Abstract

Indonesia, as a unitary state, adheres to a government system based on the principle of decentralization as mandated in the 1945 Constitution of the Republic of Indonesia. Through decentralization, the state grants autonomy to regions to regulate and manage certain governmental affairs, including the authority to create regional legal products as instruments for regulating regional autonomy. This authority is constitutionally legitimized in Article 18, paragraph (6) of the 1945 Constitution; however, it is not absolute, as it must remain within the framework of the Unitary State of the Republic of Indonesia and the national legal system, which is hierarchical. This research is normative legal research using a statutory, conceptual, and historical approach. The study analyzes the position and limits of the authority of autonomous regions in the formation of regional legal products, as well as the juridical problems that arise in practice. The results of the study indicate that regional legislative authority is a legitimate attribution of authority constitutionally, but it is limited by the principles of the unitary state, the hierarchy of legal regulations, the mechanisms of supervision and guidance from the central government. In practice, the formation of regional legal products still faces juridical problems, such as discrepancies between the material content and regional authority, the weak application of the principles of good legislative process, and the duality of supervision authority and harmonization between the Governor as the representative of the central government in the region and the Regional Office of the Ministry of Law and Human Rights.

Abstract

The integration of information technology has fundamentally transformed the insurance industry, particularly in the digital delivery of general insurance products. This study examines the implementation of ISO 31000:2018, a risk management framework, in managing inherent risks at HGI Insurance during its digital transformation. The primary objective of this research was to evaluate the application of ISO 31000:2018 in the management of digital insurance product risks, focusing on inherent risks such as operational, compliance, legal, and reputational risks. Using a qualitative descriptive approach with evaluative-prospective orientation, this study analyzes primary data from interviews with key informants at HGI Insurance and secondary data from internal and external documents. The findings reveal that while the risk management system aligns with ISO 31000:2018 principles, it is still in the early stages of full integration. The company's risk management policies and frameworks have been adapted to digital operations, and there is an ongoing effort to improve cross-functional coordination and develop a fully integrated risk management system. The study concludes that although the digital transformation presents new challenges, HGI Insurance is making significant strides in enhancing its risk management capabilities, ensuring compliance with both ISO 31000:2018 and the Financial Services Authority's regulations .

Abstract

This research aims to analyze sustainable tourism management strategies in the Lovina Beach Coastal Area, Kalibukbuk Village, Buleleng Regency, using the MICMAC (Matrix of Cross Impact Multiplications Applied to a Classification) systemic analysis approach. The study employs a quantitative descriptive approach with a systemic perspective, involving ten key respondents representing the Pentahelix stakeholders. Data were collected through MICMAC questionnaires, in-depth interviews, and field observations, and subsequently analyzed using MICMAC software to map the levels of influence and dependence between variables within the coastal tourism management system. The results indicate that Coastal Waste Management, active Community Participation, and Equitable Distribution of Economic Benefits from tourism serve as primary driving variables within the system. Community-based tourism and the Quality of the Coastal Environment act as linkage variables, while the Effectiveness of the Area Management System falls into the dependent variable category. These findings emphasize that the strategic and systemic strengthening of driving variables, coupled with improved coordination among stakeholders, is the primary key to achieving sustainable tourism management in the Lovina Beach Coastal Area.

Abstract

This study aims to determine the influence of Organizational Culture (X1) and Organizational Support (X2) on Organizational Citizenship Behavior (OCB) (Y) in employees of regional public companies in 2026. This study uses a quantitative approach with a verifiable descriptive method. Data was collected through a questionnaire from 108 employees who were determined using the Slovin formula with a margin of error of 5%. Data analysis techniques include classical assumption test, multiple linear regression analysis, t-test, F-test, and deter-mination coefficient analysis with the help of IBM SPSS version 29 for Windows device. The results of the study show that Organizational Culture and Organizational Support simultaneously have a positive and significant effect on Organizational Citizenship Behavior. These findings are supported by a deter-mination coefficient (Adjusted R Square) value of 0.354, which indicates that Organizational Culture and Organizational Support are able to explain the variation in OCB by 35.4%, while the rest is influenced by other variables outside the study. Partially, Organizational Culture has a positive and significant influence on OCB, similarly Organizational Support shows a positive and significant influence on OCB, with Organizational Support having a more dominant influence. The resulting regression equation shows that an increase in Organizational Culture and Organizational Support will be followed by an increase in employee OCB behavior. These findings affirm that strengthening organizational cultural values and providing fair and sustainable organizational support are important factors in encouraging employee voluntary work behaviors that support organizational effectiveness.

Abstract

The East Java Provincial Government has established standards for application development through Governor Regulation No. 98 of 2018; however, it lacks a standardized method for estimating development costs based on system complexity. This discrepancy leads to significant budget variations across regional agencies, impacting consistency, transparency, and accountability in budgeting. This study proposes an extended method for cost estimation using Extended-COSMIC Function Points (FP), aimed at providing a reliable and measurable basis for government application development. System complexity is first assessed using COSMIC FP, followed by the conversion of the functional size into estimated effort, which is then translated into cost estimates according to the pay rates stipulated in the Decree of the Minister of Communication and Information Technology No. 117 of 2024. The method was tested on 15 applications, yielding a Mean Relative Error (MRE) of 12.30% and a Predictive Accuracy (PRED) of 93.33%. The results demonstrate that the Extended-COSMIC FP method provides accurate, consistent, and transparent cost estimates, ensuring more reliable budget planning in government application projects. The method's high accuracy and practical applicability make it a valuable tool for standardizing cost estimation across governmental IT projects

Abstract

The development of electric motorcycles in Indonesia shows rapid growth until 2023, but has decreased in 2024. This condition indicates that there is a gap between increasing public environmental awareness and the realization of buying interest in environmentally friendly vehicles. One of the factors that is suspected to affect the buying interest is the implementation of Green Marketing by the company and the characteristics of Green Consumer in consumers. This research aims to analyze the influence of Green Marketing and Green Consumer on the Interest in Buying Electric Motorcycles in the community in Cirebon City, both partially and simultaneously. This research uses a quantitative approach with the Structural Equation Modeling method based on Partial Least Squares (SEM-PLS). Data were collected through a Likert scale questionnaire to 115 respondents who were selected using purposive sampling techniques. The results of the study show that Green Marketing has a positive and significant effect on the Buying Interest of electric motorcycles, as well as Green Consumers which also have a positive and significant effect. Simultaneously, Green Marketing and Green Consumer were able to explain 69.6% of the variation in Buying Interest, with Green Marketing having a more dominant influence. The results of this study show that an effective green marketing strategy, supported by consumer environmental awareness, plays an important role in increasing buying interest in electric motorcycles.

Abstract

The development of digital payment systems supports the increase in the use of QRIS, especially among Generation Z. This research aims to examine the influence of ease of use and transaction security on QRIS usage decisions, as well as testing the role of benefit perception as a mediating variable. A quantitative approach with an associative study design was used. Primary data was collected through a questionnaire administered to 168 Generation Z respondents who use QRIS in Cirebon City, using purposive sampling techniques. Data analysis was conducted using SEM-PLS with the help of SmartPLS. The results of the study show that ease of use and transaction security have a positive and significant influence on the decision to use QRIS. These two variables also positively influence the perception of benefits. The perception of benefits has been proven to have a significant effect on the decision to use QRIS and is able to mediate the influence of ease of use and transaction security on the decision to use. These findings indicate that the decision to use QRIS is influenced by a combination of convenience, security, and the benefits that users perceive. This research contributes to economic growth by promoting digital payment adoption, transaction efficiency, and financial inclusion. Its novelty lies in testing benefit perception as a mediating variable in an integrated model of Generation Z's QRIS usage at the regional level.
