Abstract

Regional development is an attempt to expand the territory of the state administration with the aim of improving public service, economic development, and the well-being of the people. However, the reconstruction of the area carried out for the welfare of this community has not succeeded; in fact, it remains an area that has eventually suffered post-construction failure. This research uses qualitative research methods with a library study approach. As for the area that succeeded in post-development, it was the village of Watu Omok, which saw some improvement. It's because of the support of the public and the government, compliance with conditions, SDA, and even development. Meanwhile, Papua has become a potentially unsuccessful region due to a lack of regional fulfillment. Its causes are financial immaturity and governance, rapid and insufficient formation of aspirations, and a burden on the interests of the political elite.

Abstract

The phenomenon of digital literacy has become a hot topic of discussion during the Covid-19 pandemic. Digital transformation in various community activities and public services managed by the government during the pandemic continues to this day. One of the innovations made by the Pekanbaru City Government is to create an electronic-based government application, namely "Pekanbaru Dalam Genggaman". This study aims to determine the effectiveness of using the "Pekanbaru Dalam Genggaman" application in providing public services to the community in relation to the digitalization of services. This study uses a qualitative approach where data sources are obtained from direct observation of the Pekanbaru Dalam Genggaman application and through literature studies of books, journals, articles, and other sources that are in accordance with the research topic. To analyze the concepts of digitalization in public services, this study uses an approach from the Harvard JFK School of Government, there are three elements of success that must be possessed, namely support, capacity, and value (benefits). The results of this study suggest that to apply the concepts of digitalization to public services, there are three elements of success that must be possessed, namely support, ability, and benefits. In terms of support, the government has deployed two to four IT personnel in each agency, but the infrastructure to support public services through digital is not yet optimal. In terms of capability, it is also considered unsuccessful, because 5 of the 16 features in the Pekanbaru Dalam Genggaman application do not function, of which 3 of the 5 features that do not function are very important for the community. In terms of benefits, only a small portion of the community feels the benefits. Because there are still many people who do not know about the existence of this application.

Abstract

This research aims to understand the process of village legislation in the dynamics of village autonomy, with the locus of the process of forming village regulations, especially the formation of village development plan regulations. Research in Luwu Regency, with a sample of 18 villages from 3 selected sub-districts, which geographically are located on average above 100 m above sea level and quite far from the center of the Regency Capital. Data analysis using a mix method. The research results show that quantitatively the village legislation process with the variable actor involvement in the village legislation process has a significantly positive influence on the village legislation process with a significance value of 0.000<0.05. The activeness variable shows that there is no significant influence on the village legislative process (significance value 0.347> 0.05). Meanwhile, on the competency variable there is a significant influence with a value of 0.027<0.05. This shows that an active role does not make a positive contribution to the village legislative process, which can reflect the representation of community aspirations. The village legislation process (formation of village development plan regulations) in the sample consists of; initiation stage; socio-political stage, and juridical stage.

Abstract

This study aims to determine and describe the form of government alignments in efforts to stabilize the social and economic resilience of the community in the implementation of Bantuan Tangan Kasih in Sorong City in 2021 to 2022. This research uses a descriptive qualitative approach. Location research was conducted in Sorong City, precisely at the Sorong City Manpower Office as the authorized agency in the implementation of Bantuan Tangan Kasih. Data collection techniques were carried out using observation, interview and documentation methods. The data analysis technique uses the Huberman and Miles interactive analysis model, namely, data reduction, data display, conclusion drawing. Bantuan Tangan Kasih is a social assistance program that focuses on people who are not validated as beneficiaries of social assistance from the government, for example, BPNT, BLT, PKH or other similar social assistance. The principle of no left behind is a form of government partiality to people who are economically disadvantaged but not validated as recipients of government assistance or complementary social assistance. The alignment aspect of the Sorong City Government is clearly visible after the implementation process which includes data collection of prospective recipients, distribution and reports on the results of the implementation of the Bantuan Tangan Kasih Assistance has been completed. From 2020 to 2022, the Hand of Love Assistance in Sorong City has been implemented well and received a positive response from the community. The form of government partiality can be interpreted through the process of creativity/innovation, implementation, commitment.

Abstract

This study examines the transmission of information in the implementation of post-earthquake, tsunami, and liquefaction relocation policies in Palu, Central Sulawesi. The background of this study is the existence of problems in the relocation process characterized by miscommunication between the government and affected communities, as well as between the central, provincial, and city governments. The study aims to evaluate the impact of information transmission on the effectiveness of relocation policy implementation. The method used is a qualitative approach with document analysis and field observation. The results of the study indicate that ineffective communication causes information distortion and confusion among the community and policy implementers. In addition, weak bureaucratic support and differences in policy interpretation between levels of government worsen the situation on the ground. This study concludes that to improve the effectiveness of relocation policies, better communication and stronger collaboration between stakeholders are needed, so that policies can be implemented consistently and on target

Abstract

This research aims to identify and describe the implementation of Government Public Relations based on digital technology or commonly referred to as E-Government Public Relations in a government system and can be used as study material. The research method used is qualitative research with a descriptive approach and a case study research model in conducting research regarding the implementation of E-Government Public Relations. What was applied in this research was a systematic literature review using 500 scientific articles sourced from the Scopus database. Review articles using the Vosviewer application. The research results reveal that E-Government Public Relations has a significant function and role in the activities and communication activities of government institutions which aim to improve services, meet public information needs and build and create a good communication climate between institutions and their stakeholders through various means. communication media platforms. Public Relations as a management function which aims to build, maintain and create quality communication, understanding and cooperation between an organization and its public, he also added that PR involves problem management or issue management, because PR is also responsible for assisting organizational management. The limitation of this research is that the articles used only come from the Scopus database so that the research findings cannot comprehensively describe the issue of digital transformation in e-government public relations. Future research needs to use scientific articles sourced from other reputable international databases, such as Web of Science and Dimensionds Scholars.

Abstract

This study aims to find out how the management of Sedana Mekar BUMDes applies the principles of village autonomy in Mekarsari village, East Lore sub-district, Poso district. This research was conducted in the village of Mekarsari, East Lore sub-district, Poso district with the theory of village autonomy put forward by Sutoro Eko (2014), which is Impunity and Initiative. The research method uses qualitative with descriptive research type. The technique of determining informants used a purposive sampling technique with 6 informants. Data collection techniques were carried out by means of observation, interviews and documentation. The results of this study concluded that the implementation of the principles of village autonomy in the management of BUMDes Sedana Mekar in Mekarsari village was considered not optimal. This is based on aspects of Sutoro Eko's theory used in this study, namely the principle of impunity and initiatives in the management of BUMDes Sedana Mekar. Inadequate planning often occurs in BUMDes management so that the initiatives implemented are not optimal. And it is also found that there are irregularities in the principle of impunity, namely the appointment of BUMDes administrators from village officials which causes the village oversight function of BUMDes to become village oversight of itself.

Abstract

The acceleration of poverty reduction is one of the priority areas in the governance of Aceh’s special autonomy funds. However, after almost twenty years of policy implementation, the poverty level remains relatively high, and the efforts to effectively target poverty still pose a major challenge. Existing studies showed a lack of analysis on the pro-poor aspect of the policy, which can be reflected in public expenditure. This study analyzes the composition of Aceh’s public spending in priority areas and assesses the extent of policy pro-poorness in the implementation of special autonomy funds. A panel of experts established a weighting system for each policy, and subsequently, an overall ranking was derived by merging the individual rankings. This was accomplished by aggregating all rankings and computing the average through the process of adding them together and dividing by the total count of rankings. Qualitatively, the rating for assessment of policy pro-poorness in the implementation of Aceh's special autonomy funds is classified on a scale of high, medium, and low. The results show that spending on special autonomy funds is highly prioritized towards areas with a long-term impact on poverty reduction, while policies with short-term impacts on poverty reduction are still limited. In light of our findings, it is recommended that the Aceh government increase the spending of the special autonomy fund on economic empowerment and poverty reduction, prioritizing the remaining funds for their immediate impact on poverty reduction.

Abstract

The presence of women in legislative institutions represents a form of symbolic representation obtained through general elections. Generally, there is an expectation from the public, particularly voters, that through the presence of women in legislative institutions, female legislators will focus more on issues that impact women. This research is an extension of previous studies on women in politics, where the focus has often been on the process of women entering political institutions. This study examines women's involvement in the budgeting process in Batu City, East Java. The research method used is qualitative research. Data was collected from document analysis, observation, and interviews with female DPRD (Regional Representative Council) members and local government bureaucrats. The findings show that the executive uses a technocratic approach to control the regional budgeting process. The budgetary board discusses the budget draft with the attending legislative members in the legislative branch. The budgeting procedure limits the participation of women legislative members in the budget committee. The participation of female DPRD members in budgeting is hindered by the dominance of political parties and the patriarchal culture within political parties. Not all female DPRD members on the budgetary board can be involved in the budgeting process; only senior politicians can join the budget committee. Thus, at the regional level, the representation of women in the DPRD is still in the category of symbolic representation.

Abstract

This research analyses the implementation of child protection policies against child abuse in Bandung City in 2023 using qualitative methods and a narrative approach. Data was obtained through in-depth interviews with officials of the Office of Women's Empowerment and Child Protection (DP3A) and the Regional Technical Implementation Unit for Women and Children Protection (UPTD PPA), supported by a literature study. The results showed that the Community-Based Integrated Child Protection (PATBM) program, Senandung Perdana application, and intensive socialization had implemented child protection policies. However, policy implementation faces significant obstacles, such as limited human resources, only 16 counselors and advocates, and inadequate budget allocations. The high number of reported cases of child abuse not only shows the complexity of the problem but also reflects the success of socialization. This research emphasizes the need for continuous evaluation, increased resources, and cross-sector collaboration to ensure child protection policies' overall and sustainable effectiveness in Bandung City.
