Abstract

The openness of public information in the form of easy access for the public is one of the pillars in realizing good governance in order to increase the nation's competitiveness towards a Superior Indonesia 2045. However, unfortunately, there are still several problems related to openness of public information such as limited access to public information, limited technology and infrastructure, lack of public awareness and education, and so on, shows that there is still a great need for attention from all parties regarding strengthening this to support West Kalimantan's competitiveness in the era of industrial revolution 4.0. This research was conducted with the aim of analyzing the potential competitiveness of West Kalimantan in the era of industrial revolution 4.0 through openness of public information from a political perspective. This research was conducted using a qualitative descriptive method with data sourced from literature studies and interviews. The results and conclusions of this research found that there are three potential competitive advantages for West Kalimantan in the Industrial Revolution 4.0 era through openness of public information from a political perspective, namely public awareness to obtain the right to open public information; government information media innovation towards Smart Province; and the role of youth through One Data West Kalimantan. As a recommendation, it is necessary to strengthen existing potentials continuously and synergistically between government, non-government and society so that West Kalimantan becomes more competitive in the era of Industrial Revolution 4.0 through openness of public information.

Abstract

The existence of high threats and work risks that can occur at any time to the entire workers can have an impact on the welfare of workers. Therefore, there is a need for social protection for workers so that they can be protected from all threats and risks resulting from work. Especially for the Non-wage workers in Padang city which number of Non-wage workers in Padang city is quite high. Program of BPJS Employment is a government effort to fulfill the basic rights of citizens to obtain protection from various socio-economic risks resulting from work threats. This research aims to know how the implementation of employment social security program for Non-Wage workers at BPJS Employment Padang City. This study uses a qualitative approach with a descriptive method. Data collection techniques were conducted through interview, observation, and documentation. This research uses the theory of Van Meter and Van Horn, which consists of six variables: policy standards and objectives, resources, characteristics of implementing agents, inter-organizational communication, attitudes or tendencies of implementers, and social, economic, and political environmental conditions. Based on the research findings, the researcher concludes that the implementation of the Employment Social Security Program for Non-Wage Workers at BPJS Employment in Padang City has been implemented, but its application is still not optimal. There are still several obstacles in the implementation of the BPJS Employment Program, such as the lack of human resources in program implementation. Furthermore, there is a lack of knowledge and understanding, as well as misunderstandings among the public regarding the BPJS Employment Program. In addition, there is inconsistent communication and coordination with labor institutions and organizations, and the presence of other insurance institutions that may hinder the implementation of the BPJS Employment Social Security Program.

Abstract

Masih banyaknya masyarakat yang belum tercover dalam jaminan Kesehatan, dimana kebanyakan Masyarakat masih kurang aware terhadap pentingnya Kesehatan. Peraturan Presiden Nomor 64 Tahun 2020 mengenai Jaminan Kesehatan dalam aturan ini menjelaskan mengenai mekanisme serta penganggaran kontribusi iuran, pengelolaan dan pemanfaatan dana kapitasi JKN pada FKTP milik pemda. Salah satu program Jaminan Kesehatan tersebut yakni Kartu Indonesia Sehat (KIS) bagi Penerima Bantuan Iuran (PBI) dari Pemerintah Daerah di Kota Malang. Adanya dukungan dari Pemerintah Daerah membuat warga miskin yang belum tercover KIS subsidi APBN dapat diajukan pada subsidi APBD. Tulisan ini secara khusus menjabarkan hasil analisis terkait dengan program KIS bagi PBI APBD atau PBPU BP Pemda di Kota Malang. Berlandaskan teori Institutional Analysis and Development (IAD) oleh Elinor Ostrom, terdapat 3 (tiga) instrument didalamnya yaitu Arena aksi, Variabel eksternal (Rules in Use, Biofisical Condition dan Attribute of Community) dan Outcome (hasil). Penelitian ini menggunakan metode kualitatif studi kasus dengan teknik pengumpulan data melalui wawancara, dokumentasi dan observasi dengan menggunakan 5 responden. Hasil penelitian menunjukkan bahwa dalam arena aksi membahas sistematika dan pihak yang terlibat, dalam variabel eksternal pada indikator biofisik terkait dengan SDM, finansial, fasilitas, dan teknologi, dalam rules in use terkait dengan peraturan – peraturan yang mengatur program KIS PBI APBD, dan pada atribut komunitas terkait dengan persyaratan dan ketentuan terkait dengan program. Dalam Outcome berkaitan dengan pengulangan interaksi secara sistematis sehingga menghasilakn hasil yang ingin dicapai. Dari ketiga instrument tersebut, program KIS bagi PBI APBD atau PBPU BP Pemda telah dijalankan dengan baik dan didesain dengan baik sehingga mampu dipahami masyarakat. Adanya Jaminan Kesehatan, fasilitas Kesehatan, akses Kesehatan dan sebagainya menjadi benefit yang diberikan dalam KIS. Namun, dalam implementasi pelaksanaannya masih mengalami beberapa permasalahan diantaranya kurangnya kesadaran kesehatan pada masyarakat, kurangnya informasi, kemiskinan dan sebagainya.

Abstract

Non-governmental organizations (NGOs) have emerged as pivotal actors in social welfare delivery across developing countries owing to state capacity gaps. However, NGOs often struggle to achieve the intended benefits and long-term impacts, especially in rural community settings. This study aimed to investigate the organizational and environmental challenges experienced by NGOs in implementing programs for orphaned and vulnerable children (OVCs) in Zimbabwe. It focused on an NGO serving over 3,500 OVCs through educational, health, and psychosocial support initiatives in Masvingo province since 2003. Despite its benevolent goals, its efforts were hampered by myriad constraints. A qualitative case study approach was employed, involving interviews with five key personnel, two focus groups with field volunteers and area supervisors, a survey of 28 beneficiaries, and document review. The results showed that there were severe shortages of professionally trained staff who could work in rural areas, severe funding limitations due to limited church grants, unreliable data on target OVCs that made planning and monitoring more difficult, random government hostility through suspensions and too much red tape, and a strong dependence on beneficiaries. While aligning with scholarly critiques of NGO limitations, findings also highlighted the NGO's enduring relevance from proximity to the grassroots. To enhance organizational effectiveness, priorities include capacity building, donor diversification, low-cost monitoring technologies, coordinated government engagement, and fostering beneficiary self-reliance. This empirical inquiry provides original insights to advance the public goods theory on factors undermining NGOs' effectiveness in filling welfare gaps despite trust advantages. The results can inform strategies adopted by practitioners to surmount barriers and achieve public service missions

Abstract

The establishment of village-owned enterprises (BUMKam) was initiated as a driving force for the village economy and a desire for the welfare of the community. This is because the community's need for a high economy. This study aims to determine and analyze the role of BUMKam in increasing village original income (PAK). The author took 8 BUMKam in Tualang District. The data in this study were taken from secondary data and primary data obtained from the annual BUMKam financial reports and conducted in-depth interviews with 24 informants, namely village chiefs and BUMKam managers. This study uses a quantitative descriptive analysis method by analyzing maps and describing data. Based on the results of the study, it was illustrated that in increasing the village's original income it was influential but not significant and there were still obstacles that occurred. For this reason, the authors suggest that BUMKam be able to further increase revenue in the following year by continuing to develop its business units and it is hoped that it can increase community empowerment in the future.

Abstract

This research aims to find out the innovation of state civil apparatus in improving public service performance. Innovation in public services will be largely determined by a tradition that applies in an agency, building creativity, besides that the available space is often an obstacle to the creation of innovation ideas that are launched. This then becomes the focus of this research, namely innovation in improving the performance of public services. The idea of innovation is based on the slow service and the number of patients who lose their health cards, the limited number of patients who get services, namely 20 to 30 people a day. With the duration of medical record services previously 15 minutes after the innovation is not enough 5 minutes because the patient only mentions the house number. With administrative services until 15.00. This research was conducted at Patimpeng Health Centre, Bone Regency, which focuses on resource support, reward and punishment systems, organisational environment, budget support and personal based organisation as well as institutional strengthening in supporting the blessing innovations launched at Patimpeng Health Centre, Bone Regency. The research method used in this research is qualitative descriptive. The data collection process is interviews and documentation, and observation then the data obtained is reduced, coding the data to sort out the data in accordance with the indicators in the study and then drawing conclusions based on interview data, observation and documentation. The number of respondents in this study were 5 people consisting of puskesmas officers, the community and also the leadership of the Bone Regency health office. The results of this study found that the innovations carried out are still constrained by human resource support, budget limitations and also the understanding of the community regarding the new service system so that institutional strengthening still needs to be improved for the sustainability of these blessed innovations.

Abstract

This research aims to evaluate PAMSIMAS program activities in Purwosari II Village. The method used is qualitative with descriptive research type. Data sources come from several sources, namely, primary data sources, namely the results of interviews with 10 informants and observations; second, secondary data taken from collecting documents, news, books, research reports, and articles. The results of PAMSIMAS research in Purwosari II Village seen from the criteria of equity, responsiveness and accuracy are quite good. Meanwhile, the criteria for effectiveness, efficiency and adequacy are still not good. The inhibiting factors in evaluating PAMSIMAS in Purwosari II Village are the socio-economic conditions of the community, lack of socialization about PAMSIMAS to the community, and PAMSIMAS raw materials using river water. The suggestions in this research are (1) For people who have economic problems, it is hoped that the village government can use village funds to help by eliminating payment of half the installation costs so that poor people can also enjoy the PAMSIMAS flow; (2) Socialization or dissemination of information about PAMSIMAS is being intensified again, both through electronic media and other means. Home visits must also be carried out evenly so that people who have not been touched or do not know and understand PAMSIMAS will know and understand better; (3) In the future, we hope that the village and PAMSIMAS managers will provide a water source for PAMSIMAS other than river water, for example from wells. The condition of the river water is uncertain and has acid levels and a taste that is too bland, making PAMSIMAS water unfit for drinking.

Abstract

This research is conducted to assess the impact of educational attainment, age, and husband's income on the labor participation of married women in the processing industry sector within Pelalawan Regency. Additionally, the study aims to identify the most influential variable among these factors on the work participation of married women in the same sector and region. The research employed purposive sampling, with a total of 64 respondents, and conducted data analysis using multiple linear regression, assisted by the Eviews 10 software program. The findings indicate that collectively, the level of education, age, and husband's income level have a statistically significant impact on the work participation of married women in the processing industry sector in Pelalawan Regency. On an individual basis, the level of education (X1) exhibits a significant and positive influence on married women's work participation, while age (X2) has a significant and negative effect on their work participation. Similarly, the level of husband's income (X3) significantly and negatively affects the work participation of married women. Among these three independent variables, the level of education emerges as the most dominant factor influencing the work participation of married women in the processing industry sector in Pelalawan Regency. The cumulative effect (R2) of these three variables on the dependent variable accounts for 63%, leaving the remaining 37% influenced by other unexamined variables in this study.

Abstract

The Politics of Empowering the Community in village development in the Sayan District is crucial in enhancing active citizen participation in the policy-making process, decision-making, and implementation of village development programs. Political participation in the Sayan District can take the form of direct participation through village meetings, participation through representative mechanisms, as well as participation through collective action and advocacy. Strong political participation can reinforce the independence of the village in managing natural, social, and economic resources in the Sayan District. Through political participation, residents can voice their interests and aspirations, making policies and village development programs more responsive to the needs and expectations of the residents. Additionally, political participation can also improve accountability and transparency in village financial management and the development of village infrastructure in the Sayan District. However, there are challenges in promoting political participation in villages in the Sayan District, such as the lack of awareness among the community about the importance of political participation, limited access to information, and the insufficient skills and capacities of the community in managing village resources. Therefore, efforts are needed to strengthen community political participation in the Sayan District, including enhancing political literacy, developing inclusive participation mechanisms, and empowering village communities in sustainable resource management
