Jurnal Kependudukan Indonesia (JKI) is published by the Research Center for Population, Indonesian Institute of Sciences (PPK-LIPI).JKI publishes research articles (in English and in Bahasa) and book reviews and publishes twice a year covering issue related to population studies. Jurnal Kependudukan Indonesia (JKI) is an open access, multidisciplinary journal that publishes articles related to issues of population dynamics, employment, family, and human ecology. Population dynamics includes fertility, mortality, and migration. Employment covers the quantity and quality of human resources, the preparation and utilisation of labour force, education, wage issues and industrial relations. Family encompasses maternal and child health, adolescence, and ageing. Human Ecology covers the relationship between population, natural resources, and environment These issues can be analysed from a variety of disciplinary perspectives and can also be associated with strategic issues, such as gender, political identity, climate change, disaster, unemployment, and public policies and services.

Abstract

The regional autonomy gives opportunities to the local government to make policy and program regarding human resources devel9pment based on its natural resources and the needed of its society. Human resources development has a strategic position if it is directed accordingly to the natural resources potentials. This is because human resource with good quality will able to save the environment preservation. Using quantitative and qualitative approach, this article aims to describe the potential natural resources and human resource development in Bangka District. The discussed aspects would be related to the potential of the natural resources, which connected to the regional's development program, including human resource development. The results of this study show that the lack quality ofhuman resources in research area needs the improvement of education and skill. Moreover, the empowerment of society in coastal area, through skill's improvement as an anticipation of post tin-mining production in Bangka District should be done.Keywords: regional autonomy, human resources and natural resources

Abstract

This paper describes three interrelated aspects of migration phenomena to DKI Jakarta: permanent migration, temporary migration, and the efforts to manage the migrants in DKI Jakarta Province. Using the 1990 and the 2000 Indonesian Population Censuses, the data show that DKI Jakarta was the main destination of migrants from other provinces oflndonesia. The large job opportunities and various socio-economic infrastructures were likely to be the pull factors of migration to this city. The stream of migration into DKI Jakarta was characterized by two patterns; permanent and temporary, but the second pattern tends to be more significant recently. Temporary migrants who are generally characterized by un-skilled labors, generally are working in informal sector and living in slums areas. Most of these migrants tend to ignore population administration: they do not have temporary ID cards as regulated by the government of DKI Jakarta. These problems should be responded by the population mobility management through direct and in indirect policies. Stakeholders (governments-both in the place of origin and destination-, business enterprises, and migrants themselves) should be involved in developping comprehensive solutions to manage the migrants in DKI Jakarta.Keywords: Migration, Temporary migration, Population administration, Slums and squatters.

Abstract

Study about migration commonly focuses on the migrants themselves. However, some studies showed that migration also has economic and social impacts on their families, including their children. Cognitive ability is one of the fundamental aspects of child human capital development. This research aims to study the effect of parental migration on children's cognitive ability. This study employs longitudinal data from the Indonesian Family Life Survey (IFLS) in 2007 and 2014 analysed using the Pooled Least Square method and Instrumental Variable Two-Step Least Square (IV 2SLS). Descriptive results show a decline in the average cognitive score of children aged 14-25 years. Moreover, there were no significant differences in cognitive scores between children of migrant parents and non-migrant parents. Inferential results also found that parental migration did not significantly affect children's cognitive ability. Children's cognition is influenced by other characteristics such as age, sex, years of schooling, mother's education, per capita education expenditure, and area of residence.

Abstract

This paper aims to analyze travel restriction policy to Papua in the midst of the COVID-19 pandemic through a demographic lens. It finds that the travel restriction policy to Papua was not only influenced by non-demographic factors including politics, economy, health, but also by demographic factors such as mortality, fertility, and migration. There are several reasons for this. Firstly, the population of Papua remained small in comparison with other provinces across Indonesia; thereby imposing travel restrictions were in the best interest to lower the mortality rate in Papua due to COVID-19. Secondly, preserving fertility during the COVID-19 pandemic was vitally important regarding future generations and the government of Papua had demonstrated its ability to handle the situation by appointing several health centers particularly for pregnant women. Thirdly, people moving in and out of Papua currently became inevitable, thus migration should be limited for a while through the travel restriction policy.

Abstract

The 2006 Yogya earthquake had a great impact on the total number of victims and loss of property. During the emergency condition, the community had to struggle by itself to survive and to reduce further disaster impacts. This paper discusses the coping strategy of the survival community in the District of Bantul, the Province of DI Yogyakarta, especially during the earthquake and a few days after the disaster before relief from the government and other donors arrived in the earthquake locations. Based on the result of LIPI qualitative research in the Project of Multidisiplinary Hazard Reduction from Earthquakes and Volcanoes in Indonesia, this paper highlights the important role of community institutions as social capital in reducing pressures that suddenly appeared due to the earthquakes. The community carried out some emergency efforts by managing the local wisdom based on their daily lives and culture. Individuals within the community held together in small groups of neighbours, neighbourhoods, compounds or hamlets helping each other andcarrying out cooperative activities based on gender roles. They faced the difficult conditions and provided for their basic needs together in order to survive and continue their lives after the disaster. They also provided the basic needs priority for vulnerabe groups and other members of the community who needed more for their survival.Key Words: coping strategy, local wisdom, community, emergency condition,earthquake disaster.

Abstract

Currently, social dynamic is growing fastly. A similar situation can also be seen in Indonesian societies, including in the smallest scale, which is family. This study aims to answer whether the definition of family that is used by the Indonesian government is still relevant to portrait the condition of societies in this country nowadays. This study used literature review as the primary data source and anthropological approach as an analysis tool. This article presents discussions on family dynamics in Indonesia, family and marriage, long distance family, as well as family and Indonesian culture. In conclusion, the family concept in Indonesia should not be constrained by structure, location and gender division. Therefore, Indonesia as a state should construct a more flexible definition of family to adjust community diversity and to shed lights on various family contexts and individual experiences.

Abstract

Berbagai basil penelitian dan data menunjukkan bahwa gejala perubahan iklim semakin nyata. Demikian pula yang terjadi di Indonesia walaupun tidak berupa gejala ekstrim karena posisi Indonesia di sekitar garis khatulistiwa dan didominasi oleh taut. Displacement areas di Indonesia umumnya terkonsentrasi di wilayah pesisir. Daerah ini memiliki tingkat risiko yang tinggi karena sekaligus sebagai tempat konsentrasi kegiatan bagi sebagian besar penduduk di Indonesia. Namun, kapasitas adaptasi dan kegiatan mitigasi di Indonesia masih relatif sangat terbatas meskipun sudah didukung oleh pendanaan dari pihak donor intemasional. Adanya kebijakan dan peraturan perundangan terkait dengan antisipasi gejala perubahan iklim dan pengendalian penduduk di Indonesia masih dalam tahap awal, yaitu tahap awareness dan belum dapat dikatakan berjalandengan efektif.

Abstract

Investment Climate is one of the crucial issues in the country as stated in the White Paper and President Decree No 87of 2003. Through investment, it is expected the employment is encouraged the national economy. This paper focusses on two major points, firstly, characteristics of investment in post crisis program and, secondly, how it impacts on employment in the regions oflndonesia, especially in West and Eastern Indonesia with certain quality in human resources. The outcomes indicate that the diversity of regional investment and labour absorption with specific quality ofhuman resources. The former refers to regional variations and the latter gives the impacts on employment with specific level on human quality resources. Abstract

Rapid annual population growth in West Java, the province with the highest population in Indonesia, is concerning due to its effect that could lead to population explosion in the future. One of the reasons for this rapid growth is caused by a high birth rate. However, the implementation of the family planning program to control the birth rate faced a challenge in terms of unmet need for family planning in women of reproductive age. Unmet need for limiting birth has a more critical role in total unmet birth control need. This study aims to determine factors that affect the unmet need for limiting birth at married women of reproductive age in West Java Province in 2017 using binary logistic regression. Results indicated that women's age, women's education level, husband's education level, and residence significantly affected unmet need status for limiting birth. Also, the tendency of unmet need for limiting birth is greater for women aged 35-49 years, has education junior high school and above, the husband has under junior high school education and living in the rural area.
