Therefore, the publication of this journal as a scientific media regarding issues of public policy, both in the form of legislation, legal government, regional regulations, policy government, and government programs and actions. The publication of this journal aims to disseminate theoretical and practical studies in the field of public policy throughout higher education, government institutions, non-governmental at the central, provincial, and city/district levels.

Abstract

Economic problems are a complex problem in the city of Medan, which makes some people forced to make a living on the streets. The Medan City government's efforts to overcome street children are by issuing Regional Regulation No. 6 of 2003 concerning the Prohibition of Homeless and Begging for the Immoral in Medan City. This study aims to analyze and describe the implementation of the Social Rehabilitation Program Policy for Children and Adolescents in overcoming the problem of social welfare services in the city of Medan. The research method used is descriptive research with a qualitative approach. Data collection was carried out by interview, observation and documentation techniques. The data obtained is analyzed qualitatively with a theoretical approach to policy implementation proposed by Smith (1973) including 4 indicators, namely Idealized policy, target group, implementing organization, and environmental factor. The results of the study show that the implementation of the Social Rehabilitation Policy for Children and Adolescents in overcoming the Social Welfare Service Authority in the city of Medan in carrying out the program is running well and in accordance with its duties and functions. However, coordination between the Medan City Social Service and the sub-district and sub-district in socializing PPKS problems in each region in handling it is important. Abstract

This study aims to evaluate the effectiveness, efficiency and responsiveness of Qanun No. 11/2008 on Child Protection in Central Aceh District. This Qanun was created to provide comprehensive protection for children from various forms of violence and exploitation. However, data shows that cases of violence against children are still high, so an in-depth evaluation of this policy is needed. This research uses a descriptive qualitative method with data collection techniques through interviews, observation, and analysis of related documents. Informants consisted of government officials, professionals, and communities directly involved in the implementation of child protection policies. The policy analysis in the study used Thomas R. Dye's policy evaluation model which includes four main indicators, namely effectiveness, efficiency, responsiveness, and equality. The results show that the implementation of the Qanun still faces various obstacles. From the effectiveness aspect, the policy has not fully reduced the number of violence against children due to weak socialization and law enforcement. From the efficiency aspect, the limited budget and number of professionals are the main obstacles in optimizing child protection services. In terms of responsiveness, delays in handling case reports still occur due to suboptimal coordination between agencies and the lack of digital-based reporting mechanisms.

Abstract

Violence against children remains a critical issue in Indonesia, including in Surabaya, which, despite being awarded the title of World Child-Friendly City in 2024, continues to experience a yearly increase in reported cases. The main challenge lies in the weak cross-sectoral synergy in prevention efforts, highlighting the need for a collaborative approach. This study aims to analyze the implementation of the Penta Helix model in preventing child violence in Surabaya by involving five key actors: government, academia, business, community, and media. The research employed a qualitative descriptive method with a case study design. Subjects were selected through purposive sampling, including DP3APPKB Surabaya City, 17 August 1945 University Surabaya, PT Jasa Marga Surabaya-Mojokerto, the Surabaya Children's Forum, and Suara Surabaya Media. Data were collected through in-depth interviews, observation, and documentation, validated using triangulation, and analyzed using the Miles, Huberman, and Saldana interactive model. The findings reveal that the government acts as regulator and coordinator, academia contributes through research, education, and community service, business supports through capital assistance and CSR, the community especially the Surabaya Children's Forum actively engages in programs and campaigns, while the media disseminates information and provides public interaction space. The study concludes that Penta Helix collaboration contributes significantly to child violence prevention, although stronger coordination, expanded networks, and program sustainability remain necessary. The study implies that reinforcing cross-sectoral collaboration is essential to achieve more effective and sustainable child protection.

Abstract

This study aims to analyze Collaborative Governance in improving traffic safety in Medan City. The research method uses a qualitative approach with data collection in the form of in-depth interviews, field observations, and document analysis. The data obtained were analyzed using the variables of the collaboration process (face-to-face dialogue, building trust, commitment in the process, mutual understanding, and interim results) presented by Ansell and Gash (2008). The results of the study show that Collaborative Governance begins with a face-to-face dialogue involving various stakeholders, such as the Medan Police Satlantas, the Medan City Transportation Office, and PT. Jasa Raharja Medan Representative. The dialogue was carried out through formal and informal coordination meetings, as well as discussion forums that discussed traffic safety strategies. Trust between stakeholders is built through transparency in the implementation of duties and routine collaboration, such as safety education activities for the community and the use of technology, such as the Polri Super APP application. Interim results of the collaboration include the implementation of educational programs, such as Police Go to School and Police Go to Campus, which have succeeded in raising traffic safety awareness among students and students. In addition, there are improvements to traffic facilities, such as signs and road infrastructure, to support smooth traffic. The main obstacles in this collaboration include differences in priorities between agencies and lack of community participation. However, collaboration has had a positive impact, especially in increasing public compliance with traffic regulations.

Abstract

The revitalization of the people's market is one of the programs of the trade policy with the aim that the people's market can be more optimal, the negative perception of the people's market disappears and empowers the people's market community so that the people's market is able to fulfill its strategic functions. However, the implementation of market revitalization in Balige has not been able to create such a market. This shows that there are obstacles in community engagement so that the development results are colored by conflicts that are rejected by community groups, especially traders. This study aims to describe in detail community engagement in the revitalization of the Balige people's market. The research method used is descriptive research with a qualitative approach. Data collection was carried out by interview, observation, and documentation techniques. The data was obtained and analyzed qualitatively with the community engagement theory approach proposed by Vargas (2014) including genuine community involvement: building community strength, building trust, horizontal relationships and empowerment through co-leadership and participatory processes. The results of the study show the dimension of genuine community involvement: building community strength has not used a bottom-up approach with policies that only utilize land assets and balerong cultural heritage. Building trust between the government and traders and among traders has not been achieved with a commitment to involve traders only by carrying out six socialization sessions and two hearings and a lack of intervention to meet the needs of traders. Horizontal relations have not been implemented because a cooperative culture has not been formed due to mistrust and mutual relations that are also not carried out. Empowerment of traders is not carried out where traders are not involved in the participatory process in decision-making and in important task forces. Community Engagement has not been optimally implemented as a decision-making strategy in the Balige people's market revitalization program.

Abstract

This research focuses on analyzing the performance of the Office of Population Control, Family Planning, Women’s Empowerment, and Child Protection (DP2KBP3A) in Asahan Regency in its efforts to prevent marriages under the age of 19. Child marriage is a complex social issue in Indonesia and various other developing countries, with significant impacts on multiple aspects of life, including reproductive health, education, economics, and social welfare. In Asahan Regency, although there has been a decline in the number of marriages under the age of 19 in recent years, this issue remains prevalent. This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews with key informants, including DP2KBP3A staff, the community, and program participants, as well as document analysis and direct observation. The data sources include primary and secondary data, collected through observation, documentation, and interviews. The data analysis technique includes data reduction, data presentation, and data verification. The results show that DP2KBP3A has implemented various preventive efforts through the Generation Planning (GenRe) program, focusing on raising awareness about the dangers of early marriage among adolescents and families, increasing access to education, and providing reproductive health counseling. However, field implementation faces several challenges, such as low public awareness of the importance of preventing early marriage, minimal economic support for at-risk families, and the strong influence of cultural norms that still support underage marriage. From this analysis, the main recommendations proposed include enhancing coordination between government agencies, increasing reproductive health education programs for adolescents, empowering economically vulnerable families, and using community-based approaches to address cultural norms that support child marriage.

Abstract

This study provides an indepth examination of the implementation of health services and skills training programs at Rumah Anak Prestasi (RAP) Kedung Cowek in Surabaya. It focuses specifically on the provision of free services for children with disabilities. The background of this research arises from the increasing number of children with special needs (ABK) in society, coupled with the economic constraints faced by many families in accessing essential health services and skill training opportunities. RAP Kedung Cowek serves as a vital alternative, offering a range of free services, including eye examinations, ENT check-ups, occupational therapy, and various creative training programs, all at no cost to the families. The research employs a qualitative descriptive approach, utilizing data collection techniques such as in-depth interviews, direct observation, and documentation. Data analysis is conducted using George C. Edwards III's implementation theory from the book Implementing Public Policy, which encompasses dimensions of communication, resources, disposition, and bureaucratic structure. The findings of this research indicate that the implementation of the program has been facilitated through inter-party coordination, the strategic use of digital media, and the strong commitment of the implementers. However, several challenges persist, including communication that has not yet been fully optimized, despite showing signs of improvement, and a bureaucratic structure that lacks written Standard Operating Procedures (SOPs) and clarity in task distribution. This study underscores the importance of strengthening the communication system within the program to enhance its overall performance and reach.

Abstract

This study aims to describe and analyze the implementation of the Micro Business Clinic (KUM) Program in Sidoarjo Regency using a descriptive qualitative research method. The program is designed to support Micro, Small, and Medium Enterprises (MSMEs) by providing consultations, guidance, and financial literacy training. Data collection techniques include observation, interviews, and documentation, with informants selected through purposive sampling. The informants consist of Customer Service staff at the Micro Business Cooperative Clinic and its customers, primarily MSME actors who seek business development assistance. The data analysis follows the Miles & Huberman (1994) model, which includes four stages: data collection, data reduction, data presentation, and conclusion drawing. The research findings highlight four key indicators of program implementation. (1) Communication: The Micro Business Cooperative Clinic actively conducts socialization, workshops, and seminars to educate MSME actors. (2) Resources: The clinic operates with only two human resources, faces budget constraints, and requires additional funding to optimize services. (3) Disposition: The implementation encounters obstacles due to occasional slow performance, impacting service effectiveness. (4) Bureaucratic Structure: The program follows an efficient Standard Operating Procedure (SOP), making it easier for MSME actors to register and access services. Despite its efforts to enhance service quality, the Micro Business Cooperative Clinic continues to face challenges, particularly in terms of human resources and system performance. Addressing these issues is essential to maximize its impact on MSME development in Sidoarjo Regency.

Abstract

The Population and Civil Registration Service of the South Tangerang City Government is a public service provider that has the widest range of services and is very susceptible to distortion, so it requires very effective and efficient service procedures. The aim of this research is to determine the results of the evaluation analysis of the process of preparing standard operational procedures for government administration in services at the Population and Civil Registration Service of the South Tangerang City Government. The theory used in this research is William N Dunn's evaluation theory with six evaluation dimensions, namely effectiveness, efficiency, equity, adequacy, responsiveness and accuracy. The research method used is a descriptive research method with a qualitative approach. The data collection techniques used are interviews, observation and documentation, while the data analysis techniques used are data reduction, data presentation and drawing conclusions. The informant is an internal employee of the Population and Civil Registration Service of the South Tangerang City Government. The results of this research illustrate that the limited workload of employees to carry out activities is the root of the complexity of problems which results in a decrease in employee understanding of regulations, inefficient use of budgets, obstacles in implementing activities that cannot be properly mitigated to the level of document relevance, but the implementation of orderly service delivery. based on monitoring complaints and increasing perceptions of public satisfaction with service procedures, changing the view of various problems that arise so that the researcher concludes that the AP SOP document which is prepared bottom up does not significantly influence the activity implementation process because the activity implementer does not refer to the AP SOP document in text. book in carrying out tasks.

Abstract

The Indonesian government has responded to the increasing cases of child abuse with Government Regulation Number 78 of 2021 on Special Protection for Children. Despite Surabaya City having won the Child-Friendly City (KLA) award five times consecutively, challenges remain in reducing the number of child abuse cases. This study aims to analyze the political will in addressing child abuse by the DP3APP-KB Surabaya. The results show a strong commitment from DP3APPKB in responding to child abuse through the PUSPAGA and KAS-RPA programs, with a need for further steps to expand child protection coverage and strengthen collaboration. Child protection is a top priority for DP3APPKB Surabaya, as evidenced by the significant budget allocation in 2023. Effective political support mobilization strategies are evident through active communication, cross-sector coordination, and stakeholder collaboration. Public commitment and appropriate resource allocation are key pillars of DP3APPKB's success in implementing child protection programs. DP3APPKB also demonstrates commitment to enforcing laws related to child abuse cases with firm actions and inter-agency collaboration. Child protection efforts are ensured to be sustainable through a long-term approach, collaboration, policy development, and regular monitoring. Adaptation and learning are also recognized as integral parts of the evaluation of child protection programs.
