Jurnal Kebijakan Publik contains articles and scientific papers in the form of research and non-research results, both in government institutions or in the community. This journal focuses on the theoretical and practical study of public policy starting from the formulation, implementation, and evaluation of policies carried out by the government in dealing with the changing needs and demands of society. Therefore, the publication of this journal as a scientific media regarding issues of public policy, both in the form of legislation, legal government, regional regulations, policy government, and government programs and actions. The publication of this journal aims to disseminate theoretical and practical studies in the field of public policy throughout higher education, government institutions, non-governmental at the central, provincial, and city/district levels.

Abstract

Health is a fundamental right of every individual and a key factor in achieving social welfare. In Indonesia, health development is aimed at improving access to and quality of health services that are equitable, affordable, and of high quality. This study aims to assess the quality of outpatient services at the Turi Subdistrict Health Center, Lamongan Regency, based on the five Servqual dimensions: Tangibles, Reliability, Responsiveness, Assurance, and Empathy. A quantitative research method was employed, with a random sample of 100 outpatients selected from an average population of 3,159 patients over the past six months. Data were collected using a structured questionnaire with a four-point Likert scale and analyzed descriptively. The research results show that the five dimensions of service quality, received positive ratings from the majority of respondents, with agreement rates ranging from 75% to 78%. Physical facilities and cleanliness support patient comfort, while services generally align with established promises and procedures. Staff are also rated as responsive and capable of providing clear information, although administrative procedures still need to be simplified. Staff competence and polite attitudes create a sense of safety and trust among patients. Staff attention to individual patient needs further enhances the positive relationship between patients and healthcare personnel. This study confirms that the quality of outpatient services at Turi Health Center is already of good quality, but continuous improvement is still needed, particularly in simplifying administrative procedures. These findings can serve as a basis for developing policies to improve the quality of healthcare services at the local level.

Abstract

This research aims to identify and describe in detail the coordination in the emergency response to earthquake disasters in North Tapanuli Regency in 2022. The research method used in this study is a qualitative approach with a descriptive method. Data collection was carried out through interviews, observations, and documentation. The data obtained were analyzed qualitatively using the coordination theory proposed by Sugandha (1988:83-101) which includes: organizational structure, planning, procedures, and supervision. The results of the study indicate that the formation of the organizational structure and planning was coordinated effectively. However, procedures and supervision were not coordinated effectively. In the subvariable of organizational structure, the structure depicts important functions as part of the main tasks, the presence of unity of command, and a clear division of labor. In the subvariable of planning, the activity plans, implementation methods, and facilities used are well-coordinated. Furthermore, in the procedural implementation, the distribution of staple food aid to earthquake victims does not follow the procedure, as the distribution is not timely and inconsistent. In the subvariable of supervision, discrepancies are found between implementation and planning, where there are third parties providing direct assistance to victims; discrepancies between implementation and procedure, where the distribution of aid does not follow the correct procedures; discrepancies between implementation and objectives, in which the needs of the victims are not met evenly and not on time.

Abstract

The persistent challenges of social fragmentation in Indonesia, particularly those rooted in ethnicity, religion, race, and inter-group (SARA) issues, highlight the urgency of reinforcing national values. To address this, the People’s Consultative Assembly of the Republic of Indonesia (MPR RI) initiated the Four Pillars Socialization Program, encompassing Pancasila, the 1945 Constitution, the Unitary State of the Republic of Indonesia, and Unity in Diversity. This study aims to evaluate the effectiveness of the program in strengthening civic unity and minimizing divisive sentiments. A qualitative approach with a descriptive-analytical design was employed, involving purposively selected participants consisting of community members, local leaders, and program facilitators. Data were collected through semi-structured interviews, program documents, and observations, while thematic analysis guided interpretation. The research applied the effectiveness framework of Kettner, Moroney, and Martin, which includes five indicators: Effort, Cost Efficiency, Results, Cost Effectiveness, and Impact. The findings reveal that while program efforts and coverage are extensive, cost efficiency and long-term impact remain inconsistent due to uneven resource allocation and the absence of systematic follow-up. Nevertheless, participants reported enhanced awareness of national values and greater civic enthusiasm. The study concludes that although the Four Pillars Socialization Program has strengthened short-term civic unity, its long-term sustainability requires continuous evaluation, cost adjustments, and integration with educational and cultural initiatives. These insights provide strategic implications for policymakers to refine civic education and counter SARA-related conflicts.

Abstract

The purpose of this study was to determine the implementation of good corporate governance in order to optimize the increase in Village Original Income of BUMDes. The population in this study was BUMDes Sumber Rejeki in Latukan Village, Karanggeneng District, Lamongan Regency. Data were obtained through observation, interviews, and documentation. The research method used was qualitative research with triangulation analysis techniques. The results of this study indicate that the implementation of good corporate governance in BUMDes in Latukan Village is good in terms of the principles of transparency, accountability, responsibility, independence and honesty. BUMDes management decisions are taken objectively without interference from parties with personal interests. BUMDes is open to community participation and does not discriminate in recruitment. BUMDes has provided adequate information as a form of transparency in BUMDes management. The implementation of accountability is still weak in human resources owned by BUMDes, especially the treasurer. The treasurer already understands the implementation of accounting according to standards. Optimization of BUMDes management can be achieved through improving the implementation of good corporate governance, which not only strengthens financial management, but also BUMDes' contribution to inclusive and sustainable village development.

Abstract

The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency via its Instagram account @kementerian.atrbpn uses social media to share land information and build its image. The information posted gave rise to various comments by netizens. This research aims to find out netizens' comments on posts in 2023 and the admin's response to these comments as well as finding out their efforts to improve their image in 2024. Qualitative analysis methods using media content are used in this research. A list of netizen comments and admin responses was collected through data collection, observation, and documentation studies. Netizens' comments dominate in the form of complaints and questions about land services and land mafia problems. The response often given by admins is to accept or thank them, tag the relevant work unit's Instagram account, and respond substantively. These comments are a form of community participation in the programs being held. Efforts to improve image are carried out through human resource development and collaboration, socialization of communication strategy and complaint management programs, and creation of land mafia and making contemporary posts.

Abstract

This research focuses on analyzing the strategy of the General Election Commission (KPU) of Surabaya City in encouraging the participation of novice voters in the Regional Head Election (Pilkada). This research uses a qualitative method with a descriptive approach through data collection techniques in the form of semi-structured interviews, observation, and documentation. The results of this study use SWOT analysis which consists of strengths, weaknesses, opportunities, and threats. The results showed: (1) Strength factors owned by the General Election Commission (KPU) of Surabaya City, namely having qualified human resources, the existence of the KPU Goes To School socialization program to encourage the participation of novice voters; (2) Weakness factors, namely the lack of socialization coverage to all schools, the limited space of the Surabaya City KPU due to the code of ethics; (3) Opportunity factors, namely the use of social media to continue to increase awareness of novice voters in the form of electronic media, collaborating with stakeholders to conduct voter education socialization; (4) Threat factors, namely the empty box election so that there are people who hold demonstrations against empty box nominations, negative perspectives from novice voters about empty box nominations, low voter participation in the 2024 Surabaya City Pilkada.

Abstract

This study focuses on the environmental development program, in which PTPN IV, particularly District II Berangir, encountered several obstacles during its implementation, such as a lack of socialization regarding the program, a complex program application process, and the funds received not matching the funds requested in the proposal. The assessment indicators are based on Sutrisno's (2007) perspective, namely (1) program understanding, (2) targeting, (3) achievement of objectives, and (4) tangible changes. This study used a qualitative method with a descriptive approach. The results of this study show that PTPN IV District II Berangir has implemented its CSR program effectively, as the program has been running properly and in accordance with the needs of the community. However, there are still several obstacles in its implementation, such as the complex application process for assistance, limited budget allocation that cannot reach all target groups, and the company's limitations in monitoring the program.

Abstract

Nonprocedural labor migration in Ende Regency is a serious problem that has an impact on workers' vulnerability to exploitation and rights violations. The background of this study is based on the high rate of illegal migration and the weak understanding of the community about official migration procedures. The purpose of this study is to identify forms of nonprocedural migration prevention carried out by the local government and strategic partners, and to evaluate the challenges faced in its implementation. This study uses a descriptive qualitative method with data collection techniques through interviews and documentation. Data analysis was carried out in stages, starting from organizing data, thorough reading, coding processes based on prevention themes, compiling descriptions, to interpreting data related to migration policy literature. The results of the study indicate that prevention efforts are carried out through regulatory, protective, and collaborative approaches. The strategies implemented include socialization, education, the formation of the TPPO Task Force, supervision of P3MI companies, and the active involvement of the KKP-PMP of the Archdiocese of Ende through the migrant-friendly parish program and facilitation of civil documents. However, the main challenges faced are the lack of regional regulations, minimal data on non-procedural migrants, and low public understanding. Therefore, the recommendations provided include strengthening regulations, increasing bureaucratic capacity, and developing cross-sector collaboration. Further research is needed to evaluate the effectiveness of the program and explore socio-cultural factors that influence non-procedural migration.

Abstract

The Sampang Regency Government has implemented the Universal Health Coverage (UHC) program, which means that all levels of society will receive quality health services without considering finances. However, in its implementation, there are still budgetary problems so that the government deactivated 38,990 UHC participants. The purpose of this study is to examine the influence of expectations, performance, and disconfirmation on the level of public satisfaction as recipients of UHC services at the Sampang Regency Regional Hospital using the Expectancy Disconfirmation Model from Van Ryzin (2004). This study uses a quantitative approach with an explanatory research type and a survey research strategy. The study population is inpatients at the Sampang Regency Regional Hospital in 2024. To determine the number of samples, the Isaac and Michael formula was used with a sampling technique, namely simple random sampling. The instrument used was a questionnaire. The data analysis and interpretation technique in this study uses path analysis. In addition, correlation and multiple regression are used as the basis for calculating the path coefficient. The results of this study indicate that the level of expectations and performance influences disconfirmation by 0.478, and the level of expectations, performance, and disconfirmation influences the level of citizen satisfaction by 0.678. From the results of this study, it shows that the expectation disconfirmation model is very appropriate for the public sector because it can determine how to manage public satisfaction.

Abstract

Population documents such as Identity Cards (KTP), Family Cards (KK), and Birth Certificates are basic rights of citizens and essential instruments for development planning, social protection, and public services. However, the effectiveness of population administration services still faces obstacles such as limited infrastructure, low adoption of digital services, and gaps in community digital literacy. This study aims to analyze the problems of population document services, formulate alternative solutions, and recommend strategic policies for digitalization. Using a qualitative policy research approach with a descriptive-analytical design, this study involved stakeholders from the Population and Civil Registration Office (Disdukcapil), government apparatus, and community representatives. Data were collected through document review, surveys, and in-depth interviews, analyzed using the Ultrasound (Urgency–Seriousness–Growth) method and the Bardach “Eightfold Path” framework to evaluate policy effectiveness, efficiency, and long-term implications. The findings show that dependence on manual services remains dominant due to weak infrastructure, limited digital capacity of the apparatus, and low community digital literacy. The policy evaluation identified three main alternatives: modernization of manual services, optimization of digitalization, and hybrid strategies. Strengthening digitalization supported by infrastructure improvement, capacity building, digital literacy enhancement, and multi-stakeholder collaboration was found to be the most feasible strategy. This study contributes by adapting the Avoid–Shift–Improve (ASI) framework into local digital governance analysis, providing a replicable model for other municipalities.
