Abstract

This study aims to analyze and compare the performance of SOEs in the infrastructure and non-infrastructure sectors listed on the Indonesia Stock Exchange (IDX) for the 2019–2021 period. The method used is quantitative descriptive with secondary data in the form of annual performance values and corporate health predicates based on the assessment set. The results show that the performance of infrastructure SOEs fluctuated with a significant decrease in 2020 (50.68) due to the COVID-19 pandemic, then recovered in 2021 (55.05) in line with government stimulus and the acceleration of strategic projects. Meanwhile, non-infrastructure SOEs also recorded a sharp decline in 2020 (43.75) and experienced a slower recovery in 2021 (49.82), not yet reaching pre-pandemic levels. Comparatively, infrastructure SOEs consistently have higher performance values than non-infrastructure throughout the observation period. Based on a three-year average, both sectors are in the "Less Healthy" category, with the predicate BBB for infrastructure and BB for non-infrastructure. The study's conclusions confirm that although both sectors faced pressures during the crisis, infrastructure SOEs showed better resilience and recovery, so different policy interventions are needed to strengthen the performance of each sector going forward.

Abstract

This study aims to describe leadership communication strategies in enforcing civil servant work discipline in Takalar Regency Regional Government. Furthermore, it aims to identify the obstacles or constraints faced by leaders in implementing communication strategies with employees. The research focuses on two regional government agencies with the lowest attendance rates: the Communication, Informatics, Statistics, and Cryptography Agency (Diskominfo-SP) with 79% and the Population Control, Family Planning, Women's Empowerment, and Child Protection Agency (Dinas PPKBPPPA) with 77%. The study used a qualitative approach with a case study design. Data were collected through in-depth interviews with the Head of the Communication and Information Technology (Kominfo-SP) Office (Mr. Suhardianto, S.STP) and the Head of the PPKBPPPA Office (Mr. Drs. Sukwansyah), observations of fingerprint system usage, and analysis of ASN attendance documents and related regulations (PP No. 94 of 2021 and the Regent's Regulation on the TPP). The results indicate that leadership communication strategies are multi-channel, encompassing top-down vertical communication through morning roll calls and spot checks, digital communication through the fingerprint system, two-way communication through meetings and WhatsApp groups, and exemplary and persuasive communication through rewards and punishments. However, the implementation of these strategies remains inadequately adapted to the dominant nature of fieldwork in both Regional Apparatus Organizations. Interviews with both Agency Heads revealed a gap between formal disciplinary demands and the realities of mobile work, leading to resistance, demotivation, and internal conflict among OPD leaders. The study concluded that leadership communication strategies in Takalar Regency have increased ASN discipline awareness, but have not optimally accommodated the context of fieldwork. A more participatory and adaptive communication approach is needed to ensure effective and sustainable enforcement of ASN work discipline.

Abstract

Child marriage remains a persistent socio-legal issue in Indonesia, reflecting not only cultural and economic pressures but also deeper forms of structural and ecological violence. This study aims to critically examine child marriage through the lens of eco-fiqh, an integrative Islamic legal perspective that emphasizes the interconnectedness between human well-being, social justice, and environmental sustainability. Using a qualitative normative approach, this research analyzes Indonesian Islamic family law alongside relevant socio-ecological frameworks. The findings reveal that child marriage perpetuates structural violence by reinforcing gender inequality, limiting access to education, and sustaining cycles of poverty. Moreover, it embodies ecological violence by disrupting the balance of social and environmental systems, particularly in vulnerable communities where early marriage correlates with overpopulation, resource strain, and diminished resilience. From an eco-fiqh perspective, such practices contradict the maq??id al-shar?‘ah, especially the protection of life (?if? al-nafs), intellect (?if? al-‘aql), and progeny (?if? al-nasl). This study argues that Indonesian Islamic family law must be reinterpreted and reformed to incorporate eco-justice principles, promoting a more holistic understanding of harm and welfare. Strengthening legal frameworks, enhancing community awareness, and integrating eco-fiqh values into policy discourse are essential steps toward eliminating child marriage and fostering sustainable social development.

Abstract

Background: Infection by Mycobacterium tuberculosis (TB) affecting the vertebrae is commonly known medically as tuberculous spondylitis. As part of the spectrum of extrapulmonary TB pathology, the impact of such an infection can significantly disrupt an individual's quality of life. Kyphotic deformity, theoretically capable of inducing neurological deficits and chronic pain, is an aspect of this condition that is anticipated to be predictable based on basic diagnostic examinations. This study aims to evaluate the relationship between the degree of kyphosis and laboratory findings such as procalcitonin, erythrocyte sedimentation rate (ESR), neutrophil-to-lymphocyte ratio (NLR), and platelet-to-lymphocyte ratio (PLR) concerning the level of neurological deficit and pain. Method: This analytical-observational study adopts a cross-sectional design involving a group of patients experiencing TB spondylitis at the Haji Adam Malik General Hospital (HAM GH), Medan, Indonesia. The researchers will evaluate the correlational aspects between independent variables (degree of kyphosis, procalcitonin, ESR, NLR, and PLR) concerning the level of neurological deficit and pain, respectively measured using the American Spinal Injury Association (ASIA) method and visual analog scale (VAS). Results: Among the 39 patients included, with an average age of 37.44 ± 16.09 years, a significant correlation (P<0.05) was found between the five independent variables and the patients' neurological deficit, with respective correlation coefficients of 0.877; -0.523; -0.568; 0.564; and 0.374. However, only the degree of kyphosis, procalcitonin, and ESR showed a significant correlation with pain, with correlation coefficients of 0.530; 0.543; and 0.690, respectively, which was not observed in the NLR/PLR analysis (P>0.05). Conclusion: The degree of kyphosis, procalcitonin, and ESR are correlated with both neurological deficits and pain scales, whereas NLR/PLR is only associated with the degree of neurological deficit in patients.

Abstract

The National Health Insurance Program (JKN) has improved access to and utilization of primary health care services; however, the quality of care at many primary health care facilities (FKTP) has not always improved, making it necessary to evaluate the impact of JKN on the quality of primary care. This study aims to evaluate the impact of JKN on the quality of primary care through a literature review. The study employs a literature review approach with a critical qualitative-descriptive design, utilizing national and international journals, theses, dissertations, reports, and JKN policy documents accessed via Google Scholar, Garuda, and SINTA, analyzed using content analysis and narrative synthesis techniques. The results indicate that JKN improves access to and utilization of primary care services and encourages the implementation of quality assurance standards and systems in Primary Health Care Facilities (FKTP); however, in some areas, service quality is hindered by delays, long waiting times, and limitations in personnel and facilities, resulting in suboptimal patient experiences and satisfaction. Thus, JKN has the potential to improve the quality of primary care if accompanied by capacity building at primary health care facilities (FKTP), consistent regulations, and resource allocation.

Abstract

Background: Fatigue is the second leading cause of death after heart disease. Workers in the processing section are very vulnerable to work-related fatigue which can have negative impacts on them. Purpose: To determine the relationship between work tenure, age, and workload on work fatigue among workers at PT Perkebunan Nusantara IV Regional 1 PKS Rambutan, Tebing Tinggi City. Method: This study uses a quantitative research design with a cross-sectional approach, involving a sample of 56 respondents. Result: Data collection was carried out using a questionnaire with Chi-Square test analysis. The Chi-Square test results indicate a significant relationship between work tenure and work fatigue with a p-value = 0.027, and a relationship between workload and work fatigue with a p-value = 0.038. This study found a relationship between work tenure and workload with work fatigue among the processing workers at PTPN IV Regional 1 PKS Rambutan and the absence of a relationship between age and work fatigue.

Abstract

Monitoring contractor performance is an important part of ensuring the quality of work in accordance with technical standards and community interests. This study aims to analyze the performance supervision of contractors based on Infrastructure Governance in road maintenance projects in West Limboto District. This study uses a descriptive qualitative approach with data collection techniques through observation, interviews, and documentation. The results of the study show that Infrastructure Governance-based contractor performance supervision has been implemented, but it is not optimal. From the aspect of transparency, information on planning, implementation, and progress of road maintenance has not been conveyed evenly to the community, even though it has been carried out through the installation of project boards, socialization, and direct communication in the field. From the aspect of accountability, it is not optimal because the conformity between technical standards and work results is not fully guaranteed, as shown by the discovery of roads that are quickly damaged, even though supervision is carried out through administrative inspections and field monitoring. From the aspect of integrity, the quality of work at some points is still not optimal due to external factors, even though material testing, SOP implementation and supervision have been carried out. From the aspect of responsibility, the implementation of supervision is still constrained due to budget limitations and the number of road sections that must be handled, even though the handling of damage reports, checks and repairs during the maintenance period has been carried out. From the aspect of participation, it is not optimal because community involvement is still limited in planning and evaluation, although there have been complaints and reports related to road conditions. Thus, the supervision of contractor performance needs to be strengthened to ensure the quality of sustainable road infrastructure and increase public confidence in the performance of local governments.

Abstract

Public services are an important indicator in assessing the performance of the government, especially the State Civil Apparatus (ASN) as the main implementer of services to the community. However, in practice, the performance of civil servants still faces various obstacles such as lack of understanding of main tasks and functions, low use of information technology, and suboptimal time discipline, so that it has an impact on the effectiveness of public services. This study aims to analyze the performance of civil servants in public services at the Dungingi Sub-district Office, Gorontalo City and identify the factors that affect it. This study uses a qualitative approach with a descriptive type of research. The results of the study show that the performance of civil servants is not fully optimal. Based on four indicators, namely ability, initiative, punctuality, and quality of work results, it was found that three indicators of ability, initiative, and punctuality still face obstacles. Meanwhile, the quality of work results is the best indicator, with service results that are relatively accurate, neat, and according to the needs of the community. In conclusion, improving the performance of civil servants needs to be focused on strengthening capabilities, increasing initiatives, and improving discipline and the use of technology so that public services can run more effectively, efficiently, and of high quality.

Abstract

This study aims to analyze the adaptive management strategies of administrators in responding to the dynamics of higher education institutions, using a case study of Gorontalo Polytechnic. Higher education institutions are required to adapt to policy changes, quality demands, and internal foundation dynamics to maintain academic stability. This research uses a qualitative case study approach. Data collection was conducted through in-depth interviews, observations, and documentation with university leaders, educational staff, and students. Data analysis was conducted through data reduction, data presentation, and conclusion drawing, and its validity was tested through triangulation. The results indicate that Gorontalo Polytechnic administrators implement adaptive management strategies through adjustments to academic and administrative policies that refer to standard operating procedures, strengthening internal coordination, and utilizing digital-based administrative systems. Furthermore, the academic community plays an active role in maintaining academic stability by adapting to policy changes and institutional dynamics. This adaptive management strategy contributes to management stability, improved performance, and the sustainability of the university.

Abstract

The problem of poverty and the high dependence of Beneficiary Families (KPM) on the social assistance of the Family Hope Program (PKH) are still challenges in community empowerment efforts. Although PKH is designed to encourage independence, in practice there is still a gap between the program objectives and conditions in the field, especially in West Limboto District, so a more effective intervention strategy is needed from the Social Service. This study aims to analyze the intervention strategy of the Social Service in encouraging the transformation of the independence of PKH recipients and identify the supporting and inhibiting factors. The research method used is a qualitative approach with a descriptive type of research. The data collection technique is carried out through observation, interviews, and documentation, while data analysis uses data reduction, data presentation, and conclusion drawing with validity test through triangulation. The results of the study show that the intervention strategies carried out include aspects of Plan, Pattern, Position, Perspective, Ploy. However, the implementation is not optimal because there are still limited resources, lack of program integration, and low changes in the mindset of KPM. On the other hand, the support of social companions and empowerment programs are supporting factors in encouraging independence. The conclusion of this study emphasizes that the intervention strategy of the Social Service has not been fully effective in transforming the independence of KPM, so it is necessary to strengthen programs that are more integrated, sustainable, and based on community needs.
