Jurnal Kependudukan Indonesia (JKI) is published by the Research Center for Population, Indonesian Institute of Sciences (PPK-LIPI).JKI publishes research articles (in English and in Bahasa) and book reviews and publishes twice a year covering issue related to population studies. We are pleased to invite your participation to contribute article with various issues such as Population Mobility, Fertility, Mortality, Youth and employment, Family, Ageing, Population and Health, Human Resources; Employment; Education, Human Ecology, Population and Climate Change, Population and Disaster. Jurnal Kependudukan Indonesia (JKI) is an open access, multidisciplinary journal that publishes articles related to issues of population dynamics, employment, family, and human ecology. Population dynamics includes fertility, mortality, and migration. Employment covers the quantity and quality of human resources, the preparation and utilisation of labour force, education, wage issues and industrial relations. Family encompasses maternal and child health, adolescence, and ageing. Human Ecology covers the relationship between population, natural resources, and environment These issues can be analysed from a variety of disciplinary perspectives and can also be associated with strategic issues, such as gender, political identity, climate change, disaster, unemployment, and public policies and services.

Abstract

The Universal Secondary Education policy or the 12-Year Compulsory Education Policy has been declared by the central government to be implemented in 2013, and followed by the regions at the provincial and regency levels. In fact, there are some areas that have been declared in advance, including the DKI - Jakarta, where the 12-year Compulsory Education Policy started this new academic year. As the sustainability of the 9-Year Compulsory Basic Education program has had many problems in its implementation, the 12 Year Compulsory Education Policy will also face many obstacles. Moreover, this policy does not have a foundation or basis in law as a reference for the implementation of the program. In contrast, the 9 Year Compulsory BasicEducation Program is a mandate of the Act. Considering the importance of this policy, the legal foundation at the national level at least in the form of local regulations, should belaid immediately.. This paper aims to analyze various issues related to the policy of the9 Year Basic Education Program at the level of concepts, indicators - achievement of targets and implementation. Various problems can showwhat can be used to implement the program for 12 Years. Data sources made use of were secondary data from the Ministry of Education and Culture as well as the results of research conducted by the Research Center for Population, Indonesian Institute of Sciences (PPK-LIPI) which was conducted from 2006 to 2011.Key Words: elementary and secondary education policy, compulsory education and the quality of human resources

Abstract

Family resilience is needed to support its members to face challenges and prevent them from risks of the problems around them. Although the concept of family resilience has been mentioned in Law No. 52/2009 on Population Growth and Family Development, universal indicators to understand the level of family resilience have not been available yet. This study aims to (i) analyze the category of family resilience between intact and single families; (ii) test the reliability and validity of family resilience indicators; and (iii) examine the effect of family structure towards family resilience. This paper used data from the study of the Ministry of Women Empowerment and Child Protection in collaboration with the Center for Gender and Children's Studies LPPM-IPB in 2015 in Bogor Regency. Reliability and validity tests indicate family resilience indicators that used in this study are reliable and valid. Also, intact families is more resilient than single families, both of each component and in total. These findings indicate the significant effect of family structure on total family resilience. Future research is recommended to test the validation of a broader scope of family resilience indicators that look at the different demographic and socio-economic conditions of the regions.

Abstract

Sebagian besar penduduk Indonesia tinggal di wilayah yang rentan terhadap bencana alam, termasuk gempa bumi. Bencana gempa yang diikuti dengan pengungsian berpotensi menimbulkan masalah kesehatan; namun demikian, pelayanan kesehatan pada kondisi bencana sering menghadapi kendala, antara lain akibat rusak atau tidak memadainya fasilitas kesehatan. Tulisan ini mendiskusikan permasalahan kesehatan dalam kondisi bencana dan mengkaji peran petugas kesehatan serta partisipasi masyarakat dalam penanggulangannya. Sebagian besar informasi dalam tulisan ini disusun berdasarkan basil studi "Kajian Pemenuhan Kebutuhan Dasar Korban Gempa Bantul 2006" pada tahun 2010 serta penelusuran literatur terkait (desk review). Hasil studi menunjukkan bahwa di sektor kesehatan, berbagai piranti legal (peraturan, standar) telah menyebutkan peran penting petugas kesehatan dalam penanggulangan bencana. Bencana tidak hanya menimbulkan korban meninggal dan luka serta rusaknya berbagai fasilitas kesehatan, tetapi juga berdampak pada permasalahan kesehatan masyarakat, seperti munculnya berbagai penyakit paskagempa, fasilitas air bersih dan sanitasi lingkungan yang kurang baik, trauma kejiwaan serta akses terhadap pelayanan kesehatan reproduksi perempuan dan pasangan. Petugas kesehatan bersama dengan masyarakat berperan dalam penanggulangan bencana gempa, mulai dari sesaat setelah gempa (hari ke-1 hingga hari ke-3), masa tanggap darurat (hari ke-3 hingga sebulan) serta masa rehabilitasi dan rekonstruksi (sejak sebulan paskagempa). Beberapa faktor turut mendukung kelancaran petugas Puskesmas dalam melakukan tindakan gawat darurat pada saat gempa, termasuk partisipasi aktif masyarakat dan relawan dalam membantu penanganan korban.

Abstract

The right of education for all, in Indonesia has been mandated in some articles of the Indonesian constitutions. To fulfill this mandate, the Indonesian government emphasis that 20% budget have to be allocated for the development of education. Through those high budgets, education in Indonesia is expected to increase its quality. But that goal has not been achieved as fully as expected. Some people, especially which came from poor family and isolated area, still having the obstacles of education accessibility. The budget leaking the education sector, influence the quality of education services for poor people. The aim of this article is to discuss the problems of education development achievement and the implication of corruptions in education sector~ In reality, the institutions of education are facing many corruption problems, but actually this institution is a strategic media to internalization values of anticorruption to fight against the corruption. Students which will become the successor of this country should be taught and forced to have a nerve to fight against the corruption. For those reasons above, the education's substances of anticorruption need to be given for students earlier. Moreover, the improvement of governance in education sector need to be done, through opening the public's participation to encourage the transparency and accountability ofbudget control, and also formulate the education policy in order to avoid the misappropriation of education budget.Keywords : Development of education, corruption and regional autonomy

Abstract

Penelitian ini bertujuan mengetahui pengaruh kualitas hidup perempuan terhadap derajat kesehatan masyarakat di Provinsi Jawa Barat. Tujuan SDGs ketiga memastikan kehidupan yang sehat dan mendukung kesejahteraan bagi semua  untuk semua usia. Jawa Barat masih mempunyai tantangan di mana 17 bayi lahir meninggal di bulan pertama kehidupannya, dan 38 meninggal sebelum mencapai usia lima tahun  Kesehatan anak erat kaitannya dengan kualitas hidup ibu. Kualitas hidup perempuan memegang peranan penting dalam percepatan pencapaian berbagai goals SDGs. Dalam penelitian ini kualitas hidup perempuan ditunjukkan oleh variabel rata-rata lama sekolah perempuan, pengeluaran per kapita perempuan yang disesuaikan, dan perempuan yang bekerja sebagai tenaga profesional, manajer, administrasi dan teknisi. Hasil pengolahan data menunjukkan variabel rata-rata lama sekolah perempuan, pengeluaran per kapita perempuan yang disesuaikan dan perempuan yang bekerja sebagai tenaga profesional, manajer, administrasi dan teknisi secara signifikan memengaruhi usia harapan hidup. Koefisien determinasi (R2) sebesar 0,646 menunjukkan secara simultan ketiga variabel bebas nyata memengaruhi variabel tak bebas. Artinya sebanyak 64,6% derajat kesehatan masyarakat Jawa Barat dapat dijelaskan oleh variabel kualitas hidup perempuan, dan sisanya dijelaskan oleh variabel lainnya.
