Abstract

Community Radio (CR) in Indonesia has emerged as a media that able to disseminate information to audience. Since this function can not be fullfiled by both private and public radios, CR is important for audience especially for those who lives in remote or even blank spot area. However, Government regulation on CR is feared to deprive the existence of CR. The regulation ranging from limitation of frequency allocation, criteria on coverage area and limited emmitance strength compare to public and private radios.  This imply that the Government has never supported the existence of Community Radio. Government and Indonesia Broadcasting Commistion (KPI), as the powerful bodies, ought to reevaluate broadcasting regulation especially on Community Radio. Reformulation on the regulation is needed to maximilize the function of CR in Indonesia as independent media and to support democratization in the broadcasting system in Indonesia.

Abstract

Like we know gender construction is always connected to cultural, and when the culture change it will effect gender construction. Yogyakarta lika other country in Indonesia,have high experience in modernisasi. This process will effect to culture in small or big part.  This paper is a discription and explanation about gender construction in Yogyakarta on this era, written based on research. This research was conducted by necessity to know about the changes gender construction in  community that have modernisation process. This process can  create new relation between man and woman in many aspect. As a city that have strong patriarkhie culture, Yogyakarta can not avoid the modernisation process. And this process can influence that patriakhie culture, and than influence gender ralation indirectly in Yogyakarta. Gender construction in this paper is seen from four aspects, those are education, economi,  politic dan double garden.  Modernisation give effects on same aspek of gender construction. Although same aspect specially in public domain there is same changes in gender construction like in education, economi dan politic, but in domestic area specially doble garden, we can see that we find remains thd same. So we still can see the gender bias in domestic area. This research doing with discriptif method.

Abstract

The SIM Online service is a program launched by the Indonesian National Police through the National Police Priority Program, namely Promoter. One of them from the program is information technology based services. Sleman Police Resort is one of the Polres being a pilot project in the DIY Regional Police jurisdiction in conducting Online SIM Services which is supported by the SIM Implementation Unit (Satpas). The delivery of public services must meet the service quality requirements in accordance with the objectives of the program. To measure service quality, the authors use service quality indicators, namely reliability (reliability), responsiveness (responsiveness), assurance (assurance), empathy (empathy), and physical evidence (tangible).This study aims to examine and describe the quality of service making Online Driving License (SIM) at the Sleman Police Resort. The research method used is descriptive qualitative. Data collection techniques used were interviews, observation and documentation. Qualitative data analysis techniques are used to analyze the research data.Based on the results of the study, it was obtained that to measure the quality of Online SIM services at the Sleman Police Satpas using 5 (five) dimensions of service quality as follows; First, the Reliabilty dimension, has not been supported by all human resources who have competency certification in managing SIM Online, but there are already Standard Operating Procedures (SOPs) in the SIM Online service. Second, the Responsiveness dimension, the existence of a fast standard time in SIM extension only requires 15 minutes and for a New SIM requires between 75 minutes to 90 minutes according to the type of SIM. In addition to speed, the service is carried out appropriately with the existence of clear costs based on PP No. 60 of 2016. Third, the dimension of Assurance, the knowledge and abilities of Satpas officers in the SIM Online service. Constraints faced in providing online SIM service guarantees are difficult practice exams and many do not pass. Fourth, Empathy dimension, there is full attention and firmness in the presence of queue numbers and arrangements without any favoritism and discrimination in service in SIM Online services. Fifth, Tangible dimension, there is a Satpas building that has not been used optimally because it has only been used for practical tests, internet networks that are often down and offline, and the number of computers and other devices that are not yet proportional to the large number of people in the SIM Online service. While the information media and waiting room are good and complete.From these results it can be concluded that based on 5 (five) dimensions of service quality, in general it has gone well, but there are some things that need to be improved, such as the quality of human resources, optimization of Satpas buildings, addition of internet network bandwidth, addition of computers and review of regulations about practice exams.

Abstract

#PasarsenenUKM Service is a service on Instagram social media that made public relations Ministry of SME and RI. The purpose this research is to know how much Social Media effectiveness Instagram #pasarsenenUKM to increase promotion of SMES in Indonesia. The theory used is The Hierarchy of Effects Concept, this theory explains the steps that consumers take to make decisions. The method used is quantitative with this type of an expreslanative research. The chosen population is an Instagram followers @KemenkopUKM as much as 186,000 people, using Yamane formula and then obtained the sample number of 100 respondents. This research uses questionnaire deployment techniques to get data. Based on the calculation  the test results T obtained t count 11.921 > T table 1.661, it can be concluded that Ho rejected and Ha accepted meaning that Social Media effectiveness the Instagram #pasarsenenUKM has significant influence on the improvement of SME promotion in Indonesia.

Abstract

This study examines the development of photographic technology that facilitates the development of the phenomenon of social climbing by highlighting the hyperreality of social media, thereby resulting in the emergence of a new identity for social climbers. Photography technology has evolved over time. Digital technology has created instant technology that makes it easy for camera users to operate cameras with automatic adjustment features, therefore the technology industry is constantly looking for ways to develop and make smartphones. Smartphones integrate image and communication technology into one device, making it easier for users to communicate. This smart phone supports online access to social media because of its features that can be connected to the internet. So anyone can share their photography using this tool and also social media. social media makes it easy for everyone to access information including personal activities that are shared, so that phenomena that are often referred to as social climbing phenomena are phenomena marked by social media users who are competing to improve their social status on online social media. The phenomenon of social climbing makes someone create a new identity for themselves on social media. Creating a life that is exaggerated from its original reality or also called hyperreality. This study aims to provide education related to the use of photography and social media, so that people do not fall into the phenomenon of false identities in social media.

Abstract

This study focuses on change management towards Strategic Human Resource Management (SHRM) in the Ministry of Administrative and Bureaucratic Reform of the Republic of Indonesia (KemenPAN-RB). Considering on idea of change HR management towards SHRM which could not be implemented, and various issues related to human resource management in KemenPAN-RB. This study uses a qualitative method with postpositivis approach. The object of this research is the Ministry of Administrative and Bureaucratic Reform of The Republic of Indonesia as a unit of analysis. The data analysis technique in this research was conducted by triangulation of source. The results show the human resource management in KemenPAN-RB still Partial Human Resource Management in managing human resources, because of human resource management are still not integrated which causes various problems in aspects of competency management, recruitment and selection, human resource development, performance appraisal, career management and total reward system. The idea of change towards SHRM could not be implemented due to various influence factors. There are some factors influenced implementing of SHRM according to the result of author analysis taken from various interviews has been conducted those are Mindset factor, Organizational, Leadership, Sharing Knowledge, Infrastructure and HR Competency.

Abstract

This research is intended to  compare the construction of the failure of MR vaccine program in online news media (Republika online and Tempo.co) coverage. The paradigm used in this study is the constructivism paradigm with a qualitative approach. The method used in this research is the content analysis method using Robert Entman's framing device as a data analysis technique. The data in this study are news texts related to the failure of the coverage of the second phase of the MR vaccine program in Republika online and Tempo.co for the period September - November 2018. The results of this study indicate  that in Tempo.co's framing, the failure of vaccine coverage was considered as a serious threat to the nation's safety due to the issuance of the illicit fatwa on MR vaccine by MUI, while in the Republika online’s frame, the issue was seen as an indication of low public awareness of health and is due to various factors such as very difficult geographical conditions, the threat of health workers and the illicit fatwa on MR vaccine by MUI.

Abstract

The purpose of this research was to determine innovation in production development as well as supporting factors and inhibiting factors for chili production in Bongki Lengkese Village, East Sinjai District, Sinjai Regency. The type of this  research used qualitative descriptive approach.  The number of informants was 6 person. The technique of collecting data were by interviews, observation, library research, documentation. The results of this research indicated that the innovation of chili farmers in Bongki Lengkese Village, East Sinjai District, Sinjai Regency has been carried out by simultaneously planting chilies and a management system using a cultivator tool for making beds on chili plantations and has a supporting factor in the form of cooperation with the company PT Hextar Seed to procure seeds with  superior quality and affordable prices and also supported by the assistance of chili seeds from the Department of Agriculture.  The inhibiting factors of chili plantations are the limited tools in the maintenance process up to the harvesting process, the unstable marketing location and the unstable selling price of chilies.

Abstract

Penelitian dilatarbelakangi oleh keprihatinan dunia pendidikan terhadap berbagai kasus yang kerap terjadi di sekolah. Dari data KPAI sepanjang Januari hingga April 2019 menyebutkan, pelanggaran hak anak masih terjadi dan didominasi perundungan, yaitu berupa kekerasan fisik, kekerasan psikis, dan kekerasan seksual, dan anak menjadi korban kebijakan. Sekolah Ramah Anak merupakan salah satu kebijakan yang dilakukan sebagai upaya pencegahan dalam mengatasi berbagai permasalahan yang melanggar hak anak terutama ketika berada di sekolah. SDN Lempuyangwangi adalah salah satu sekolah di Kota Yogyakarta yang menerapkan kebijakan Sekolah Ramah Anak (SRA) ini. Penelitian ini bertujuan untuk mendeskripsikan implementasi Program Sekolah Ramah Anak di SD Negeri Lempuyangwangi Kota Yogyakarta. Deskripsi tersebut terkait dengan implementasi Program Sekolah Ramah Anak serta faktor-faktor yang mempengaruhi dalam mengimplementasikan Program Sekolah SRA. Penelitian ini menggunakan jenis penelitian deskriptif kualitatif. Subjek dalam penelitian ini yaitu tim Sekolah Ramah Anak Kota Yogyakarta, kepala sekolah, guru, siswa, dan orang tua siswa dengan objek penelitian meliputi implementasi Program Sekolah Ramah Anak di SD Negeri Lempuyangwangi. Metode pengumpulan data yang digunakan berupa wawancara mendalam (Indepth Interview), observasi, dan dokumentasi. Teknik analisis data menggunakan model interaktif Miles dan Huberman meliputi pengumpulan data, reduksi data, penyajian data, dan verifikasi/penarikan kesimpulan. Adapun validasi data menggunakan triangulasi sumber data.             Dari hasil penelitian terlihat bahwa: (1)Komitmen tertulis tentanf kebijakan tentang Sekolah Ramah Anak sudah ada; (2) metode pembelajaran berbasis PAIKEM (Pembelajaran Aktif, Inovatif, Kreatif, Efektif, dan Menyenangkan) sudah sesuai dengan prinsip SRA; (3) partisipasi anak sudah baik terlihat pada peran siswa dalam keaktifannya berekspresi, bertanya, menjawab, berargumentasi, dan memberikan interupsi; dan (4) Partisipasi orang tua, lembaga masyarakat, dunia usaha, pemangku kepentingan sudah terjalin dengan baik. Faktor yang mempengaruhi implementasi SRA di SD Negeri Lempuyangwangi meliputi: (1) Komunikasi, (2) Sumber daya manusia, sumber daya sarana prasarana dan metode yang digunakan untuk pencapaian Sekolah Ramah Anak; dan (3) Disposisi.            Hasil penelitian menunjukkan bahwa program Sekolah Ramah Anak (SRA) di SDN Lempuyangwangi telah terimplikasikan dengan baik. Namun masih perlu perbaikan di bidang sarana dan prasarana serta belum terpenuhonya guru bimbingan konseling dan guru untuk ank berkebutuhan khusus (inklusi).

Abstract

The purpose of this study was to determine the implementation of financial management based on Siskeudes in Srimulyo Village, Piyungan District, Bantul Regency. This type of research is a qualitative descriptive study, with data collection techniques including interviews, documentation, and observation. The implementation of village financial management in Srimulyo Village, Piyungan District, Bantul Regency, has paid attention to the principles of village financial management, namely: First, consistency of recording in accordance with the principles of village financial accounting. Second, involve the community in managing village finances. Third, transparency to give the community the right to know information related to village financial management. Fourth, the fulfillment of accountable village financial management. By using the Siskeudes application, village financial management can be implemented in a more informed, effective and efficient manner. However, there are still obstacles related to the Siskeudes application, namely Siskeudes can only be accessed in the village office environment, then when the application is off line and then on line, sometimes some data is lost. Likewise with consolidated reports, district governments still have to compile them manually because the consolidated report format in the Siskeudes cannot be used. District governments should further improve facilitation and assistance as well as training for village governments so that they can be better at managing village finances. The Siskeudes application can be further refined so that data loss does not occur again and the consolidated report format can also be used.
