Abstract

Good governance, evidence-based planning, and sustainable rural development all rely on correct rural public service performance predictions. This study presents a Cross-Attention Multimodal Transformer developed for binary time-series classification of service conditions in the areas of agriculture, health, and environment at the level of the local government unit (LGU). Using bidirectional cross-attention layers, the model mixes several temporal signals so that healthcare and agriculture-environment streams can interact with one another. Using weighted uncertainty and calibration-awareness in a loss function helps to guarantee that the confidence scores are properly calibrated. With AUCs of 83.00% (agriculture), 79.40% (environment), and 63.90% (healthcare), which is lower, experimental results on a rural public service dataset indicate great discriminative and calibration performance. With 61.50%, 23.10%, and 18.90% respectively, the Brier scores suggest that the forecasts for health care and the environment are well calibrated. These findings suggest that cross-attention multimodal transformers may be quite useful in producing precise binary predictions of rural service results. At the LGU level, this would enable data-driven decision-making support.

Abstract

With the challenges of unemployment and underemployment, higher education institutions should make sure that they are producing students who are employable. Previous literatures provided some of the determine employability of graduates. In the present study, the results show that the graduates of the BSBA major in Financial Management program are hired within six months after graduation. They are also hired relevant to their specialization. Correlation results shows that most positive characteristics were negatively associated with job relevance, which may indicate trade-offs in career outcomes.

Abstract

This paper describes the lived experiences of Indigenous working student mothers in pursuing tertiary education in Zambales. It focuses on describing and finding meaning in their lived challenges and discovering their day-to-day struggles and experiences. It aims to propose a guidance and counseling support program that would help them ease their difficulties. A descriptive phenomenological research approach was employed, with respondents purposively selected to ensure that individuals with rich, relevant experiences related to the phenomenon under investigation were included. Data were gathered through one-on-one in-depth interviews with 12 respondents following a set of inclusion criteria. The respondents represented the Indigenous group of working student mothers enrolled in tertiary education in Zambales. Results of the study revealed that respondents describe their lived experiences as a challenge to their well-being. They describe being a mother as the most challenging job among other roles. Other challenges they identified included balancing parenthood and personal growth, time management problems, financial struggles, and academic challenges. Despite the hurdles they were facing, they found significance in their adversity. They experienced a profound sense of empowerment in their role as a model for others, emphasizing personal achievement, strength, and motivation, and inspiring dignity. A proposed guidance and counseling support program was designed to help this special group of students overcome their difficulties while pursuing tertiary education. Conclusions and recommendations are also provided.

Abstract

In times of rapid change and persistent learner challenges, continuously updating curriculum materials is essential. The growing problem of plastic pollution stresses the need to integrate citizen science into education to ensure relevance, engagement, and contextual application. This study developed and evaluated a module-based curriculum material that embeds citizen science into the Science, Technology, and Society (STS) curriculum, focusing on the assessment of coastal plastic waste. An initial needs-assessment among STS instructors revealed strong agreement on developing localized, citizen-science-based materials to enhance environmental awareness. Quantitative findings demonstrated high acceptability from both experts and students. Expert evaluation yielded “Fully Acceptable” ratings in all categories, with visuals rated “Very Good (Acceptable)” (Mean = 3.67), indicating strong quality and minor areas for improvement. The Students’ Involvement Index (SII) of 1.07 reflected effective learner engagement, while the Fry Readability Graph placed the module at the college reading level. The Communication Index (CI) ranged from 0 to 0.01, with a CI of 0.01 indicating fair comprehensibility—acceptable but suggesting refinement of scientific terms. Qualitative feedback from students showed that the module was engaging, meaningful, and applicable to real-world issues. Overall, integrating citizen science into the STS curriculum proved to be a viable and impactful strategy for promoting environmental literacy, fostering active participation, and strengthening contextual understanding of coastal pollution among undergraduate learners. Future work should focus on improving visuals and clarity, expanding instructional resources, enhancing teacher training, and conducting broader and long-term implementations to strengthen its educational impact.

Abstract

This study investigated the technology utilization in teaching and work performance of Junior High School Teachers in Zambales. The findings of the study revealed that the majority of the teacher-respondents are female, in their early adulthood, married, with earned units in MA, Mathematics major, Mathematics teaching load, with adequate years in service, Teacher I, and have attended numerous trainings related to the use of technology. The teacher-respondents perceived the use of ICT in their teaching to be highly utilized. Teachers performed very satisfactorily in their job using ICT in teaching. ICT training attended was found to significantly influence utilization across most dimensions, including planning, monitoring, implementation, productivity, and enrichment. Despite this high utilization and Very Satisfactory job performance, the study found no significant relationship between the utilization of ICT in teaching and the overall work performance of teachers, suggesting that high ICT use alone does not predict superior job outcomes. The proposed model plan has been developed to address difficulties in the technology utilization in the teaching of teachers.

Abstract

The critical role that successful aging has played on human beings to living fulfilling and meaningful lives in the midst of trials and tribulations is fast becoming noticeable. Nonetheless, there seems to be an undeniable gap in prior studies that investigates at what constitutes successful aging amongst adults in the LGBT spectrum, not to mention in the Philippine setting with its own particular cultural and social milieu. The study at hand explores the connection between successful aging and quality of life and to see whether resilience moderates such relationship amongst older adults in the LGBT group. Data were gathered from 164 respondents aged 55 and above through convenience sampling. Open-access instruments were used for this study including the Successful Aging Scale, the WHO Quality of Life–BREF (Filipino version), and the Brief Resilience Scale. Correlation and regression analyses were then performed in the study. Results showed a significant positive correlation between successful aging and quality of life (r = 0.55, p < 0.0001). Furthermore, moderation analysis revealed that resilience enhanced this relationship (b = 0.14, SE = 0.04, p = 0.0005). This shows the significant role of resilience as an important psychological resource that improves the favorable and positive impact of successful aging towards quality of life on Filipino LGBT older individuals.

Abstract

The objective is to study was the Elementary Teachers’Academic Preparation and Performance in order to determine the backdrop information for an intervention, multidimensional collaborative with all stakeholders of education community in Castillejos District. This utilized a descriptive-survey research design with the instrument developed in PPST being modified and adopted for data collection. Two hundred forty-eight individuals were included in this study. Findings of the study reveal that Teachers Competence is at a high level in Lee and Lean skills, learning environment, learner diversity assessment and reporting, community linkages & curriculum planning Community linkages & professional Engagements Personal Growth and Profession Development. The variation in teaching effectiveness based on professional status and monthly salary is statistically significant with respect to knowledge of content, pedagogy, diversity of learners; curriculum organization and planning; evaluation and reporting as well as personal growth /professional development. No statistically significant difference is noted in Teaching Performance based on Learning Environment when respondents are grouped according to gender, age, civil status, teaching position/rank and monthly salary. It is therefore suggested, in this study that:, teachers should participate in work shop and seminars, upgrading for higher degrees and certificate holders, digital literacy training for teachers and curriculum development. Involve the community in the school room, field trips and activity Theories to help create a learning environment and parent classes on How to help their child learn at home or He parents needs to understand the curriculum. Additional research can be performed to confirm the findings of the current study.

Abstract

This study performs a detailed bibliometric analysis to trace the evolution of sustainability and livelihood research, mapping key ideas, interdisciplinary connections, and the thematic shift from purely economic models to integrated frameworks encompassing social and ecological resilience, adaptive governance, and institutional dynamics. Using a structured approach with Scopus data, co-citation and co-word analyses were performed via VOSviewer and Bibliometrix. This process, guided by strict criteria, generated citation networks and keyword co occurrence visualizations to map the field's intellectual and thematic structure. Findings confirm the enduring influence of foundational frameworks, notably the Sustainable Livelihoods Framework (SLF) and Ostrom's Institutional Analysis and Development (IAD) framework. Results indicate an accelerating trend toward interdisciplinary teamwork, sustainability education, entrepreneurship, and the role of digital technologies in enhancing livelihood resilience.These findings offer useful insights for policymakers, educators, and industry players. They highlight the need for adaptive governance, technological innovation, and community-led sustainability projects. Additionally, the study points out important research areas, including climate adaptation strategies, gender-inclusive sustainability policies, and digital changes in livelihood systems. By connecting theoretical and practical views, this study helps deepen our understanding of the changing landscape of sustainability and resource management. It suggests strategic directions for promoting global sustainable development.

Abstract

This research investigated the relationship between screen time and digital literacy of elementary students at Learning Circle, Inc., Olongapo City, Philippines after the excessive use of digital tools brought by COVID 19. A descriptive-correlational type of research design was used with 102 students who were surveyed through Likert-scale questionnaire. Students’ screen time exposure was of a moderate level, with the mean screen time exposure score 2.74 (SD = 0.80). In the aspect of digital literacy, students have an acceptable level with the overall mean 2.85(SD =0.73). Statistically significant differences were found between age and grade when analysed via ANOVA in screen time exposure and digital literacy. In particular, there was a segregation in the adoption of screen time exposure by age (F(8, 93) = 4.058, p < 0.001) and scholarship level (F(5, 96) = 4.683, p < 0.001). However, there was no significant sex difference observed (F(1, 100) = 0.122; p = 0.727). There were statistically significant, positive correlations between screen time exposure and e-literacy (r = 0.710, p-value < 0.001) showing in Pearson correlation analysis.). These results suggest that increased levels of screen time may stimulate the acculturation in digital literacy and call for equitable usage in educational settings. The results of the research have significant implications for educators and policy makers on how to effectively incorporate technology into the classroom as a means of promoting positive amounts of screen time.

Abstract

This study examined The Role of Body-Worn Cameras (BWCs) in Shaping the Public Image and Credibility of the Philippine National Police (PNP), focusing on their impact on transparency, accountability, public trust, professionalism, and integrity. Conducted in Quezon City under Police Station 7, the study employed a quantitative research design involving 524 respondents—125 police officers and 399 community members selected using Slovin’s formula. Data were collected through validated survey questionnaires administered both in-person and online during the first quarter of 2025.  Findings revealed that  respondents  strongly agreed that BWCs enhanced transparency (????=3.65), accountability (????=3.60), public trust (????=3.59), professionalism (????=3.55), and integrity (????=3.55) within the PNP. The results indicated that BWCs promoted ethical conduct, reduced misconduct, and strengthened public confidence in law enforcement. However, challenges such as limited funding, inadequate training, and data management issues hindered optimal implementation. Despite these barriers, 91% of respondents expressed strong support  for  the  continued  use  of  BWCs  in  all  police  operations.  A  statistically  significant difference  (p  =  0.008) was identified  between  police  officers’  and  community  members’ perceptions, indicating that their differing roles and experiences shaped how they viewed BWC effectiveness.  Overall,  the  study  affirmed  that   body-worn  cameras  are  critical  tools  for strengthening the PNP’s transparency, credibility, and institutional integrity.
