The scope of Bulletin of Community Engagement are Society Development and Engagement. Abstract

This study examines the arrangement and empowerment of street vendors (PKL) in the Alun-Alun Kota Bandung area, which continue to face various challenges despite policy reforms introduced through Regional Regulation Number 11 of 2024. The research aims to analyze the policy capacity of the Bandung City Government using the policy capacity framework, encompassing analytical, operational, and political dimensions at the individual, organizational, and system levels. A descriptive qualitative method was employed through observation, in-depth interviews with 10 informants, and documentation studies. The findings reveal that analytical capacity has not been fully based on the actual needs of street vendors, as reflected in the low occupancy rate of relocation sites. In the operational dimension, policy implementation remains ineffective due to limited coordination and resources. Meanwhile, in the political dimension, the policy has not gained strong legitimacy because of the minimal participation of street vendors in the policymaking process. These findings indicate that the limitations of policy capacity are systemic in nature, highlighting the need for comprehensive strengthening to achieve more effective and sustainable policies

Abstract

This study examines the effects of dental health service quality and innovative entrepreneurship orientation on business performance in dental clinics in the Greater Malang area. A quantitative survey was conducted with 39 respondents, including clinic managers and professionals familiar with clinic operations. Data were analyzed using Structural Equation Modeling (SEM). Results show that dental health service quality significantly impacts business performance through structure, process, and service outcome dimensions. Innovative entrepreneurship orientation also positively affects performance through innovativeness, proactivity, and risk-taking, facilitating strategic adaptation to healthcare market dynamics. The findings underscore the importance of integrating high-quality dental services with innovative entrepreneurship to enhance competitiveness and sustainability. This study contributes theoretically to the Resource-Based View and offers practical guidance for clinic managers in improving business performance through service excellence and innovation.

Abstract

Marketing strategies through digital influencers have become a key pillar in influencing purchase intention on social media. This study revealed that source credibility, including expertise, trustworthiness, and physical attractiveness, is a key determinant of message effectiveness. Key findings indicate that consumer engagement plays a moderating role in the persuasion process. Highly engaged consumers tend to use the central route (in-depth argument evaluation), while those with low engagement rely more on peripheral cues such as visual aesthetics. This paper aims to identify the credibility and attractiveness of influencers in significantly increasing purchase intention. A major challenge remains, namely ad avoidance. The method used was a Systematic Literature Review (SLR) in accordance with the PRISMA 2020 guidelines. Searches were conducted in Scopus, SINTA, and Google Scholar databases for open-access journal articles published between 2020 and 2025. The results show that consumer behavior is significantly influenced by the level of distraction and relevance of the content presented. Overall, content success depends heavily on the influencer's ability to align credible content with audience needs.

Abstract

This research examines in depth the role of kyai authority within Islamic boarding school culture as a determining factor in Joko Widodo's (Jokowi) victory in the 2019 Presidential Election in Jombang Regency. Using a qualitative approach relying on in-depth interviews with kyai, students, and community leaders, as well as a review of relevant documents, this study seeks to uncover how the charismatic influence of kyai shapes the political preferences of students and the community surrounding the pesantren. In the process, kyai employ religious framing mechanisms through regular religious studies and religious fatwas, which serve as effective tools for mobilizing political support. These mechanisms create emotional and ideological resonance that strengthens political loyalty among students and other pesantren communities. This research makes an important contribution to the theoretical discourse on the relationship between traditional religious authority and contemporary electoral dynamics in Indonesia, particularly in the context of local politics. The study also highlights the significant role of pesantren social networks in influencing election outcomes, as social spaces that are not only religious but also political. The research findings provide new insights into the transformation of the kyai's role, from initially being neutral in politics to becoming an active, strategic political actor in the context of local democracy. This demonstrates the adaptation of the role of the kyai to changing socio-political dynamics and illustrates the complexity of the interaction between religion and politics in Indonesia.

Abstract

This study examines the managerial mechanisms employed by Madrasah Tarbiyah Islamiyah (MTI) Canduang in integrating the curriculum, implementing character education, and mobilizing Minangkabau local wisdom to respond to the disruptions of the digital age. Using a descriptive-analytical qualitative case study design, data were collected through in-depth interviews, observations, and document analysis. The results reveal four main findings. First, curriculum integration is implemented through the Shared and Nested models, where government-mandated religious subjects are integrated into the study of classical Islamic texts. Students’ cognitive load is managed through Cognitive Time Management and the Al-Miftah Lil Ulum linguistic acceleration method. Second, the character education ecosystem extends beyond the mere transfer of moral knowledge, it is enforced through a high-stakes instrument, the Character Report Card, which holds absolute veto power over academic graduation. Third, the Minangkabau epistemology, embodied in the Sumbang Duo Baleh guidelines and the Kato Nan Ampek grammar system, is directly internalized into the local curriculum by traditional leaders to strengthen the socio-cultural resilience of the students. Fourth, the institution responds to internal challenges such as the crisis of educator role models and external threats, including smartphone addiction, through a cultural compromise approach and strict digital monitoring policies, although this requires renegotiating with the permissive parenting styles of modern parents. MTI Canduang presents a blueprint for Islamic educational management that successfully harmonizes the Salaf heritage, the excellence of empirical science, and local wisdom in shaping a generation of outstanding character in the 21st century.

Abstract

This study examines the legal system of community empowerment through the development of the natural tourism resources of Masongsor Waterfall in Waleo Village, Kema District, North Minahasa Regency, Indonesia. Masongsor Waterfall possesses significant ecotourism potential, featuring a height of approximately 100 meters and a scenic natural landscape that offers strong prospects for development as a regional tourist destination. Despite its potential, the development of this tourism area faces major challenges, particularly inadequate infrastructure, including limited road access extending approximately 9 kilometers to the site. This condition highlights the need for greater governmental support and intervention. The objectives of this study are: (1) to identify and analyze the legal regulations governing community empowerment through the development of the Masongsor Waterfall tourism resources in Waleo Village, Kema District, North Minahasa Regency; (2) to examine the implementation of legal provisions related to community empowerment in the development of the waterfall tourism area; and (3) to formulate a fair and welfare-oriented model of community empowerment through the sustainable development of Masongsor Waterfall’s natural tourism resources. The study is expected to contribute to the development of a legal framework for community empowerment in the management of natural tourism resources by promoting community participation, sustainability, and alignment with national development objectives.

Abstract

Restitution as a mechanism for restoring the rights of victims in juvenile criminal justice systems has garnered significant scholarly attention, yet its application in Indonesian legal practice remains inconsistent and theoretically underdeveloped. This study examines the ratio decidendi underlying judicial decisions that impose restitution in juvenile criminal cases, critically analyzed through the lens of restorative justice theory. Employing a normative juridical methodology complemented by a comparative approach, this research systematically analyzes a corpus of judicial decisions from Indonesian courts, relevant statutory frameworks, and international human rights instruments pertaining to child victims of crime. The findings reveal that Indonesian courts have yet to establish a coherent and uniform ratio decidendi in imposing restitution upon juvenile offenders; judicial reasoning is frequently characterized by discretionary and inconsistent application of legal principles, inadequate balancing of the punitive and rehabilitative imperatives, and insufficient consideration of the victim-centered dimensions of restorative justice. This study further demonstrates that the extant legislative architecture most notably Law Number 11 of 2012 on the Juvenile Criminal Justice System provides an enabling normative foundation for restorative-based restitution, yet systemic implementation gaps persist due to the absence of structured judicial guidelines, limited prosecutorial capacity, and underdeveloped victim support infrastructure. This article contributes to the academic discourse by formulating a comprehensive ratio decidendi framework specifically tailored for restitution in juvenile cases, integrating the principles of proportionality, rehabilitation, reparation, and victim participation. The study concludes with policy recommendations directed at legislators, the Supreme Court of Indonesia, and law enforcement institutions to strengthen the normative and practical framework for restorative restitution in the Indonesian juvenile justice system.
