Drug abuse, including minor offenses, is often handled with a repressive approach that results in imprisonment and exacerbates social stigma. This situation drives the need for a more humane law enforcement strategy through restorative justice, especially amidst the dynamics of the digital era. This study aims to describe the Takalar Police's humane strategy in implementing restorative justice in the digital era to address minor drug offenders, based on Bugis-Makassar cultural values (sipakainge, sipakatau, and sipakalebbi). This study aims to describe the Takalar Police's humanist strategy in implementing restorative justice socialization in the digital era to address minor drug abusers based on Bugis-Makassar cultural values (sipakainge, sipakatau, and sipakalebbi). This research was conducted at the Takalar Police Headquarters. Data collection was conducted through observation, in-depth interviews, and documentation. Data analysis used qualitative methods with a narrative or descriptive qualitative study approach. The results of the study indicate that the Takalar Police's humanist strategy emphasizes the recovery and social reintegration of perpetrators through a deliberation approach, coaching, and strengthening family/community support, while internalizing the values of sipakainge, sipakatau, and sipakalebbi as an ethical foundation in treating perpetrators with dignity. In the context of the digital era, the use of technology also supports the effectiveness and accountability of the process, including through application-based rehabilitation monitoring and strengthening information transparency to the public through digital platforms.

This study aims to examine the communication strategy of Makassar City Environmental Agency in the government's efforts to address waste problems. This study aims to: (1) Analyze the communication strategy carried out by Makassar City Environmental Agency in waste management, (2) Identify supporting and inhibiting factors towards Makassar City Environmental Agency's communication strategy in waste management. The type of research used is qualitative research. The data in this study were obtained by conducting surveys and interviews with Makassar City Environmental Agency officials, waste bank management elements, Tamangapa Antang TPA managers and community elements. The results obtained from this study are: (1) Makassar City Environmental Agency has carried out waste management with the 3R (Reduce, Reuse, Recycle) waste management strategy, (2) waste management with waste banks, and (3) Waste management with mini-incinerators. In addition, the Makassar City government, through the Environmental Agency, plans long-term waste management by utilizing waste as electrical energy through the construction of PSEL or PLTSa or Waste to Energy Electricity Processing as a mitigation effort to address the waste problem in Makassar City. The communication strategy that the Makassar City Environmental Agency has implemented in waste management is by using mass communication through television, radio, newspapers, online media, and direct outreach to the community.

This study aims to measure the efficiency of local government spending in improving human development across 34 provinces in Indonesia during 2015–2024, and to identify the factors influencing efficiency. A two-stage approach is employed, consisting of Data Envelopment Analysis (DEA) and Tobit regression. The results show that the average efficiency of provincial spending fluctuates and has not yet reached full efficiency. Several provinces such as the Riau Islands, the Special Region of Yogyakarta, the Bangka Belitung Islands, Maluku, and North Kalimantan reached relative efficiency (score = 1) in multiple years, whereas Central Java and East Java tended to record low efficiency scores. The Tobit estimates indicate that GRDP per capita and population density have a positive and significant effect on efficiency, while the poverty rate has a negative and significant effect. These findings confirm that improving human development depends not only on the size of public spending, but also on provinces ability to convert public expenditures into human development outcomes, which is shaped by fiscal capacity, social conditions, and the spatial structure of regions.

This study aims to analyze the effect of the implementation of green accounting, green innovation, and green strategy on the company's financial performance, with sustainable development as a moderating variable. The results of this study are expected to provide insight for companies in formulating sustainable business strategies and improving overall financial performance. This type of research is quantitative research. The population of this study is food and beverage sector companies listed on the IDX, and the technique used is purposive sampling, using secondary data over a period of 5 years so that the number of samples used is 56 food and beverage sector companies listed on the IDX. The data analysis model used is by using Multiple Linear Regression Analysis and Moderated Regression Analysis (MRA). The results of the study illustrate that Green Accounting, Green Innovation, and Green Strategy have a positive and significant effect on financial performance, and Sustainable Development is able to moderate the effect of Green Accounting and Green Innovation on financial performance, but Sustainable Development is not able to moderate the effect of Green Strategy on financial performance.

This study aims to analyze the impact of tourism on social values in Alang-alang Hamlet, RT 03 RW 04, Karimunjawa Village, Karimunjawa Subdistrict, Jepara Regency. Karimunjawa is a marine tourism destination that is well known among local and foreign communities. This study uses a qualitative descriptive method with triangulation data collection techniques, namely through observation, interviews, and documentation studies. Data analysis was carried out according to Miles and Huberman's theory in order to obtain accurate information to maintain data validity. The results show that tourism has a significant impact on social values, including the values of mutual cooperation, social solidarity, and social tolerance. Based on the results of the study, it can be concluded that the impact of tourism on changes in social values does not necessarily have a negative influence, but can create new forms of social activities that are positive in value to face the challenges of modern tourism.

Bureaucratic reform is a strategic step toward achieving effective and efficient governance. One key focus is simplifying bureaucracy by transitioning structural positions to functional ones, as mandated in Presidential Regulation No. 18 of 2020 on the 2020–2024 RPJMN. This study employs a descriptive method with a literature study approach to analyze the implementation of this policy in institutional, human resources (HR), and administrative management aspects. The analysis highlights three main challenges. First, institutional changes often lead to function duplication and workload misalignment. Second, in the HR aspect, gaps in ASN competency for functional roles persist, alongside negative perceptions of these positions. Third, while digitalization accelerates work processes, ASN performance management remains suboptimal. To address these challenges, a holistic approach is recommended to design adaptive policies that enhance organizational efficiency, effectiveness, and accountability. Bureaucratic reform must remain focused on improving the quality of public services, ensuring governance achieves its ultimate goal.

This study aims to analyze the peace settlement mechanism related to violations of discipline and the code of ethics of members of the Police profession in the jurisdiction of the North Sumatera Regional Police based on the Regulation of the Head of Division (Perkadiv) of the National Police Number 4 of 2021 concerning Procedures for Peace Settlement in Violations of Discipline and the Code of Ethics of the National Police Profession. The research method used is normative juridical with a qualitative approach, which involves analysis of laws and regulations, official documents, and interviews with related parties. The results of the study indicate that the peace settlement mechanism in Perkadiv Polri Number 4 of 2021 emphasizes the principles of justice, compliance, and professionalism in handling violations of discipline and the code of ethics. The settlement process involves stages of mediation, evaluation, and decision-making involving various parties, including direct superiors and the ethics committee. However, several obstacles were found in its implementation, such as the lack of socialization and even understanding among members of the National Police. This study recommends the need to increase socialization, training, and supervision to ensure that the peace settlement mechanism runs effectively and in accordance with the objectives of enforcing discipline and the code of ethics of the profession within the North Sumatera Regional Police.

This study aims to explore the communication patterns applied by content creators in developing local wisdom-based tourism in North Sumatera, an important approach in promoting the uniqueness and diversity of regional culture. Although local wisdom has great potential as a tourist attraction, efforts to optimize it in digital marketing are still limited. This study uses a qualitative approach with an in-depth interview method with several local content creators to understand the communication strategies they use, including how local values are incorporated into the narratives and visuals presented. The results of the study show that content creators can utilize local wisdom to create interesting and authentic content, build emotional connections with audiences, and strengthen the image of the destination. The conclusion of this study confirms that local wisdom-based communication by content creators not only increases tourist attractions but also supports the sustainability of tourism in North Sumatera.

Semiotic analysis in advertising plays an important role in understanding how signs, symbols and meanings are constructed and received by audiences. With the development of digital technology and social media, an understanding of semiotics is increasingly relevant to examine how brands build identity and create emotional resonance with consumers. This research aims to analyze the development of semiotic studies in advertising using bibliometric methods with VOSviewer. With this approach, scholarly publication patterns can be mapped to identify trends, academic collaborations, as well as key topics in advertising semiotics studies. The method used in this research is a systematic literature review (SLR) combined with PRISMA-based bibliometric analysis. Data were collected from journal articles published between 2014 and 2024, then analyzed using VOSviewer software to map the linkages between concepts. The results show that the study of semiotics in advertising has experienced significant developments in the past decade, with a focus on visual and linguistic representations, mythology in advertising, and multimodality in digital media. Bibliometric network visualization reveals a close correlation between semiotic theory and strategic marketing concepts.

Micro, Small, and Medium Enterprises (MSMEs) are a crucial pillar of Indonesia's economy, significantly contributing to the national GDP and absorbing the majority of the workforce. However, MSMEs face various challenges, particularly related to limited working capital and liquidity issues, which can threaten their business continuity. This study aims to analyze the impact of working capital on the sustainability of MSMEs, as well as the role of liquidity as a mediator in this relationship. Additionally, the study explores external factors, such as government policies and market changes, that influence MSME sustainability. Using a literature review method, this research examines previous studies on working capital management, liquidity, and external factors that support MSME sustainability. The findings indicate that well-managed working capital facilitates operations and enhances MSME competitiveness, while adequate liquidity functions as a crucial link ensuring business continuity. External factors, such as government policies, also play a significant role in creating an ecosystem that supports MSME growth. Therefore, this study suggests that MSMEs optimize their working capital management, improve financial literacy, and leverage financial technology to maintain business continuity. Furthermore, adequate policy support is essential to create a conducive environment for MSMEs.
