Therefore, the publication of this journal as a scientific media regarding issues of public policy, both in the form of legislation, legal government, regional regulations, policy government, and government programs and actions. The publication of this journal aims to disseminate theoretical and practical studies in the field of public policy throughout higher education, government institutions, non-governmental at the central, provincial, and city/district levels.

Abstract

This study explores the role of the local culture Prebhesan 'Lakona Lakoni' in influencing faculty productivity at Universitas Madura. The Prebhesan 'Lakona Lakoni' culture, which emphasizes values such as responsibility, hard work, and camaraderie, is considered a key element in shaping a productive work environment. Employing a qualitative approach with a case study design, this research investigates how these cultural values are integrated into academic practices and their impact on faculty performance. Data were collected through in-depth interviews and observations and analyzed using thematic analysis. The findings indicate that the implementation of Prebhesan and 'Lakona Lakoni' values significantly enhances faculty motivation and engagement and strengthens social interactions within the workplace. However, there is variation in the adoption of cultural values across different faculties, highlighting the need for a more uniform approach. This study provides insights into how local culture can serve as an effective managerial tool for improving work productivity in academic settings. Recommendations for Universitas Madura include the development of more integrated policies to support the implementation of local culture and the alignment of its application across faculties. Further research is needed to explore the application of local culture in other higher education institutions and its impact on various managerial and academic aspects.

Abstract

Pengembangan organisasi merupakan upaya terencana yang dilakukan di tingkat organisasi untuk meningkatkan efektivitas dan/atau memungkinkan organisasi untuk mencapai sasaran strategisnya. Usaha terencana dalam suatu wadah kegiatan suatu kelompok dalam proses peningkatan sistem kerja untuk mencapai tujuan adalah bagian dari uapaya untuk pengembangan organisasi. Pengembangan organisasi yang berbasis pada aspek modal sosial, diharapkan masyarakat dapat menerima keberadaan suatu organisasi/lembaga seperti BUMDes dan membantu melancarkan berbagai kegiatan untuk mencapai tujuan pendirian BUMDes tersebut. Dalam penelitian tentang strategi pengembangan BUMDes berbasis aspek modal sosial pada BUMDes Pala Opat, Desa Tubu Kecamatan Bikomi Nilulat Kabupaten Timor Tengah Utara. Penelitian ini bertujuan untuk mengetahui strategi pengembangan Badan Usaha Milik Desa (BUMDes) berbasis aspek modal sosial pada BUMDes Pala Opat, Desa Tubu Kecamatan Bikomi Nilulat Kabupaten Timor Tengah Utara. Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Lokasi penelitian ini adalah BUMDes Pala Opat, Desa Tubu Kecamatan Bikomi Nilulat Kabupaten Timor Tengah Utara. Hasil penelitian menunjukkan bahwa pengembangan organisasi dapat dilakukan melalui strategi kegiatan pendidikan dan pelatihan, team building, dan management by objective. Keberhasilan strategi tersebut dapat didukung oleh aspek modal sosial.

Abstract

Penelitian ini bertujuan untuk menelaah dan mendeskripsikan secara mendalam bagaimana responsivitas Dinas SDABMBK dalam memberikan pelayanan penanganan permasalahan drainase sebagai infrastruktur penanggulangan banjir di Kota Medan. Metode yang digunakan yaitu penelitian deskriptif dengan pendekatan kualitatif. Pengumpulan data dilakukan dengan cara observasi, wawancara dan dokumentasi. Data yang diperoleh dianalisis menggunakan triangulasi data sebagai teknik keabsahan data. Penelitian menggunakan teori responsivitas dengan indikator respon-sivitas dari Dwiyanto yang diantaranya yaitu pengaduan masyarakat, sikap aparat birokrasi dalam merespon penga-duan dari masyarakat, penggunaan pengaduan dari masyarakat sebagai referensi bagi perbaikan penyelenggaraan pelayanan masa mendatang, tindakan aparat birokrasi untuk memberikan kepuasan pelayanan kepada masyarakat, dan penggunaan jasa dalam sistem yang berlaku. Hasil penelitian menunjukan bahwa komunikasi ataupun interaksi secara langsung yang intens menjadi hal terpenting sebagai bentuk responsivitas dalam sikap aparat briokrasi merespon pengaduan masyarakat. Penggunaan teknologi saja seperti media sosial sebagai komunikasi secara tidak langsung dengan masyarakat dinyatakan masih kurang. Sehingga dalam merespon pengaduan masyarakat sangat diperlukan komunikasi atau interaksi secara langsung antara Dinas dengan masyarakat yang terdampak banjir. Selain itu berbagai tindakan dalam menjawab keluhan masyarakat juga menjadi hal terpenting sebagai bentuk responsivitas Dinas SDABMBK. Hal tersebut dapat dilihat dalam tindakan serta kegiatan perbaikan, peningkatan dan pembangunan infrastruktur saluran drainase yang mulai digencarkan pada tahun ini.

Abstract

Lampu Penerangan Jalan Umum (LPJU) juga merupakan fasilitas dari pemerintah yang sangat dibutuhkan dan juga sangat membantu seluruh elemen masyarakat. Alat Penerangan Jalan (APJ) merupakan unsur perlengkapan jalan, hal ini berkaitan langsung dengan pengguna jalan sesuai regulasi di Indonesia. Sebagai pengguna pelayanan Lampu penerangan jalan umum (LPJU) masyarakat berharap untuk ketersedian lampu jalan yang diberikan cahaya lampu yang cukup sehingga dapat membantu masyarakat dalam melintas pada malam hari. Penelitian ini bertujuan untuk menganalisis bagaimana kapasitas dinas perhubungan LabuhanBatu Utara dalam pengelolaan Lampu Penerangan Jalan Umum. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian deskriptif dengan pendekatan kulitatif. Pengumpulan data dan informasi dilakukan melalui wawancara, observasi dan dokumentasi. Penelitian dilakukan di Dinas Perhubungan Kabupaten LabuhanBatu Utara. Data dan informasi yang didapat, dianalisisi secara kualitatif deskriftif dengan menggunakan klasifikasi kapasitas organisasi komponen sumber daya dan komponen manajemen yang terdiri dari beberapa elemen indikator yaitu sumber daya manusia, infrastruktur, kepemimpinan dan jarring hubungan dengan pihak lain. Hasil dari penelitian menunjukkan bahwa Dinas Perhubungan Kabupaten LabuhanBatu Utara berdasarkan kapasitas nya belum maksimal dalam menjalankan tugas dan tanggung jawab dalam mengelola lampu penerangan jalan umum di Kabupaten LabuhanBatu Utara dilihat dari kurangnya respon Dinas Perhubungan kepada masyarakat dalam setiap pengaduan yang diterima, sikap tanggung jawab dalam menjankan tugas tidak sesuai SOP, kurangnya teknisi dalam pengelolaan LPJU, kurangnya seseorang pemimpin untuk mengelola dan mengatur organisasi untuk mencapai suatu tujuan. Ketidakmaksimalan ini mengakibatkan Lampu Penerangan Jalan Umum di Kabupaten LabuhanBatu Utara tidak berfungsi dengan baik dan memberikan ketidak nyamanan masyarakat melintas pada malam hari.

Abstract

Pelayanan Administrasi Terpadu Kecamatan (PATEN) adalah program dalam penyelenggaraan pelayanan publik yang bertujuan untuk meningkatkan efisiensi, efektivitas, dan mutu pelayanan kepada masyarakat serta mendekatkan pelayanan kepada masyarakat. Di Kecamatan Bojonegoro, meskipun telah sempat mendapatkan penghargaan sangat baik dalam penilaian penataan ruang pelayanan administrasi terpadu kecamatan yang dilakukan oleh Pemkab Bojonegoro, masih terdapat tantangan dalam meningkatkan kualitas pelayanan. Penelitian ini bertujuan untuk mengetahui, mendeskripsikan dan menganalisis bagaimana implementasi program Pelayanan Administrasi Terpadu Kecamatan (PATEN) pada Kantor Kecamatan Bojonegoro Kabupaten Bojonegoro. Jenis penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Informan penelitian adalah Kepala Kecamatan Bojonegoro, Kepala Seksi pelayanan umum dan Masyarakat. Teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi, sedangkan teknik analisis data melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa Implementasi Program Pelayanan Administrasi Terpadu Kecamatan (PATEN) pada Kantor Kecamatan Bojonegoro Kabupaten Bojonegoro dapat dikatakan berhasil namun kurang optimal dikarenakan dari empat variabel masih terdapat satu variabel yaitu variabel sumber daya yang belum berjalan dengan optimal. Sedangkan tiga variabel lain yaitu komunikasi, disposisi dan struktur birokrasi telah cukup ter-implementasi dengan baik. Rekomendasi dalam penelitian ini adalah memanfaatkan berbagai media untuk sosialisasi, menambah sumber daya staf sesuai kebutuhan, menambahkan SOP ataupun alur pelayanan di papan informasi, meningkatkan kualitas jaringan serta berkolaborasi dengan Dukcapil.

Abstract

The Dandan Omah program is a government initiative aimed at rehabilitating uninhabitable housing to assist low-income families in obtaining decent living conditions. This initiative is in accordance with Surabaya Mayor Regulation Number 7 of 2024 concerning the Social Rehabilitation of Uninhabitable Houses in Surabaya City. The purpose of this study is to analyze and describe the extent of the implementation of the Dandan Omah Program in Kedung Cowek Village, Surabaya City. The research method used is qualitative with a case study approach with the technique of determining informants through purposive sampling. The data collection technique was a combination of three ways, observation, interviews, and documentation. Data were collected through a triangulation of methods, including observation, interviews, and documentation, and were analyzed using the interactive model of analysis proposed by Miles, Huberman, and Saldana. The findings of this study focus on three focuses: (1) Program suitability with the target group: the program has clear objectives,policies, and budgeting that address the needs of the intended beneficiaries, supported by the e-Rutilahu coordination strategy; (2) Program suitability with the implementing organization: the implementers carry out their roles and responsibilities effectively, conduct outreach and training, and receive positive feedback from the program beneficiaries; (3) Suitability of the target group with the implementing organization: he program is well-targeted, appropriately implemented, and prioritizes poor families residing in uninhabitable housing. Nevertheless, the study also identifies an existing information gap between program implementers and beneficiaries, particularly regarding policy details and budget allocations.

Abstract

The current condition of public services is facing various significant challenges and opportunities. Public services include various types of services provided by the government, one of which is services in the health sector. RSUD R.T. Notopuro Sidoarjo is a type A hospital, in providing services there are still problems such as long queues, slow service and lack of human resources, which are the main obstacles. This study uses a qualitative method with a descriptive research type. Data collection techniques include observation, interviews, documentation. The results of this study indicate that the effectiveness of public complaint services at RSUD R.T. Notopuro Sidoarjo is said to be successful, can be stated as follows by 1) High productivity in handling complaints, shown by the number of staff and complaints resolved within a certain period. 2) Efficient service through fast response times once complaints are received. 3) Quality of service marked by consistency and transparency in complaint handling. 4) Flexibility in offering multiple channels for submitting complaints and adaptive policies. 5) Development of the complaint system is progressing well, supported by sufficient resources and effective use of information technology. 6) Public satisfaction is relatively high, especially in terms of complaint resolution, though some units still require improvement. 7) Service excellence is reflected in overall quality improvements.

Abstract

This study addresses the issue of suboptimal public service delivery, which is often attributed to gaps in the competencies of civil servants (ASN), especially in the areas of technical and managerial capacity. The main objective of the research is to evaluate the extent to which civil servant competencies influence public service performance, guided by Government Regulation No. 30 of 2019 on Civil Servant Performance Assessment. The study also aims to identify the supporting and inhibiting factors that affect competency fulfillment in delivering effective services. Using a qualitative descriptive approach, the research was conducted at the Social Affairs Office of West Kotawaringin Regency. Subjects involved in this study included structural officials, functional staff, and administrative personnel. Data were collected through direct observation, in-depth interviews, and documentation, while the analysis employed qualitative content analysis techniques. The findings reveal that civil servants demonstrate adequate socio-cultural competencies, such as empathy and adaptability in community interactions. However, deficiencies were identified in technical skills, especially among new employees unfamiliar with digital systems, and in managerial practices, including poor coordination and unclear delegation. Public service performance—measured through effectiveness, efficiency, and economy—was hindered by outdated infrastructure, excessive reliance on manual processes, and budget inefficiencies. Supporting factors include clear regulatory frameworks, committed leadership, and basic facilities. Meanwhile, constraints include limited training opportunities, inadequate staffing, and poor digital data management. The study concludes that enhancing civil servant competencies through targeted training, integrated digital systems, and strategic resource planning is crucial to improving public service performance. These findings have practical implications for strengthening human resource development policies in local government administration.

Abstract

SAMSAT (One Roof Integrated Administration System) is a government institution in Indonesia that is tasked with managing motor vehicle administration. Samsat also functions to facilitate the administration of motor vehicles, especially in the issuance of STNK, TNKB (vehicle registration plate), Motor Vehicle Tax Payment (PKB), Motor Vehicle Transfer Fee (BBNKB), and Mandatory Contributions to Road Traffic Accident Funds. The Samsat Office operates with the aim of providing fast, efficient, and transparent services to the public. The purpose of this study is to describe and analyze the Quality of Payment Services. The method used is descriptive qualitative, using observation and interview techniques. The results of the study The Joint Samsat Office of Bangkalan Regency is obliged to satisfy its customers as a public service organization. This is one effort to increase public satisfaction in terms of service quality. The author will describe the data analysis in accordance with the research plan that has been in the research proposal on the Quality of Motor Vehicle Tax Payment Services at the Joint Samsat Office of Bangkalan Regency after summarizing the results of the study in the form of interviews and other supporting data related to the Bangkalan Samsat Office. There are several dimensions of service quality at the Samsat Office that are still lacking, so it requires improvement in the performance of employees/apparatus at the Samsat office in Bangkalan Regency.

Abstract

Village funds are one part of village finances that come from APBN transfers and are used by village governments to improve the welfare of village communities in accordance with the priorities for using village funds. The policy on the use of village funds has been stated in Permendes Permendes Nomor 7 Tahun 2023 Tentang Rincian Prioritas Penggunaan Dana Desa. Village funds must be allocated for the welfare of the village community, one of which is through the realization of development. The purpose of this study is to describe the extent to which the implementation of the use of village funds in supporting development in Jatimulyo Village, Kauman District, Tulungagung Regency. The research method used is descriptive qualitative research and the research focus uses the theory of public policy implementation according to Van Meter & Van Horn (1975) which includes 6 variables. Based on the research results, the Jatimulyo Village Government and other implementers have implemented infrastructure development and human development through village funds in 2023. There are 3 out of 6 indicators that have not fulfilled the implementation theory according to Van Meter & Van Horn (1975), including: 1.) indicators of policy targets, the development carried out is the construction of GORs, farm roads, waterways, posyandu, and the Village Fund BLT program. However, these development targets have not been maximally useful in terms of quality and quantity. 2.) resource indicators, the limited village fund budget makes the implementers have to maximize these financial resources in supporting good development. 3.) indicators of the characteristics of these implementers still have insufficient competence in planning village development priorities at that time.
