efforts. One of them is through the implementation of the Family Learning Center Program (PUSPAGA) as a forum for the prevention and resolution of cases that occur within the family. This study uses a qualitative method by collecting data on PUSPAGA at the district and village levels, which aims to see the obstacles and barriers to implementation that occur in the field. The results of the study show that implementation constraints lie in the aspects of insufficient budget and human resources, lack of promotion of program introduction to the community and overlapping responsibilities of the village PUSPAGA implementers. Follow-up on these obstacles can be resolved through determining the right priority management by the district and village PUSPAGA implementers in optimizing program implementation.

Abstract

The purpose of this research is to comprehend and elucidate the collaborative governance phenomenon in the HIV/AIDS prevention program in DKI Jakarta, as well as to examine and evaluate the factors contributing to the collaboration’s success among the various stakeholders involved. The research employed a qualitative method with a descriptive analysis approach, gathering data through focus group discussions and in-depth interviews. The research discovers that the factors influencing the collaboration’s success include networked structure, commitment to a common purpose, trust among participants, governance, access to authority, responsibility, information sharing, and resource accessibility. The research also discloses that the HIV/AIDS prevention program in DKI Jakarta uses a formal communication mechanism through official letters and an informal one through WhatsApp groups. KPAP DKI Jakarta is responsible for providing sufficient resources, such as financial, technical, and human resources, to support the HIV/AIDS prevention program. The research suggests that enhancing these factors is essential to improve the effectiveness of collaborative governance in the HIV/AIDS prevention program in DKI Jakarta.

Abstract

The focus of this article is the study of Biak women’s discourse, Binsyouwi, a contextualised narrative of Biak women, living a feminist life. Sensational and structural oppressions are discussed with the interlocking ‘walls’ of gender, class and sexism exposed through local and historical narratives and cultural discourse analysis. Binsyouwi is explored to re-articulate agendas for feminist theory and activism in Biak Tribal, particularly their roles in politics, family/household and social life. In the context of a larger discourse on intersectionality, identity, and hegemony anchored in local discourse practices, the study focuses on the 'Mambri Bin' category, portraying her as an extraordinary and knowledgeable woman. It emphasises how important it is to address various forms of oppression to create conscious feminist subjectivities. The study uses intersectionality and gender discourse analysis to investigate the social and political story paradigms of the Binsyouwi figure in Biak society. To clarify the knowledge position of Biak women within their cultural and social setting, it examines feminist theories pertaining to discourse, hegemony, identity, and intersectional praxis in the context of intercultural communication. It also explores the difficulties and systemic power relations. The results show that a variety of factors, including capacity, political stance, economic reasoning, and historical fallacy, influence the levels of stability, rationality, adaptability, and inclusivity. These aspects also appear as common characteristics in the discourse process. In this turn, to improve gender responsiveness in policies and planning, we support cultural communication techniques. This is imperative to address implicit cultural norms around hegemonic masculinity, which call for nuanced and comprehensive communication to reduce bias and promote gender mainstreaming in the development and governance systems.

Abstract

Pos Lintas Batas Negara (PLBN) merupakan tempat pemeriksaan dan pelayanan keluar masuk orang dan barang di wilayah Negara Kesatuan Republik Indonesia yang menggunakan paspor dan/atau pas lintas batas. Memiliki fungsi utama dalam memberikan pelayanan publik yang prima baik kepada Masyarakat setempat maupun Masyarakat pendatang. Tujuan dari penelitian ini untuk untuk menganalisis dan mendeskripsikan bagaimana implementasi Peraturan Pemerintah Nomor 96 Tahun 2012 tentang Pelayanan Publik di PLBN Aruk. Metode penelitian yang digunakan yaitu menggunakan pendekatan kualitatif deskriptif. Teknik pengumpulan data melalui wawancara, observasi, dan studi literatur. Hasil dari penelitian ini yaitu pelayanan publik di PLBN Aruk belum sepenuhnya berjalan dengan baik, hal ini disebabkan oleh kurangnya personel SDM yang tidak sebanding dengan waktu pelayanan setiap hari sehingga sering terjadi keterlambatan dalam proses pelayanan. Meningkatnya jumlah Masyarakat pada hari libur menyebabkan personel di PLBN Aruk harus melakukan pelayanan diluar jam kerja semestinya. Adapun saran dari penelitian ini yaitu pemerintah diharapkan melakukan intervensi atau solusi berupa penambahan personel SDM di wilayah PLBN Aruk agar terciptanya pelayanan publik yang prima.

Abstract

Kabupaten Banyumas pernah mengalami darurat sampah pada tahun 2018, berawal dari kondisi tersebut Pemerintah Kabupaten berbenah dengan melakukan inovasi. Inovasi yang dilakukan oleh Kabupaten Banyumas menjadidalam perjalanannya dapat menjadi percontohan nasional dalam pengelolaan sampah yang dilakukan dengan kolaborasi antara pemerintah, swasta dan masyarakat. Lokasi penelitian ini dilakukan di Kabupaten Banyumas. Tujuan dari penelitian ini untuk mengkaji apa indikator keberhasilan collaborative governance dalam pengelolaan sampah di Kabupaten Banyumas. Metode penelitian ini menggunakan metode penelitian kualitatif. Sasaran dari penelitian ini adalah pemerintah, swasta dan masyarakat. Sumber data diperoleh dari sumber primer dan sekunder.Hasil penelitian menunjukkan faktor yang mempengaruhi keberhasilan penerapan collaborative governance dalam pengelolaan sampah di Kabupaten Banyumas adalah network structure, commitment to common purpose, governance, information sharing.Kata kunci : collaborative governance, pengelolaan sampah

Abstract

This abstract examines the challenges of waste growth in Batam City through the lens of collaborative city governance. It underscores the critical need for joint efforts among government, industry, and society to address the escalating issue of solid waste. The analysis highlights existing initiatives and the obstacles faced in implementing effective waste management practices, particularly the fragmented nature of current collaborations and persistent community behaviors that hinder progress. Key challenges identified include low environmental awareness, limited community participation in waste sorting, inadequate infrastructure, and inconsistent enforcement of regulations. The abstract emphasizes the necessity for intensified education, awareness-building, and incentivization to enhance community engagement. Proposed solutions include strengthening regulatory frameworks, improving coordination among government agencies, and increasing corporate responsibility towards sustainability. These measures aim to create a comprehensive waste management system that enhances environmental quality and supports sustainable economic development in Batam City. By addressing these challenges through collaborative governance, Batam City can achieve a cleaner, healthier environment and sustainable growth for its residents
