Abstract

This research aims to determine, analyze, dan describe the strategy taken by the Surabaya City Transportation Agency in optimizing public roadside parking levy revenue. Regional Original Revenuee (ROR) is vital for the Regional Government in implementing regional autonomy and setting a budget to carry out development programs in the region. One source of ROR comes from regional levies. One type of regional levy is a levy on public roadside parking services. The city of Surabaya as the capital city of East Java Province as well as the center of the economy in East Java Province is expected to receive public roadside parking levies that reach the target, one of the factors that is considered is because the total number of residents and motorized vehicles is increasing every year. The Technical Implementtation Unit (TIU) for Public Roadside Parking is a TIU under the Transportation Agency which is tasked with managing public roadside parking levies. The research method used are observation, interviews, and documentation. This study uses Fred R. David strategic management theory which consists of Strategy Formulation, Strategy Implementation, and Strategy Evaluation. The results of this study indicate that the strategic management of the Transportation Agency in optimizing revenue from public roadside parking fees was less than succesfull.

Abstract

Tlocor Maritime Tourism Village is one of the tourism potentials being developed in Sidoarjo Regency. In its development, Kedungpandan Village-Owned Enterprise (BUMDES) has an important role in managing and mobilizing community participation. This study aims to analyze the role of BUMDES in the development of tourist villages using three indicators, namely: conscientization, community organizing, and resources delivery. The approach used in this research is descriptive qualitative. Data collection techniques were conducted through interviews, observation, and documentation, and analyzed through data reduction, data presentation, and conclusion drawing.The results showed that in the aspect of awareness, BUMDES has attempted to raise community awareness of tourism potential through socialization and direct involvement. In the aspect of community organizing, BUMDES forms a systematic business unit structure and involves residents in operational management. Meanwhile, in the aspect of human resource delivery, BUMDES creates jobs and organizes training, although it is not yet comprehensive for all business actors. Constraints include the lack of income stability for workers and limited technical training. Nonetheless, the role of BUMDES in tourism village development has contributed significantly to economic independence and increased community participation.

Abstract

This paper analyzes the dynamics of Islamic populism in post-Reform Indonesia using a political economy approach. Islamic populism is understood as a response to political marginalization and economic inequality experienced by Muslims from the colonial era to the present. This phenomenon not only manifests in electoral contests through the mobilization of religious identity but also in the form of hijrah movements and Islamic popular culture targeting the urban middle class. Drawing on literature concerning the historical marginalization of Islamic politics, electoral dynamics, and religious expression in cultural and digital spaces, this study shows that Islamic populism is often exploited by oligarchic elites as a symbolic political mobilization strategy. Islamic identity is commodified and channeled through market logic, rendering it an instrument that reinforces the status quo rather than a transformative force. Therefore, Islamic populism represents structural grievances of the Muslim community that are utilized by dominant powers, rather than a movement capable of substantively addressing social inequality.

Abstract

This research examines the patron-client relationship between politicians and bureaucrats in the implementation of the simultaneous regional elections in North Buton Regency in 2024, focusing on the influence of patronage patterns on bureaucratic politicisation and the dynamics of political support in the regional bureaucracy. The main objective of the research is to reveal patterns of patronage, forms of bureaucratic politicisation, and their impact on governance during the Pilkada process. The method used is a qualitative case study approach, with data collection through participatory observation, in-depth interviews, and documentation. Data were analysed using the Miles and Huberman model and thematic analysis techniques to identify patterns and main themes. The main findings reveal the formation of two patronage axes that split the bureaucracy into two competing political forces, where bureaucrats' loyalties are strongly influenced by patron-client relationships based on merit and political dependence. The politicisation of the bureaucracy is visible through the practice of abuse of authority, politicisation of social assistance programs, project distribution, recruitment of honorary employees, and transactional promotions. This finding is important because it illustrates how a strong patronage culture is a serious obstacle to bureaucratic professionalism and accountable local governance, as well as providing strategic recommendations for bureaucratic reform and strengthening ASN neutrality in local democracy.

Abstract

This study aims to explore the game Truth or Dare in group counseling services to enhance students' self-confidence. This research uses a quantitative approach, with the chosen method being a quasi-experiment with a one-group pretest-posttest design. The sample selected consisted of 10 students using the purposive sampling technique. Data were collected using a self-confidence scale instrument. The data analysis technique used SPSS version 22 to test the hypothesis with the paired sample T-test formula, and N-Gain was used to see the improvement in students' self-confidence. The research results showed that there was a significant difference in students' self-confidence before and after the Truth or Dare game was applied. The N-Gain interpretation score indicated that there was an improvement in students' self-confidence, with a fairly effective category. It can be proven that the game Truth or Dare in group counseling services can increase students' self-confidence.

Abstract

Land conflict in the coal mining area of PT. Bara Energi Lestari in Gampong Alue Buloh, Seunagan District, Nagan Raya Regency, shows the complexity that involves various interests of the community and companies. This research aims to identify effective conflict resolution strategies through a qualitative approach with case studies. Data was obtained from literature studies and in-depth interviews with citizens, company representatives, and government officials. Ralf Dahrendorf's conflict theory is used to analyze the dynamics of power relations between the actors involved. The results of the study show that conflicts are resolved through mediation facilitated by the police, involving the community and the company. An agreement was reached on the priority of recruiting workers from local residents and transparency in the use of corporate social responsibility (CSR) funds. This strategy emphasizes the importance of active community participation, information disclosure, and long-term commitment from all parties. A dialogical and collaborative approach has been shown to be more effective in reducing tensions, building trust, and creating sustainable solutions. These findings recommend the need to strengthen local mediation mechanisms in resolving agrarian conflicts in industrial areas, especially those related to mining.

Abstract

This study aims to analyze the application of good governance principles as an effort to improve the quality of local democracy in Asahan Regency in 2024. The reform and implementation of regional autonomy has changed the relationship between provincial and district/city governments to no longer be hierarchical. This change gave rise to strong regional egocentrism and had an impact on the deviation of the meaning of democracy. Local democracy is often used as a means of justifying anarchist practices in the name of freedom. In fact, the achievement of good governance requires quality democracy, characterized by freedom, equality, and strong institutional capacity. This study uses a descriptive qualitative approach with data collection techniques through Focus Group Discussion (FGD) and data analysis using triangulation. The state of the art research focuses on three main indicators: civil liberties, political equality, and the capacity of democratic institutions. The results of the study show that Asahan Regency has implemented the principles of good governance well. This is reflected in the improvement of the quality of local democracy, broad public participation, government accountability, and the strengthening of democratic institutions at the district level. These findings underscore the importance of integration between good governance and local democratic development.

Abstract

This research is motivated by the low level of voter participation in Palembang City in the 2024 South Sumatra Governor and Deputy Governor Elections, which was recorded as the lowest in the province. The purpose of this research is to examine the implementation of the policy and analyze the factors that affect it in an effort to increase public participation in elections. This study uses George C. Edwards III's policy implementation theory, which emphasizes four important variables: communication, resources, executive disposition, and bureaucratic structure. The method used is descriptive qualitative with data collection techniques through observation, interviews, and documentation. The results of the study show that the implementation of PKPU No. 13 of 2024 in Palembang City has not been running optimally. One of the main factors inhibiting implementation is the weak human resources of the organizers, both in terms of competence and quantity. In addition, the lack of coordination between institutions also slows down the effectiveness of election campaigns. As a recommendation, this study suggests that the implementation of future regional elections can be carried out electronically (e-voting) to increase efficiency, transparency, and encourage voter participation more widely and easily accessible to the public.

Abstract

The international BDS (Boycott, Divestment, Sanctions) movement is an effort of resistance that does not use violence but by boycotting products affiliated with Israel. In line with the BDS movement, the Fatwa commission of the Indonesian Ulema Council (MUI) on November 8, 2023 issued the latest fatwa number 83 of 2023 regarding the Law of Support for the Palestinian Struggle which emphasizes that supporting Israeli aggression against Palestine is haram, including purchasing food and beverage products affiliated with Israel. Aceh Province is an autonomous region based on the principles of Islamic law in Indonesia. This study aims to explain and analyze the effect of Religiousness Value on consumer behavior in doing Brand Switching of food and beverage products.Brand Switching food and beverage products. The population in this study were Acehnese Muslims who made brand switches in purchasing transactions for food and beverage products, where the population size was not known with certainty. The number of research samples was 100 respondents using the Lemeshow formula. Data collection methods using online and ofline questionnaires. The data analysis method used in this study consists of an instrument test in the form of a validity test and reliability test, normality test, then hypothesis testing. The results showed that Brand Switching of food and beverage products was strongly influenced by the religiosity value of Acehnese Muslim consumers after the issuance of MUI Fatwa No.83 of 2023.

Abstract

This article analyzes the haram fatwa issued by the Majelis Ulama Indonesia (MUI) East Java against the practice of Sound Horeg through a securitization theory approach. Sound Horeg, as a popular entertainment form in rural and semi-urban areas of East Java, has become a subject of social and moral controversy due to its content and social impact. The promulgation of the haram fatwa by MUI East Java in July 2025 marks a crucial point in the effort to frame this cultural practice as a threat to Islamic values and social order. Through the lens of securitization theory and a critical discourse analysis of the fatwa text and public sentiment data obtained using Brandwatch tools, this article demonstrates that the haram fatwa functions as a securitizing speech act—a discursive action that shifts Sound Horeg from a cultural domain to an existential threat. The main findings of this study indicate that despite initial public resistance, especially from youth and cultural communities, public opinion gradually shifted towards acceptance over time. This suggests that the success of securitization by non-state actors like MUI heavily relies on the dynamics of discourse, moral legitimacy, and underlying social structural support.
