Abstract

Mismatch is a serious problem in Indonesian labor market. This study aims to determine the qualification mismatch map of the labor mismatch in Indonesia, especially in 5 main sectors with the highest labour force. These sectors are industry, trade, education services, government services and construction. The data used in this study is the BPS National Labour Force Survey (Sakernas) in August 2019. The method used is descriptive statistics through a crosstab table between education level and occupation. The results shows that the qualification mismatch level in Indonesia is 44.8 percent, with 18.83 percent working above their competencies and the remaining 35.48 percent working below competencies. Further, the government administration, defense and social security sectors had the lowest matching rate, which was 25.66 percent. Meanwhile, the sector with the highest matching rate was the education services sector at 72.5 percent.

Abstract

Di era digital ini, perempuan cenderung keluar dari pekerjaan formalnya untuk berwirausaha. Mereka masuk ke wirausaha karena menawarkan lebih banyak waktu di rumah sehingga mereka tetap bisa mengurus rumah tangga. Tujuan dari penelitian ini adalah untuk mengetahui pola penggunaan Internet yang dilakukan oleh perempuan yang berwirausaha yang sudah menikah. Studi ini menginvestigasi fenomena tersebut dengan menganalisis data Survey Angkatan Kerja Nasional (SAKERNAS) dan mereview berbagai literatur yang sudah ada sebelumnya khususnya mengenai perempuan yang berwirausaha yang memanfaatkan Internet sebagai alat teknologi digital dalam pekerjaannya guna menunjang kinerja usahanya, sedangkan penelitian sebelumnya hanya berfokus pada pengukuran frekuensi. mengakses aplikasi Internet dan mengabaikan status perkawinan mereka. Hasil penelitian menunjukkan bahwa karakteristik orang yang menggunakan Internet untuk melakukan pekerjaan utamanya kebanyakan berasal dari daerah perkotaan, tamat pendidikan tingkat SMA, terbilang muda, dan sudah menikah. Adapun perempuan yang berwirausaha baik yang sudah menikah maupun yang belum menikah memiliki kecenderungan mengakses internet agar dapat memberikan kemudahan bagi mereka dalam berkomunikasi dengan konsumen, mempromosikan produk mereka dan bertransaksi dengan konsumen.

Abstract

This study tries to offer a formula for calculating a decent wage for fuel truck drivers, especially those transporting fuel oil. The meaning of the word decent is related to meeting the needs of a reasonable life, considerations of driver productivity and safety as well as compliance with applicable wage provisions. The data is based on the monthly salary report at XYZ Company, the results of interviews, and field observations. The multiple linear regression method is used to determine what factors affect the number of wages and the value of the coefficient generated from each variable/factor as the basis for formulating the formula. Related literature review and analysis of applicable wage provisions (wages and overtime pay) are used to strengthen the variables raised in the wage formula. The results showed that several variables did not have a significant effect on wage formation, and the resulting calculation model was able to produce a decent wage level.

Abstract

Increasing the participation of Labor Social Security in Indonesia has become the government's commitment. However, until now, there are still many workers who have not participated in labor social security. This paper aims to analyze the gap in the social security membership of workers in Indonesia. Data for analysis is SAKERNAS, August 2018 issued by BPS. Data analysis was carried out by descriptive analysis with both tables and graphics. The results of the analysis show that the participation of workers in labor security in Indonesia is 41.45%. Disparities in labor social security membership occurred in the formal and informal sectors of 48.92% and 1.13%, respectively. Disparities in labor security membership also occur according to main industry, province of residence, gender, and level of education. By sector, the lowest participation occurred in the construction and accommodation sector (20.26%), while the highest participation was in the electricity and gas sector (72.26%). For workers with a diploma education and above, labor security participation is 64.34%, while in junior high school and below, the participation is 19.55%. The participation of labor security in casual workers is still low. Limited income is the main obstacle for informal sector workers and free workers to participate in Labor Social Security. For this reason, it is necessary to think about a subsidized financing scheme so that labor social security does not burden the informal sector workers.

Abstract

Indonesia memiliki tingkat kewirausahaan yang masih rendah jika dibandingkan dengan negara-negara tetangga di Asean seperti Singapura, Malaysia dan Thailand. Rendahnya tingak kewirausahaan di Indonesia berbanding lurus dengan masih tingginya tingkat pengangguran terbuka. Hal ini bisa dipahami karena dengan rendahnya tingak kewirausahaan akan berdampak pada terbatasnya kesempatan kerja yang tersedia untuk dapat menampung angkatan kerja. Salah satu upaya untuk meningkatkan minat angkatan kerja untuk berwirausaha, maka pemerintah perlu penyelenggarakan berbagai program pendidkan dan pelatihan untuk meningkatkan kompetensi angkatan kerja dalam mencari peluang penciptakan dan pengembangkan usaha. Penelitian ini bertujuan untuk melakukan evaluasi terhadap dampak dari pemberian bantuan program pelatihan kecakapatan hidup yang diberikan Kementerian Ketenagakerjaan kepada Lembaga Pelatihan Kerja Swasta. Data yang digunakan dalam penelitian berupa data sekunder maupun data primer yang dikumpulkan melalui metode penyebaran kuesioner dan wawancara mendalam. Sampel yang digunakan dalam penelitian ini meliputi penyelenggaraan program pelatihan kecakapan hidup yang dilaksanakan di tujuh Provinsi. Analisis data dilakukan secara deskriptif. Hasil evaluasi terhadap LPKS, Peserta Pelatihan dan Instruktur Pelatihan menunjukkan nilai yang sangat baik. Penyelenggaraan pelatihan kecakapan hidup memberikan dampak yang signifikan dalam memberikan peluang pada masyarakat untuk mengembangkan usaha khususnya bagi angkatan kerja muda yang putus sekolah. Melalui bimbingan dari pemilik LPKS yang sebagian besar sudah memiliki jaringan dengan Dunia Usaha dan Dunia Industri serta telah memiliki bisnis di bidang yang sesuai dengan pelatihan kecakapan hidup yang diselenggarakan, alumni pelatihan mendapatkan motivasi dan keberanian menanggung resiko merintis dan mengembangkan usaha mandiri.

Abstract

Children are very valuable assets in the future, especially as human resources that will continue development. Children have the right to get opportunities to develop, grow healthy and have proper education. However, until now there are still many children who have not perfectly obtained these rights because they have to work. The involvement of children in the labor market is one of the problems in the field of employment, especially by looking at the condition of the majority of child laborers in the informal sector. The 2017 Susenas results until 2019 show that the percentage of child laborers working in the informal sector is always above 70 percent. Characteristics of child labor in the informal sector are characterized by the highest level of education at the elementary level and have not finished elementary school. More than 50 percent of informal child workers are still actively attending school at the formal education level. The informal sector child laborers in urban areas mostly work in the service sector while in rural areas there are in the agricultural sector. More than 50 percent of informal sector child laborers are household members with household expenses in the lowest 40 percent group.

Abstract

The population growth of both men and women from year to year shows that the supply of labor in Indonesia has increased every year. The occurrence of this increase also indirectly affects the increase in the number of the workforce. The role of women is basically taking care of the household. However, there are several conditions that encourage women to continue working. Women's Labor Force Participation Rate (TPAK) has always increased every year. This study aims to examine the factors that influence the decision of married women of productive age to work. Using sample data from SAKERNAS in August 2019. The data were analyzed using logistic regression analysis. The dependent variable was the working status of married women. Meanwhile, the independent variables were the number of household members, latest diploma held or level of education, and age of married women. The results of the study show that the three variables significantly influence the decision of married women to work. The variables of the number of family members and age have a negative effect on the decision of married women to work. Meanwhile, the education level variable has a positive effect on the decision of married women to work.

Abstract

The development of technology and information results in changes for the government in providing services to related stakeholders. The Ministry of Manpower has specifically provided employment services by building manpower information system (SISNAKER) that can be accessed online. This study aims to analyze relation the quality of the website which affects the intention to use Sisnaker. Data were collected using an online survey of 2041 Sisnaker users. Data processing is carried out using the Structural Equation Model (SEM) method. Based on the results, the website quality factor (with the biggest aspect of website content) has a positive effect on trust, and trust has a positive influence on the intention to use the service. The Ministry of Manpower need improve the quality of web sites on the aspects of content, ease and improve responsiveness to be able to increase the trust and the number of service users.

Abstract

The labour paradigm changes along with the presence of the industrial revolution 4.0. The impact on employment is a change in several indicators, includingflexibility in working hours, wages, and work relations. Law No. 11 of 2020 concerning Job Creation is considered to be one of the government’s breakthrough to face industry 4.0. One of the points stipulated in the regulation is the existence of job loss insurance (JKP) as a safety net along with the high flexibility. Government Regulation No. 37 of 2021 concerning the Implementation of Job Loss Security regulates that one of the components of worker contributions comes from the central government. This study aims to estimate the increase in government’sexpenditure in line with this scheme. The results of the analysis using BPS data show that the average JKP contribution out of the central government has the potential to increase by 28.39 percent per year. This number is predicted to continue to increase along with the narrowing of the boundaries between formal and informal workers.

Abstract

The Development of Productive Migrant Villages (desmigrative) pioneered by the Ministry of Manpower isintended to provide protection for Indonesian Migrant Workers Candidates (CPMI) / Indonesian Migrant Workers (PMI) and improve the welfare of their families, by offering 4 main programs, namely migrationservices, community parenting, productive business. and desmigrtif cooperatives. The success development of desmigratif is largely determined by the coordination and collaboration between Ministries / Agencies and other government and non-government agencies.Based on the results of the evaluation of the villages that are the object of productive migrant village development, it turns out that there are still many problems faced by the village government and the village community in order to be able to implement the 4 desmigrative pillar programs.This study aims to examine the problems that occur in desmigratif development associated with the concept of budgeting and planning. His research uses secondary data and primary data obtained from survey locations in 5 villages which are the objects of desmigratif development spread across 5 provinces. Data analysis was performed using qualitative methods. The results showed that the problems that occurred were due to the not yet implemented coordination and collaboration in the implementation of desmigratif development. The Ministry of Manpower needs to approach Ministries / Institutions as well as other government and non-government agencies and formulate strategic steps to implement the money follow program budgeting paradigm and a Holistic-Thematic-Integrative - and Spatial planning approach based on the 2020 RPJMN national priority development agenda. -2024.
