Jurnal Kebijakan Publik contains articles and scientific papers in the form of research and non-research results, both in government institutions or in the community. This journal focuses on the theoretical and practical study of public policy starting from the formulation, implementation, and evaluation of policies carried out by the government in dealing with the changing needs and demands of society. Therefore, the publication of this journal as a scientific media regarding issues of public policy, both in the form of legislation, legal government, regional regulations, policy government, and government programs and actions. The publication of this journal aims to disseminate theoretical and practical studies in the field of public policy throughout higher education, government institutions, non-governmental at the central, provincial, and city/district levels.

Abstract

The phenomenon of school dropouts in Bandar Lampung City is still a serious problem that hinders the achievement of the 13-Year Compulsory Learning program and has the potential to widen the socio-economic gap of the community. This problem stems from three main dimensions, namely economic factors for families who are unable to bear the cost of indirect education, limited access due to limited public school capacity and high private school costs, and weak institutional governance related to data integration, early detection, and monitoring-evaluation systems. This policy paper aims to analyze the root of the problem of school dropout in Bandar Lampung City while offering a comprehensive, realistic, and sustainable policy strategy. The analysis method used is a policy analysis framework with stages of problem identification, mapping of policy options, evaluating the advantages and disadvantages of each option, and formulating strategic recommendations. The results of the analysis show that the most effective strategy is a combination of policy mix in the form of quick interventions to reduce the current dropout rate, improved governance through data integration and strengthening the Early Warning System (EWS), and expanding access to education through collaboration with private schools, CSR, and philanthropic institutions. Legal instruments in the form of the Mayor's Regulation (Perwali) on Coping with School Dropout and the 13-Year Compulsory Learning Transition Guarantee are needed as a strong legal basis for the implementation of policies. In addition, the establishment of an Anti-School Dropout Task Force (STAPS) is recommended to ensure coordination across OPDs, policy synchronization, and acceleration of decision-making in handling cases of vulnerable students. In conclusion, the policy to alleviate school dropouts in Bandar Lampung City must be implemented in an integrated, data-based, and multi-stakeholder manner. With this strategy, it is hoped that the dropout rate can be reduced by at least 30% in two years, the transition rate of junior high school → high school/vocational school will increase by ≥10 percentage points, and a more inclusive, adaptive, and sustainable city education governance will be built.

Abstract

Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan pemberdayaan masyarakat melalui usaha budidaya tambak udang dan bandeng yang dilakukan di Desa Prasung, Kec Buduran, Kab Sidoarjo. Studi ini memakai pendekatan kualitatif deskriptif dengan cara mengumpulkan informasi melewati observasi, tanya jawab, dan pencatatan dokumentasi. Menentukan informan dalam studi ini dilaksanakan dengan teknik purposive sampling, yang melibatkan Kepala Desa Prasung, Sekretaris Desa, serta petani tambak di Desa Prasung. Metode menentukan informan yang dipakai dalam studi ini adalah purposive sampling, yaitu suatu teknik yang bertujuan memilih individu dengan kriteria tertentu. Pendekatan analisis data yang dipakai dalam studi ini mengikuti model Miles dan Huberman (1984), yang mencakup proses pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukan bahwa program pemberdayaan di Desa Prasung Kec Buduran Kab Sidoarjo masih kurang optimal dikarenakan masih kurang rutin dalam mengadakannya sosialisasi dan pelatihan terkait budidaya tambak dengan baik dan menggunakan era modern,sehingga pengetahuan dan keterampilan pembudidaya ikan didesa prasung masih belum memadai. Masih lemahnya akses pembudidaya ikan terhadap permodalan. Pendapatan target panen tambak yang minim seimbang dalam setiap tahunnya karena dalam pembudiyaannya masih dilakukan secara tradisional. Hal tersebut membuat pemberdayaan masyarakat di Desa Prasung Kec Buduran Kab Sidoarjo masih belum efektif.

Abstract

The Village Development Index (Indeks Desa Membangun) is an instrument used to measure village progress and independence, with five status categories: very underdeveloped (sangat tertinggal), underdeveloped (tertinggal), developing (berkembang), advanced (maju), and independent (mandiri). This study examines the utilization of social capital to improve the Indeks Desa Membangun in Medan Krio Village, Sunggal Subdistrict, Deli Serdang Regency, North Sumatra Province. Social capital, encompassing trust, norms, and networks, is considered a crucial asset in supporting village development. Using a qualitative approach, this study analyzes the contribution of social interactions and community participation to the improvement of the Indeks Desa Membangun. The findings indicate that social capital in Medan Krio Village significantly enhances community participation in development programs and strengthens social bonds among residents. Moreover, social capital fosters a conducive and stable village environment, essential for successful village development. The study concludes by emphasizing the importance of strengthening social capital as an effective village development strategy.

Abstract

In Southeast Asia, especially in Indonesia and the Philippines, the issue of terrorism has become a major concern because both countries have a long history of terrorism as well as similar geographical and political characteristics. The main objective of this research is to compare the implementation of terrorism policies in Indonesia and the Philippines. This research is a library research with research subjects in the form of research abstracts, articles, websites, books, policies, and other supporting sources. Data analysis refers to the Van Meter and Van Horn model with the stages of reduction, presentation, and conclusion drawing. The instrument used is analytical and descriptive information management so that the author analyzes, interprets, and combines information obtained from various reading sources. The results show that Indonesia combines the hard approach and soft approach, while the Philippines tends to emphasize the hard approach through military force in implementing its policies. Although both have legal frameworks and supporting institutions, there are still challenges in inter-agency coordination and human rights protection. This research concludes the importance of synergy between stakeholders and improvement of regulations in the implementation of terrorism policies between Indonesia and the Philippines that are more fair and preventive in order to increase the effectiveness of the law without violating human rights.

Abstract

This study aims to determine and interpret the Implementation of Corporate Social Responsibility (CSR) Policy of PTPN IV Kebun Pabatu Community Development Program in Kedai Damar Village, Tebing Tinggi District. The research method used in this research is qualitative research with a descriptive approach. Data collection techniques were carried out by means of observation, interviews, and documentation conducted at the Office of PT Nusantara IV Plantation Pabatu and Kedai Damar Village, Tebing Tinggi District. The data obtained were analyzed qualitatively with the approach of policy implementation theory proposed by Edwards III, including communication, resources, disposition, and bureaucratic structure. The results of this study indicate that the implementation of Corporate Social Responsibility (CSR) environmental development program in PTPN IV Kebun Pabatu from the aspect of communication is not good enough marked by consistency in the delivery of information that is only done when there are activities only. The resource aspect is good enough. The aspect of disposition that is not good enough is marked by the weak commitment and responsibility of the company in supervising the implementation of the program that has been carried out so that it has not run optimally. This can be seen from the road that has been repaired through the assistance of the Corporate Social Responsibility (CSR) environmental development program, which has been damaged again in a relatively short period of two years. The bureaucratic structure has been carried out quite well.

Abstract

Sustainable Development Goals telah menjadi kesepakatan bersama seluruh dunia yang mendorong tercapainya pembangunan berkelanjutan di berbagai tingkatan pemerintahan. Voluntary Local Review muncul sebagai instrumen penting bagi daerah untuk melaporkan kemajuan dan tantangan dalam implementasi SDGs di tingkat lokal. Penelitian ini menganalisis isi VLR dari tiga daerah di Indonesia, yaitu Jakarta, Surabaya, dan Jambi, untuk memahami bagaimana daerah tersebut melaporkan, mengimplementasikan, serta faktor-faktor yang mempengaruhi pelaporan VLR. Penelitian ini menggunakan metode analisis konten kualitatif terhadap VLR yang diterbitkan oleh ketiga kota tersebut. Hasil penelitian menunjukkan bahwa ketiga kota memiliki fokus dan prioritas yang berbeda dalam implementasi TPB. Pelaporan VLR juga dipengaruhi oleh berbagai faktor, termasuk kapasitas pemerintah daerah, dukungan dari pemerintah pusat dan organisasi internasional, serta pemahaman tentang manfaat VLR. Penelitian ini memberikan satu upaya baru dalam pengembangan kebijakan pemerintah dan praktik pembangunan berkelanjutan di tingkat lokal yang masif, serta mendorong partisipasi lebih banyak kota di Indonesia dalam melaporkan Voluntary Local Review.

Abstract

This study aims to analyze and evaluate the implementation of village funds for community development in Krembung Village which is adjusted to the rules and planning. This research method is based on qualitative descriptive with purposive sampling techniques. Data collection techniques through interviews, observations, and documentation and analysis starting from reduction, presentation, and drawing conclusions. The results of the study are four dimensions of policy implementation according to Edward III, namely communication, resources, disposition, and bureaucratic structure. Based on the findings of the first dimension, communication, there is still miscommunication between the community and village officials. Second, human resources are an obstacle for villages in utilizing existing village funds, but financial resources are in accordance with other village budget allocations in the implementation of village funds for community development. Third, the disposition based on the reaction theory is good, and the willingness, ability, and commitment of implementers in using village finances for community development. Fourth, the bureaucratic structure, support or preparation of appropriate structures, such as the preparation of positive relationship patterns and in accordance with the responsibilities of each village official.

Abstract

This study investigates strategies for addressing adolescent violence within school environments and through social policy interventions in Jakarta, Indonesia. Employing a qualitative design, data were collected through in-depth interviews with 25 informants, comprising teachers, principals, students, and parents, selected via purposive sampling. Data validation was ensured through triangulation of sources, member checking, and peer debriefing. Findings reveal that while national policies—such as the Child-Friendly School (CFS) framework—provide an essential normative foundation, their implementation varies significantly across schools, resulting in uneven protection outcomes. Schools with robust participatory mechanisms and restorative practices demonstrated higher levels of student resilience and reduced incidents of peer aggression. Conversely, institutions lacking inclusive structures often reinforced vulnerability. The analysis integrates the effectiveness framework of Kettner, Moroney, and Martin, highlighting limitations in accountability and systemic coordination. The study concludes by offering actionable policy recommendations, including mandatory school-level monitoring mechanisms, integration of digital reporting tools, and stronger cross-sector collaboration.

Abstract

This study examines the implementation of Artificial Intelligence (AI) in public governance in Indonesia, focusing on its potential for service improvement and data security challenges. Governments globally, including in Indonesia, are increasingly utilizing AI for efficiency, policy analysis, and public services. However, increased AI-driven online services heighten the risks to personal data security and privacy, alongside broader cyber threats. Significant concerns about data privacy breaches, lack of transparency, and amplification of bias in AI systems used by governments, which can lead to unfair and discriminatory outcomes. Unregulated or unsupervised AI in government-posing risks such as data privacy breaches, legal non-compliance, operational disruption, and erosion of public trust. The use of AI has led to debates on the use of AI in public governance and its security has been extensively discussed in recent literature across multiple dimensions. Using a literature review method, the analysis shows AI has significant potential to enhance public service efficiency and quality (e.g., via chatbots and data analysis), but its implementation in Indonesia is hindered by infrastructure limitations, human resource capacity, ethical aspects, and data security vulnerabilities. Indonesia faces significant public data security vulnerabilities, marked by frequent data breach incidents and AI-driven cyberattacks, exacerbated by inadequate infrastructure, regulations, and low awareness. The study concludes Indonesia lacks comprehensive AI regulations. Strengthening technical capabilities, improving education, fostering international cooperation, updating legislation, and strict law enforcement are necessary to protect data and ensure responsible AI use in public governance.

Abstract

The issue of slum settlements remains a strategic concern in Indonesia, including in Banaran Subdistrict, Kertosono District, Nganjuk Regency. Despite having a relatively low slum score, this area received the largest allocation of funds from the City Without Slums (KOTAKU) Program, raising questions about the effectiveness of policy implementation. This study aims to analyze the implementation of the KOTAKU Program using George C. Edwards III’s policy implementation theory, which emphasizes four aspects: communication, resources, dispose-tion, and bureaucratic structure. This research employed a descriptive qualitative approach with research subjects including village officials, the PRKPP Office, Community Self-Reliance Institutions (LKM), Community Self-Help Groups (KSM), and beneficiary communities. Data were collected through participatory observation, in-depth interviews, and documentation, with informants selected using purposive and snowball sampling techniques. The instruments used consisted of semi-structured interview guidelines and official program documents. Data analysis was conducted using Miles & Huberman’s interactive model through data reduction, data display, and conclusion drawing, with validation carried out through source, method, and time triangulation, as well as member checks. The findings show that the implementation of the KOTAKU Program in Banaran Subdistrict has been fairly effective: program communication is relatively clear and consistent, although community participation remains limited; human and informational resources are adequate, though post-construction facilities are insufficient; implementers’ disposition is highly positive and proactive; and the bureaucratic structure supports implementation with clear division of tasks, flexible SOPs, and solid coordination. In conclusion, the program has delivered tangible impacts in terms of reducing slum conditions, improving the environment, and strengthening community institutions. The study implies the importance of strengthening communication strategies, enhancing community participation, and providing post-construction facilities to ensure program sustainability.
