This journal focuses on the theoretical and practical study of public policy starting from the formulation, implementation, and evaluation of policies carried out by the government in dealing with the changing needs and demands of society. Therefore, the publication of this journal as a scientific media regarding issues of public policy, both in the form of legislation, legal government, regional regulations, policy government, and government programs and actions. Abstract

This research found problems faced by conventional services at the Bekasi Population and Civil Registration Office in the form of limited blank forms, minimal waiting rooms, limited computer equipment, complicated procedures, brokers, and discrimination. Through digital service transformation, it becomes a solution to answer existing problems. This research aims to examine the implementation of the e-open application by the Bekasi City Population and Civil Registration Office as part of the government's efforts to improve public services through e-government innovation. Through a qualitative descriptive research method, the subjects used as informants were e-open application users and e-open operators with the sources in this research being the head of the Bekasi City administration information technology section, the head of the Bekasi City data presentation and processing section, and the community using the e-open application. Data collection was carried out using a purposive sampling technique which was carried out through in-depth interviews, observation, and documentation. The data analysis process uses phenomenological data analysis. The results of the research show that this application has significantly improved public services, ongoing support, and improvements in accessibility for optimal impact. So, this digital service innovation is a solution to transform public administration. This research concludes that e-open has succeeded in improving the provision of public services attracting the public, and bringing significant progress in public services, so this research has implications for the utilization of sustainable digital transformation in public services and is expected to be utilized in all government sectors.

Abstract

This study aims to determine the prison's efforts in fulfilling the rights of children of correctional prisoners (WBP) both those who are still in the womb and those under 3 years old. In addition, this study aims to ensure the psychological stability of WBP who are mothers as the main caregivers of children. The research was conducted with a case study qualitative research design. Primary data sources were obtained from information from interviews with prison staff and prisoners who have experienced pregnancy and parenting in prison. While secondary data sources were taken from documentation of previous sources including child development records and Instagram media content studies. Data collection was conducted through interviews, observation, and documentation. The data were analyzed using thematic qualitative data analysis techniques. The results of the study found that prisons provide easy access to health, the provision of health and development facilities, and a guarantee of security from violence and discrimination for early childhood. While the second finding is that the mother's psychological condition is still stable so that there is minimal parenting stress that leads to violence. This is due to the support of psychological services for prisoners and the positive relationship between the prison and the mother (WBP). Implications for further research are written in this article.

Abstract

This rticle aims to understand the regional elections as a collective political process strough the practice of local political management involving the milenial generation and utilization of social media, particularly face book in the North Central Timor Regency (TTU). Based on the results of a quantitave study involving 200 milenial respondents who participate in the 2020 TTU regional elections it was found that the political participation of the younger generation is very high and diverse including rules as simpathizers, organizer, success team and party members. Social media has become the main channel mediating political information, building social - political networks and strengthening the relationship between voters and candidates. Local political governance in regional elections takes place through interactions based on social networks, collective values and informal consensus. This article suggest the importance of designing regional elections as a collaborative space that recognize the rule oh the younger generation and the power of digital communication in realizing substantial and inclusive local democrazy.

Abstract

Corruption crimes not only result in massive state financial losses but also create inequality of justice and weaken the effectiveness of the legal system. The recovery of state losses has so far relied on a criminal approach that is repressive and limited to court decisions, so that it is unable to reach conditions when the perpetrator escapes, dies, or cannot be brought to trial. This article examines the application of civil forfeiture as a restorative mechanism oriented towards direct asset recovery without requiring proof of criminal guilt. Through a normative juridical research method with statutory, conceptual, and comparative legal approaches, this research analyzes the practice of non-conviction-based asset forfeiture in civil law countries such as France as well as common law countries such as the United States and the United Kingdom. The results of the analysis show that the civil forfeiture mechanism is in line with the principles of restorative justice and can be applied in Indonesia through regulatory reforms that guarantee legal certainty and protection of human rights. The application of an in rem- based asset forfeiture scheme with limited reversal of the burden of proof is considered capable of accelerating the return of state losses while strengthening the eradication of corruption in a sustainable manner.

Abstract

This study found that there's a conflict over customary forests between the Pubabu-Besipae community and the East Nusa Tenggara provincial government. This conflict started when the forest was made into a pilot area for livestock intensification, then the forestry department turned it into a state forest. As a result, the forest was cleared for the government's interests, and the community didn't know about it. The community naturally rejected this because they felt that under the cooperation agreement, the forest was only designated as a pilot area for livestock intensification. There was no agreement regarding the clearing of the forest or the extension of permits to use the forest. This is what led to the conflict and the struggle over the forest by the community. Using qualitative research methods, the researcher will explain the phenomenon of the Pubabu-Besipae forest conflict, with the subjects being Pubabu women, the women's community Solidaritas Perempuan, and Komnas Perempuan. Data collection techniques include document studies, which involve collecting data from various sources such as journals, newspapers, and articles. The analysis technique uses descriptive analysis, which involves analyzing and explaining the findings. The research results show that the strategies implemented by women actors have influenced the resolution of the Pubabu-Besipae forest dispute. The strategies implemented include negotiations, protests, sending recommendation letters, and filing complaints with institutions.

Abstract

This study examines the strategic implementation of the Social Inclusion-Based Library Transformation (TPBIS) by the East Java Provincial Library and Archives Office. A descriptive qualitative method was employed, using Fred R. David's strategic implementation theory as an analytical framework, focusing on three key aspects: annual objectives, basic policies, and resource allocation. The findings indicate that TPBIS annual objectives are formulated based on national policy directives and localized through internal discussions and regional development plans. These objectives emphasize improving library services and delivering community-based training programs to empower marginalized groups such as people with disabilities and informal workers. Basic policies are supported through internal regulations, certified staff training, and the formation of implementation teams. In terms of resources, TPBIS is funded by the regional budget (APBD) and supplemented by CSR partnerships. It is implemented by trained personnel and supported by physical infrastructure including Graha Pustaka, inclusive reading spaces, and skill-training incubators. Despite these efforts, the program still faces challenges, particularly related to limited funding, infrastructure, and low community participation. Therefore, the success of TPBIS requires continuous innovation, sustainable mentoring systems, and strengthened cross-sector advocacy. This case study highlights the importance of aligning strategic goals with community needs and improving public engagement to optimize the transformation of libraries into inclusive, empowering institutions. The results are expected to provide insights for strengthening the strategic implementation of TPBIS in other regions.

Abstract

This study aims to evaluate the impact of the corporate social investment program implemented by PT Kilang Pertamina Internasional (KPI) Refinery Unit II Sungai Pakning in empowering honey bee farmers in Tanjung Leban Village, Bengkalis Regency, Riau Province. Using a qualitative evaluation method based on the logic model and logical framework analysis, the research assessed the multidimensional outcomes of the program, including economic, social, environmental, and welfare aspects. The findings reveal that the forest honey cultivation initiative significantly improved household income, strengthened institutional capacity, expanded inter-village social networks, and fostered a community-based conservation mechanism for peatland ecosystems. Moreover, the development of honey-based educational tourism (eduwisata) generated added economic value and raised public environmental awareness. By applying a shared value approach, this program exemplifies an effective, adaptive, and sustainable model of corporate social investment that aligns corporate interests with community development needs.

Abstract

This research focuses on the implementation of service quality at the Watumalang District Office of Wonosobo Regency using the SERVQUAL method where this method will measure service quality from five dimensions, namely Tangibles, Responsiveness, Reability, Assurance, and Emphaty. This research uses a descriptive qualitative approach with data collection through interviews and observations. The data obtained was then analyzed using the Miles and Huberman method to find out how the implementation of service quality with the help of NVIVO software. The results showed that in the Tangibles dimension it is necessary to improve facilities and infrastructure to support the implementation of services, in the responsiveness dimension it has been carried out well the officer has implemented responsiveness and a good attitude when providing services, in the reliability dimension it has also been implemented well the officer has reliability when providing services as well as the assurance dimension has also been implemented well the officer has been able to provide reliable service guarantees to the community while in the Empathy dimension it is necessary to improve facilities for pregnant women and people with disabilities.

Abstract

This study aims to analyze the application of Community Based Tourism in the development of the Bandar Kidul Ikat Weaving Tourism Village, Kediri City. The method used is descriptive with a qualitative approach. Research informants include the Sub-Coordinator of Tourism Object Development of the Kediri City Culture, Tourism, Youth, and Sports Office, Tourism Awareness Group, weaving and culinary MSMEs, craftsmen, and visitors. Data were collected through observation, interviews, and documentation, then analyzed using the stages of data collection, data condensation, data display, and conclusion drawing/verification. Based on the research results, the application of the Community Based Tourism (CBT) principle in the Bandar Kidul Ikat Weaving Tourism Village, Kediri City, as stated by Harold Goodwin and Santilli (2009), has been successfully implemented and has had a positive impact on improving community welfare, as follows: 1) Social Capital and Empowerment: Participation, Active community participation in various tourism activities has strengthened cultural identity and provided tangible economic benefits; 2) Local Economic Development, a community-based tourism ecosystem has created jobs and encouraged the growth of local businesses that increase residents' income; 3) Commercial Viability: Sustainability, the preservation of weaving culture accompanied by innovation and the involvement of the younger generation ensures sustainability and becomes a source of community welfare; and 4) Collective Benefits: Capacity Building, ongoing training increases community capacity in managing tourism and opens up new economic opportunities through increased tourist visits.

Abstract

The Population and Civil Registration Office of Mojokerto Regency as a leading sector facing various challenges in population administration services that have not been optimal has optimized by utilizing digital technology in the form of a website-based application, namely POS KETANMU or Online Service of Population System Without Meeting. This research aims to find out and describe the optimization of population administration services through the POS KETANMU website-based application. The type of research used in this research is qualitative descriptive. The data in this study was collected through observations, interviews, and documentation that were analyzed through the stages of data collection, condensation, presentation, and concluded. The results of this study show that the implementation of the POS KETANMU website-based application optimization is said to be optimal because from the use of the three optimization elements, there is only one element that has not been running optimally, namely limited resources where limitations are found such as the condition of the old computer unit and often problematic as well as the limited number of internet network devices due to the large number of use. This study also gives an evaluation because although there are still limitations in service support technology, it does not have the potential to stop the process of providing services but it is still necessary to be improved.
