Abstract

The Ombudsman of the Republic of Indonesia oversees public services, particularly timely responses to reports. Since 2018, the Aceh Representative of the Indonesian Ombudsman handled 150 reports. It is interesting to investigate how well the Ombudsman dealt with these reports. This study examines the effectiveness of the Aceh Representative of the Indonesian Ombudsman in handling reported maladministration cases using a qualitative approach. The research data were gathered through interviews and document reviews by referring to Steer’s (1976) formulation of organization effectiveness, which includes productivity, adaptability, communication, job satisfaction, and human resources. The productivity, communication, and flexibility indicators are adequately effective, although not directly involved in handling cases. The handling is limited to coordinative meetings with local authorities assigned to resolve the problems. However, the findings also reveal that job satisfaction indicators are ineffective, as evidenced by the absence of community satisfaction survey findings to assess their performance. Likewise, the results on the resource indicator were ineffective since the human resources were not allocated according to the Aceh Ombudsman’s workload. Therefore, this study provides a meaningful contribution to improving the quality of services in maladministration handling by the Aceh Ombudsman Office in the future to cases reported by the citizens.

Abstract

This study aims to analyze and determine the competence of music teachers at Satsikmil Type A Pusdikajen Kodiklatad, as well as to find out the obstacles in improving the competence of music teachers and to find out what strategies are used to overcome these obstacles in an organization that has been established for a long time. By using descriptive research methods with a qualitative approach, as well as analyzing secondary data and direct interviews (in-depth interviews) to obtain primary data. The results showed that based on indicators of competence, namely knowledge, skills, and attitudes. The competencies possessed by military music teachers at Pusdikajen Kodiklatad are included in the fairly good category. Internal training is still not able to improve and improve the ability of military music teachers in the teaching and learning process, the limited number of trainers / Trainers who have adequate qualifications as educators in the field of technology (especially there are only a few people who master the Sibelius software)

Abstract

The purpose of this study is to identify the development of the public value creation’s concept in the context of local government in the last twenty years (2002 – 2022). The 177 scientific publications in the form of articles and conference papers that were selected from the Scopus Database were further analyzed using bibliometric analysis, which combined performance analysis and science mapping techniques. The analysis results show an increase in the number of publications dominated by western countries which can be categorized into five research clusters: e-government, smart city, public governance, co-creation, and public management. The researcher recommends fifteen research topics that can be explored further in future research.

Abstract

Sexual and reproductive health education for adolescents remains crucial for Indonesia as it is home for more than 44 million teenagers as of 2022, in its way to anticipate demographic bonus in 2030. Government Regulation no. 61 of 2014 concerning Reproductive Health mandates sexual and reproductive health education in formal and informal education settings. By using a systematic literature review (SLR) method, this study assesses the current state of school-based sexual and reproductive health education in Indonesia. Findings reveal that the delivery of sexual and reproductive health education in Indonesian schools is fragmented, spread across various subjects such as Biology, Sports, Religious, Civic and Moral education classes, as well as extracurricular activities. Key stakeholders, including families, teachers, peers, and school principals, play crucial roles in shaping adolescents' understanding of reproductive health. However, challenges such as cultural taboos, easy access to potentially misleading online information, and inadequate teacher training hinder effective education. In addition, Comprehensive Sexual Education (CSE) has been suggested by WHO to be implemented and integrated in the core curriculum, with programs like SETARA pilot project showing promise in improving adolescent knowledge and attitudes towards reproductive health. However, the success of such programs requires cooperation from various stakeholders and a shift in societal norms regarding adolescent sexuality.

Abstract

Pembangunan kota akibat urbanisasi membutuhkan konsep dan praktik pengelolaan perkotaan yang mengarah pada pendekatan yang berbasis pembangunan berkelanjutan. Model tata kelola kota yang disebut good urban governance memastikan pembangunan berkelanjutan jangka panjang dilakukan dengan pendekatan multidimensi untuk meningkatkan kesejahteraan dan kualitas hidup seluruh masyarakat perkotaan, termasuk partisipasi dan keterlibatan berbagai pemangku kepentingan, manajemen dan administrasi kota, serta transparansi dan akuntabilitas publik. Meskipun pendekatan ini tidak sepenuhnya baru, namun tetap terbuka untuk tantangan baru yang terkait dengan pemenuhan kebutuhan manusia di lingkungan perkotaan. Artikel ini menyajikan landasan teoritis mengenai prinsi-prinsip good urban governance serta praktik terpilih pendekatan tata kelola perkotaan yang baik di Singapura berdasarkan studi literatur. Hasil analisis menunjukkan bahwa gagasan good urban governance dapat digunakan sebagai strategi untuk meningkatkan kualitas hidup di perkotaan di mana pertumbuhan berkelanjutan dan kebijakan perkotaan yang inklusif terancam oleh urbanisasi yang cepat. Terdapat sejumlah rekomendasi penelitian lanjutan terkait pendekatan good urban governance yang dapat dilakukan di masa mendatang.

Abstract

Measurement of public service satisfaction with government services serves as a valuable reflecting point for public officials to improve the public service quality. Pilgrimage to Mecca and Medina in Saudi Arabia is considered as a national duty and government responsibility in countries with a significant number of Muslim citizens. This article analyzes primary data from the 2019 national public service satisfaction survey on hajj-related services within Indonesian territory collected by the Ministry of Religious Affairs to examine variation across demographic backgrounds. 1,491 respondents participated in the survey representing individual appraisals toward various services during departure and returning phases. The main focus of investigation are the six selected service dimensions, namely, 1) Individual capability, 2) Ease of access to information, 3) Service procedures, 4) Speed of service, 5) Facilities and infrastructure, and 6) Cost-related perception. The results of regression analysis support diverse roles of demographic variables in explaining variance in public service satisfaction feedback. The empirical findings suggest that people with a higher-level education are more likely to experience less satisfaction. Meanwhile, females are likely to perceive higher satisfaction with the provided services than the males.

Abstract

The issuance of Permenhub RI Number 12 of 2019 encourages various two-wheeled special rental transportation companies (also known as online transportation or ride-hailing), to carry out coaching, supervision, and compliance with traffic safety. This article explores the implementation of safety protection policies for specific rental transport users around the world as a benchmark based on a literature review on the Scopus database in the 2015-2023 publication year. The results of the thematic analysis identify five categorization issues: Driver safety, passenger safety, company/operator obligations, transportation policies, and factors causing accidents. The results of the analysis found that the main cause of accidents in special rental transportation is fatigue caused by the absence of a maximum limit of passengers that drivers can serve every day. In addition, special rental transport drivers are considered inadequate due to lack of driving experience, limited participation in traffic safety education, and low awareness of safety education and information.

Abstract

The global mainstream has privileged western-based concepts to become an exclusive reference point that is considered applicable across countries. However, previous studies have found that the solely utilization of western-based theories is not enough to fully produce the expected output, particularly in Asian context. At this point, we argue that Non-Western approaches inspired by the Asian local culture may serve as a promising alternative to fill-in the gap. Nevertheless, only limited attempts have been done thus far to examine the sustainability of these alternatives and their position against the predominant western ideas. By using primary data collected from two special regions in Indonesia (Aceh and Yogyakarta), this study explores how the local values inspire an alternative administration model that is proven to be workable at practical level, and examines the challenges and its sustainability issues in the modern society. It is suggested that both accommodative attitude towards the co- existence of western and non-western public administration model in the region and the natural internal dynamics among societal actors have created a balanced system which ensures the sustainability of non-western public administration model.

Abstract

This study discusses the role of the government in providing public services and infrastructure development to increase economic growth and community productivity. The case study focuses on the development of Rempang Eco City in Indonesia, which faced challenges due to the lack of involvement of the local community and the reliance on technical aspects only. The relocation efforts did not consider the social and emotional aspects of the community, leading to conflicts and human rights violations. It highlights the need for an effective communication strategy involving multi-actors to ensure that development projects are sustainable and do not discriminate against local indigenous populations. The government, indigenous communities, and BP Batam need to understand each other's interests and concerns to minimize the emergence of sectoral egos, dominance, and asymmetric information.  The research study used a qualitative approach with descriptive methods to explore the conflict between sectors on Rempang Island. Data collection was conducted through document study, gathering information from various credible secondary sources. The data analysis was descriptive, aiming to provide an interpretation of the conflicts and their implications. The theoretical basis of the text is the importance of effective communication in policy formulation and implementation, which is crucial for the proper functioning of democracy in a developing country like Indonesia.
