Abstract

The Government Food Reserve (GFR) program is a strategic step in ensuring food availability throughout Indonesia, managing price volatility, and dealing with the impact of natural and social disasters. In Bengkulu City, the successful implementation of the GFR has a very significant impact given the similar challenges faced by other regions in Indonesia. The success of the GFR program in Bengkulu City is influenced by three key factors: work ability, level of coordination, and motivation of the program implementers. Therefore, this study aims to analyze the influence of these three factors on the success of the GFR program in Bengkulu City. The census method was used, targeting GFR program implementers at the kecamatan, village/kelurahan, dusun, and RT levels. Data was collected through a survey with a questionnaire designed to measure the variables of work ability, coordination level, work motivation, and GFR program success. The results showed that there is a significant influence of work ability, coordination level, and work motivation on the success of GFR program in Bengkulu City. The support from these three factors allows the GFR program to maintain food availability for the community effectively and efficiently. Hard work and integration of related agencies are the main keys in achieving the objectives of the GFR program, providing a positive impact on social and economic stability in Bengkulu City.

Abstract

This article presents an analysis of public service performance at the Badan Pendapatan Daerah (Bapenda) of Bengkulu City, focusing on the collection of motor vehicle taxes and vehicle title transfer fees in 2023. In the context of this study, the effectiveness of Bapenda is analyzed across three aspects: production, quality, and efficiency, and is also examined from the dimensions of flexibility and employee satisfaction. The research method employs a descriptive-analytical approach by collecting data through observation, interviews, and analysis of related documents. The analysis results indicate that the effectiveness of Bapenda in managing regional revenue is still not optimal, particularly in terms of achieving revenue targets, service quality, and expenditure management efficiency. Although efforts have been made to verify the accountability of APBD implementation, errors in financial management by organizational units are still found. Based on these findings, it is concluded that Bapenda needs improvements in various aspects to enhance its effectiveness, including better coordination among units, increased understanding of applicable regulations, and improved employee satisfaction in performing verification tasks. The implications of this study highlight the importance of strengthening internal supervision and control in regional financial management to improve overall public service performance.

Abstract

The commercial business ethics, in light of the spread of illegal speculation acts and in view of the proliferation of the phenomenon of food scarcity, particularly in connection with the Corona pandemic, has compelled the Algerian legislator to reexamine and consider again the penal text that criminalizes this act through the cancellation of the Provisions of Penal Code (Articles 172 and 173). Afterwards, he established a special law that frames that issue, and then provided a number of preventive mechanisms along with a number of protective and discouraging punishments in order to put an end to that phenomenon. The present study aims primarily to examine the judicial application of the misdemeanor of illegal speculation based on the Provisions of Law 15-21.

Abstract

This paper aims to describe the challenges and proposed strategies and policies for the Development of Micro, Small and Medium Industries in Lubuklinggau City. This research design is descriptive qualitative, data collection is done through four steps namely; observation, semi-structured interviews, documentation and conducting FGDs. Data analysis consists of two main sub-processes: (1) data reduction and pattern identification, and (2) conclusion drawing and conclusion presentation. The results of the study concluded that there are challenges faced in the activities of Guidance and Development of Micro, Small and Medium Industries in Lubuklinggau City to develop five leading sectors namely; wholesale and retail trade sector, transportation and trade sector, accommodation and eating and drinking sector, real estate sector, corporate services sector, and health services sector. Pentahelix Model Design was designed by the Lubuklinggau City Government to organize the Guidance and Development of Micro, Small and Medium Industries by involving five elements namely academics, business, community, government, and media.

Abstract

Transformational leaders provide autonomy and responsibility to employees, allowing them to take initiative and contribute actively to organizational goals. The aim of this research is to understand the role of transformational leadership in influencing human resource management strategies to support innovation within the State Electricity Company. The research method used in this study is Systematic Literature Review (SLR). The results of this study indicate that transformational leadership is not just about managing organizations but also about building a culture that continuously seeks ways to improve and innovate, ensuring that the State Electricity Company remains competitive and relevant in facing the challenges of the future electricity industry.

Abstract

Elections are one of the most important democratic processes in Indonesia. This study aims to examine more deeply the political communication carried out by Bawaslu Karimun Regency in the 2024 legislative & presidential elections. This research uses a qualitative research approach with a constructivist paradigm and data collection by collecting data with interviews and documents. The study uses descriptive analysis methods through library research. The research identifies problems to ensure elections are fair, transparent, and free from various forms of manipulation or violations. The analysis includes communication and situation analysis, namely cooperation with the media to fight hoaxes, provide accurate information, and oversee elections transparently. The implementation and monitoring of communication strategies are critical to maintaining integrity and transparency in general elections. The evaluation and re-planning of the communication strategy is an important step to assess performance and identify areas for improvement.

Abstract

The object of waqf known to the public up to this point is still synonymous with immovable property (fixed assets). In Indonesia, regulations related to waqf are governed by several laws, including Law No. 41 of 2004 on Waqf. However, there are no specific regulations regarding share waqf. Additionally, concerning the creation of share waqf pledge deeds by a notary as the PPAIW, the regulations on waqf pledges stipulated in Article 27 of the Minister of Religious Affairs Regulation No. 73 of 2013 on Procedures for the Waqf of Immovable and Movable Assets Other than Money state that a notary is appointed as PPAIW by a Ministerial Decree. To be appointed by the Minister as PPAIW, one must meet the requirements of being a Muslim, trustworthy, and certified in waqf competence by the Ministry of Religious Affairs. These requirements pose a barrier for notaries to become PPAIW because there has been no socialization and implementation of the competence certification requirement. Moreover, the requirement to be Muslim means that not all notaries can become PPAIW. The aim of this study is to understand the implementation of regulations regarding notaries as PPAIW in the creation of Waqf Pledge Deeds. This research is a type of normative juridical research, with a sociological juridical approach. The findings indicate that the regulation and implementation of notaries as PPAIW for shares are not yet clear and firm, necessitating a broader legal review in relation to the principle of the benefits of share waqf for the community.

Abstract

Legal cultures dissimilarities are likely to generate challenges at many levels, especially when they imply historical accumulations. The present literature review paper aims at discussing the diachronic development of the English and the Algerian legal cultures, revealing how such divergence has led to some repercussions. The research first uses historical and comparative approaches regarding legal institutions and professionals’ titles and then addresses current issues. The English legal culture has gone through four main periods, especially after the Norman Conquest in 1066 AD, and the Algerian one has been shaped across three principal stages, particularly in the post-independence era. The paper shows how the chronological development of the Algerian legal system was characterised by legal pluralism, especially the interaction between French Civil Law and Algerian Islamic Courts. It then discusses convergence issues between the English and Algerian legal systems in the globalisation era. It also looks at how the dissimilarities and rapprochement of legal cultures hold sway on a threefold anthropological parameter: social for the English, intercultural for the Algerians, and translational for both communities. At the social dimension, legalese is likely to create communicative problems for English neophytes. At the intercultural level, the dissimilarity of legal systems threatens the social identity of Algerian law students through self-enculturation contradiction, known as the continental paradox. At the translational level, the divergence gives rise to pitfalls in English-Arabic-English legal translation between the two contrasting systems, whereas the convergence, under the auspices of globalisation, needs the recourse to new methods.

Abstract

Industrial heritage, encompassing both tangible and intangible evidence of industry history, holds profound cultural and historical significance. However, this heritage is often abandoned and neglected, as seen in the El Hamma district of Algiers, the capital of Algeria. The study aims to determine the priority order for the preservation of these industrial buildings, emphasizing the methods and priorities necessary to protect this invaluable heritage. The research methods involve introducing a comprehensive framework for evaluating the potential reuse of industrial heritage through a GIS-AHP methodology, assessing factors such as historical importance and architectural value. Employing the methodology of Weighted Overlay Analysis (WOA) in ArcGIS, the study categorizes sites for preservation or potential demolition, providing stakeholders with valuable insights into conservation priorities. The research results underscore the crucial importance of heritage preservation in maintaining local identity and promoting sustainable urban development. These findings highlight the need for an interdisciplinary strategy that balances economic growth with heritage conservation, ensuring the cultural and historical significance of the El Hamma district is safeguarded.

Abstract

This paper explores Algerian EFL Master’s students’ attitudes toward using AI Generators like QuillBot and ChatGPT to AI-giarize. The researchers selected 66 Algerian EFL Master’s students from the University of Saida, Dr. Moulay Tahar, Algeria. The study adopted a semi-structured questionnaire and an analysis of three selected Master’s theses. The results indicated that students shared positive attitudes toward AI generators in plagiarising, including QuillBot. The findings also revealed that the students had poor knowledge acknowledging the use of these generators. The results also showed that the students received no guidance from their teachers and supervisors on the advantages of these generators in academic writing and raising their awareness against their use to plagiarize. The study concludes that AI generators harm the Algerian educational system if case institutions and universities do not put regulations and raise teachers’ and students’ awareness toward their use.
