Abstract

This study investigates the relationship between the Corruption Perception Index (CPI) and the Community Satisfaction Index (CSI) at Balai Litbang Agama (the Office of Religious Research and Development) of Semarang, with particular attention to gender differences. A total of 155 respondents participated in the survey. The statistical analysis reveals no significant gender differences in either corruption perception or public satisfaction. It also indicates a moderate positive correlation between transparency measures and public satisfaction, suggesting that improved governance practices enhance public trust. These findings demonstrate the effectiveness of standardized service delivery protocols and highlight the importance of transparency initiatives in public service institutions. In addition, they underscore the role of effective governance and the importance of gender-responsive reforms in ensuring equitable service access and reducing corruption risks. This study contributes to the literature on gender-inclusive governance and provides practical insights for the development of equitable public service policies. The study concludes that systematic transparency measures can serve as effective tools for improving both service quality and public trust across diverse demographic groups.

Abstract

The Nigerian public service has faced significant challenges in delivering quality services to citizens, which necessitate the adoption of New Public Management (NPM) strategies. New Public Management focused on improving the quality-of-service delivery and public sector performance through a market-oriented approach of performance measurement, decentralization of decision making, performance contracting, and accountability for results, among others. This study examines the extent of adoption of NPM strategies in the Nigerian public service using the selected federal ministries of Nigeria. Survey research design through qualitative and quantitative (mixed method) approaches was used for data collection and analysis. The population of the study comprised 5,150 senior staff from Grade Level 7 and above at the headquarters of the Federal Ministries of Nigeria as of 31st August, 2024. The study adopted a multi-stage sampling technique. Krejcie and Morgan's sampling technique was applied to the population to have a sample size of 357 for questionnaire administration. Quantitative data collected through questionnaire administration were analyzed using descriptive statistics of the frequency distribution table and inferential statistics of Analysis of Variance (ANOVA). Qualitative data collected through semi-structured interview sessions with sampled respondents were analyzed using thematic analysis. The study revealed from the result of the analysis of variance that there are differences in the extent of adopting accountability for results (F4,313=14.457, p<0.005), decentralization of decision-making (F4,313=14.092, p<0.005), performance measurement (F4,313=51.187, p<0.005), performance contracting (F4,313=9.444, p<0.005), and use of information technology (F4,313=11.567, p<0.005) in the selected Federal Ministries of Nigeria. The study concluded that there are differences in the adoption of NPM strategies in the Nigerian public service, influencing the quality of service delivery and public sector performance.

Abstract

In this study, we examine the existence of a reciprocal pattern of performance bias shared between citizens and street-level bureaucrats, which we term as ‘shared pessimism’, assumed to implicate public service reform. Primary data were collected using surveys administered to 207 public service providers and 248 citizen recipients across six Indonesian public service agencies operated in two regional governments. Statistical analysis was then conducted to examine bureaucrats’ self-enhancing bias and their pessimistic view of citizen ratings, as well as to clarify citizens’ tendency to underrate the performance of bureaucrats in public service organizations. Our findings confirm pervasive internal pessimism amongst bureaucrats regarding citizen evaluations across all investigated agencies. Interestingly, however, the data reveal that both citizens and bureaucrats respectively were, in fact, not as bad as they reciprocally presumed. Finally, we demonstrate that individual bureaucrats’ beliefs on their own performance influence their propensity for change, thereby affecting the reform progress.

Abstract

This study explores the strategic decision-making process in implementing Greenomina, a digital transformation platform developed by PT Pertamina (Persero), a reputable state-owned energy company in Indonesia, to support decarbonization initiatives through carbon emission tracking and management. The analysis draws upon two frameworks: the Business Model Canvas (BMC) and the Digital Transformation Canvas (DTC). Greenomina primarily targets Scope 3 emissions, or indirect emissions from business travel and activities, by enabling employees to measure, document, and offset their carbon footprints. This study employed a qualitative approach, combining in-depth interviews and document analysis. The findings highlight key components of a successful digital business model, challenges in adopting digital solutions, and the role of digitalization in enhancing energy efficiency. Greenomina significantly improves transparency, employee engagement (specifically within the state-owned enterprise (SOE) ecosystem, and operational flexibility, aligning with national sustainability goals. Policy recommendations include strengthening digital infrastructure, fostering cross-sector collaboration, and incentivizing employee participation to expand the impacts of the platform across the energy sector in Indonesia.

Abstract

This study examines the role of public trust in shaping future taxpayer compliance, a critical factor for achieving the long-term development vision of Indonesia Emas 2045. While trust has been extensively studied in the context of current taxpayers, research on its role among younger generations as future taxpayers in developing economies remains limited. To address this gap, a mixed-methods approach was employed, combining survey data from 420 students with in-depth interviews. The data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) to test the hypothesis that public trust influences future taxpayer compliance. The results demonstrate that public trust has a strong and significant effect on taxpayer compliance intention (β = 0.533, p < 0.001), explaining nearly 28% of the variance in compliance behavior. Although trust in individual leaders, such as the president, is relatively high, concerns over corruption, unequal welfare distribution, and weak institutional legitimacy reduce overall trust in the tax system. Qualitative findings further reveal skepticism among the younger generation regarding the fairness and effectiveness of tax allocation. These findings highlight the importance of enhancing policy transparency, strengthening oversight mechanisms, reducing inequality, and integrating civic education to foster tax morale. Building institutional trust is thus crucial to secure sustainable tax compliance among future taxpayers in Indonesia.
