Therefore, the publication of this journal as a scientific media regarding issues of public policy, both in the form of legislation, legal government, regional regulations, policy government, and government programs and actions. Abstract

Budidaya tanaman kedelai dan kelembagaan petani merupakan upaya Pemerintah dalam meningkatkan produksi kedelai di tengah besarnya kebutuhan kedelai dalam negeri setiap tahunnya. Badan Pusat Statistik (BPS) mencatat, volume impor kedelai Indonesia mencapai 2,32 juta ton pada tahun 2022. Ketidakmampuan pemerintah dalam menyediakan kedelai lokal setiap tahunnya mengakibatkan besarnya jumlah impor kedelai di Indonesia. Penelitian ini bertujuan untuk melihat dan mendeskripsikan Implementasi Kebijakan melalui Budidaya Tanaman Kedelai dan Kelembagaan Petani Dalam Peningkatan Produksi Kedelai di Kecamatan Hinai. Metode Penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Pengumpulan data dilakukan dengan teknik wawancara, observasi, dokumentasi, dan kepustakaan.  Data yang diperoleh dianalisis secara kualitatif menggunakan teori Implementasi Kebijakan George C. Edward III yang mengemukakan bahwa terdapat 4 variabel penting yaitu: komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil dari penelitian menunjukkan bahwa Komunikasi yang di lakukan dalam peningkatan produksi kedelai di Kecamatan Hinai sudah baik karena adanya rapat koordinasi yang selalu terjaga seperti koordinasi yang di lakukan oleh Balai Penyuluhan Pertanian Kecamatan Hinai dengan kelompok tani. Kemudian, Sumber daya yang di miliki dalam budidaya tanaman kedelai dan kelembagaan petani di Kecamatan Hinai sudah cukup baik termasuk sumber daya manusia yang dimiliki walaupun masih kurangnya anggota penyuluh pertanian lapangan di Kecamatan Hinai. Namun pada sarana dan prasarana yang dimiliki masih belum optimal dikarenakan masih menggunakan alat-alat tradisional. Selanjutnya, disposisi dan komitmen dari Pemerintah dalam peningkatan produksi kedelai di Kecamatan Hinai sudah baik karena di dukung langsung oleh Pemerintah Daerah dan Kementerian. Terakhir, struktur birokrasi yang dimiliki oleh Balai Penyuluhan Pertanian Kecamatan Hinai dan Kelompok Tani merupakan faktor penting dalam peningkatan produksi kedelai di Kecamatan Hinai. Namun struktur birokrasi yang dimiliki dalam pembagian tugasnya masih belum optimal seperti satu orang penyuluh pertanian lapangan yang harus menguasai secara teknis seluruh permasalahan tanaman yang ada di wilayah kerjanya. Standar operasional prosedur (SOP) yang tidak dimiliki Kelompok Tani dan Balai Penyuluhan Pertanian Kecamatan Hinai. Budidaya tanaman kedelai hanya berpedoman dengan intruksi kerja dalam program demplot kedelai.

Abstract

Penelitian ini yang bertujuan untuk mengetahui Implementasi Program Penanganan Pengaduan “Sambat Nang Cak Eri” dalam Peningkatan Kualitas Pelayanan Publik di Kelurahan Semolowaru Kota Surabaya yang merupakan salah satu kanal pengaduan yang dibuat dalam perwujudan hak masyarakat sebagai penikmat pelayanan publik. Dengan metode penelitian yang digunakan adalah metode penelitian deskriptif dengan pendekatan kualitatif. Pemilihan informan adalaha key informan Lurah dan fasilitator program penanganan pengaduan serta informan lain yang masih terkait dengan lingkup kinerja pelayanan. Teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi, sedangkan teknik analisis data melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menjelaskan bahwa implementasi pelaksanaan yang dilakukan oleh penyelenggara dalam pencapaian target peningkatan kualitas pelayanan publik telah berjalan sesuai dengan 3(tiga) elemen indikator dari David C. Korten, sebagai berikut:1). Elemen program, kesesuaian keseimbangan antara kejelasan strategi yang digunakan kepada warga dalam mencapai tujuan serta harapan dari masyarakat yang tertuang.  2). Elemen pelaksana program, kesesuaian antara program dan organisasi pelaksana. artinya koordinasi antara tugas yang diberikan dengan kemampuan organisasi dalam melaksanakannya harus semaksimal mungkin dan 3). Elemen kelompok sasaran, tujuan program dan hasil yang ditetapkan oleh organisasi pelaksana harus selaras agar tujuan program dapat etrcapai. Pengukuran melalui ketiga indikator telah menghasilkan temuan telah adanya kesesuaian ketiga indikator elemen penelitian. Sehingga penelitian ini diharapkan menjadi temuan baru bahwa layanan pengaduan yang diadakan pemerintah yang dapat menjadi satu bentuk komitmen dalam melihat kualitas pelayanan publik yang terjadi.

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis implementasi program Smart Village Di Desa Plumpang Kecamatan Plumpang Kabupaten Tuban. Metode penelitian yang digunakan adalah metode penelitian deskriptif dengan pendekatan kualitatif. Informan penelitian adalah Kepala Desa Plumpang beserta Staff Pegawai Desa dan masyarakat Desa Plumpang selaku pengguna program smart village. Teknik pengumpulan data menggunakan wawancara, observasi dan dokumentasi. Penentuan sumber data pada penelitian kualitatif dilakukan secara purposive sampling. Selain menggunakan data primer, peneliti juga menggunakan data sekunder berupa dokumen, situs web, artikel, jurnal, berita dan studi literatur lainya. Sedangkan analisis data menggunakan Teori Miles, Huberman dan Saldana (2014), yaitu dengan data collection, data condensation, data display dan conclusion drawing and verification. Hasil penelitian ini menjelaskan bahwa implementasi program smart village Di Desa Plumpang Kecamatan Plumpang Kabupaten Tuban dapat dikatakan berhasil. Analisis menggunakan teori model implementasi kebijakan dari Donald Van Meter dan Carl Van Horn, sebagai berikut : 1) Standard dan Sasaran Kebijakan telah berhasil ter-implementasi, 2) Sumber Daya telah berhasil ter-implementasi, meskipun terdapat kekurangan belum tersedianya APMD. 3) Komunikasi cukup berhasil ter-implementasi, masih ditemukan masyarakat yang belum tau program smart village. 4) Karakteristik Agen Pelaksana telah berhasil ter-implementasi. 5) Kondisi sosial, ekonomi dan politik telah berhasil ter-implementasi, masyarakat mendapat dampak yang positif dari sektor sosial, ekonomi dan politik. 6) Disposisi telah berhasil ter-implementasi.

Abstract

This study addresses the persistent challenge of declining agricultural productivity and environmental degradation caused by conventional, chemical-based farming practices. The main objective is to analyze how strategic management can strengthen the implementation of Organic Farming Innovation Villages (Desa Inovasi Tani Organik, DITO) to improve productivity and sustainability in the agricultural sector. Employing a qualitative case study design, the research involved purposively selected informants, including government officials, agricultural extension workers, and members of farmer groups. Data were collected through in-depth interviews, observations, and documentation, validated using triangulation, and analyzed using the interactive model of Miles and Huberman. Findings were interpreted through Wheelen and Hunger’s strategic management framework, covering environmental scanning, strategy formulation, implementation, and evaluation. Results indicate that fertile land, strong farmer institutions, and policy support act as key strengths, while weaknesses include limited extension personnel and entrenched reliance on conventional methods. Opportunities are driven by growing consumer demand for healthy products and regulatory support, whereas threats include climate variability, land degradation, and farmer resistance. Implementation has shown positive impacts through training, mentoring, demonstration plots, and organic certification, though challenges remain in human resource capacity, fertilizer production, and market stability.

Abstract

Water resources are part of limited natural resources both in terms of quality and quantity in meeting human needs. The existence of Regional Drinking Water Company (PERUMDAM) has a strategic role in ensuring the distribution of clean water evenly, considering its urgency for various sectors of life. PERUMDAM Jombang Regency, as one of the Regional Owned Enterprises (BUMD) in Indonesia, seeks to carry out this function. However, the services provided still face obstacles, especially for people who rely heavily on the provision of drinking water, so the implementation is not fully optimal. Like the number of customer reports received by Tirta Kencana Regional People's Representative Council. This study used a qua-litative approach using descriptive methods, referring to George C. Edward III's theory of policy implementation, which includes four main variables: communica-tion, resources, disposition, and bureaucratic structure as major references in identifying the results of this study. Data collection techniques include interviews, observations, and documentation. Research results show that clean water services are running quite successfully, as shown by the availability of clear SOPs and the good attitude of employees. However, there are still obstacles in terms of information clarity and limitations in maintaining the water distribution network. This finding emphasizes the need to improve communication and optimize infrastructure to improve the quality of clean water services for the community.

Abstract

The Village Self-Service Kiosk (APMD) is an online service launched by the Tuban Regency Government to simplify the public’s processing of administrative documents. In practice, the program’s success is influenced by several factors, one of which is the community’s level of knowledge about APMD. Insufficient information provision by the implementing agency limits public awareness of the program, which in turn affects attitudes toward its use. According to Ajzen (1991), individuals with greater knowledge tend to hold more positive attitudes and therefore participate more actively, and vice versa. The objective of this research is to identify the relationship between the community's level of knowledge and their attitude towards the APMD program in Jatisari Village. This study employed a quantitative approach using the cross-sectional survey method, involving a predetermined sample of 294 respondents selected through simple random sampling. Data analysis consisted of univariate analysis to determine the frequency distribution for each variable and bivariate analysis, specifically the Spearman Rank correlation coefficient, to identify the relationship between variables. The research findings indicate a "highly significant relationship" between community knowledge and community attitude towards the APMD program in Jatisari Village. The hypothesis testing results show a positive correlation with moderate strength between the level of knowledge and community attitude, evidenced by a correlation coefficient of rs = 0.463 and p-value 0.001 < 0.005. Suggesting that higher levels of knowledge about APMD correspond to more positive attitudes toward the program.

Abstract

This research investigates how effectively Village-Owned Enterprises (BUMDes) management improves the welfare of the community in Wedoroklurak Village. The primary aim of this study is to evaluate how much BUMDes management aids in enhancing the economic and social conditions of the local populace. The research utilizes a qualitative descriptive approach with a case study technique. Information was gathered through detailed interviews with village leaders, BUMDes administrators, and local residents, along with observations and document reviews. The results show that BUMDes management in Wedoroklurak Village has been effectively executed through the creation of productive business ventures, the strengthening of village economic initiatives, and the enhancement of community involvement. BUMDes initiatives have led to job creation, fostered small business development, and produced extra income for the village, which can be used for community improvement. However, there are still several obstacles, such as limited management skills, inadequate program outreach, and challenges in business innovation. Despite these issues, BUMDes remains a crucial local economic entity that aids in enhancing welfare. In summary, the effectiveness of BUMDes management in Wedoroklurak Village is evident in its beneficial impact on community welfare, although more efforts are necessary to improve governance, bolster capacity development, and ensure the sustainability of programs for a more extensive long-term effect.

Abstract

This study examines the implementation of the pentahelix model in the development of Paksebali Tourism Village toward sustainable tourism in Klungkung Regency. Using a qualitative approach, data were collected through in-depth interviews with government officials, academics, business actors, tourism group (Pokdarwis) managers, and community members, supported by field observations and documentation studies. The data were analyzed using inductive thematic coding to identify collaboration patterns, actor roles, and key challenges. The findings show that the government functions as a regulator and facilitator through policy support, infrastructure development, and capacity-building programs, although coordination between agencies remains inconsistent. Academic involvement contributes to potential mapping and community mentoring but is generally short-term and lacks continuity. Business actors strengthen the tourism economy but tend to work independently, resulting in limited integration with village development plans. The community becomes the core driver of attractions and tourism activities, yet still faces obstacles in service standards, digital literacy, and human resource capacity. The media element shows the weakest performance, with limited digital promotion and minimal collaboration with external media partners. Overall, the realization of the pentahelix model in Paksebali has begun but is not yet optimal. Strengthening coordination mechanisms, sustaining programs, enhancing digital promotion, and improving stakeholder synergy are essential to support sustainable tourism development.

Abstract

Sustainable peatland management requires a governance framework that can address institutional fragmentation and cross-sectoral tensions, particularly in ecologically sensitive and economically strategic coastal peatlands. Riau Province, as one of the regions with the largest coastal peatlands in Indonesia, represents the complexity of such governance due to overlapping authorities, conflicting land use interests, and pressures from natural resource-based develop-ment. This article examines the challenges of Riau's coastal peatland governance through the lens of governance frameworks and institutional analysis, with the aim of conceptualizing a shift from sectoral management to an integrated governance model. The study adopts a qualitative approach based on policy and institutional analysis, utilizing the concepts of multi-level governance, institutional interplay, and policy coherence to assess how the configuration of actors, rules, and power relations shapes peat management practices at the national and regional levels. Analytical findings indicate that governance fragmentation—reflected in inconsistent regulations, overlapping institutional mandates, and weak vertical and horizontal coordination—is a major obstacle to the sustainability of Riau's coastal peat ecosystem. This article argues that the failure of peatland governance in Riau is not merely technical-ecological in nature, but rather rooted in institutional design and the political dynamics of policy.
