Cross-sectoral collaboration in improving the Human Development Index (HDI) requires not only the involvement of stakeholders but also a well-defined collaborative strategy to ensure effective cooperation. However, in practice in Tambrauw Regency, such a collaborative strategy has not yet been clearly formulated, resulting in development programmes being implemented in a fragmented and uncoordinated manner. This study aims to analyse collaborative strategies in cross-sectoral collaboration for improving the HDI in Tambrauw Regency. Methodology. The study employs a qualitative approach using a case study methodology. Data were collected through interviews, observations, and documentation, and analysed using an interactive model. The findings indicate that the formation of cross-sectoral partnerships has not been carried out systematically and remains dependent on the needs of specific programmes. The formulation of joint strategies has not yet been carried out collectively, meaning that each organisation continues to implement programmes based on its own sectoral interests. The implementation of collaborative strategies has not yet been carried out jointly, but rather in a piecemeal manner within each organisation. Furthermore, the implementation of strategies at the organisational level has not been aligned in a single direction, thus failing to generate strong synergies. This situation has resulted in suboptimal outcomes from collaborative strategies in improving the Human Development Index (HDI), as the programmes being implemented do not yet support one another and are unable to address issues comprehensively. Collaborative strategies within cross-sectoral collaboration in Tambrauw Regency have not been effective because they have not been formulated and implemented jointly; consequently, there is a need to strengthen integrated collaborative strategic planning that is oriented towards shared objectives.

In a multi-stakeholder partnership, the success of governance is determined not only by the structure and the actors involved, but also by the level of trust between the organisations involved. However, in the practice of tourism development in West Papua Province, trust between actors has not yet been fully established. This study aims to analyse organisational trust within a multi-stakeholder partnership in the governance of tourism development in West Papua Province. The study employs a qualitative approach using a case study strategy. Data were collected through in-depth interviews, observation, and documentation, and were subsequently analysed using an interactive model through the stages of data reduction, data presentation, and drawing conclusions. The research findings indicate that organisational trust is influenced by three key aspects. Firstly, competence trust, which is not yet optimal, characterised by disparities in capacity and capability among the actors. Secondly, goodwill trust, which remains limited, evident in the lack of strong commitment, transparency and good faith in the collaboration. Third, behavioural trust is inconsistent, reflected in the weak implementation of agreements and a lack of accountability in programme delivery. These three dimensions are interrelated and influence the quality of relationships and the effectiveness of multi-stakeholder partnerships. Organisational trust within multi-stakeholder partnerships remains suboptimal and requires strengthening in terms of competence, commitment, and behavioural consistency among actors to enhance the effectiveness of tourism development governance.

his study aims to determine and analyze the influence of interest and perceived relevance on the decision to continue studies at hospitality higher education institutions among twelfth-grade students majoring in hospitality at SMK Negeri 6 Palembang and SMK Madyatama Palembang. This research is motivated by the phenomenon of relatively low interest among some vocational high school students to continue their education to higher levels, despite the growing hospitality industry demanding professional workers. This study employed a quantitative approach with survey methods. The population consisted of 108 twelfth-grade students from both schools, and the saturated sampling technique was used, making the entire population the research sample. Data were collected through questionnaires and analyzed using multiple linear regression analysis with SPSS version 27. The results showed that (1) interest has a positive and significant influence on the decision to continue studies at hospitality higher education institutions; (2) perceived relevance has a positive and significant influence on the decision to continue studies at hospitality higher education institutions; and (3) simultaneously, interest and perceived relevance have a significant influence on the decision to continue studies at hospitality higher education institutions, with an adjusted R² value of 0.466, indicating that 46.6% of the variation in students' decisions can be explained by these two variables. These findings imply that the higher the students' interest and the more positive their perception of the relevance of hospitality higher education to the world of work, the greater their tendency to continue their studies in higher education.

This study aims to examine the relationship between the cadre program organized by the Diocese of Surabaya and the socio-cultural domain in Civic Education. This program not only honors spiritual and leadership aspects, but also instills civic values through community-based activities, social dialogue, and cross-cultural experiences, and aims to shape the character, leadership skills, and active participation of young Catholics in community life. The research approach used is descriptive qualitative with a case study method. Data collection techniques were conducted through interviews, observations, and documentation. Data analysis used triangulation techniques by comparing interviews, observation, and documentation data. The results of the study show that this program effectively instills civic values, such as leadership, communication, and integrity, which are closely related to civic knowledge, civic skills, and civic dispositions that result in civic engagement. This program contributes significantly to civic character education that is relevant to the needs of the times. This study recommends the importance of integrating socio-cultural citizenship practices into youth development programs.

This study aims to analyze the challenges faced by public relations practitioners in implementing automation in Makassar City. The study employed a descriptive qualitative approach involving public relations practitioners from Kalla Group, PT Pelabuhan Indonesia IV (Persero), and PT Vale Indonesia Tbk. Data were collected through in-depth interviews, observation, and documentation, and were analyzed using the Miles and Huberman interactive model, consisting of data reduction, data display, and conclusion drawing. Data validity was strengthened through triangulation of interview, observation, and documentation data. The findings reveal four main challenges in public relations automation. First, internet speed and real-time communication demands require practitioners to respond rapidly while maintaining originality, accuracy, and credibility in organizational communication. Second, limited digital understanding and skills hinder the effective use of automation, artificial intelligence, and big data in public relations practices. Third, resistance to technological change occurs because automation is often perceived as a threat rather than a supporting tool. Fourth, ethical issues, data privacy concerns, and limited regulatory guidelines create uncertainty in the adoption of automation. These findings indicate that the successful implementation of public relations automation depends not only on technological availability but also on practitioner competence, organizational readiness, ethical awareness, and regulatory support. The study also confirms the relevance of Innovation Diffusion Theory in explaining the gradual adoption of automation in public relations practice.

Indonesia's mineral and coal downstreaming policy, which imposes export bans and restrictions on raw minerals such as nickel, bauxite, copper, and coal, represents one of the most ambitious resource industrialization strategies globally. This study aims to analyze the potential and impact of the mineral and coal downstreaming policy on Indonesia's macroeconomic and sectoral economic indicators as well as its implications for global trading partners. The analysis method employs the GTAP (Global Trade Analysis Project) version 10 database model with two cooperation scenario approaches: a 50% reduction in raw mineral exports (Simulation 1) and a 95% reduction in raw mineral exports (Simulation 2). The macroeconomic indicators analyzed include welfare (equivalent variation), real Gross Domestic Product (GDP), household consumption, government expenditure, investment, exports, imports, and trade balance. The sectoral indicators include output changes and employment opportunities. The results show that Indonesia's downstreaming policy promotes an increase in real GDP, household welfare, domestic consumption, and investment, with the highest gains occurring in the nickel processing, ferronickel, and manufactured metals sectors. However, the policy creates a temporary trade balance deterioration due to increased capital goods imports for smelting infrastructure. From the sectoral perspective, downstream mineral industries particularly ferronickel, chemical fertilizers derived from coal gasification, and mineral-based manufactured goods record the highest output and employment increases. These findings underscore the strategic importance of accelerating hilirisasi policies while mitigating trade risks through market diversification.

This study examines the role of transformational leadership communication in building digital culture within higher education institutions. As universities face increasing pressure to adapt to rapid technological advancements, digital transformation extends beyond the adoption of technology and requires a fundamental shift in organizational culture, values, and practices. This research adopts a qualitative approach using an exploratory multiple case study design to capture in-depth insights into leadership communication processes. Data were collected through semi-structured interviews, document analysis, and observations involving academic leaders and faculty members engaged in institutional transformation initiatives. The findings reveal that visionary communication plays a crucial role in articulating a shared direction and aligning stakeholders, while dialogic communication fosters trust through open, participatory engagement. In addition, strategic communication helps manage resistance by addressing concerns, reframing change, and promoting acceptance. Communication also functions as a driver of organizational learning by enabling knowledge sharing, reflection, and continuous adaptation. The study highlights that effective leadership communication is not limited to information dissemination but involves meaning-making, relationship-building, and cultural integration. The integration of transformational and adaptive communication practices emerges as a key factor in sustaining digital transformation and embedding digital values into institutional practices. This research contributes to the literature by emphasizing the centrality of communication in leadership and digital culture development, particularly within the context of higher education in Indonesia.
Protecting Older Adults from Financial Scams: Evidence on Financial Literacy, Financial Advice, and Cognitive Ability in Indonesia

Indonesia has become a high-risk setting for financial scams as older adults are increasingly integrated into formal and digital financial systems. This study examined whether financial advice, self-rated cognitive abilities, and financial literacy predict financial scam susceptibility among retired older adults in Central Java, Indonesia. Using a quantitative cross-sectional survey design, data were collected from 221 retired older adults through structured interviews. Four reflective constructs were measured using six items each on a five-point Likert scale. Data were analyzed using partial least squares structural equation modeling (PLS-SEM) with SmartPLS 4. The results showed that financial literacy was the only significant predictor of lower financial scam susceptibility, while financial advice and self-rated cognitive abilities were not significant when financial literacy was included in the model. The model explained 18.5% of the variance in scam susceptibility. These findings suggest that protection against financial scams among older adults depends less on perceived mental capability or the mere availability of advice and more on practical financial knowledge that enables individuals to recognize suspicious offers, verify information, and resist pressure before compliance occurs. The study highlights the importance of scenario-based financial literacy programs, family-supported verification practices, and fraud-specific behavioral training for older adults in Indonesia.
