Abstract

The purpose of this study is to analyze the existence of a Single Candidate in the 2024 Regional Head Election in Maros Regency. This study uses a qualitative method with a deductive approach. The research technique is the observation method, namely conducting reflexivity and triangulation and conducting interviews with several agencies such as the Election Supervisory Agency, academics, youth leaders, community organizations and the general public. As well as other sources, namely documents from existing regulations, internet documents and trusted journals. The research was conducted in August - October 2024. The results of the study show that the regional elections will be followed by a Single candidate who is the incumbent, namely the Regent candidate. Initially paired with his partner in the previous period, but because he did not meet the requirements (TMS), there must be a process of replacing the partner in the registration stage. The existence of a Single candidate in the regional elections is also influenced by several things, namely, first, the strength of the Maros Regent candidate who is the incumbent and has social capital and symbolic capital and the strength of support from political parties which is fully held by the Single candidate pair, namely Chaidir Syam-Muetazim. So the pair must advance in the regional head elections against an empty box.

Abstract

This study aims to analyse the capabilities of the Muaro Jambi Regional Disaster Management Agency (BPBD) and the efforts made to combat forest and land fires. Forest and land fires caused by natural and human factors cause environmental damage and result in ecological, economic, and socio-cultural losses. To effectively prevent and control such incidents, the Muaro Jambi BPBD must have strong institutional capabilities. This study uses a qualitative descriptive approach, with data collected through in-depth interviews and document analysis. Using the Kusumasari Capacity Framework, this study evaluates key indicators such as institutional structure, human resources, policy implementation, financial capacity, technical aspects, and leadership. The findings show that the Muaro Jambi BPBD has demonstrated commendable performance in fire prevention and control. However, several challenges remain, including inadequate infrastructure, limited human resources, and budget constraints, which hamper the agency's ability to operate optimally. In addition, public awareness of fire prevention remains uneven, and land clearing by burning is a major cause of fires, along with weather factors. To improve its capabilities, the Muaro Jambi Regional Disaster Management Agency has focused on strengthening cross-sector collaboration, increasing human resource capacity, and utilising technology to support more effective fire prevention and control strategies.

Abstract

This research aims to analyze the implementation and obstacles in the public policy formulation of local tax regulations in Bekasi City. Employing a descriptive qualitative method with a case study approach, data were collected through interviews with purposively selected policy-formulating informants and analyzed using the Miles and Huberman interactive analysis model. The research results showed that the policy formulation process went through four stages (problem identification, policy agenda, alternative selection, and policy determination) but was marked by four main obstacles: time management, incompetence of human resources, differing actor agendas, and prevailing rules and procedures. This research contributes empirical evidence on how contextual factors, such as legal deadlines and local political dynamics, can impede policy formulation at the regional level, offering practical implications for local governments to improve management capacity and institutional coordination.

Abstract

The purpose of this study is to explain the critical role of strengthening the institutional framework of the Regional Representative Council (DPD RI) in strengthening regional independence, particularly regarding the minimal authority of the DPD based on the constitution, namely proposing draft laws related to regional interests, and participating in discussions. This is, of course, not the basic authority of the parliamentary institution, but only a derivative of the authority of the DPR, which means the DPD is not a complete legislative institution because it does not have the authority to make final decisions in the political process. This research methodology is qualitative with descriptive analysis. The results of this study explain the institutional position of the DPD in the Indonesian constitutional system, the strengthening of the bicameral system, and the idea of amending the 1945 Constitution to strengthen the position of the DPD. Constitutional breakthroughs to improve the position of the DPD are essential because, since the DPD was established, there has been no breakthrough in its institutional function. Strengthening the function of the Regional Representative Council (DPD) through the fifth amendment to the 1945 Constitution is expected to optimize regional autonomy as an anchor of development and national integration. Therefore, it is also necessary to build the desire, togetherness, and will of stakeholders, such as political parties, the House of Representatives (DPR), the Regional Representative Council (DPD), academics, and the community, to realize the noble ideals of developing a more advanced, effective, and equitable Indonesia.

Abstract

This research was conducted with the aim of testing and analyzing the influence of work motivation on the performance of security employees at the Light Rail Transit (LRT) in South Sumatra. The variables in this research are work motivation and employee performance. The sample used was 100 South Sumatra Palembang LRT security employees with a sampling technique using cluster sampling. The primary and secondary data used in this research are primary and secondary data. The research method used was quantitative, and the data collection method was questionnaires and documentation. The test equipment used is SPSS version 26, and Amos version 20, with the data analysis techniques used are simple linear regression analysis techniques, t test, and coefficient of determination. The results of this research work show that work motivation influences the performance of South Sumatra LRT security employees. From the results of the research explained in the previous chapter, it can be concluded that the Work Motivation Variable (X1) influences the performance of South Sumatra LRT Security Employees. This is proven by the research results with a calculated t value of 26.339 > t table 1.660 and a significance value of 0.000 < 0.05 with an influence level of 95%.

Abstract

This study aims to analyze the implementation of e-government as part of bureaucratic reform at the local government level. The research method used is qualitative and uses NVivo 12 Plus to analyze the data. The results show that implementing e-Government in West Nusa Tenggara (NTB) Province has shown significant progress as an integral part of bureaucratic reform. Various digital platforms such as NTB Satu Data, NTB Care, SIPD, and SPBE-based services have successfully increased efficiency, transparency, and accountability in governance. The increase in the SPBE index value nationally and through internal assessments demonstrates a strong commitment from the local government to building an integrated digital government system that is responsive to public needs. NTB continues to encourage digital transformation with various strategies such as ICT training for civil servants, strengthening networks and data centers, and developing artificial intelligence-based applications. This step proves that digitalization is focused on providing public services and enhancing the internal capacity of the bureaucracy. NTB has positioned e-Government as a strategic instrument in realizing a more adaptive, professional, and participatory bureaucracy. By maintaining this positive trend and overcoming existing obstacles, NTB has great potential to become a model for best practices in digital government implementation in Indonesia, while accelerating the achievement of the vision of a clean, effective, and serving national bureaucratic reform.

Abstract

This study aims to analyze the effect of service quality on patient satisfaction and its implications for loyalty at Herlina Kasih Hospital, a semi-urban health facility facing increasing competition. Service quality was examined comprehensively through the five SERVQUAL dimensions: tangibles, reliability, responsiveness, assurance, and empathy. A quantitative research approach was applied using purposive sampling, with 116 patients who had visited the hospital more than four times and were aged 16 years or older. Data were collected through structured questionnaires and analyzed using path analysis after passing classical assumption tests to ensure validity and reliability. The results show that all SERVQUAL dimensions significantly influence patient satisfaction, with empathy emerging as the most dominant factor. Furthermore, service quality has both direct and indirect effects on patient loyalty, where satisfaction acts as a significant mediating variable. This finding indicates that loyalty is not merely shaped by perceptions of service but is strongly determined by the level of patient satisfaction. The study concludes that improving hospital services requires a holistic, patient-centered approach that integrates personal interaction and technological innovation. By strengthening service quality across all dimensions, hospitals can enhance patient experiences, build long-term loyalty, and create a sustainable competitive advantage in the healthcare sector.

Abstract

This study aims to explore the practices of transformational leadership implemented by the principal, who concurrently holds the role of a guidance and counseling teacher at SMPN 3 Cikembar, within the context of Education 4.0.  The main focus of this study is to understand how these leadership practices are implemented, the factors that support their success, and their impact on the school's readiness to face digital challenges and educational innovation in the era of 4.0. This research uses a qualitative approach with a case study method, involving the principal, teachers, and students as key informants. Data collection techniques were carried out through observation, interviews, and documentation. The results of the study show that the principal applies seven forms of transformative leadership, including modeling, inspiration, giving appreciation, supporting creativity, discussion forums, empathy for school members, and digitizing learning. The success of these practices is supported by personal commitment, a background in guidance and counseling, the ability to handle multiple tasks, and collegial support from teachers. In conclusion, humanistic-based transformative leadership can create a collaborative and adaptive school environment. This study recommends ongoing training/workshops, inter-school collaboration systems, and a humanistic approach to educational leadership to effectively address the challenges of the 4.0 era.

Abstract

The purpose of this study is to analyze the financial management model of villages through the principles of good governance. The research methodology uses a qualitative method with a case study design, data collection through observation techniques, in-depth interviews, and document analysis. Data validity is ensured through triangulation of sources and data collection methods. The research informants consist of 17 individuals, including the Village Secretary, Village Treasurer, Village Council, Village Consultative Body, Department of Village Community Empowerment, Inspectorate, and Village Community. Data analysis includes data collection, data display, data condensation, and conclusion drawing/verification. The research findings indicate that accountability is in place, but it is not accompanied by a strong commitment from the Village Head. Community participation focuses on the results of development rather than monitoring or supervising budget use. The use of the village website for financial transparency is still minimal. In terms of the rule of law, there is still non-compliance with regulations in village financial management, necessitating the concept of preventive oversight. The limitations of this study are related to the key informant, the Village Head of Kapas, who could not be interviewed due to legal proceedings, and the study did not include aspects of equality, vision, strategy, responsiveness, and consensus-oriented principles in village financial management. These limitations can serve as recommendations for future research. The implications of this study are the development of concepts for financial management in village governance in Indonesia

Abstract

This study analyzes the operational role of the Sleman SAR Standby Unit (USS Sleman) in conducting search and rescue (SAR) operations and identifies the supporting and inhibiting factors that affect its effectiveness within the local disaster management system. Using a qualitative descriptive approach, data were collected through semi-structured interviews and document analysis. Bruce J. Biddle’s (1986) role theory is applied as the analytical framework, focusing on five components: expectations, norms, performance, evaluation, and sanctions, with additional consideration of contextual factors such as regulatory frameworks, disaster risk characteristics, and organizational capacity. The findings show that USS Sleman performs under well-defined institutional expectations and established national SOPs, reinforced by informal team norms such as discipline and trust. As a first responder and initial field coordinator, the unit plays a vital role in early-stage SAR operations and stakeholder coordination. Despite its generally effective performance, the unit faces several challenges, including limited specialized equipment, logistical constraints, and coordination gaps among agencies. This study contributes to the disaster management literature by offering a role-based operational analysis of a local SAR unit, a topic rarely explored in previous research. It underscores the importance of enhancing institutional capacity, improving inter-agency collaboration, and adapting policies to increase SAR responsiveness and strengthen community resilience in high-risk areas.
