Jurnal Kependudukan Indonesia (JKI) is an open access, multidisciplinary journal that publishes articles related to issues of population dynamics, employment, family, and human ecology. Population dynamics includes fertility, mortality, and migration. Employment covers the quantity and quality of human resources, the preparation and utilisation of labour force, education, wage issues and industrial relations. Family encompasses maternal and child health, adolescence, and ageing. Human Ecology covers the relationship between population, natural resources, and environment These issues can be analysed from a variety of disciplinary perspectives and can also be associated with strategic issues, such as gender, political identity, climate change, disaster, unemployment, and public policies and services.

Abstract

Preventing and reducing disaster victims is crucial in the disaster risk reduction context. The government, particularly at the local level, plays a vital role in reducing such risk. Therefore, strengthening the capacity of local governments is needed to reach the goal. This necessity is clearly stated in the Sendai Framework for Disaster Risk Reduction (SFDDR) 2015-2030. The capacity of local government in disaster risk management is essential in preventing and minimizing the number of victims. Floods and forest and land fire haze are the most common disasters in Jambi Province. Understanding the local government capacity is imperative in the context of disaster risk reduction as such. This paper aims to explain the current capacity of the Jambi local government in managing flood and forest and land fire haze. Data were collected qualitatively from government officials through focus group discussions (FGDs) and interviews. The findings showed that the capacity of Jambi’s local government needs to be improved, and there are issues to be solved. Jambi Province policy capacity tended to focus on forest fires and lacked attention on flood-related policies. On implementation capacity, there exist some issues to be overcome, such as the local government officials’ knowledge and skills related to disaster risk management, redundant disaster preparedness programs at the village level, and the need for more detailed hazard maps.

Abstract

This article aims to describe and assess the existence of This article aims to describe and assess the existence of agro-tourism in rural areas with regards to employment opportunities for local villagers around the area. This study used a socio culture approach by observing the supporting elements of tourism activities. This article derived from a research in Poncokusumo village, Malang District, of East Java Province, done in 2011. This village is currently developed as one of the Agropolitan Region in East Java Province including tourism, which expected to create job opportunities for people living around the area. This study used qualitative methods in the form of indepth interviews, observation and literature review.This study indicated that tourism, in particular agro tourism, has not been able to optimally provide employment opportunities for the local community. The problems, among others, were: 1 ) tourism activities are still run under conventional practices, 2) facilities and infrastructure needed to support tourism activities are inadequate, and 3) the absence of support from various stakeholders regarding tourism activity in Poncokusumo

Abstract

Transmigration in Papua is perceived as an important approach to improve welfare, to achieve equity in regional development, and to bond the nation. However, this policy has also been a subject of criticism. Thus, the implementation of transmigration policy in Papua needs to be adjusted along with the enforcement of Special Autonomy Law in this province. The transmigration program is expected to be pro-indigenous (affirmative action). This article discusses the role of transmigration in the development of Papua with some related issues which potentially threaten the existence of the local community. Data and information sources in this study are the result of desk reviews from research reports, articles, books, and supporting documents. The result shows transmigration has a significant role in the development process of Papua. Still, it should consider the fundamental rights of the indigenous to avoid conflict in the community. Besides that, the implementation of transmigration program should follow democratic principles to foster the participation of communities in the development process.

Abstract

Some empirical studies have tried and showing that labor market in most of countries outside of Europe and USA, are inflexible, or rigid. One of the most relevant causes is connected with rigidities of employment protection legislation (EPL). Theoretically it said that any kind of EPL will prevent employers to hiring and .firing employee. So, to create LMF, an argument which is raised is addressed to abolish EPL. This paper aimed to suggests the analysis of (1) the impact of applying the concept of LMF connected with the employment protection in Indonesia, especially those related to wages, employment status, trade union, and layoffs, (2) the most appropriate form of LMF due to Indonesia s conditions. This paper is part of the review on "The Impact of Labor Market Flexibility against Employment Protection in Indonesia", by taking a sample of 125 companies in various sectors. The analytical method used is explanatory. The .findings of the study results indicate that, it is too hard for Indonesia to implement LMF presently due to several causes: (1) LMF concept contain many controversy and never defined very precisely or directly; (2) insufficient conditions required, such as low level of Indonesia's IDV Index, unemployment rates is still high and persistent, weak of employee bargaining power in employment relationships; and (3) corporate culture. If LMF implemented currently, or while requirements have not yet been filled, it will call negative influence to the employment protection, because: (1) creating employer aristocrat; (2) pushdown employee to the lowest level; (3) creating Hobbesian contract; and (4) eliminating government functions. At present, the most relevant issues should be considered is to develop a more realistic and an ideal LMF concept, that has to be made some trade-off probably between LMF and employment protection, that allow an opportunities to increasing enterprises competitive power and ensuring employment protection minimum standard at the same time. For Indonesia, may be now is the time to implementing wages based on productivity system accompanied by creating an unemployment insurance benefits for employee(s) who dismissed. Based on concluding remarks above, this paper suggested employers, employees, and government, and experts should sit side by side to develop an ideal LMF concept for Indonesia, accompanied by increasing economic performance, pushdown rates of unemployment to the average level of the natural rates of unemployment. Besides, employers should prepare to justify their corporate culture by implementing "mental and ideological approach", which is not just to hunting profit, but ready to pay "cost of change" also. Last but not least, trade unions should more professional and independent, both as a closer partner of employer and as a employees representation.

Abstract

This paper reveals the dynamics of the changing therapeutic relationship of the kiai with students (santri) in learning (ngaji) from face-to-face to online models in the time of COVID-19. The research method is ethnographic-hermeneutic. In the face-to-face learning system, therapeutics occur because of the warm relationship by looking directly at the kiai's face which makes the students feel calm. In the “Ngaji Online” the therapeutic system switches to environmental settings that make students feel safe and comfortable. In the “Ngaji Online” system, the warmth of relationships begins to weaken. However, this weakness can be covered up because the spiritual relationship between the kiai and the students still feels strong. This spiritual relationship is the key to therapeutic for the Islamic boarding school.

Abstract

Health problems in the first 1000 days of life have short- and long-term consequences for children under the age of two years. This study examines how the childcare pattern during the first 1000 days of life affects the nutrition status of children under two in Medan City. This study is conducted by using mixed methods approach. A survey was performed to collect quantitative data of 400 households in 20 urban villages, whereas in-depth interviews and focus group discussions were conducted to collect qualitative data. In this study, childcare during the first 1000 days of life includes colostrum feeding, early initiation of breastfeeding, exclusive breastfeeding, and complementary feeding practices. The study’s findings show that mothers’ education level is significantly associated to their knowledge of colostrum's benefit. Support from health providers and room-in policy needs to be improved to increase early initiation breastfeeding and exclusive breastfeeding. Additionally, mothers have even more variety of complementary feeding for children aged 6–24 months due to cultural practices and tradition. Thus, improving children under two’s nutrition status requires comprehensive health promotion by considering sociocultural factors and evaluating the implementation of policies that support early initiation breastfeeding and exclusive breastfeeding practices.

Abstract

The number and sex composition of children are important for some married couples in Indonesia. Having sons in the family is considered as a must since they are argued to be the successor of the family lineage. The presence of daughters is expected to help with household chores and care for their elderly parents. The sex preference for children by the married couples can affect their number of children. This study aims to assess the relationship between the number and sex composition of children, contraceptive use, and the desire to have more children among women in Indonesia. The study employed the data from the 2017 Indonesian Demography and Health Survey (IDHS), with the unit of analysis of currently married women aged 15-49 who have at least one living children. The results show that women with two or more children of the same sex had a higher tendency to have additional children and no use of contraceptives. The Family Planning program's campaign of similar values shared between son and daughter is still hardly accepted, hence, sex preference still exists. It is necessary to reformulate an effective concept for proper socialization of these values as an effort to control the fertility rate in Indonesia.

Abstract

This study aims to determine the characteristics of female labor force, women’s main employment, and the individual and contextual factors that influence those two situations in West Java Province. The data sources used for this study are National Social-Economic Survey on March 2018 as well as publications on Gross Domestic Product (GDP) and Statistics of Education. This study applies three-levels binary logistics (individual, household, and city/regency) for data analysis. The independent variables that significantly affects women’s employment status are age, education, marital status, household per capita expenditure, number of non-productive household members, household members, sex ratio, residence status, GDP per capita, agricultural contribution to GDP, and mean years schooling. However, access to information does not significantly influence the working status of women. This paper indicates that education is the primary determinant factor in regard to women’s participation in labor force. Education is suggested to improve women’s skills and knowledge that resulted in the advancement of the quality of female labors.

Abstract

Circular migration has become a well-established institution for rural dwellers in Java. For farmers or unskilled rural workers, informal sectors, construction, or small trade in urban areas provide an adequate working opportunity and, at the same time, a relatively higher wage compared to the agricultural sector. It is frequently argued that migration could reduce poverty in rural areas. Although many harsh critics had been addressed to such arguments, there was relatively little attention given to the dynamics of circular migration itself, as most studies tend to argue that these activities are a constant phenomenon. Based on a comparative survey conducted in Tegal Nduwur Village in 2010 and 2020, this study finds that the rate of circular migration among farmers has significantly decreased. Better market opportunities and deindustrialisation, combined with a shifting development paradigm toward decentralisation since 1999, have gradually improved the village’s infrastructure. Under such conditions, the agroecosystem has been transformed from a slow to a fast one. The fast agroecosystem has yielded a more promising outcome for farmers’ household economy and absorbed many labor forces, i.e., people who previously migrated to various cities. This condition has decelerated the circular migration flows.
