Abstract

This study investigates the economies of scale and efficiency of small-scale capture fisheries, as well as to know how the socio-economic variable influencing the small-scale capture fisheries business in the Kurau village, Central Bangka district. The approach used is a quantitative method by applying multiple linear regression models to adopt the Cobb-Douglas production function. The study found that the scale-economies condition in the small-scale fisheries is decreasing return to scale. We also found the results of allocative efficiency in this small-scale fisheries business are relatively inefficient. Other findings of model estimation indicated that the variables of capital, labor, and fishing distance have a positive and significant effect, while the variables of age, experience, and education level of fishermen have no significant effect on small-scale fisheries production. The main factor that is an obstacle for local fishermen is technology, therefore technology assistance and support from the government are needed as a policy to improve small-scale capture fisheries business and fishermen welfare.

Abstract

Kegiatan penangkapan ikan dengan menggunakan berbagai jenis alat tangkap yang dilakukan terus-menerus akan mempengaruhi kondisi sumberdaya ikan dan lingkungan. Penangkapan ikan dengan metode tidak ramah lingkungan akan mempercepat terjadinya over fishing karena kegiatan penangkapan yang semakin tidak selektif dan terjadinya kerusakan habitat sebagai akibat dari metode penangkapan yang merusak. Namun penangkapan legal juga tetap menyebabkan over fishing jika penerapan effort dilakukan melebihi kapasitas yang mungkin bagi stok sumber daya dalam melakukan pemulihan. Penggunaan alat tangkap ramah lingkungan berbasis Code of Conduct for Responsible Fisheries (CCRF) merupakan salah satu langkah dalam menjaga keberlangsungan kegiatan penangkapan ikan yang tetap memperhatikan sumberdaya ikan dan lingkungan. Terdapat berbagai jenis alat tangkap yang digunakan nelayan di wilayah Cirebon, salah satunya yaitu jaring kejer (bottom gill net). Tingginya tingkat operasi penangkapan ikan tradisional di sekitar perairan pantai Cirebon diduga mempengaruhi ketersediaan stok sumberdaya ikan. Tujuan penelitian yaitu menentukan status alat penangkapan ikan jaring kejer ramah lingkungan di perairan Cirebon. Penelitian dilakukan pada bulan Februari – April 2020 di Kabupaten Cirebon. Metode penelitian yang digunakan yaitu metode deskriptif. Analisis data Jaring Kejer ramah lingkungan menggunakan metode pembobotan (Scoring method) berdasarkan 9 kriteria alat tangkap ramah lingkungan. Pada penelitian ini diambil sebanyak 13 sampel unit alat penangkapan ikan. Hasil penelitian menunjukan alat tangkap jaring kejer yang digunakan nelayan di Cirebon Jawa Barat termasuk kedalam kategori alat tangkap ramah lingkungan dengan skor 30,38.

Abstract

Pemerintah Indonesia telah mengeluarkan Inpres No.7/2016 yang ditujukan untuk percepatan pembangunan sektor perikanan. Natuna merupakan salah satu lokasi yang ditetapkan sebagai Sentra Kelautan Perikanan Terpadu (SKPT). Tujuan penelitian adalah menyusun strategi bagi percepatan fungsionalisasi SKPT Natuna. Kajian diawali melalui analisis situasi terhadap keberadaaan SKPT Natuna untuk dapat mengidentifikasi peluang dan tantangan, dilanjutkan dengan memberikan rekomendasi langkah-langkah strategis bagi percepatan fungsionalisasi SKPT Natuna. Hasil penelitian dapat diidentifikasi peluang dan permasalahan untuk percepatan fungsionalisi SKPT Natuna, yaitu potensi sumberdaya ikan pelagis dan demersal memiliki peluang besar untuk dimanfaatkan dan adanya peluang ekspor produk segar untuk ikan demersal. Permasalahan yang dihadapi diantaranya yaitu, usaha penangkapan ikan merupakan usaha skala kecil dengan pengetahuan dan keterampilan nelayan rendah, tempat pendaratan ikan tersebar di beberapa lokasi, terbatasnya ketersediaan es untuk melaut, usaha pengolahan ikan masih skala rumah tangga dan terbatas pada olahan tradisional, terbatasnya kapasitas tenaga kerja, mahalnya biaya pengemasan, dan terbatasnya aksesibilitas untuk pemasaran. Langkah-langkah strategis yang dapat dilakukan yaitu optimalisasi pemanfaatan sumberdaya ikan pelagis dan demersal melalui peningkatan keterampilan nelayan, peningkatan armada penangkapan yang dikendalikan dengan perizinan dan pendataan, serta perlunya perencanaan secara terintegrasi pengembangan industri penangkapan, pengolahan dan pemasaran. Abstract

Physical inspection of fishing vessels is part of the flow applied by the Directorate General of Capture Fisheries to verify and confirm the congruence of the actual dimension of the fishing vessel with the official document of fishing license. This inspection includes the calculation of the vessel size measured in Gross Tonnage (GT) which determine the amount of fishery retribution paid as Non-Tax State Revenue (PNBP) in the capture fisheries sector. The purpose of this study is to examine the size discrepancy due to mark down practices by re-measurement and to calculate PNBP based on mooring services at Tumumpa Coastal Fishing Port, Manado. A comparison method using a t-test is applied to investigate the difference between two measurements. Based on the test, there is a significant difference between written and actual measurements of GT which affects PNBP. Keywords: GT, PNBP, re-measurement, mark down, Tumumpa Coastal Fishing Port.

Abstract

The Coastal Fishing Port Sadeng is located in Girisubo District, Gunung Kidul Regency, Yogyakarta. The Coastal Fishing Port Sadeng plays a role to support the development of marine fisheries in the Special Region of Yogyakarta Province. The initial information obtained was that at The Coastal Fishing Port Sadeng, fishing actors did not comply with licensing documents. The purpose of this study was to determine the problem and assess the level of compliance of fishing’s actors in The Coastal Fishing Port Sadeng, which has fishing vessels with a size of more than 5 GT, to the applicable regulations in the marine and fisheries sector. The method used in this research is a case study on the compliance of fishing vessels at The Coastal Fishing Port Sadeng. The data analysis used is descriptive analysis. The results of the study stated that the level of compliance of fishing vessels in Coastal Fishing Port Sadeng to the ownership of SIUP licensing documents was 97.14% (very good), SIPI 51.43% (very poor), SLO 48.57% (very poor), and SPB 31.43 % (very less). Licensing documents that are not owned or have expired and the incompatibility of documents with the physical ship are problems that cause the level of compliance of fishing business actors at Coastal Fishing Port Sadeng to be considered very low. Abstract

ABSTRAK Perikanan pukat cincin di Tuban memiliki kontribusi yang tinggi dalam menciptakan variasi hasil tangkapan. Hal ini disebabkan oleh beragamnya metode pengoperasian yang digunakan yang tergambar pada empat faktor produksi yaitu ukuran kapal, jarak daerah penangkapan ikan, jumlah trip dan jumlah anak buah kapal (ABK) yang diambil dengan metode wawancara kepada 60 responden. Metode Akaike Information Criterion (AIC) merupakan metode analisis yang digunakan memperoleh model faktor produksi yang terbaik dengan menggunakan estimasi maximum likelihood sebagai perhitungan yang sesuai. Penelitian ini bertujuan untuk mengetahui model produksi terbaik dengan menggunakan AIC sehingga diperoleh hasil tangkapan yang optimal. Hasil penelitian menunjukkan bahwa jumlah trip merupakan variabel penentu kuantitas hasil tangkapan. Sinkronisasi informasi jumlah trip optimal dan ketentuan upaya penangkapan yang diperbolehkan dapat dijadikan dasar pengelolaan perikanan perikanan pukat cincin di Tuban. Abstract

Penelitian tentang komposisi dan distribusi ikan hasil tangkapan merupakan salah satu kajian yang akan menghasilkan informasi penting dalam pengelolaan sumberdaya perikanan.Kurangkan informasi terkait sebaran daerah penangkapan ikan yang potensial menyebabkan kurang efektifnya kegiatan operasi penangkapan ikan. Kajian komposisi dan distribusi ikan hasil tangkapan ini juga memberikan gambaran umum distribusi daerah penangkapan ikan utama nelayan tradisonal. Penelitian ini bertujuan untuk mengetahui komposisi dan distribusi jenis ikan hasil tangkapan payang, memetakan daerah penangkapan ikan alat tangkap payang, dan mengetahui keanekaragaman ikan hasil tangkapan. Penelitian ini merupakan penelitian deskriptif dengan analisis pemetaan, analisis komposisi hasil tangkapan, serta analisis keanekaragaman perbedaan ikan hasil tangkapan. Produksi hasil tangkapan ikan mengalami fluktuasi setiap bulannya. Total produksi bulan Februari 2020 sebesar 418,2 kg sedangkan bulan Maret 2020 sebesar 353,4 kg dimana terjadi penurunan sebesar 64,8 kg. Adapun jenis hasil tangkapan payang tertinggi yaitu ikan teri dengan jumlah 104,1 kg. Kegiatan pemetaan partisipatif terhadap daerah penangkapan ikna memperoleh dua pola distibusi daerah penangkapan ikan secara umum, atau terbagi kedalam dua zona. Hasil pemetaan memperoleh 30 titik lokasi penangkapan ikan yang dapat dikelompokan kedalam dua zona penangkapan ikan. Zona pertama meliputi perairan desa Rejoso, Tambak lekok, Jatirejo dan Wates, sedangkan zona kedua meliputi desa Semedusari, Watuprapat, Kapasan, Kedawang, Mlaten dan Nguling, dengan titik penangkapan terjauh dari fishing base adalah 7 mil dan terdekat 1 mil. Hasil analisis menunjukkan bahwa tidak terdapat perbedaan yang nyata terhadap hasil tangkapan ikan di semua daerah penangkapan ikan. Indeks keanekaragaman menunjukan angka 2 yang berarti tingkat keanekaragaman pada lokasi penelitian sedang.

Abstract

One tool that can be used to visualize and connect various types of spatial and temporal distribution is Geographic Information System. The purpose of this study is to analyze the pressure of longline fisheries, tuna catches and fishing effort and can model the spatial distribution and temporal (of tuna, during longline fishery activities in 2013. Experimental methods are used in determining the size pixels and kernel shape. The form of the kernel that displays the best results is quartic. The optimal radius produced from the equation 0.68n-0.2 is 0.25 degrees (27.78 km). The CPUE uses raster data on catch density (tail field) and fishing line density (field number of hooks). The calculation is done by multiplying the density of the raster catch (tail) by 1,000 then divided by the density of the raster fishing hooks. The results show that the range of CPUE values ranged from 0.833 - 416. The total area of the total fishing effort was 161,520 km2 with an ffort of catching of 57,502.017 per 1,000 hooks. The total number of CPUE top heatmap is 38,948.29 per 1,000 hooks in 38,080 km2, most are in the Mentawai Strait, other parts are also found in the south of Siberut Island, west of Enggano Island to the Indian Ocean. Seasonal patterns show that the East season is the season with the highest catching effort in the Mentawai Strait, the Siberut Strait to the southern part of Siberut Island and the Transition I season is the lowest catching effort. Abstract

The purpose of this study determined the swimming layer and distribution of pelagic fish in the waters west of the Flores Sea through acoustic detection. Experimental fishing is a method used with two data analyses: 1) analysis of acoustic data at sampling stations with stationery techniques; and 2) analysis of acoustic data along transects between stations. The detection results at stationery 1 showed a very low abundance of pelagic fish, distributed at layer 4 (150-200 m) at night and suspected to be a large pelagic type of tuna with a small amount. The detection results on stationery 2 and stationery 3 are relatively the same, showing a relatively higher abundance compared to stationery 1. Detection results for transects between stations 1-2, 2-3, 3-4, and 4-5 starting from Dewakang waters to east of Takarawataya waters did not detect schooling fish but only single fish. On transects between stations 5-6 very low abundance, the highest mean abundance of 0.5 fish/1000 m3 was detected at layer 4 (150-200 m). On transects between stations 6-7 the abundance was not too high, the highest mean abundance was detected at layer 3 of 10.8 fish/1000 m3. The transect between stations 7-8 is the highest abundance of all transects, the highest abundance average value detected at layer 3 is 20.3 fish/1000 m3. On transects between stations 8-9 the abundance was not too high, schooling tended to be present in all layers, and the highest mean abundance was detected at layer 4 of 1.3 fish/1000 m3. The results of the study concluded that the abundance of pelagic fish in the western Flores Sea is distributed in layers 3 and 4 (100-200 m). Abstract

Coating of coconut coir rope as a material for fishing gear is carried out to inhibit the decomposition process and increase the breaking strength and elongation of the rope. In this study,the coating of coconut coir rope using chitosan as an antimicrobial is expected to inhibit the growth of micro-organisms. This study aims to determine the elongation and breaking strength of chitosancoated coconut coir ropes. The research method used is experimental. Data analysis used the Kolmogorov–Smirnov normality test and RAL (Completely Randomized Design)- to determine the effect of chitosan coating on the elongation and breaking strength of coconut fiber ropes. The results showed that the chitosan coir rope had a dark brown color, while the control coir rope had a light brown color. The direction of the twist is "S", with a "hard" type of twist so that the rope tends to be stiff. The fiber type is staple fiber (short fiber). The elongation of the chitosan coir rope was 10.21 cm, 17.55% higher than the untreated coconut coir rope, which was 8.68 cm. The average breaking strength of chitosan coir rope was 37.41 kgf or 11.87% higher than untreated coconut coir rope, which was 33.44 kgf.
