Abstract

The organizational transformation through the Holding-Subholding program within PT PLN (Persero) has brought significant changes to the organizational structure and workload distribution, particularly in the Business Support Division of PT PLN Nusantara Power, Belawan Generation Unit. These changes are evident from the increased number of overtime hours due to the reassignment of several employees from the Business Support Division and the addition of new tasks. This study aims to identify the optimal number of employees by analyzing the current workload in the Business Support Division following the implementation of the Holding-Subholding program. The work time analysis was conducted using the Work Sampling method, and the employee requirements analysis was performed using the Full Time Equivalent (FTE) method, based on the guideline KEP/75/M.PAN/7/2004. The results of the study indicate that the effective working days in a year amount to 278 days, with an effective working time of 1,668 hours for a five-day workweek. Based on work sampling, the percentage of productive activities was 79.01%, non-productive activities 3.51%, and personal activities 17.47%, with a 20% allowance. The FTE workload measurement results show that in the Business Support Division, one staff position falls under the inload category, two positions under underload, and five positions under overload. The calculation also reveals a discrepancy between the actual number of employees and the ideal staffing needs, including shortages of 2 staff members in the HR Officer position, 1 in the Accounting Officer position, and 1 in the Procurement Officer position. However, there is also an excess of 1 staff member in the Finance Officer position.

Abstract

This study aims to determine the effect of the provision of People's Business Credit and Business Location on the Income of MSMEs in the fashion sector in Sibolga City. The independent variables are People's Business Credit and Business Location. While the dependent variable is Business Income. This study uses quantitative research. The type of data used in this study is primary data obtained from respondents who filled out the questionnaire, namely MSMEs in the fashion sector in Sibolga City. The sampling technique used is a purposive sampling technique with several criteria, namely: 1) MSMEs that use KUR loans, 2) MSMEs in the fashion sector. The sample of this study was 80 respondents calculated using the lemeshow formula. The tool used for this study used multiple linear regression analysis. The results of the t-test show that People's Business Credit does not have a significant effect on the Income of MSMEs in the fashion sector in Sibolga City. While Business Location has a positive and significant effect on the Income of MSMEs in the fashion sector in Sibolga City. Based on the determination coefficient test, that People's Business Credit and Business Location are able to explain their influence on the Income of MSMEs in the fashion sector in Sibolga City by 20.7%.

Abstract

The evolving dynamics of global security demand continuous adaptation and capability enhancement by the armed forces, making strategic leadership and military training essential. This study analyzes how strategic leadership influences training implementation and improves military performance, identifies existing challenges, and formulates optimization strategies. Using a qualitative approach with insights from key informants, the findings reveal that strategic leadership plays a pivotal role through experience, adaptability, communication, and organizational culture. However, challenges persist, including inadequate leader qualifications, substandard facilities, administrative complexity, and limited managerial human resources. The study concludes that strengthening strategic leadership is vital for enhancing training effectiveness. Optimization efforts should focus on comprehensive data provision, enforcing high-quality standards, selecting competent leaders, and improving leadership roles in training governance planning to significantly boost armed forces performance.

Abstract

This study analyzes the human resource development of Roti Anget Sukabumi and aims to improve the performance of MSMEs by managing human resources to achieve performance. Small and medium enterprises (MSMEs) are the most important joint ventures in Indonesia's economic activities. The food industry in particular recorded very positive developments and contributed significantly to the country's economic growth. Bread is one of the alternative substitutes for instant food and is very popular among the general public because it is convenient and can be enjoyed by all circles. The research method used is qualitative. Data obtained in the study using observation, interviews, and documentation tools. Research findings show that companies provide human resource management to capitalize on potential market opportunities in the bakery industry. The increasing number of bread producers and consumers will affect the increasing competition among bakery companies. The purpose of this study is to determine the strategy of human resource management (MSMEs) to strengthen the national economy in the Anget Bread business. The conclusion that can be drawn from this study is that, given the importance of human resources in company activities, companies not only need to rely on technological advantages and financial resources, but also manage their human resources optimally. Also about the human factor. Of course, to achieve business results requires the provision of competitive and high-quality human resources.

Abstract

This study aims to analyze the role of school principals' leadership in managing and developing extracurricular activities in secondary schools. The research focuses on the strategies and approaches employed, the challenges encountered, and the positive impacts of extracurricular activities on students’ development and the school environment. This research adopts a qualitative approach using a case study method. Data were collected through in-depth interviews, direct observation, and document analysis, and were analyzed thematically. The findings indicate that the principal plays a strategic role as a planner, facilitator, motivator, and evaluator in the implementation of extracurricular programs. Various strategies, including student interest mapping, training for teacher advisors, external collaboration, and the use of information technology, were applied to enhance activity quality. Despite challenges such as limited budget, time constraints, and student participation issues, principals managed to overcome them through innovative and collaborative approaches. Extracurricular activities have been proven to positively impact students by improving social skills, leadership abilities, self-confidence, and by fostering a positive and participatory school climate.

Abstract

This study aims to describe the implementation of transformational leadership by school principals in strategic planning based on School-Based Management (SBM). This research adopts a qualitative case study approach, using interviews, observations, and documentation studies as data collection techniques. The findings show that the principal applies key dimensions of transformational leadership, such as inspirational motivation, individualized consideration, and intellectual stimulation, in the formulation of strategic planning. The planning process is conducted through deliberation, data analysis, and stakeholder involvement. The principal acts as a facilitator of innovation and collaboration in designing school programs. These findings indicate that transformational leadership significantly contributes to the quality of SBM-based strategic planning, particularly in aspects of participation, reflection, and accountability.

Abstract

Overcapacity of correctional institutions in Indonesia is still a serious problem, one of the main causes is the high criminal prosecution rate against drug abusers. Repressive approach through prison sentences proved unable to resolve the root of addiction, and it worsens the condition of the correctional institution, including Class I Rutan Deli. The study aims to evaluate the effectiveness and impact of criminal offences on drug abusers, analyze applicable legal policies, and assess the contribution of such policies to the overcapacity of the termite. This Research Method uses empirical juridics with a qualitative approach, where data is obtained through library studies, legal documentation, as well as direct interviews with routine officers, law enforcement officials, and inmates. The results of the study showed that criminalizing narcotic abusers was ineffective in addressing addiction and actually increased the risk of residivism. Most of the drug inmates in the routine are users, not dealers, who should get rehabilitation, not prison. Applicable legal policies, particularly Law No. 35 of 2009 on Narcotics, actually provide space for rehabilitative approaches. However, its implementation on the ground is still minimal due to the dominance of the punishment approach. Law enforcement is more oriented to prison criminal criminal than to provide rehabilitation services. As a result, the correctional system becomes overwhelmed and the recovery process for drug abusers does not run optimally. Evaluation of conditions in Class I Rutan Labuhan Deli showed that the penalty directly impacted the surge in the number of residents of the routine and aggravated overcapacity. Therefore, the study recommends reforming legal policy by putting forward rehabilitative approaches and restorative justice. Interagency synergies, rehabilitation agencies, and paradigm changes in the criminal justice system in order to handle drug abusers to be more effective, humane, and sustainable.

Abstract

The research, entitled "Legal Protection for Heirs of Land Ownership Rights Not Registered at the Jayapura Regency Land Office," aims to determine the legal consequences of land ownership transfers due to unregistered inheritances at the Jayapura Regency Land Office and to determine the legal protection for heirs of unregistered inheritances. The methods used in this research are normative and empirical juridical. Normative juridical refers to an approach that refers to laws, literature, written regulations, or other secondary legal materials. Empirical juridical identifies and conceptualizes law as a real and functional social institution within the real-life system. The output of this research is to contribute legal thought and knowledge to the National Land Agency (BPN) and the community in Jayapura Regency regarding the importance of land ownership transfers due to inheritance to ensure legal certainty and orderly land law administration.

Abstract

The digitisation of healthcare services has brought significant changes to hospital management, particularly in relation to data protection and legal responsibility for electronic medical records. This study aims to analyse the forms of legal responsibility of hospitals in the era of healthcare digitisation based on applicable regulations in Indonesia. The method used is normative legal analysis with a legislative approach and analysis of primary and secondary legal literature. The findings indicate that hospitals have multidimensional legal responsibilities, encompassing civil, criminal, and administrative aspects, in ensuring the security, confidentiality, and integrity of patient data. The implementation of electronic medical records requires hospitals to adopt data protection standards, information security systems, and mechanisms for reporting and regular audits in accordance with Ministry of Health Regulation No. 24 of 2022, Law No. 27 of 2022 on Personal Data Protection, and Law No. 44 of 2009 on Hospitals. Negligence in managing digital data can result in legal sanctions and losses for patients. Therefore, hospitals are required to improve their technology management, human resource capacity, and compliance with regulations to ensure the protection of patient rights in the era of digitalisation of healthcare services.

Abstract

This research, entitled "Legal Analysis of Products, Services, and Service Quality in Influencing Customer Satisfaction at Bank Syariah Mandiri in Jayapura City," aims to identify and analyze the influence of products, services, and service quality on customer satisfaction at Bank Syariah Mandiri in Jayapura City. This study also aims to identify and analyze the steps taken by Bank Syariah Mandiri to ensure customer satisfaction with the services provided by the bank to the community in Jayapura City. The method used in this research is normative and empirical juridical, an approach that refers to laws, literature, written regulations, or other secondary legal materials and identifies and conceptualizes law as a real social institution within the real-life system. The output of this research is to contribute legal thought and knowledge to Bank Syariah Mandiri and the community in Jayapura City regarding how products, services, and service quality can influence customer satisfaction at Bank Syariah Mandiri in Jayapura City.
